PLANNING COUNCIL MINUTES
TUESDAY, OCTOBER 11 , 1994
CITY HALL MADISON & JEFFERSON STS . , YORKVILLE ILLINOIS
Present at the meeting were Jim Nanninga, Joe Moore, Becky
Johnson, J. T. Johnson, Tony Graff, Bill Dettmer, and Jeff
Palmquist. Also present were Ken Baldwin and Michael Cap from
from Development Resources, James Madden and George Haviar from
Stoneridge Development Co. , Inc . , and Dennis and Barbara Dwyer of
Country Hills .
STONERIDGE
George Haviar stated the landscape plan is not ready at this
time . All requested changes are being accomplished, with the
only major change being the moving of the monuments to provide
better sight view.
DEVELOPMENT RESOURCES - FOX HILL
Ken Baldwin presented a smaller fursion of the Preliminary Plan
of the P. U. D. , with the various zoned lots being depicted by
colors .
Four different plans have been analyzed before deciding on the
one presented with the inclusions of:
1 ) Location of the utilities to fit within the easements;
2 ) A modified cross section of road to comply;
3 ) Sidewalk provision for both sides of the street with a
10 ' parkway between the curb and sidewalk;
4 ) Street lighting;
Everything discussed in the previous three meetings are included
in the traffic study.
Grading has been done previously for park purposes and is in the
process of seeding.
Model homes are being constructed on the first three lots.
Mike Cap submitted that in respect to Cross-section 5 Right-of-
way, the IDOT standard curb is shown, with a 10' grass area back
from the curb, and a 5 'wide sidewalk. There is a 10 ' easement
in the rear of the buildings to accomodate utility transformers
and pedestals . Gas will be in the parkway. The water main will
be 5 ' back from the curb, and 5 ' in from the property line .
There may be a short section of storm sewer to run. They will
cross the streets perpendicularly. Jim Nanninga asked if there
was any way to depict private versus public storm sewers. Mike
Cap stated that it will be shown in the final plat and the
engineering plans.

Jim Madden stated he prefers the gas to be on the back side of
the buildings with the other utilities. Mike Cap responded that
the gas company prefers the parkways for the distribution main.
Jim Nanninga added that the franchise agreement would set forth
what must prevail . George Haviar also added that it can also be
done with a blanket agreement.
Mike Cap pointed out that how the buildings were set has been
somewhat altered, but the size of building has not changed. Each
building being an envelope with the individual units within being
altered within. Jeff Palmquist responded that minimums should be
allowed for the distances between buildings so as to assure that
the plan does not become too tight.
The center units are 17 ' and end units 28' wide. The variations
would be that in a 6 unit building, the center two units can be
substituted with a ranch style single unit to replace them,
without effecting the building size .
Jim Nanninga suggested the perpendicular parking be moved further
from the entrance intersection, as someone turning into
the subdivision may have a problem with someone backing out of
a parking space . This can be done by moving the barriers around.
Jim Nanninga stated his concern for the buildings around the lake
in regards to high water and over flow.
Jim Nanninga requested that the trees be included in the
security agreement to assure they are planted.
Jim Nanninga questioned the water main being too close to the
street light at Stoneridge Court & Cottonwood Trail. Joe Moore
suggested another valve in that same area.
The patios on the buildings will be designed of concrete, with
wooden decks being used only if the grade is too high for
concrete .
IDOT standard road grates will be used.
Jim Nanninga stated there is need for minimums to be shown.
There will be a monument entry at each entrance.
Mike Cap requested the final engineering plans the single
family residential POD be placed on the Planning Council agenda
for 10/18/94, and also on the Plan Commission Agenda for
10/19/94.

SIGN ORDINANCE
Jeff Palmquist reported the Sign Ordinance will be distributed
to the City Council at their next Committee of the Whole meeting.
BILL DETTMER
Mr. Dettmer recommended stopping sale of the current loose leaf
zoning ordinance until a complete review can be done on the
contents for further discrepancies . For the present, copies may
be made out of the Municipal Code Book for sale.
J. T. Johnson suggested someone to verify it all with the original
ordinances.
DWYER - COUNTRY HILLS - PHASE I
Jack Cusack was not available for comment.
Dennis Dwyer presented the 15000 minimum sq. ft. plat.
Jim Nanninga asked if he had gotten squared away with the
Yorkville Bristol Sanitary District. Mr. Dryer responded that he
had, and that the drawings were to have been available, but are
not.
J. T. Johnson asked about utility easements of 10' in the rear
yard, and 5 ' in both front and side yards.Barbara Dwyer asked
when the utility easements were discussed as she didn' t recall
having been in on the discussion. J. T. explained that at this
point provisions are being made in regards to easements to
prevent down the road problems, even if the easements are not
used.
Jeff Palmquist noted that a Conservation Easement is needed for
the perimeter hedgerow. Dennis Dwyer responded that he will
check with Jack Cusack in regards to the matter. Barbara Dwyer
noted that it could be included on the drawing.
Dennis Dwyer asked if the 2" construction road stone would be
wasted, or if it could be used as part of the stone base for the
road. CA6 on top of it would be a problem due to water movement.
CA7 would be an option.
Jeff Palmquist requested being placed on the Plan Commission
agenda for 10/19/94 .
