Plan Council Minutes 1994 09-27-94 PLANNING COUNCIL MINUTES TUESDAY, SEPTEMBER 27, 1994 9 :00 AM CITY HALL, MADISON & JEFFERSON ST. , YORKVILLE Present were Jim Naninga, Bill Dettmer, Bill Schmanski, Tony Graff, J.T. Johnson, Joe Moore, Ralph Pfister, and Jeff Palmquist SIGN ORDINANCE Jim Nanninga, Bill Dettmer, and Jeff Palmquist met to discuss the recommendations they will be giving the Planning Council on a new sign ordinance. They will also present the ordinance to the Building and Zoning/Economic and Development Committee and the Chamber will also be invited to the meeting. Jim Nanninga asked for all the proposed recommendations to be given to the Planning Council before next weeks meeting, so they can read them over before the Tuesday meeting. FOX HILL Jeff Palmquist voiced some concerns with the annexation and P.U.D. agreement. Jeff feels it does not cover the issue of the multi- family area and the issue of sidewalks. It does cover the single family homes . Bill Schamanski suggested that we have an attorney interpret the annexation agreement. Jim Nanninga will attempt to speak to Dan Kramer about this issue. Jeff also wants to see minimum sidewalks on both sides of the street and feels either concept will work as far as the city is concerned. Jim Nanninga said Jim Madden called and will have everything ready for next weeks Planning Council Meeting. NILES/OLIVER Jim Nanninga informed Council that they are meeting today at 2 :00 to go over the cost survey with Niles, Oliver. Jim did find out that our increase for the road is 36% . Detention will be talked about today at the meeting. Bill Schmanski stated that our standards match the rest of North East Illinois . Discussion followed on how surrounding towns have handled costs . Jim Nanninga said he had received a letter from Dick Young about the woods on the property and he was very positive in that letter. LAND CASH Jim Nanninga said it should be the schools initiative and he had called Dr. Engler and he will handle it. Page 2 Planning Council Minutes Sept. 27, 1994 PALMER DAM Tony Graff said he had been in contact with the Department of Water Resources about the dam. Tony feels like it is the actual river bottom that is the problem and not the flow of the river. Jim Nanninga asked about the plan to stabilize the banks and have a ADA accessible canoe ramp. Tony Graff said the city had to deny the gant from the Department of Conservation due to the pending litigation on the drownings. There can be no improvements until litigation is finished and the Department of Conservation understood this . Tony said he will also try to get Tom Cross involved on our behalf.
