Plan Council Minutes 1994 09-20-94 PLANNING COUNCIL MINUTES TUESDAY, SEPTEMBER 20, 1994, 9 :00 AM CITY HALL, MADISON & JEFFERSON ST. , YORKVILLE Present were Jim Nanninga, J.T. Johnson, Joe Moore, Bill Schmanski, Bill Dettmer, Jeff Palmquist, and also present were, Becky Johnson, Paul Dresden, Jim Madden, Ken Baldwin, George Haviar, Harold Oliver, Barry Niles, Jim Olson, Dick Young and Molly Millen. STUCK/KENDALL COUNTY J.T. Johnson had a concern with there not being an easement on the map dedicated for a roadway. Jeff Palmquist also agreed that this was something that needed to be done. Jeff also said he would like to see driveways off the private road ( Immanuel) . J.T. said he hadn't had a conversation with the county on this property. FOX HILL/STONERIDGE Ken Baldwin, land developer and engineer for Fox Hill, presented the council with the concept plan for Stoneridge. Jim Nanninga said he felt that some of the concerns he had voiced at last weeks council meeting should be in the concept plan, and not the preliminary plan. Ken Baldwin said he would have the concerns stated in a concept plan ready for next weeks council meeting. The concerns Jim had were: 1 . Parking, (homeowner, guest, and over-flow) 2 . Landscaping 3 . Utilities (placement) 4 . Sidewalks, front vs . back NILES/OLIVER Jeff Palmquist stated that he had walked the property just to check out the woods and was a little disappointed in the quality and amount of the hardwood trees on site. He still felt the need for a tree survey. Dick Young and Molly Millen said they would also go out and walk the property to see if it would be feasible to have a biking/walking trail that could possibly be connected with the Fox Valley Park Districts planned trail along the Fox River. Discussion followed on the Fox Valley Trail. Jeff Palmquist also stated he would like to see a state forester evaluate the trees . Harold Oliver expressed his displeasure with the increased cost due to the subdivision ordinance and standard specifications for improvements that the city has implemented. Jim Nanninga felt like some of the Oliver/Niles figures had not been done correctly. Discussion followed with Bill Schmanski asking for their cost study so the council could see it. J.T. Johnson stated the new ordinances were not meant to discourage new development. Jim Olson said he would like to present the Planning Commission with the concept plan. Jim Nanninga questioned the sanitary issue. Barry Niles said he would like to discuss that with Bob Blake and get back with the council on that issue. Bill Schmanski discussed detention problems with Jim Olson. It was F 1 Page 2 Planning Council Minutes Sept. 20, 1994 decided the woods would make a difference in the run off. SIGN ORDINANCE Jim Nanninga, Jeff Palmer and Bill Dettmer will hold a separate meeting to discuss the sign ordinance and then get back with the council on their recommendations.
