TUESDAY, SEPTEMBER 13, 1994, 9 : 00 AM
CITY HALL, MADISON & JEFFERSON ST. , YORKVILLE
Present were Jim Nanninga, Ralph Pfister, Tony Graff, Joe Moore,
J.T. Johnson, Bill Dettmer, Bill Schmanski, Jeff Palmquist, and
also present were, Gregg Gabel, Barry Niles, Jim Olson, Paul
Dresden, George Haviar, and Jim Madden.
FOX HILL/STONERIDGE
Paul Dresden displayed concept of Fox Hill as a 12 acre multi-
family housing development, with 84 units using the same entrance
as Huguelet. Jim Madden and George Haviar from Stoneridge
Development Company were present with pictures and a short video of
their development in Algonquin, Il . that Stoneridge will be based
on. Two concepts were presented to the council, with concept 2 the
preferred. The three main issues that Jim Nanninga asked Jim Madden
to address for next weeks council meeting are, to address internal
utilities, landscaping and the berm on Rt. 34 along with perimeter
landscaping, and typical cross section. Jim Madden stated that they
would be present at next weeks Planning Council Meeting with that
information.
NILES/OLIVER
Jim Olson displayed concept sketch with some changes made from last
time. Development will consist of 36 .4 (gross) acres, 33 lots, 66
duplex units, 60 townhomes, with lots 90 x 140 minimum, 12,600 sq.
feet. Each unit is 40 feet long with a 25 foot setback, and a 30
foot common area. Each unit will have a two car garage. There are
no curbs in the drawing and Bill Schmanski recommends curbs for
drainage purposes. J.T. Johnson voiced his concern with the wooded
area of the development. He would like to see this used for all
city residents, with minimal parking, such as the forest preserves
have. Jeff Palmquist stated that he felt like that was a good trade
off, and would be an asset for the whole community. Jeff also
stressed the importance of conservation in our natural areas . Jim
Nanninga suggested that this could be a separate issue for the
Recreation Board and he will contact Dick Young. Joe Moore asked
about the location of the water main and said it could not be
located in a dead end, it will have to be looped. Jim Nanninga and
J.T Johnson had concerns about the T ended streets and the
availability for the fire department to turn around. Jim Nanninga
stated he would like to see those T ended streets made into cul de
sacs . Jeff Palmquist would also like to see the homes on the far
east side of the development be all single family instead of
duplexes . Barry Niles contacted the owners of Lydias ' . Barry showed
on his map the intersection of Rt. 47 and Rt 71 and the location of
the manhole that could be extended behind the restaurant. Bob Blake
was contacted by Barry Niles and he is interested in breaking up

his lots . Barry also showed the placement of the sewer and water
locations . Bill Schmanski said the sewer must go along the Com Ed
easement and meet up at Rt. 71.
CITY OF YORKVILLE/N. BRIDGE ST. SUBDIVISION
Jim Olson explained that the city owns this land which consists of
three lots, one of which has a house and a tenant. Jim Olson had
copies of the preliminary and final plat of the sewer on the east
side of the street. The problems he found were along the right of
way on the ditch on Rt. 47, as it doesn't drain. J.T. Johnson
reminded Jim Olson that Rt. 47 is being redone and it could
possibly be fixed then. Once past the three lots you get to the
drainage ditch. J.T. said there is 110 feet of sewer main. This is
on the Planning Commission agenda for September.
STEPAN
Jim Olson said that Wiiliam Stepan property on Van Emmon Road is
still going ahead. The archeological survey has been done and the
question on the wetlands is being addressed. He is putting a
driveway in now, so there is some activity going on up there. He
will also have a ag. building.
ZEPELAK
Jim Olson said Mr. Zepelak had a pending drainage application that
he is still working on. He is working on a problem. Will he have to
reapply for another application fee? J. T. Johnson said he will
have to pay additional monies for a review. Ralph Pfister did state
he will have to annex to Yorkville Bristol Sanitary District.
FOX INDUSTRIAL PARK UNIT 6
Discussion on unit 6 in regards to the state right of way. Bill
Schmanski said they do need a permit from the state.
LAND CASH ORDINANCE
Jeff Palmquist looked at some of the ordinances and feels like the
ordinances need to be more specific with actual listing of dates
and time frames. J. T. Johnson feels like the city needs to have a
set price with an annual review, but will need a way to justify it.

GREENBRIAR
Jeff Palmquist said Greenbriar is committed to 3 . 6 acres of park,
but is their detention encroaching on that? Bill Schmanski said
that the 25 year water level does not encroach on the detention.
WILLIAMSPORT
Jim Nanninga said he had been in contact with Williamsport
development and they were not ready this week but will be at
Planning Council next week.
Jeff Palmquist made the motion to adjourn. Tony Graff seconded the
motion.
