TUESDAY, SEPTEMBER 6, 1994, 9 : 00 AM
CITY HALL, MADISON & JEFFERSON ST. , YORKVILLE
Present were Jim Nanninga, Bill Schmanski, Tony Graff, Ralph
Pfister, Jeff Palmquist, J.T. Johnson, and Bill Dettmer.
ORDINANCES
Proposed ordinances are land cash and school donation. Jim
Nanningai has met with the Chamber concerning the sign ordinance.
The Chambers biggest concern is the sign ordinance, the temporary
signs at the shopper, and the flags . We could recommend a
"grandfather" time of 3 years, and get rid of the temporary signs.
Jim Nanninga presented those present with a copy of the city LAND
CASH ORDINANCE of May, 1990 . He also stated the need to get a lead
on the S. E. interceptor, by getting the set-up going, fee
schedule, building permits etc. Bill Schmanski stated the first
step would be surveying the property, which would be easier after
the leaves have fallen, and the cost to acquire the property and
put in the sewer. It will be approximately $280,000 or $40 . 00 per
sq. foot for cost for 10-12" .
There was discussion on whether it has potential to cross the creek
from 71 . Starting point would be at east end of Hydraulic. Bill
Schmanski will have a large scale plat made for bulletin board.
GREEN BRIAR
Bill Schmanski stated the final engineering is done and ready to be
picked up. Jeff Palmquist stated that the cul-de-sac lines are not
radial . Bill Schamanski said that did not bother him. Green Briar
wants approval by September 22, 1994 . Williamsport and road to 47
is the main holdup on Green Briar. Green Briar should take the lead
and go ahead with the road alignment. Discussion was held on letter
vs . recorded plat. Jim Nanninga suggested that Dan Kramer should
be updated on the right of way on the road and the Interceptor
agreements in general .
REMLINE
Tony Graff suggested scheduling a meeting with Remline. Jim
Nanninga stated he had been to the clerk's office to look at the
tax plat book and couldn't really tell what they own, so he will
contact them and find out what parcels they actually own. Tony
Graff stated they should get in touch with Ralph Pfister first and
then proceed with the water, septic and then sewer, doing all the
work at the same time, tapping in when they feel like it is
economically feasible. Jim Nanninga stated Remline had told him
that when they switched over to the new process they would have to
go to sewer. Ralph Pfister must talk with them.

SOUTHWEST INTERCEPTOR
Jim Nanninga asked Bill Schmanski if he had reviewed the tapes at
all . Bill stated there is 16 hours of tapes and he has reviewed 6
hours of them. He also stated there is a major sag in the southern
end and it is a definite problem. He won't be able to tell
completely until it' s dug out and pulled apart. Jim Nanninga will
meet with Dan Kramer to set up further extension agreements. Bill
Schamanski stated he did review the Dempsey tapes and found 2 sags
in the line, one is possibly due to dirt, could possibly need to
have the jet cleaned. 1 major sag by Cimarron Ridge that also could
possibly just need a clean out. Bill Schmanski will write a memo
about Dempsey today. Dwyer line looked great. Jim Nanninga will
meet with Dwyers and Bill Schmanski will call them.
Bill Schmanski staed that the Midwest Utility tapes say 409 and the
record plan states 400 . They paid by the foot, could that be the
difference? Ralph Pfister will be able to attend some meetings next
week.
Tony Graff asked Ralph Pfister about the FPA expansion route. Ralph
stated he had just recently received a fax from the Department of
Agriculture who has to review it. Ralph in turn faxed it to Paul
Dresden then to the EPA. More information is required. He will keep
in touch with the IPEPA.
FOX HILL
Jim Nanninga stated that Ken Baldwin had called him about the final
plat. Jim does not feel that he should be selling lots until the
final approval from the EPA. EPA does have the change.
