Present were Jim Nanninga, Bill Schmanski , Becky Johnson , Joe
Moore, Jeff Palmquist , J. T. Johnson and Tony Graff . Also
present were Barry Niles and Cindy Heckelsberg.
Bill Schmanski presented those present with a copy of the
proposed Southeast Intercepting Sewer service area map.
Barry Niles showed the area that a lift station would be placed.
On initial 35 Acres they would pump up to Rt. 47 and pay
recapture for interceptor line. Have option to purchase 50 Acres
and would be willing to pay. He would rather have a gravity
flow. The sewer is 13 ' deep. Bill Schmanski stated that because
of creek , wetlands and flood levels, there may be potential to
change grades to save 29000 ft. of sewer. Barry Niles stated that
1 Acre would be used for retention and Bill Schmanski stated that
they should plan on 4 Acres for storage. Bill Schmanski stated
he is not adverse to on line storage, if done properly. The
Corps of Engineers must be contacted for wetlands and Barry Niles
stated this is not on the map as wetlands. Bill Schmanski stated
that from a land planning standpoint as long as you complied with
the Corps requirements and provide detention there should be no
problem. In regard to the other 50 Acresv they are proposing 2
entrances. Jeff Palmquist suggested a stronger hierarchy of
roads (run secondary roads off main project road) and he feels
there is too much road for number of lots. Barry Niles explained
that the minimum length of a 4 unit building is 160 ft. long and
shifting them is a problem. Jeff Palmquist stated that it is
encroaching 200 ft" into the woods and understood this would not
happen. Barry Niles stated they had first right of refusal on
other 130 Acres. The Doetschmans had been negotiating with
Dwyers to service some of the back property through Qwyers but it
has fallen through. Bill Schmanski stated that some of the area
must be pumped up. A discussion was held in regard to acquiring
the easement from Commonwealth Edison. Jeff Palmquist felt that
townhouses should back up to single family. Barry Niles stated
that because of costs, they would sell duplex lots first (they
would have very stringent covenants) and that Niles/Oliver would
build the townhouses. Jeff Palmquist stated that he is
discouraging encroachment in the woods and there is a growing
sentiment with the City that there are enough duplexes in town
now. Barry Niles stated there is a real demand for duplexes in
town. Jeff Palmquist stated that because of the 12,000 sq. ft.
1otsv people can 't afford to buy a single family home in town and
that is why there is so much interest in duplexes. Barry Niles
stated that 68% of the buyers of duplexes in Prairie Park are
senior citizens (because of taxes, no stairs and cost of
maintenance on former homes) . The water billing will be
researched for number of detached single family, duplex and
multi-family homes in the City. Jeff Palmquist suggested that

they have a more creative land plan and that it not be locked in"
Barry Niles feels that this type of community (townhomes) is
overdue in Yorkville because of high costs for other homes" The
costs of the roads and the sewer line were discussed" Barry
Niles stated that obtaining easements may be difficult. Bill
Schmanski felt the lift station can be upgraded to serve 300-400
homes but would be limited by the force main and felt the
interceptor would be built within 2 years and also felt only 2
easements would be required. Bill Schmanski estimated the cost
per Acre would be approximately $56" 00 per P. E. and would be 3 m
$56"00 for multi-family and cost would be approximately $29000. 00
per Acre. Looping and recapture were discussed. Jim Nanninga
stated that he felt application for September Planning Commission
meeting was premature and they should have gone for a pre-
application meeting first. A tree survey will be required. Jim
Nanninga asked about the other 50 Acres which could have a
special service area. The costs could be $600-$700 per Acre.
All present agree that the 35 Acres of Doetschman 's property
temporarily go into the Southwest Sewer and pay recapture fees,
go to a temporary lift station and ultimately would go into the
Southeast Interceptor.
Jim Nanninga passed out a copy of a suggested letter from Dwyers
in regard to sanitary sewer system improvements for their
property.
Bill Gchmanski had talked with Dave Groesch of Williamsport and
was told they had no idea the project was so far along. There
will be no approval of Green Briar until they contact
Williamsport and City sees some evidence that Williamsport is
being redone. Christy owns 243 Acres Q parcels) . It was
suggested that Christy attend next week 's Planning Council
meeting.

Jeff Palmquist passed out the proposed Yorkville Park and Open
Space information. Under Item D, Fox Valley Park District will
be removed. Under Attachment A, items 2 %~ 3 will be deleted. On
item 4, a minimum lake should be 2 Acres and a smaller lake shall
be considered based on City review" The recreational needs of the
subdivision and the community should be considered and credits
should be applied where appropriatev but there must be a starting
point. On Attachment A, item 5, added will be: a desilting basin
shall be provided at the inlet (s) at end of lake for purposes of
desilting. On item 18, #3 added should be: shall be determined

by City Engineer based on lake hydrology" These revisions will
be to Rea Board before September 15. Tony Graff made a motion to
approve these revisions and seconded by J. T. Johnson. Motion
carried.
The State has given approval of the entrance without a turn lane.
All present felt that pressure should be put on I. D" O. T. to
require turn lanes" % . D. O. T. should be contacted on any future
subdivision on major highways in regard to left turn lanes. A
letter will be written to Ralph Dalton in regard to this policy"
Traffic SiAnall Light
I . D. O. T. will be contacted to see if the temporary light at
Somonauk St. can be moved to Countryside Parkway" This will be
discussed at a future meeting. It was felt that I . D. O. T. should
study the need for the possibility of traffic signals at Kennedy,
Cannonball , Countryside and Eldamain. Fran Klaas is to be
contacted in regard to Eldamain Rd" In Fox Hill Subdivision ,
signalization should be part of the P. U.D.
