PLANNING COUNCIL MINUTES
TUESDAY, AUGUST 23, 1994, 9:00 AM
CITY HALL, MADISON & JEFFERSON STS. , YORKVILLE
Present were Jim Nanninga, Jeff Palmquistv Tony Graff , Bill
Schmanski and Becky Johnson. Also present were Ron Bauer , Jack
Cusack and John Schumacher.
Jeff Palmquist passed our proposed criteria for parks and open
space for developing and accepting land , looking at parks
classification systems and standards, and how to adopt a park
system. This is based on the Fox Valley Park District standards
and is on the stringent side. It is designed to be easy on the
maintenance and based on the assumption that parks are an open
space, not leftover space. A provision should be made that parks
not be next to a major highway. Parks should be on flat , high &
dry land , open to the community, accessible to the neighbors and
free from detention or retention (but can be part of it) . There
will always be a homeowners association with every detention area
or the lots that go through , one person will be responsible
(always will have the inconsistent maintenance) . Tony Graff
stated there are problems with the green areas in Countryside
Center because the homeowners association has dissolved after 20
years. Becky Johnson stated that many homeowners mow the area.
There are problems with ATV 's, dogs and dumping of yard waste.
Tony Graff is working on an ordinance to take care of this
problem" Jeff Palmquist explained the proposed criteria. The
existing land cash ordinance should be reviewed and a criteria
for land donations should be formulated. Specific criteria is
that land must be free from detention or retention and be above
the 100 year flood leYelv land should be contiguous and in a
configuration to allow for the development of the proposed
recreational components" It was agreed that neighborhood and
community parks shall have a minimum of 25% of the total
perimeter directly fronting a public roadway, the minimum
secondary access should have a 20 feet easement , if walking
distance is greater than 1 ,000 feet , an 8 feet paved walk and
some type of pedestrian barrier fence to be approved by the City"
Bill Schmanski questioned slide slopes above the water" He
suggested a 5. 1 slope to 3 ft. below to 3 ft. above, but has
concern about the emergent materials. Jeff Palmquist will
research this. Also added will be some type of mulching that is
acceptable to the City. Discussed was core credit for the 30
ft. buildable area that shall be provided around the lake above
the 100 year flood level " Tony Graff stated that Countryside
Center wants the City to take over their ponds and the City needs
some standards to go by, if this is done. It was agreed that
lakes be accepted , if free from defects after two years, by the
City Council after recommendation from the Park Board. A
provision will be added that parklands be tied into a City wide
pedestrian system and items such as 5' sidewalk , bag mix , top
soil , etc. be followed as per the Subdivision Control Ordinance.

Location of neighborhood parks shall be avoided adjacent to major
highways and major collector roads. Park sites which will be
used as borrow pits shall be stable enough to support the
proposed park improvements as approved by the City Engineer. The
proposed criteria is for a 5 level park classification system.
It was questioned whether small parks would be accepted or would
it be on an individual basis. Also needed to be added was
location of neighborhood parks that don 't service the people of
the area. Jeff stated that the City should be looking more at
larger parks (not at every subdivision that comes in) but within
the service area. Service areas are very important but have had
no guidelines for parks before. Wetlakes should have silting
basins, minimum of 6 ft. depth and 12 Q. or 25% of the area and
the blue-green area should drain within 48 hours. Street
lighting should be added to the list of improvements for parks.
Jeff Palmquist will get proposed guidelines to Rec Board by Sept.
14, Planning Commission on the 21st and then to Committee of the
Whole and City Council .
No one was present for review. Jeff Palmquist stated that care is
needed before going too fast on this property" He feels that
plan is not executed as carefully as it could be, and would need
to take our time to uphold the integrity of the site. A site
analysis needs to be done and density and sanitary must be
addressed.
John Schumacher of Morris Engineering presented final engineering
plans. He explained positioning of the water lines. Ductile
pipe will be used and placed 5 ^ below existing ground. The
sanitary sewer will be connected to existing manhole. Some lots
will have horseshoe drainage in back yards and some special
treatment of driveways and garage floors will be needed. Special
treatment will be used to make the 2% grade work. The sanitary
sewer is designed at a minimum of 1%. Bill Schmanski stated this
is not currently in the service area of the Southwest Interceptor
but there is potential to access other property. The drainage
area was explained. The size of storm sewer in based on a 5 year
storm with 3 detention basins. There will be temporary storage
area for heavy rains and plans are for a 30 feet wide drainage
area. There is a 20 foot conservation easement , trees will not
be destroyed and a tree survey will not be done. The existing
trees will be looked at after grading plan is received and soils
information is needed before street section is finalized" The
off site roads need to be addressed. Design of roadways still
must be done" All sewers will be in R.O. W. and no surface
discharge to the north. The location of the water main was

discussed. John Schumacher asked for suggestions for naming one
of the roads. Bill Schmanski agreed that digging a pond would be
acceptable from a storm water management standpoint , but there
would then be a body of water newt to the park. More storage
would be provided than the ordinance requires and the pond may
have to be lined. Also discussed was discharge of water as other
properties may be coming up for development. Jim Nanninga stated
no final acceptance will be done until City Council sees
Christy 's replat. Jeff Palmquist asked about the 60 ft. easement
between lots 72 & 73. Bill Schumacher stated that in the future
the area may be a street , dedicating it now as a R. O. W. It was
suggested to go to Clemens ' to sign an agreement to maintain the
R.O. W. and also access is needed for emergency reasons. The
Planning Commission had agreed than a property owner not be
locked out of use of their property. Some type of recorded
agreement will be required. Lot sizes were discussed. Bill
Schmanski stated that they will be inspecting full time
(primarily underground) v not on testing or layout.
Jack Cusack reported that off-site permit has been received from
I . D. O. T. There is a problem with water main , but feels it can be
resolved. Bill Schmanski suggested that they consider looking at
parallel sewers and this could be revised during the process.
Submit this to E. P. A. now and make changes later. The sewer and
water will be taken to an intersection until commercial develops
and should be part of original plan. The temporary deadends
will be tied into commercial . Jack Cusack reported that I " Q. E. S.
has been approved. I . D"O. T" has requested some striping but will
need some correspondence from the City as he doesn 't feel it
should extend to Clover Court. A 4 way stop will be at Clover
Court and Country Hills Drive and there will be a sharper taper
and more storage. A left turn bay may be added from Rt. 71 in
Phase II . The soils have to be evaluated. It was recommended
that they use 2" stone and would like fabric used~ Tony Gra+f
stated in regard to 911 there was a concern with street names
changing. The numbering of the buildings was discussed. The
problem of upgrading the lift station must be addressed" The
original agreement with Davis ' must be looked at. The existing
pumps can handle 80 lots dedicated basically to Wildwood and the
4" force main could handle Wildwood and Dwyer 's Subdivision. The
concern isv can larger pumps be used to accommodate additional
flows. Two steps to handle this (instead of spending money on
the interceptor) is to upgrade the lift station on an as needed
basis, there must be contributions after the original 80 lots and
after that money is needed for the interceptor. Bill Schmanski
is recommending that money be collected at time of building
connection. The lift station must be upgraded. Bill Schmanski
will contact Metropolitan Pump to see what was installed. Some

type of recapture would be needed for upgrades to lift station
and City would collect from whoever was tributary. It was
suggested that a special service district be formed for
collecting money for the interceptor. The Commonwealth Edison
easement must be acquired. Bill Gchmanski will put together
information for the interceptor.
