PLANNING COUNCIL MINUTES
TUESDAY, AUGUST 91 1994, 9:00 AM
CITY HALL, MADISON & JEFFERSON STS. , YORKVILLE
Present were Bill Dettmer , Joe Moore, Dan Laube, Bill Gchmanski
and Jim Nanninga. J. T. Johnson arrived at 9: 30 AM and Bill
Dettmer left at 9:45 AM.
Best and Inland
The applications for the special use for the bed and breakfast
for Bruce and Joyce Best at 201 E. Jackson and the rezoning for
Inland in Countryside Subdivision from O-Office to R-2 Duplex
will be discussed at next Tuesday 's meeting.
Country Hills Subdivision
Bill Schmanski updated the council on the sanitary sewer plane
for Country Hills Subdivision on how it will be served now and in
the future. Barry Niles will be coming in with a new subdivision
soon and wants to know where he could connect. The sewer shown
on the map is at the entrance to Wildwood , will be by gravity and
goes to the new SW. The industrial park will be hooked up. The
capacity of the line out of the lift station is somewhat of a
limiting factor. There is a 12" connector to the new
interceptor. This lift station ( 10" line) will ultimately have
as many as 5v00() PE tributary to it. Neither Country Hills or
Barry Niles currently have the rights to the capacity of this
lift station , as it is basically Dr. Davis ' and there is a
complicated agreement to that affect. This lift station has the
capacity of 80 gpm which is approximately 80 lots. There is
available capacity for others at this time. The pumps could be
upgraded to the capacity of the 4" force main. The pumps could
be changed to allow additional capacity for the tributary area on
a short term basis. Ultimately there is to be an interceptor on
the Commonwealth Edison easement. Dwyers stated that they were
unaware of the need for a interceptor and that everyone must
start contributing to it. In Dr. Davis ' agreement , once his
capacity was used up any upgrading would be at his expense.
Any lots after Davis ' first 80 must contribute to any upgrading
of this lift station. Someone needs to contact Metropolitan Pump
to get more information on this lift station, but he feels that
using 8 ' per second as a limiting factor there would be 300 gpm
capacity for that lift station. Approximately 230 additional
homes could still be tributary to that lift station with pump
upgrading. The cost of this is undetermined. In regard to
Dwyer 's plans, he is unsure who will be reviewing-his firm or the
subdivider 's engineers. Dwyers are aware that an interceptor is
needed. There are 2 sets of plans from 10 & 20 years ago showing
an interceptor in that easement. Dwyers will have to take off
site down to Wildwood entrance which is about 1v000 feet. Dan
Kramer will be contacted in regards to any agreements made. Jim
Nanninga asked if the lift station was enough or does force main
need to be upsized? Bill Schmanski stated that it depends an how
much money is spent for a temporary solution. The permanent
solution is the interceptor (7,000 feet. ) J. T. Johnson had

asked Bill about Keith Kuchowski as the easement is on his land.
He has a home there and would like service. The City should
acquire that R.O. W. and easement as soon as possible. Jim
Nanninga asked if there was a limit to his design in the
industria1 park for gpm and the limiting factor is the force main
as there is lots
of ground water , but an 8" sewer can handle quite a bit of flow.
The question is how long can money be thrown at this. This was
missed at the preliminary plan with Dwyer. Dwyers and every lot
beyond Wildwood is in the recapture area" The agreement with
Wi1dwood in regard to the lift station states that after 80 lotsv
the developers must pay the costs of additional sewer capacity.
There has been correspondence that this lift station is under
capacity. The groundwork has been laid , but the solutions have
not been defined and the real solution is the interceptor. Jim
Nanninga will contact Dan Kramer about the agreement. Any homes
that are built after Wildwood 's 80 homes would have to pay any
upsizing costs of the lift station. In regard to Dw*ery Bill
Schmanski had met with their engineer before preliminary was
approved. Bill will write a letter to Jack Kusac reiterating the
discussions or check if a letter has already been written.
Dwyer 's and Niles subdivsion would use all the capacity of that
lift station and would be limited by the 4" main and Niles would
have to contribute to any upgrading. Jim Nanninga and Bill
Schmanski will meet with Dan Kramer showing him these plans and
getting his input.
Stepan
There is lots of work needed yet on Stepan as there are lots of
wetlands and it is a very sensitive area. Jim Olson is
contacting the Army Corps of Engineers.
Subdivision Control Ordinance
Additions have been added to the ordinance on manhole vacuum
testing and traffic study. Jim Nanninga wants this information
to the next Public Works Committee meeting so he needs any
changes as soon as possible. Joe Moore wants an additional
hydrant and manholes need to be checked. Bill Schmanski brought
a copy of a cross section of a street for 31 feet and it was
agreed that this would be the required width. Jim would like the
binder course to be 2-1/2 and Bill will check with soils engineer
and put the fabric there also. J. T. Johnson reported that
Prairie Park is 30 feet and feels 31 feet 1s reasonable for
snowplowing. Jim Nanninga had talked to Jeff Palmquist and he
agrees with the 31 feet because parking on only one side doesn 't
work. On the ordinance markup there 1s 5 feet easement on side
yards. A letter would be submitted to Public Works Committee
with all Planning Council members signing agreeing to the changes
in the Subdivision Control Ordinance. Sewer and water and
drainage must be in place before building permit is issued and

the City may, in model areas, consider something less (all would
be done on an individual basis. ) Dan L-aube stated that a soil
and water opinion should be required. The verbage from Bill
Schmanski in regard to the traffic study was added and the
approved list of trees from Jeff Palmquist was added. On water
and sewer locations, J. T. Johnson stated they must be 10 feet
apart and he will check the plumbing code and look plans over
again" J. T. Johnson and Joe Moore will check manhole numbers"
In regard to sanitary it should be at mid-point and water at
edge (3 feet off edge) and duplex being different. J. T. Johnson
would like the wording on water service pipe that it may be
placed in the same trench with special permission and under
special conditions as per inspector. Jim Nanninga asked who was
excluded from the Storm Water Ordinance. Overlot grading should
take care of this. No exceptions now on storm water control . it
was decided to leave it as is and have variances requested if
necessary. "As builts" for street lights will be required. In
smaller subdivisions a catchall phrase is needed to give the City
a right to make decisions or give variations. In regard to light
fixtures spacing is every 300 feet. J. T. Johnson will check out
the fiwtures. Dan Laube requested that a record be kept on all
underground tiles and that all field tiles must be tied into
storm system. Bill Schmanski asked that on page ll on topal it
should be for preliminary not preapplication conference. Jim
Nanninga will get the 2 missing pages to the Council . On Overlot
Grading Ordinance, the sample given out should be one with the
correct grades required" J. T. Johnson stated that the builder
will show his top of floor on plans and there will be a three
point inspection: l ) review plans, 2> prior to pouring or after
it is poured and 3) final sodding. The spot survey would be
eliminated. The tolerances would be at least 2" behind setback.
Bill Qettmer will be contacted in regard to surveying forms" The
meeting adjourned at 10: 20 AM.
