PLANNING COUNCIL MINUTES

CITY HALL, MADISON & JEFFERSON STS.
Present were Jim Nanningav Bill Schmanskiv J. T. Johnson, Joe
Moorev Phil Brady, Ralph Pfister. Bill Dettmer and Tony Graff
arrived at 9:3A.
Jim Nanninga reported that the rezoning for Inland and the
variance for Bruce & Joyce Best will be discussed at a later
mewating. The Stepan application needs lots of research.
Jeff Palmquist passed out recommendations for landscaping. it
was announced that city alderman do not want trees in the
parkway. In the recommendations, paragraph 7.b would not be
needed. The developer would be responsible for the trees for 3
years from time of final plat and if lot was sold after that , the
builder would be responsible. All trees that died would be
replaced with a 3" tree. Sidewalks would be the responsibility
of the builder. No final acceptance to developer until sidewalks
and trees are in. Jeff Palmquist stated that he liked the City
of Wheaton Design Details and Standards for tree planting
standards. This could be part of appendix to refer to this
diagram. J. T. Johnson would like 7. a of Lannert 's
recommendations left in. Jeff Palmquist will give
recommendations when trees are to be planted. Permit must show
location of trees and sidewalk" Builders must have this
information from the developer. All trees would be shade trees
and no bushes taller than 3 feet because of intersections. At
intersections trees would be planted 30 feet from R.O. W. ,
Ralph Pfister approved the recommendations on sanitary sewer.
Needs specs on air testing. T\/' ing would be better in color"
Bill Gchmanski will look up numbers on pressure joints. The City
Engineer would be the agent for approval . A definition page is
need for I . Q. O" T. Lift stations are not wanted but if they are
used , should have options to refer to the EPA Design Standards
for fencingv noise control , locked building and identifing
electric motors, etc. as they must be explosion proof " It was
agreed that most stringent rules should apply. Bill Schmanski
recommended that exercising should be done automatically every
week. Copies of tapes should be given to the Y. B. S. D, the City
and the City Engineer. Natural gas (not propane) for pump
station is acceptable" Jim Ne^nninga will put specs for manhole
vacuum testing in ordinance. Bill Schmanshi will do research an
boots vs. butyl rope.
Bill Schmanski will get information on spacing of fire hydrants.
Bill Dettmer suggested that hydrants be color coded and that fire
department be involved. Also fireman need to know the flow. Joe
Moore will contact Mike Hitoemann of the BKFQ. Tony Braff
suggested that Jack Price of the fire department be contacted to
attend this meeting and could review the plans. Joe Moore would
like 200 PSI or approved hydrants. Service coming from main to
building should be 200. J. T. Johnson andJoe Moore will discuss

fire hydrant recommendations. All hydrants must have a prime
coat.
Phil Brady asked at what point building permits would be issued"
It was recommended that it would be allowed after all weather
roads were installed and water and sanitary were in" No
occupancy until all utilities are in" The exception would be for
model homes. All trailers for offices for subdivisions must have
a permit. All model homes must have sewer and water" Tony Graff
stated that letters of credit must be required that do not
expirev cancelable by both parties only. If subdivision is
bonded should be 110% of all improvementsv but it is difficult to
get the money from bonding. Bill Dettmer stated that he had
success with bonding"
Width af streets was discussed" It was agreed that 29-31 feet
streets were needed. If streets are too narrow there are problems
with snt»wplowingv emergency vehicles especially if cars are
parked on both sides of street. The cost o+ maintenance of a
wider street was discussed. The streets in Prairie Park will be
measured. Allowing parking on one side o+ street is not feasible.
J. T. Johnson recommends the B612 mountable curb. Bill Schmanski
recommends the 39, 3-12 ft. lanes.
Utility locations were discussed" Jeff Pmlmquist will bring ADA
Standards for sidewalks. Gas should not be in water main site,
and be put in l ft. behind sidewalks. Storm manholes and lids
should be 2 ft" off sidewalk. Water main should be 6 ft. behind
curb" Sanitary sewer on other side of street. Street lights
should be kept away from water. Trees should be a minimum of 5
ft. from sidewalk and 8 ft. from curb. Needed are 2 parallel 10
ft. easements, 1 permanent and 1 temporary. Gas should be on
sanitary side within 2 ft. of curb. Sanitary should not be under
sidewalk. B-boxes should be l -ft. off sidewalk on street side
with lights on other side" Jim Nanninga will make drawings for
ut11ity locations, roads 29-31 ft. v assuming parking on both
sides.
Storm sewers were discussed. Bill Gchmanski stated that the
required RCP is ok for the present. Allow mastic between
sections and butyl on storms. Options should be given and TV' ing
should be required.
2" Binders required on roadways. 2-1/2 " harder to roll . Roadways
will be discussed at the next meeting. Bill Schmanski feels that
6 is sufficient for streets.
Traffic study has been given to the City" Checklists will be
helpful , would aid with the specs.

It was recommended that high pressure sodium street lights be
used. Alderman Baker wants decorative lights, but there is
problem with glare, coverage and tall vehicles.
