Plan Council Minutes 1994 07-26-94 CITY OF YORKVILLE PLANNING COUNCIL MINUTES TUESDAY, JULY 26, 1994 AT 9 :00 AM CITY HALL, MADISON & JEFFERSON STS. Present were Joe Moore, Ralph Pfister, Jim Olson, Phil Brady, Jeff Palmquist, Dan Kramer, Bill Dettmer, J. T. Johnson & Jim Nanninga. Jim Nanninga announced that Bill Schmanski would not be here today. PC 94-12 Stewart - Has already gone through the Planning Commission. PC 94-13 Undesser - Has already gone through the Planning Commission. Dan Kramer said the City Council would like the property owners on both sides of Rt. 47 up to Galena Rd. contacted to see if they would be interested in annexing into the City. If the City staff recommends, he would suggest zoning the property B-2 not M-1 . PC 94-14 Stepan - Jim Olson presented information for Stepan. Stepans own a 22 acre site and a vacant lot across the railroad. Besides the wetlands issue there are some environmentally sensitive areas . Would provide an easement in those areas. Some of the wetlands would be required to be filled in. The Army Corps of Engineers has not been contacted yet. Lot K would be owned by the homeowners and they would have access to the river. Property is not contiguous and not close to being contiguous The petition is for R-2, which in the County is a 2 acre minimum lot with well and septic. They are still waiting for the Sidwell topal as it looks like the lots to the east have very little useable area. No percolation tests have been done yet. J. T. Johnson expressed his concern with the cavitette systems . Jim Olson reported they the County allowed the cavitette system as a last resort. Many wild flowers are in this area. Jim Olson stated that the Department of Conservation had discussed acquiring this property. The State Preservation Society will have to be contacted also. Jim Olson has walked the property with Dick Young. Lots will be clustered up to stay away from the slope. No blue grass would be allowed and covenants would be in place for a natural site. The entrance road would be @ 8% and will take a lot to do, also the creek drainage is a problem. Jim is waiting to hear from the SCS, the Natural Resources Inventory and a topal for the Army Corps of Engineers. Jim Olson will advise this Council on information he receives . A representative from SCS will attend next Tuesday' s meeting. Mike Hitzemann of the Bristol-Kendall Fire Department cannot attend, but would like a copy of the minutes to review. Jim Nanninga will contact Harold Feltz and ask him to attend this meeting. Jim Nanninga stated that this meeting will continue weekly, but may not be every week as he has to be careful of the fees charged. Would like to have the Subdivision Control Ordinance to City Council by August 26, 1994 . Page 2 July 26, 1994 Planning Council Minutes Jim asked Ralph to contact Tom at the ASD and get his verbage on the manhole vacuum testing and also asked JT and Ralph to jot down comments and concerns on sanitary. Joe will be asked for information on water and Jim will do roads and drainage. Ralph Pfister left the meeting at 9 : 30 AM and Tony Graff arrived. Jeff Palmquist stated that landscaping can range from something very short and simple to a complex and lengthy ordinance. Would probably go with the basic approach because of the time problem. Describe location, spacing, size requirements, section on utilities . Can include setbacks from intersection, site distance. J.T. Johnson stated the City now has an ordinance not allowing trees in parkway but trees are still planted there. Jim Nanninga stated that not allowing trees in parkway is a losing battle. Jeff Palmquist stated that other towns have ordinances allowing trees at the discretion of Public Works Director. Jim Nanninga stated that trees can be shown on engineering plans for new subdivisions and it is part of the letter of credit and plan and it will be inspected. Could also be included on new building permit. Bill Dettmer stated that species and size of trees could be included and could be part of the final inspection. Could be included in Lannert's review, use grading plan with tree locations . Phil Brady suggested that some limitations would have to be placed in regards to utilities not being affected by roots . Must discuss with City Council because they have been against trees in parkway. J.T. Johnson has not seen plastic pipe with roots in it. Jim Nanninga stated that canopy effect has not worked. Joe Moore suggested that TV' ing sewer lines be done every 5 years to check for roots. Dan Kramer suggested we require a separate sheet for landscape detail with the building permit application. Bill Dettmer stated that a 3" tree would be advisable. If tree dies within a year, builders must put back. J. T. Johnson stated that not enough money in budget to take care of trees in parkway. Dan Kramer sees no problem with ordinance requiring homeowners maintaining trees in parkway and will check to see if possible. Who will replace if tree dies in 2 years? J. T. Johnson stated he would like City to own the back yard easements and utilities would have to get a permit from City. It was recommended that Jeff Palmquist draw up guidelines for homeowners owning parkway trees and information relieving the burden of the City. He will bring information on other options that are available. Bill Dettmer will bring information on carriage walks . He will bring more information. Jeff Palmquist will do research on this also. Should talk to Steve Bridge of the Recreation Board. Also canvas the Council for their opinion and give them the options available. Tony Graff and Dan Kramer left the meeting at 10 : 00 AM. Joe Moore will get information to Jim Nanninga regarding water by Friday. Page 3 July 26, 1994 Planning Council Minutes Phil Brady showed samples of Certificates of Occupancy for building permits . Suggested for signing off on the permits were: Fire Department, City Administrator, Finance Department, Zoning Administrator, Public Works Director, Building Inspector, Plumbing Inspector, Yorkville-Bristol Sanitary District and Water Operator in Charge. He will make up a list with recommendations on who needs to sign. Bill Dettmer passed out information from the City of Wheaton on Design Details and Standards . He also stated there are films available to show to contractors. Roadways will be discussed at the next meeting on Tuesday, August 2, 1994 at 9 :00 AM, City Hall, Madison & Jefferson Sts.
