PLANNING COUNCIL MINUTES
TUESDAY, JULY 199 1994, 9: 00 AM
CITY HALLv MADISON & JEFFERSON STS"
Present were Jim Nanninga, Ralph Pfister , Bill Schmanskiv Jeff
Palmquistv Bill Dettmer and Phil Brady. Barbara Dwyer was also
present and had some questions about her subdivision in regards
to parks. J. T. Johnson arrived at 10: 00 AM. Joe Moore and a
representative of the Bristol-Kendall Fire Department will also
be asked to attend these meetings.
The first meeting is to establish procedures and see what needs
to be accomplished. Would like to meet every Tuesday at 9n00 AM
until further notice to make recommendations to the Planning
Commission. Jim stated that he must be frugal with the costs for
all to attend. The developers will also be invited to attend.
On Tumosday, July 26, 1994, Undaaeser and Stepan will be invited to
give a presentation. Jim stated that he would like to have the
Subdivision Control Ordinance changed before the newt subdivision
comes in.
Developments
1 . PC 94-12" Game Farm Rd" - 8tewartv Ag to R-2. This property
is not contiguous to City, 2 parcels would need to be annexed.
Stewart is asking to extend utilities after a pre-annexation
agreement is signed. He can annex to YBSD. Bill will get a
rough estimate of utility extension cost and Jeff will make a
blowup of the property location for Planning Commission meeting.
Questioned was the County issuing a building permit. He could
use the new zoning classification of 18,000 sq. ft. It was felt
that this was not in Yorkville 's best interest.
The City does not have a policy for extending sewer and water ,
and it has usually been done on a case by case basis" Ralph
Pfister announced that the Oliver/Niles subdivision has asked the
YBSD to annex and that they are not contiguous.
2. PC 94-13. Galena Rd. - Undesser , Ag to B-3 Special Use
(Kendall Co" ) He wants to put in a package liquor store" Should
check to see if this is in a flood plain. Jim hoped that the
Planning Commission would wait until they get the recommendation
from the Planning Council . This property is in the Facilities
Planning Area"
3" PC 94-14. Van Emmon Rd. - Stepan, A-1 to A-2 (Kendall Co. ) "
The lots are 90v000 sq. ft. and some lots fall 5{) feet. The
limits of the natural wetlands area were questioned.
Ordinances & Standards
1 " Subdivision Control Ordinance - Changes
A. Final grading plan. Slope can go no more than 1% in
back yard. Would like to aim for 2% and have a policy than it

can be reduced for special conditions. The three steps would be
a grading planv a spot elevation check on the top of the
foundation and a final grading plan , and no certificate of
occupancy until the final grading survey was approved. It was
suggested that different departments such as engineering , public
worksv administrator , building department , etc" sign off before
the final occupancy is approved. Phil will bring a form for this"
J. T. said there was a problem now with some existing mini
warehouses. The new grading plan ordinance that was just passed
needs more information. Storm sewer systems should be placed in
the street not in the back yards" Overflow routes and free
boards of 1-1/2 feet should be addressed considering 100 year
flows without storm sewer conveyance" Jim suggested that we
require sump pumps to discharge into storm sewer. J.T. said it
is allowed now but not mandated" The back yards should have
plastic. The City will accept 26 or schedule 4{)" This Council
would recommend direct connections into the storm sewer. J. T.
sees no problem with plastic" 1 Acre lots now allow septic &
well . If within 200 feet , must hook up to sewer and water by
State Plumbing Code. The property across from Blackberry Golf
Course could have well and septic but when sewer and water was
available it would have hook up to City utilities. The County
has been encouraging annexation in that area and that may be an
incentive to come in. Must annex to YBSD. It was suggested that
if they are within 200 ft. of sewer that they must hook up. Some
times it would not be practical to hook up. Should set up a set
of guidelines and vary if necessary in the review process"
Storm Sewer (detention and storm)
1 " Detention-Bill doesn 't like current MSD formula as it
provides only 1 /2 of the detention needed. Jim stated there are
2 schools of thought: one is to go through the complicated
computerization GDS and the other is to modify the M63D to keep it
simple. Take the MSQ x 1. 25 & use runoff figures to do studies.
Bill stated that we are outside of N%PCI and come up with a unit
detention formula" For commercial it is 611. The SCS method
overestimates residential needs and underestimates commercial
needs" Bill would recommend the modified formula at this stage"
J. T. said Conover Subdivision will drain in 2-3 days with
ditches. Would like to recommend to go with the " 15 maximum
fixed release, CFS and give the prerogative to the City Engineer
to reduce that based on down stream levels or on the availability
of the down stream. The Park Board is discussing detention
facilities and City can 't keep mowing all these areas. Should go
to a homeowner 's association or be platted. The recommendation
is that if the Park Board is willing to accept that is OK, but
otherwise they must privately maintain. The City has been
reluctant in the past to take in these ponds. The \^BSD owns the
Jaycee pond" Easement agreements need to be defined and the
access and facility must be approved by the City. Bill will

check the modified rational . He will also check runoff rates for
various year storms.
Soil & Erosion
It was suggested that Bob Jankowski from the Soil Conservation be
asked to join the Planning Council . Suggested for soil erosion
was to have a $75"00 permit to control runoff , require a silt
fence and have all storm sewers TV 'ed. Bill stated that if they
have a copy of the plansv the building inspectors could check.
This could be put in the Subdivision Control Ordinance and in a
subordinance. Phil suggested that we not allow sewer ditches to
be open all night or on a weekend. City employees would have to
clean up and builders would have to reimburse. After approval ,
there would be a certain amount of time to backfill " It was
suggested to have 2-3 sentence ordinance referring to Illinois
Urban Procedures and Standards for Soil Erosion and Sedimentation
Control and it can be revised at the Engineer 's discretion and
maintenance of these facilities will be directed by the City" It
was suggested to charge a permit fee to inspect and one page
should be included for soil and erosion control .
Sanitary Sewer
Air tests on mains are required and inspected by Pavia~-Ma\rting.
Phil said they inspect from the property line in. (service) .
Public Works Department now inspects the sewer and water hookups.
Phil said he could inspect sewer and water with 24 hr. notice or
if he was in the area, but in an emergency situation the City
would inspect. Televising is now required by ordinance now.
YBSD ordinance requires $1"05 per lineal foot of sewer installed
for televising and plan review. Ralph prefers that the City
enforce their ordinance" He would need a letter guaranteeing
that the City will televise or the YBGD will take over doing it.
They just want it done. Televising and flushing could be done
contractually on a yearly basis. In regard to the storm sewer ,
information should be in the ordinance on how far the televising
should go. It was suggested that this be at the determination of
. the Director of Public Works. It was recommended that vacuum
tests be done on manholes. Bill would recommend the ordinance
require PVC, ductile or approved material for sewer. J. T. wants
only ductile for water. Bill wants to require water main quality
where that reach is going to cross the water main. In regard to
laterals, some sewer lines are being put in on weekends. People
should be educated so that this is not done. It was suggested
that all contractors who work in the public right of way be
licensed"
Water Mains
8" minimum should be requiredv all of ductile iron and wrapped.

Next meeting:
1 . 5 ft. easements in front of every lot and 10 ft. in rear of
lot"
2. Final Plan-whatever standards are in the Subdivision Control
Ordinance take effect at the time of application of final
plat.
