It has been rescheduled for Wednesday, December 13, 2006 at 6:00 p.m. K 1 United City of Yorkville Human Resources Commission DRAFT Meeting Minutes of October 18,2006 Location: Police Department Conference Room Called to Order: Diana called the meeting to order at 6:02pm. Madonna motioned to approve, Diana seconded. APPROVED. Committee Reports: Mayors Report: The Mayor has received a couple oral suggestions regarding the proposed 9/11 honorary monument. He would like to receive the ideas written rather than oral. Moreover, Mark O'malley proposed one suggestion to obtain a piece of the debris from the World Trade Center wreckage and display it. A second idea was to construct a labyrinth landscape. A landscaper who does labyrinths is willing to cooperate with the city if decided on. Glory added that the Junior Women's Club would like to participate in the project as well. City Liaison's: None City.Council Report: Alderman Jim Bock is to replace Rose Spears as the City Council Liaison. The HRC welcomed Jim Bock and each member introduced themselves to Bock. We then proceeded to brief him about the duties of the HRC. Recreation Department Report: None Library Board Report:None School Report: The City is working close with Superintendent Dr. Engler and Art Zeppler to get new area schools to be built by the residential developers. Moser Enterprises, INC. has successfully built the Grande Reserve Elementary School within its development to account for the rising population. New Business: Volunteer Opportunities Brochure—Glory Spies has been receiving many calls recently for volunteer opportunities with the City of Yorkville. Glory now asks for the HRC to put together a brochure for new and current residents who want to be involved in our community. Some opportunities are posted on Yorkville's website but many more opportunities are still out there and unknown to the general public. Cecelia researched and pointed out that the Dupage County website offers an excellent list of opportunities in their area. Glory also suggested to form a core group to help generally in the community. HRC has accepted the task in creating a brochure and will now begin the process of searching for all organizations that need volunteer help. We also need recipients for the volunteers who may serve on the core group. Lastly,we must also get the word out on our Volunteer of The Year Award nomination. 1 Page 2 HRC minutes—October 2006 Old Business: Area-Business Brochures:None were submitted. Historic Street Name nominations: Marvin Lawyer submitted literature regarding"James Armour Lawyer,"To be reviewed by the HRC. Historic Street Name Brochure: Rose suggested an event to be publicized to promote the Historic Street Naming Program. For example,A name dropping event at a place like the Beecher Center to get the community involved and informed with the HRC program. Diana moved to adjourn the meeting, Cecelia seconded. M United City of Yorkville DRAFT Human Resource Commission Meeting Minutes of November 15, 2006 Location: Police Department Conference Room Called to Order: Diana called the meeting to order at 6:05 p.m. Quorum established Members present were: Ex-officio Members Tom Zerante Sgt. Committee Reports: City Liaison Report: No report. Diana stated that December 8th is the City Christmas Walk. Mayor's Report: Glory reported that the United City of Yorkville will be celebrating the 50th anniversary of the uniting of Bristol Station and Yorkville next year. Russ Hughes, one of the original workers on this incorporation still lives in Bristol and she believes he should be a part of the celebration. The Kendall Arts Guild has expressed an interest in making banners for this event. Diana asked about possibly planting a tree in commemoration of the event. City Council:No report. Recreation Department Report:None Library Board Report: None School Report: None New Business: Glory commented on the Emergency Services Memorial that has been suggested by the Mayor. A suggestion was received from Erich Schoedl for a bronze statue of a fireman with a child, and a lantern that would shine a light across/over the Fox River(but not high enough to disturb houses on the other side). HRC members thought that this idea would only commemorate one branch of the emergency services, excluding police, EMS, and military service. Military are now recognized at the eternal flame in the City Park. The Junior Women's Club has offered to take on a project and this might be something they could do. The idea of a labyrinth with emblems of the emergency forces and military at the corners might be an idea, along with a lantern in the center,to show, as Mr. Schoedl stated, `safety,protection, freedom, sacrifice, as well as harmony with nature.' More ideas will be considered as they are submitted. HRC—November, 2006 meeting-page 2 The name of James Armour Lawyer was submitted for consideration for a Historic Street Name. It was the considered opinion of those present that there was no `significant contribution' to the City in the application. Glory will contact Mrs. Lawyer and send her a copy of the criteria. The Old Barn Museum submitted a brochure for the Visitor's Center. Diana said this was a wonderful place, with much information on arrowheads and other history. Cecelia motioned to accept, Diana seconded. Approved. Glory presented a request for an ad for an upcoming event. There was discussion as to whether HRC could do other than approve use of City property/buildings. In the past, there were a limited number of sponsorships,with a limit of$250,but the group has never approved ad space for anything. Glory suggested that Russ Hughes might be considered for a Historic Street Name as he was one of the persons who developed the plan to unite the two towns. Madonna suggested the first Aldermen in the United City of Yorkville be considered for their work on the plan. They or their families could be invited to the 50th celebration. The letter and form for Volunteer Opportunities information was reviewed. These will be sent out to organizations, churches, groups,who are looking for volunteers, or who may have volunteers to help others. When the forms are returned, Glory will make up a database for volunteer needs so that when people call/come in looking for volunteer ideas, she can present the list. She will re-do the letter and Cele will re-do the form and it will be reviewed next month. Old Business: Senior Police Academy—Madonna reported that it had a very good turnout, and all those present were happy with the content of the programs. Thanks also to Panera Bread for the donation of the many lunches. One problem was not enough tables for people to eat at so most had to balance food on their laps. The other problem was the presentation on fraud should have been held in a larger room as there was `standing room only.' Tom asked that we consider changing or amending the criteria for Historical Street Names to include people in the City who live to be 100 and/or those very elderly people who have lived in Yorkville all of their lives. The Kendall County Record may have a listing or could develop one. Greg mentioned the Civil War Veteran who was reburied from Aurora to Yorkville in the past few weeks. Greg made a motion to Adjourn, Lorene seconded.
