Committee Chairman Wanda Ohare called the meeting to order at 6:30 p.m.
Present
Alderwoman Wanda Ohare, Alderman Dean Wolfer and Police Chief Harold Martin.

1.Minutes for Approval/Correction--Minutes from the Sept. 8, 2005 meetings were
approved.
2. PS 2005-009—Gift Basket Liquor License
Ohare said there's been a request to the city for a gift basket liquor license. It would
allow businesses such as gift shops to put wine into gift baskets for the holidays. Ohare
said the class of license needs to be determined, as does an application fee. The fee for
packaged beer and wine is $1,000 under the D class license, so it might fall under that
category, Wolfer said.
Ohare suggested city attorney John Wyeth look at it and determine what would be the
appropriate license. The request would go to the Dec. 6 Committee of the Whole
meeting.
3.PS 2005-010 Parking Ordinance
Ohare said the city's parking ordinance was too broad and the city is looking to separate
some of the issues. Two of them are commercial and overnight parking.
Chief Martin said the city would need to get a clear definition of commercial vehicles.
The current definition of commercial vehicles doesn't fit what the committee is seeking
and would be too restrictive.
Resident Sandra Adams who attended the meeting to learn more about the parking issue
said she doesn't have a problem with trucks and trucks with signs on them parked in
driveways. She doesn't want to see big equipment parked on the streets.
The proposed ordinance prohibits overnight parking between the hours of 1 to 6 a.m.,
except on streets that don't have curbs. The ordinance also allows the police department
to temporarily allow parking to a resident if the restriction poses a hardship.
Wolfer said the city needs to be careful as it drafts the ordinance because it doesn't want
to hinder residents who are trying to make a living. He said he likes the idea of people
being able to park B and D plated vehicles on the side of the house as long as the parking
area is paved or graveled.

The proposed ordinance also allows people to opt out of the ordinance if, for instance,
there's 100 percent agreement among property owners on a street or block to allow the
overnight parking, Ohare said.
Ohare said overnight vehicle parking especially of the larger vehicles is a safety issue.
She said the matter needs to be addressed or it will get worse.
The proposed ordinance will go to the Dec. 6 C.O.W. meeting and the Dec. 13 City
Council meeting.
4. PS 2005-011 Skateboard and Motorized Scooters
Ohare said this is the first time it has come to the Public Safety meeting,but it's
something that really needs'to be addressed.
Chief Martin said he'd like for the city attorney to draft a proposed ordinance governing
the rules of skateboards and motorized scooters and bring it back to the committee. He
said he doesn't want either allowed on the city's streets.
The issue will be brought back to the committee once a proposed ordinance is drafted.
5. Heartland Circle Construction Traffic
Wolfer said the Public Works Committee discussed the issue of construction traffic along
Spring Street traveling too fast. City Engineer posed a question to the committee
wondering whether the construction traffic restriction on Spring Street should be lifted
since a substantial portion of the public infrastructure in Heartland Circle is done. The
city has received several requests from residents on Heartland to stop the detour of
construction traffic through their streets.
On the topic of speed, Chief Martin said his department could put out tubes to determine
the rate of speed. He also said that sometimes there's a perception that vehicles are going
faster than they actually are. Either way,he said the issue would be addressed. Chief
Martin said he would bring back the results of the speed study.
Alderman Joe Besco, chairman of the Public Works Committee, said the agreement in the
PUD is to reroute traffic through Heartland until the build out of the subdivision is
complete. The complete build out is defined as when the housing is complete. The
provision was agreed to as a way to protect resident that already lived in the community
when the Heartland development was made. He said he's told people from Heartland and
residents of Spring Street that the city won't go back on its word.
Meanwhile Chief Martin said he'd bring the results of the speed study back to the
committee.
6. PS 2005-003 Bruell Street Emergency Weather Warning Siren Update

Chief Martin said the city is purchasing a refurbished weather siren to put up near Bruell
Street. The siren would serve the residents of Heartland Circle and some other areas not
already covered. Previously,the city couldn't get power to the area. But now that the lift
station is in,the city has the ability, Chief Martin said.
Ohare said the ultimate goal is to have warning sirens to cover the whole town.
7.PS 2005-005 Cadet Program Update
Chief Martin reported the cadet program is going well. The cadet recently started his
second session of classes. So far,he said the cadet is a straight A student,works 20 hours
a week for the police department and is doing a great job. An evaluation will be brought
to the Public Safety meeting in January.
The cadet will be with the department for two years. Wolfer said he'd like to the police
department to interview another candidate so that when this one leaves, another cadet
could be hired. Ohare agreed saying the police department needs to report that the
program is going well so that it can be added to the city's budget.
8.PS 2005-001 Police Reports for September and October 2005
Chief Martin said the department has cut back on the number of miles driven in light of
gas price increases. Instead,the offices do a 15-minute walk of their area every hour. It's
worked out well,he said.
Ohare commented that the officers continue to complete a lot of training hours,which she
is glad to see.
Chief Martin also said two city officials have completed and passed the NIMS
compliance test online. The rest of the city officials also need to take the test. Ohare said
she would put a memo in everyone's box.
9. PS 2005-002 Request Approval to use $1,000 in CPAT Funds for Regional Air
Support Service
Chief Martin said the chief from the Countryside Police Department has put together a
regional air support program. A helicopter was donated to the program,but it doesn't
have any federal funding. The Countryside chief is asking as many communities as
possible to support the program through a$1,000 one-time donation. The Public Safety
Committee would need to approve the donation to come out of CPAT funds.
Ohare said it's a very good service. The city never knows when a helicopter might need
to be called in. However, she said she needs more information.
The matter will come back to the committee at the Dec. 8 meeting.
10. Grande Reserve Weather Warning Siren Update
Chief Martins said the developers of Grande Reserve are in the process of installing the
warning siren as per the agreement with the city.

11. PS 2005-06 Business Registration
Ohare said there's nothing in the packet on the issue. Chief Martin said the city attorney
still needs to finish the ordinance. The matter will be brought to the Dec. 8 meeting.
12. False Alarm Ordinance
Chief Martin said the ordinance is in place and the department hasn't received any
negative feedback.
He added the city attorney is working on a form letter to mail to repeat offenders.
13.2005-008 Liquor License Application
Chief Martin said the city attorney just finished the new application form. He said it's
more condensed and has the additional information Ohare requested. Ohare said she had
a chance to look at it and thought it looked good. Chief Martin said he needs the Public
Safety Committee's approval. Ohare said she'd ask Wyeth if a consensus vote would be
okay. She could then call all of the members who weren't at the meeting to get their
votes.
14.Additional Business
Chief Martin said the Public Works Administrator Eric Dhuse hasn't devised a way to
cover the air conditioning units to help damage in case of a chemical attack. Dhuse is
concerned any type of covering generating heat and hampering the circulation of air.

Committee Chairman Wanda Ohare called the meeting to order at 6:30 p.m.
Present
Alderwoman Wanda Ohare, Alderman Dean Wolfer, Alderwoman Rose Spears, and
Police Chief Harold Martin.
1. Minutes for Approval/Correction—None.
2. PS 2006-01—Police Reports for December 2005
Police Chief Harold Martin said the number of miles driven per police vehicle is up
because of the increase in population. Also, the department plans to hire additional police
officers because of the increase in population. Usually there are about 2.5 officers on per
shift and the city would like to increase that number to 4 officers.
Alderman Dean Wolfer noticed that some of the vehicles have a lot of miles on them and
he wondered if they're safe to drive. Chief Martin said administrators and detectives
drive the vehicles with more than 100,000 miles on them. The squad cars all have lower
mileage and are part of a regular replacement program.
3. PS 2006-02 Holiday DUI Enforcement Program
Chief Martin reported five DUI arrests and one arrest for driving under the influence of
drugs/alcohol were made during the recent Holiday DUI Enforcement Program. Also, a
number of citations and warnings were issued. The program ran from Dec. 19, 2005 to
Jan. 1, 2006.
4. PS 2006-03 Request to Hire Two Patrol Officers
Chief Martin said his department would like to hire four additional police officers. The
first two are already in the budget,but he would like to hire two additional officers. He'd
like to hire two officers right away and hire two more in March
The committee agreed to move the matter forward to the Feb. 7 Committee of the Whole
meeting.
5. FY 2006/2007 Budget Requests
Chief Martin said he'd like to get input from the committee members about the proposed
budget.
Alderwoman Wanda Ohare, committee chairman, said she'd like to see funding for the
cadet program. It's turned out to be a valuable program for the department, she said.
Wolfer asked the chief if there was anything else he needed in the budget. Chief Martin
said he'd like to have money for the New World Software Program. The reporting system

software costs about$125,000 and it's the same one that other departments in the county
and state have. Alderwoman Rose Spears said it should be a priority for the city to be in
the same database as other communities.
6. PC 2005-12 Police Reports for November 2005
The police reports for November 2005 were approved and more forward.
7. PS 2005-02 Request Approval to Use $1,000 in CPAT Funds for Regional Air
Support Service
Chief Martin said the department is requesting to use $1,000 in CPAT funds for the
ability to use a regional air support service. The focus of the unit will be anti-terrorism,
counter drug and other public safety uses. Professional volunteer pilots and police
officers would staff the helicopter. The money would help fund the operational costs for a
regional helicopter. Ohare said the fee is extremely reasonable.
The committee agreed to allow the chief to use the funds.
8. PS 2005-13 Countryside Parkway Addresses
Chief Martin said that City Engineer Joe Wywrot suggests a need to change some
addresses on Countryside Parkway due to the fact that the city's zero grid line is Route 47
and no longer Center Parkway.
If addresses are changed, it would affect five locations: one on the south side of
Countryside Parkway and four are resident s on the north side of the street.
Spears said she's reluctant to approve any changes until she knows the cost involved. She
also wants to know if the proposed changes are really necessary.
Martin said as the city grows and new officers are added, it could slow some officers in
getting to a call if they're confused about an address.
Ohare suggested sending a registered letter to the residents who would be affected by the
addresses changes. She said the letter should list reasons for the proposed changes and
invite residents to come to a meeting to discuss the issue. Chief Martin said he's met with
Wywrot about drafting a registered letter to mail.
Wolfer said it also would be a good idea to find out what's involved such as changing
legal descriptions etc.
The issue will come back to the Public Safety Committee.
9. PW 2005-16 Heartland Circle Construction Traffic
Chief Martin said Wywrot is asking if construction traffic could go on Spring Street
rather than through the Heartland development. However,he said he said the city agreed
it wouldn't allow construction traffic on Spring Street.

Wolfer said the city needs to abide by the agreement it made with residents. Spears,
however, said that there is some discrepancy as to what the original agreement was.
Ohare suggested asking Wywrot to find a copy of the original agreement and to bring it
to the February Public Safety Committee meeting for discussion.
10. PS 2005-09 Gift Basket Liquor License
Ohare said the request to sell liquor in gift baskets came to the city before the Christmas
season, but there wasn't enough time to get it done by then.
The owners of Carriage I wanted to sell wine in gift baskets for the season.
Ohare said City Attorney John Wyeth needs to draft a letter outlining what classification
of liquor sales this would fall under. She suggested the mater be discussed at the February
meeting after the letter has been drafted.
11. PS 2005-06 Business Registration Update
This issue will have to come back to the city.
12. PS 2005-11 Skate Board and Motorized Scooters Update
Ohare said the city is seeing a lot more of the motorized scooters and some sort of
regulations need to be in place. The city needs an ordinance keeping skateboards and
motorized scooters off sidewalks in commercial areas. She said residential areas are
another matter.
The issue will come back at a future meeting.
13. Additional Business
Spears asked if the city could increase fines issued to those who park in handicapped
spaces. She suggested the city seek the maximum allowable penalty of$350.
Wolfer suggested that rather than increasing the fines because of the cost involved in
purchasing new signs,the city adopt a strong zero-tolerance policy. He said the city could
put in its newsletter that no warnings will be issued to those illegally parked in the
handicapped spots.
The meeting adjourned at 8:05 p.m.

Reference: Long term parking for overnight parking ordinance.
I have been researching a long term parking solution for the new parking ordinance
that goes into effect this march. After reviewing several other similar ordinances from
other cities I came up with the following example, if it is acceptable we can have it
added to the ordinance or we can make changes as you see fit. Most of the information
came from Columbia Heights, MN parking ordinance.
Long Term Exemption from Overnight Parking Restriction
A long term parking permit is for a specific vehicle to park on the street in front of a
specific address. In the event an address needs more than 5 temporary exemptions in
one month, the resident should apply for a long-term parking permit. Long term
permits are authorized only if the applicant cannot park on the property without
violating the ordinance/zoning laws, or cannot reasonably or legally drive the vehicle to
another place on the property without violating the ordinance/zoning laws.
Long-term permits will not be issued to homeowners who choose to use their garages
or driveway for parking boats, campers, trailers, or other seasonable vehicles, or who
use the garage for storage rather than parking.
A long term parking permit takes a minimum of five working days to process and may
only be applied for during the business hours of the Police Department. The applicant

will have to complete a detailed application and the property in question will be
inspected to evaluate the location and to make a determination if a permit is justified.
Long-term permits are valid for a period of one year starting on May 01 and expiring on
April 30 of each year issued. Long-term permits may be issued for a shorter period of
time if justified by specific circumstance. If a long-term permit renewal is needed it
must be applied for by April 01 before it expires.
No street parking is permitted when there is more than two inches of snowfall (per the
snow parking ordinance 6-2-3(g)). Normal parking, long-term parking, or temporary
exemptions may resume parking nor earlier than twenty four hours after the snowfall
has stopped (per the snow parking ordinance 6-2-3(g)). Even if you have a long-term
permit you may be ticketed and towed if you violate the snow ordinance.
Long-term permits are only good for specific vehicles and specific addresses and are
not valid for other locations or no parking zones in town. Permits are subject to
immediate suspension or revocation by the Chief of Police or his designee if the long
term permit is found to be misused or the resident no longer qualifies for the long term
permit.

I would like to thank you for your grant application under the COPS Universal Hiring Program
(UHP). The COPS Office received an overwhelming response to the open solicitations for UHP
applications during 2002 and 2003. During those solicitations,the COPS Office received nearly 3,300
individual UHP applications requesting over$865 million in federal funds. Due to the high demand,
unfunded applications were carried forward through subsequent fiscal years in anticipation of funding as
many as possible. Unfortunately,as of this date,COPS has only been able to fund 957 UHP 2002 and
2003 applications for$382.5 million. In other words,only 29%of the total number of applications
received were actually funded.
For FY 2006,no additional funds were appropriated to the COPS Office for UHP. With no UHP
funding available,we regret to inform you that we will be unable to fulfill your request for additional
officer positions. Please note that the overwhelming demand and limited funding meant that the COPS
Office was forced to make many difficult funding decisions. Funding selections were ultimately based
on a number of factors,including the number of previous COPS hiring awards applicant agencies
received,application completeness and accuracy,and statutory mandates which govern how UHP and
other COPS hiring funds are to be allocated. Ultimately,however,there simply was not enough UHP
funding available to fund all legitimate,quality requests such as yours.
While we do not know what level of funding will be appropriated for UHP in future years,we
encourage your agency to re-apply for the program should UHP funding become available.

'We currently do not have anyone who checks the fire alarm system here
at the City Hall/Police Station. I have asked Thomas Alarm for a quote and they have
supplied one $600.00 yearly. For this fee they will check our fire control panel,
manual pull stations, horn/strobes, smoke detectors and any other fire detection
devices. These inspections will be carried out on a semi-annual basis.
Today I met with spoke with Bill Dettmer and discussed the Thomas
Alarm quote. He told me it sounded like they are providing a good service at a very
reasonable price.
I have attached a copy of the quote for your consideration and I will get
with you to discuss any questions you may have.

At the above locations,we respond within a 24 hour period to service any problems with the Fire alarm
control panel,Manual Pull Stations,Horn/Strobes,Addressable Modules,Duct Smoke Detectors,Smoke
Detectors,and any other Fire detection or annunciation devices. We will repair at the owners expense any
problems found after gaining the owners approval of such a repair. We will respond within a four hour
period to emergency service requests for after hour or weekend service. Out regular service hours are
Monday thru Friday frond 7:30 to 3:30 at a 2 hour minimum of$90.00 per hour. Emergency service is
billed at a four hour minimum @ time and one half,Sundays and Holidays are a four hour minimum of
double time.
We will also test your buildings semi-annually,as per NFPA/UL requirements this,includes the Fire alarm
control panel,Manual Pull Stations,Horn/Strobes,Addressable Modules,Duct Smoke Detectors, Smoke
Detectors,and any other Fire detection or annunciation devices.This test report will be dated and certified
by our professional technicians for submitting to the authority having jurisdiction and your insurance
provider to satisfy their requirements for testing your fire alarm system. This Annual Service Agreement
does not include monitoring charges of your fire alarm system at this time but it can be added to the
agreement.
TOTAL ANNUAL SERVICE PER THE,ABOVE MENTIONED BUILDINGS SHALL BE

This request is to hire two more additional Sworn Patrol Officers for the Police
Department. These two positions are in the budget for 2005/2006 and were originally
scheduled to be hired April 1, 2006. I am requesting the ability to push their hiring
date back to March 1St, 2006. I have two slots in the Police Training Institute (P.T.I.)
beginning March 27th, 2006. This will provide us a little lead time in preparing them for
P.T.I. as well as initial paper work needed. The current salary for a new applicant will
be $39,627.26 for an Associates Degree and $40,419.42 for a Bachelors Degree
(Majority of our applicants have a Bachelors Degree). I would like to use March 14th,

Subject: Countryside Parkway—Proposed Address Changes
Recently the Public Safety Committee discussed the possibility of changing the street
addresses on Countryside Parkway(Route 47 to Center Parkway) to conform to the
adopted address grid. The committee asked if there would be any costs associated with
changing addresses.
The Engineering Department was asked to investigate the costs associated with changing
an address. Attached find the results of our investigation.
Please place this item on the Public Safety Committee agenda of February 9, 2006 for
discussion.
Countryside Address Change
Notification costs for homeowners
Most of the areas of notification for the homeowner would come at no cost to them. For many, it
can easily be completed by filling out the"change of address" area on their billing statements.
These areas of notification would include most utilities, magazine subscriptions, insurance
companies and other billable services. Some other areas would need some contact from the
homeowner. These areas include attorneys, mortgage companies, churches, dental and medical
services, voter registration, ect. Although it is believed there will be no monetary cost required to
update these changes, a certain level of time and effort is needed by the homeowner to ensure
these areas are informed. It is assumed that all county, fire and police offices would be informed
and updated through the City.
Two areas, however, would require the homeowner to pay money to update their address. These
are:
Driver's license and Auto Registration
• Updating drivers license($2-$10 depending on age)
• Updating auto registration($3)
• Updating auto title($65)
Bank checks
• Updating checks(varies)
If the homeowner chooses not to update checks immediately, they could update address when
they normally re-order checks
Physical costs
Only nominal physical costs are expected for the residential homes affected by the change.
Businesses
Businesses will be affected similarly with the residential homeowner. Like the homeowner, no
direct monetary costs are expected for businesses to update legal paperwork, utilities, post office,
ect. Plus, there is no question that an indirect cost of time and effort will also be required.
However, businesses may have a potentially large cost burden when they update their business
inventories and promotional departments. These areas include:
• Stationary
• Business cards
• Advertising
• Promotional material
The businesses affected reside in one building, Yorkville Professional Building, 106 E.
Countryside Pkwy, and they are:

Subject: Countryside Parkway addresses-Public Safety Agenda Item request
I've enclosed a copy of a diagram Joe Wywrot&I started several years ago,regarding the addresses on Countryside
Parkway.The"future building"with number 104 in it currently has building plans in for review. I need to assign an
address to the building but am reluctant to give it an East Countryside address due to the fact that the city's zero grid
line is Route 47,no longer Center Pkwy.What I would like to do is assign the medical offices a temporary address
on Center Pkwy, pending a review by the Public Safety Committee regarding officially changing the addresses to
those structures west of Route 47 to conform to our city grid system.
This change would affect 5 locations: Edward Health Care (currently 106 E) is the only one on the south side of
Countryside Pkwy that would change;the remaining four are residences on the north side of the street: 103 E(Jeff
Sibenaller), 105 E(Brian and Laura Hess),203 E(Brent Peterson),and 205 E(Angela Pennington).
Jim Ratos owns the Edward Health Care building,and is agreeable to an address change to one on West Countryside
Pkwy, and has also offered assistance in notifying &assisting the doctors onsite facilitate the change. The address
I'm recommending for this building is 76 West Countryside Pkwy.
Across the street, the logical addresses would be 83 West in place of 103 East; 75 West in place of 105 East; 53
West in place of 203 East;and 45 West in place of 205 East.
This change will accomplish several key factors:
1. The zero grid line can be clearly observed and referred to with ease;
2. EMS services will no longer have to clarify which side of Route 47 service is needed;
3. All east and west addresses will now be on the same side of Route 47;
4. This issue will not be brought up again when the future building is constructed at what is shown on the enclosed
as"Future 204";
5. As businesses relocate or change hands the Countryside Center addresses that are no longer being issued can be
effectively changed to either Countryside Pkwy or North Bridge Street (see Bridge St. Interiors/Law Title/Nelson
Funeral Home).
6. Jim Ratos' new medical building can be issued a permanent address in conformance with our grid system: 88
West Countryside Pkwy.

A speed study was conducted on Spring Street near Terry Lane. The
study began at 1000hrs. Tuesday, November 15 and ended at 0000hrs. on Thursday,
November 17.
IDOT standards state a study should be conducted on Tuesdays,
Wednesdays and Thursdays and that an 85 percentile is the proper gauge to use in
judging weather or not a speeding situation is present.
Eastbound Traffic:
November 15 457 vehicles 85% of vehicles' speed was 37.0 mph
November 16 556 vehicles 85% of vehicles' speed was 37.5 mph
November 17 546 vehicles 85% of vehicles' speed was 37.9 mph
Westbound Traffic:
November 15 332 vehicles 85% of vehicles' speed was 36.4 mph
November 16 549 vehicles 85% of vehicles' speed was 36.8 mph
November 17 536 vehicles 85% of vehicles speed was 37.6 mph
There is an opportunity to slow traffic down. The best times for a
directed traffic enforcement effort would be day shift, anytime between the hours of
7:OOam and 5:OOpm.

ORDINANCE AMENDING CITY CODE,TITLE 3,BUSINESS; CHAPTER 3
LIQUOR CONTROL
REGARDING NEW CLASSIFICATION
Whereas the United City of Yorkville has taken up, discussed and considered
amending the City Code, Title 3,Business; Chapter 3 Liquor Control by adding.a
classification for Gift Basket Sales, and
Whereas the Mayor and City Council have discussed that it may be prudent to
amend Section 3-3-4 "Classes of Licenses"by adding a classification for Gift Basket
Sales in the text as depicted on the attached Exhibit"A", and correspondingly setting a
fee for said license"A", and
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE
UNITED CITY OF YORKVILLE,upon Motion duly made, seconded and approved by a
majority of those so voting,that Title 3, Chapter 3, "Liquor Control" of the City Code of
the United City of Yorkville is hereby amended by adding a new Classification, as
depicted on the attached Exhibit"A".
This Ordinance shall become effective upon passage.

GIFT BASKET:
License for the sale of alcoholic liquor including wine,beer and ale,by a retail dealer
such alcoholic liquor being sold double packaged as part of another product, generally
described as a"gift package, or gift basket". Any alcoholic liquor offered for sale shall
not be displayed separately from the gift package or gift basket nor shall it be sold
separately or delivered separately from the gift package or gift basket. Furthermore, all
alcoholic liquor sold under this license classification shall be sold only and strictly for
delivery in the gift package or gift basket off premise and shall be consumed off premise.
Fee for the Gift Basket License shall be $250/year
EXHIBIT"A"
TITLE 3 BUSINESS, CHAPTER 3 LIQUOR, SECTION 3-3-4 (A)(4) Other Licenses
NEW CLASS "GBS": Gift Basket Sales
Class GBS-Wine/Beer/Champaign Gift Basket Sales
a. Authorizes the licensee to sell alcohol, limited to wine/beer/champaign to be sold
exclusively as part of an arrangement in a gift basket by an establishment in which the
retail sale of wine/beer/champaign is not the primary and principal business thereof. Sale
of alcohol, alone, not as part of a gift basket arrangement is strictly prohibited under this
license.
b. In addition to other application requirements under this Chapter 3, a Class GBS
license shall only be issued to applicants who can demonstrate that they are operating a
bona fide gift basket business.
c. Wine/beer/champaign shall be sold sealed, and as part of the arrangement to be taken
out of the business establishment. Consumption of wine/beer/champaign upon the
premises is strictly prohibited.
d. The annual fee for the GBS license shall be $1000.
e. For the purposes of this license classification, "gift basket" shall be defined as a
decorative gift container which may be constructed of wood, metal,plastic, woven rope
decorative paper or decorative plastic bag or such similar material, said container to hold
not only the wine/beer/champaign, but also to hold other decorative or gift items to make
up the "gift".
