Public Safety Minutes 2016 04-07-16Page 1 of 3 APPROVED 7/7/16 UNITED CITY OF YORKVILLE PUBLIC SAFETY MEETING Thursday, April 7, 2016 6:30pm City Hall Conference Room In Attendance: Chairman Larry Kot Alderman Joel Frieders Alderman Carlo Colosimo Alderman Seaver Tarulis Other City Officials in Attendance: Mayor Gary Golinski Alderman Chris Funkhouser City Administrator Bart Olson Police Chief Rich Hart Others in Attendance: None The meeting was called to order at 6:30pm by Chairman Kot. Citizen Comments: None Minutes for Correction/Approval: January 7, 2016 The minutes were approved as read. New Business: 1. PS 2016-06 Police Reports for January 2016 – March 2016 Chief Hart said the reports are status quo and the reports were accepted as presented. 2. PS 2016-07 Adjudication Reports for December 2015 – March 2016 Chief Hart commented that the Hearing Officers are doing a good job and the reports were accepted as presented. 3. PS 2016-08 Request to Dispose of Hewlett Packard Design Jet 500 Printer According to Chief Hart, this is a plotter that has never worked and should either be recycled or parted out. The committee approved of the disposal. 4. PS 2016-09 Police Department Training Report This report was requested by Alderman Frieders at a previous meeting and shows what types of training are occurring. Some training is required to keep certifications current. The Sergeants and officers also do mandatory policy reviews each month. Chief Hart said the department is considering using a program which uses standardized rules and regulations for police departments. Automatic updates are also provided. Page 2 of 3 The Chief discussed some of the other training programs and other aspects of the report. Alderman Kot said he was encouraged to see this amount of training. Officers are encouraged to go to conferences that pertain to their particular expertise or position in the department. The Chief said each officer is trained for crime scenes, breathalyzer testing, DUI's, fingerprinting and juvenile matters. This helps to minimize overtime by not having to call other officers to handle. No further action. 5. PS 2016-10 Police Facility Planning Chairman Kot asked to include this topic on the agenda and said the 2005 plan is the most recent and was only a space analysis. He wants the committee to begin to think about a new facility. A plan of all city buildings and their uses needs to be done. Quotes are being gathered now according to Mr. Olson. The County has agreed to continue being the holding facility unless a new building or major remodeling is done. Alderman Kot recalled parental concern about the police department being so close to the schools. Chief Hart said there is also some concern about sex offenders being brought to the department since it's close to the schools and library. Funding of a new building was discussed by Alderman Colosimo and he likes the idea of retrofitting the Old Second Bank building downtown as the police department. Then more space would become available in City Hall. Alderman Kot said he would not want the police department being moved around frequently as in the past. Alderman Frieders said he was glad to see planning begin prior to it being an emergency and he would like a central location. Chief Hart said many departments have expandable campuses and include indoor ranges. He said the current department is tight on space and has been in the same space for 8 years. Also discussed was indoor vehicle storage which adds life to the squads. He noted Plano PD has a pole building for their vehicles. Administrator Olson suggested using the 8 acres near Kendall Marketplace as a north central location for a department with the idea that a south side location would be needed at some point. He said land is cheap now and possible locations should be explored. This item will be kept on the agenda for more discussion. 6. PS 2016-11 Crosswalk Pedestrian Signage Alderman Kot said this item should be discussed at Public Works meetings. Mr. Olson replied that some residents and schools have contacted the City about signage. It was noted that the students cross Game Farm Road at several locations and it was suggested there should be a study. Alderman Colosimo said a 3-foot landscape material could be used and leave openings at the crosswalks only. Alderman Kot summarized and said the problem areas should be identified, take it to Public Works for a study and ask for an engineering recommendation. Mr. Olson said Page 3 of 3 the problem can be presented to the schools, however, he does not expect they would spend any money to rectify the problems. The Mayor added that staff can also look at and make recommendations. Old Business None Additional Business Chairman Kot discussed the police vehicles and said he does not want to fall behind in purchasing new squads if there is extra money.
