Administration Minutes 2016 06-15-16Page 1 of 3 APPROVED 8/17/16 UNITED CITY OF YORKVILLE ADMINISTRATION COMMITTEE MEETING Wednesday, June 15, 2016 6:00pm City Hall Conference Room Committee Members In Attendance: Chairman Jackie Milschewski Alderman Seaver Tarulis Alderman Diane Teeling Absent: Alderman Joel Frieders Other City Officials In Attendance: City Administrator Bart Olson Finance Director Rob Fredrickson Guests: None The meeting was called to order at 6:00pm by Chairman Jackie Milschewski. Citizen Comments: None Minutes for Correction/Approval: May 18, 2016 The minutes were approved as presented. New Business: 1. ADM 2016-36 Monthly Budget Report for May 2016 Mr. Olson said this report is the first one of the new FY. Year end figures should be available at the next meeting and he predicted a surplus of approximately $200,000. No further action. 2. ADM 2016-37 Monthly Treasurer's Report for May 2016 Mr. Fredrickson reported the following: $17,254,818 Projected Beginning Fund Balance $ 1,715,633 YTD Revenues $ 1,876,631 YTD Expenses $17,093,820 Projected Ending Fund Balance Alderman Teeling questioned the status of the IMET funds. Mr. Fredrickson reported that the hotels have been sold and federal agencies and the IRS would be pressing claims. The receiver won't distribute funds until then with federal claims being paid first. He expected about 50% recovery from the hotel sales and the remainder of the assets are still being ascertained. 3. ADM 2016-38 Cash Statement for April 2016 This is information only, no further action was taken. Page 2 of 3 4. ADM 2016-39 Bills for Payment No comments. 5. ADM 2016-40 Monthly Website Report for May 2016 Mr. Olson said details are in the packet. On behalf of Alderman Frieders, Alderman Teeling asked for clarification on the website report provider! No further action. 6. ADM 2016-41 Prevailing Wage Ordinance This action is taken each year and adopts the State wages. The wages have not changed since last year, but an ordinance must be passed. This moves to the consent agenda. 7. ADM 2016-42 Clerk and Treasurer Referendum Mr. Olson said this is a consolidation of government entities and he expects a better voter turnout and better representative community sample in a presidential election year. Alderman Tarulis asked if there is a job description for the Treasurer to provide residents a better understanding of the duties. Mr. Olson said the duties are set by State Statute and will provide a copy of it. Mr. Olson said in most communities the positions are “ceremonial” and that the Deputy Clerk does the majority of the duties for the Clerk position. Alderman Milschewski asked that information be placed on the website to state this is a consolidation of offices. Ms. Teeling also clarified that the Statutes do not mandate the positions. The vote will take place in November and this item will be placed on the regular agenda for further discussion, but any questions must be finalized by mid- August. 8. ADM 2016-43 Home Rule Referendum Citizens have recently asked about having home rule, however, the City does not have the authority to become home rule. Mr. Olson said home rule allows the flexibility to craft new laws, bond payments can be drawn out and it could save the City money with improved credit ratings. Alderman Teeling asked about the Home Rule Light and the importance. Mr. Olson stated the legislators have basically denied it. Many municipalities had wished to lower the required 25,000 population for home rule, to 5,000. Mr. Tarulis asked what impact home rule would have on staffing. The impact would likely be very little. Mr. Olson said some people might fear increased taxes, however, some towns may raise food and beverage taxes and hold the line on property taxes. The committee favored the referendum and it moves forward to the City Council regular agenda for more discussion. Old Business: 1. ADM 2014-89 Aurora Area Convention and Visitors Bureau (AACVB) Agreement It has been decided that Yorkville and Oswego would each do separate studies rather than one, since each town might have slightly different ideas of what is important. If the two towns later joined in a visitor's bureau, the studies could be put together. It was noted that the AACVB is working on changing bi-laws.
