AMENDMENTS TO THE AGENDA
Alderman Colosimo requested that Item#3 on the consent agenda,Kennedy Road Shared Use Path—
Phase III Construction Engineering Services Agreement between the City and Engineering Enterprises,
Inc. (PW 2016-49),be moved to the regular agenda under the Public Works Committee Report.
Mayor Golinski tabled Item#1 on the Mayor's Report,Appointments to Planning and Zoning
Commission,(CC 201642), for two weeks.
Amendment approved unanimously by a viva voce vote.

PUBLIC HEARINGS
1. Public Hearing on the proposal to sell general obligation alternate revenue bonds of the City in
the amount of not to exceed$6,500,000 for the purpose of providing funds to refund all or a
portion of the City's outstanding Refunding Debt Certificates, Series 2006A and General
Obligation Refunding Bonds(Alternate Revenue Source), Series 2007A
Mayor Golinski opened public hearing. There were no comments or questions from the public or City
Council.Mayor Golinski closed the public hearing.

Mayor Golinski entertained a motion to approve the minutes of the regular City Council meeting of June
14,2016 and June 28,2016 as presented. So moved by Alderman Tarulis; seconded by Alderman
Colosimo.
Minutes were approved unanimously by a viva voce vote.

Mayor Golinski stated that the bills were$505,335.89 and$1,249,050.91.

Mayor Golinski entertained a motion to approve an ordinance authorizing the second amendment to the
annual budget for fiscal year commencing May 1,2015 and ending on April 30,2016 and authorize the
Mayor and City Clerk to execute. So moved by Alderman Frieders; seconded by Alderman Kot.
Alderman Colosimo asked for an explanation and Finance Director Fredrickson answered him.

Engineering services agreement between the City and Engineering Enterprises,Inc. and authorize the City
and Mayor to execute; seconded by Alderman Frieders.
Alderman Tarulis made a comment in regards to this agreement.

the extension of the downtown TIF; seconded by Alderman Teeling.

Orr discussed Mayor Golinski's question and answered him.

Request to Purchase Four Police Vehicles
(PS 2016-14)
Alderman Kot made a motion to authorize the purchase of four vehicles for the police department as
outlined in the memo from Chief of Police Hart,dated June 30,2016 in an amount not to exceed
$161,703.34; seconded by Alderman Colosimo.
Alderman Kot stated this was received at Public Safety this month.There was full committee support.He
wanted to clarify that Public Safety is purchasing three patrol cars and one car for investigations.He
stated this is to get back on track, for the City had fallen behind with the vehicle replacement plan.
