Dave Mogle stated that Townes at Windett Ridge parks were moved to the Sept. 28`h Park Board meeting,not the meeting on the 14'',as stated in the Aug. 24th Plan Council minutes. Kendall Marketplace—Final Plat Bill Dunn stated that the developers plan stated the connection would be 12"on High Ridge and this is acceptable place to connect. There will be no offsite easement to Faxon Road but there should be a stub to the northwest corner of the property. Scott Mai will put the contour lines on a separate sheet and include in the plans. This will include the open,residential area, and detention spaces. In regards to the pond in comment #12,this is a landscaping pond in the southeast corner,and details will be on the overall landscaping plans. There will be a note referring it to the landscaping plan and individual site plans. Scott Mai spoke with IDOT and they are looking for a comer clip(see comment#128). The City wants 30' x 30' clip and setbacks should be modified on lot 2. Blanket easements are being proposed for lots 1, 19, 54, 55 and 56. The model Fountain Village blanket easement was discussed,and the developer will check the language used. The language would be very clear for exceptions where buildings are placed. In addition there will be exceptions for signage,as noted by Anna Kurtzman. Travis Miller stated the language for High Ridge Road should be updated on the final plat. Perimeter easement provisions will be on lot 20 and 22, and on the out lots also. Single family lot#s should be omitted from comments#7 on the final plat. The cul-de-sac(comment 142) should be retained permanently,per Mayor Prochaska's request. Bill Dunn stated the right of way should be modified with no connection to Beecher Rd. A bulb will be offset in lot 51, and a 65' right of way radius is needed. High Ridge Lane will not go straight through lot 51 as shown on the plat,and the new plan shows it servicing the town house area. There will be a connection near lot 45. The right of way ends as it comes north from High Ridge Lane and it will become a private street. In the residential area,the road will be mountable curb with depressed townhouse driveways. The wording in# 144 will be changed to"all subdivision monuments will be set". The petitioner should submit a revised final plat consistent with the preliminary plan that has been approved. Anna Kurtzman stated she needs a list of PUD minimum setback deviations from the B-3 zoning. The 9-1 plat shows: 1)a 30' rear deviation; 2)verbiage states 20' corner side,but graphic shows 30'. In addition building set back lines should be shown as the front. Scott Mai said IDOT is requiring a corner cut is being required where the Daniels property meets with this property on Route 34. Travis Miller hopes a concept/PUD plan will be submitted by December for the Daniels property. The petitioner will prepare a dedication document for the NW corner and the City will present it to Sexton. 1 The developer will meet with Anna Kurtzman regarding monument signage language, because the City is revising the sign ordinance. A 16"main will be extended to the west, and a 12"will be on the NW corner. There are currently no plans for Lot 21 and it may be sold to the developer across the street. On the final plat, a right of way dedication will be aligned at the north end for possible connection to Beecher Road. There is no connection to this property shown on the Sexton concept. The building's common lot of Kohl's need to be on the lot line. The cross section will be a 5 lane approach with a corner clip of 25' at Rush Copley. This will be at the Oct. 11 Plan Commission. Bristol Bav Units 11, 12 and 13—Final Plat The developer was not in attendance. Jim Berry has a copy of all memos that were in the packet. Lot 1984 should be adjusted should be 9000 sq. feet per Anna Kurtzman. This is stated in the annexation agreement. Bill Dunn recommends revised plans for the plan commission. The Plan Commission will make a recommendation for the City Council's consideration. The Plan Commission consists of 10 members appointed by the Mayor,the City Attorney and City Land Planner. A Public Hearing will be held at this time for the Annexation Agreement and/or Rezoning request or Special Use request. Notice will be given by publication by the United City of Yorkville in the Kendall County Record and certified mail by the Petitioner to adjacent property owners within 500 feet of the subject property no less than fifteen days and no more than 30 days prior to the public hearing date. A certified affidavit must be filed by the petitioner with the City Clerk's office containing the names,addresses and permanent parcel numbers of all parties that were notified. Step 5: Economic Development Committee: The Economic Development Committee meets the third Thursday of each month at 7:00 p.m. in the City Hall Conference Room. All projects (regardless of a positive or negative EDC recommendation)proceed to the Committee of the Whole for discussion. The Economic Development Committee consists of three(plus one alternate)City Council members. Step 6: Committee of the Whole: The Committee of the Whole meets the first and third Tuesdays of the month at 7:00 p.m. in the Conference Room at City Hall. The project will be discussed in an informal atmosphere at the Committee of the Whole where no formal voting takes place. This session is to discuss and consider recommendations of prior committee meetings. Step 7: City Council: The City Council meets the second and fourth Tuesdays of the month at 7:00 p.m. in the Council Chambers at City Hall. This is where all City Council voting takes place. A Public Hearing will be held at this time for the Annexation Agreement and/or Planned Unit Development Agreement. This land use pattern is based upon the planned Prairie Parkway alignment and future intersection with Route 71. Staff Comments: 1. The request for A-1 zoning of the property is the most appropriate zoning to allow for the continuation of the existing use of the property. At the time a development plan is presented for this property,the zoning classification may need to be evaluated based on the proposed plan. This limits certain properties,particularly in older sections of the City with shallower front yards,from having a wide enough driveway to park more than two cars. Access Management Driveways,especially for commercial uses,need to be regulated for safety. Consistent curb cut widths are important from a safety standpoint to control the access points along the street. Consistent and limited width access points allow motorists to anticipate where traffic is entering and to know where they can exit the roadway. Driveways of varying widths can confuse drivers, allow motorist to enter and exit at unpredictable locations,resulting in less safe roads. This becomes more of a problem in higher traffic volume areas along the roadway as well as higher volumes entering/exiting the driveway. Front Yard Parking The current ordinance does not permit off street parking in the front yard area with the exception of B-3 zoned areas. This has created somewhat of a hardship for features such as amenity centers/clubhouse facilities. The Landscape Ordinance requires ample screening for parking areas regardless of location and increased screening for parking along public streets resulting in a questioning of the need for this particular regulation. Lighting The current ordinance does not include any specific requirements for the design of off street parking areas. The `dark sky' concept has been promoted by the engineering department as development plans are reviewed and most developers have used this concept and guidelines offered by the engineering department as common practice. Recommendations: • Establish separate regulations for residential uses and commercial/non-residential uses. • Allow wider driveway widths for residential uses where setbacks limit the amount of offstreet parking area to less than enough distance to allow for double stacking in the driveway. • Base commercial/non-residential driveway width on traffic volume of the driveway. • Increase the amount of parking allowable without required screening for parking areas. • Increase the maximum number of accessory parking spaces allowable for residential uses. • Identify appropriate lighting design standards for off street parking areas and include in the ordinance. • Increase the amount of off street parking spaces allowed prior to requiring screening from four(4)spaces to six(6)spaces. • Remove the front yard restriction for off street parking areas. Screening And Landscaping:All open automobile parking areas containing more than€ouf(4)six(6)parking spaces shall be effectively screened on each side adjoining or fronting on any property situated in a residence district or any institutional premises by a wall, fence or densely planted compact hedge not less than five feet(5)nor more than seven feet(T) in height. Such required screening shall conform with the front and side yard setback requirements of the district in which the parking is located. 7. Lighting:Any lighting used to illuminate off street parking areas shall be directed away from residential properties and public highways in such a way as not to create a nuisance.The City of Yorkville promotes the"dark sky"concept.Lighting fixtures should be full cut-off,and the use of wall packs on buildings should be minimized. The average foot-candle intensity should be 2.0 2.5 footcandles.The average to minimum light intensity ratio should be no more than 6:1,and the maximum to minimum light intensity ratio should be no more than 20:1.The ratio of maximum veiling luminance'to average pavement luminance should not be more than 0.3:1.The lighting intensity at the property line shall be zero footcandles. 8. F.Number Of Spaces: 1.Maximum Number Of Spaces: The total number of accessory parking spaces provided for one-family,two-family or multiple-family dwellings shall not exceed that required by this Title for such use or for any equivalent new use by more than fifty percent(50%) or€0uf{4)six(6) spaces,whichever number is greater. 2.Determination Of Number Of Spaces: When determination of the number of off- street parking spaces required by this Title results in a requirement of a fractional space, any fraction of one-half(1/2) or less may be disregarded,while a fraction in excess of one-half(1/2) shall be counted as one parking space. G.Location Of Accessory Off-Street Parking Facilities: The location of off-street parking spaces in relation to the use served shall be as prescribed hereinafter.All distances specified shall be walking distances between such parking spaces and a main entrance to the use served. 1.For Uses In A Residence District: Parking spaces accessory to dwellings shall be located on the same zoning lot as the use served. Spaces accessory to uses other than dwellings may be located on a lot adjacent to, or directly across a street or alley from the lot occupied by the use served,but in no case at a distance in excess of three hundred feet(300') from such use. 2.For Uses In Business And Manufacturing Districts:All required parking spaces shall be within one thousand feet(1,000')of the use served, except for spaces accessory to dwelling units(except those located in a transient hotel)which shall be within three hundred feet(300')of the use served.However,no parking spaces accessory to a use in a business or manufacturing district shall be located in a residence district unless authorized by the Board of Appeals in accordance with Chapter 14 of this Title.
