Sgt. Ron Diederich, Police Dept. Guests: Rich Guerard, Wyndham Deerpoint Ralph Pfister,YBSD Brandon Wilmer, Menards John Philipchuck, DBC &W Ltd. Rick Warren, Pasquinelli Homes Joel Superfine, Pasquinelli Homes John Curtis, Curtis Commercial Jim Koziol, Koziol Engineering The meeting was called to order at 9:30 am by Joe Wywrot. Minutes corrections to the Sept. 13 minutes were made and approved. Caledonia Phase II—Final Plat Rich Guerard will comply with all engineering comments. The original total final plat of all Caledonia properties was approved at City Council and never recorded as Inland as property owner. Wyndam Deerpoint bought Unit 1, and administrative approval and letter of credit was okayed for Unit 1. This is a Unit 2 approval, for concurrence with the original approved final plat. Easements for Unit 1 have been recorded per Rich Guerard. The Caledonia drive easements were granted as part of Unit 1 per John Whitehouse. This will be at the Plan Commission for November 8`t'. Menards—PreliminarE and Final Plat The petitioner is changing the entrance to the rear storage yard, moving it to the north side and enlarging it on both sides. The water main should be extended out. John Whitehouse stated that Smith Engineering should change the certificate and easement language that is needed on the plat. The legal description, containing the "exceptions"will be addressed by EEI to Smith in a letter. The petitioner and YBSD will meet regarding the movement of the hydrant(now near the wall) so traffic would not be driving near it. This will be at Plan Commission on November 8th. Grande Reserve Unit 22—Final Plat Bill Dunn's stated this Unit 22 was in neighborhood 5 j-hook piece with the 100' radius. It has been revised to 150 feet to comply with the subdivision control ordinance. There is a bike path through Park B. Joe Wywrot stated the park is in Unit 15, and runs south of this unit. There were no zoning issues reported by Rebecca Houseman. 1 The annexation agreement states that City should adopt an ordinance, per Joe Wywrot, establishing the dormant SSA's prior to recording the final plat. John Philipchuck is concerned with Units 19, 20, 22 and 23 that have not been recorded, awaiting the establishment of the dormant SSA's. Travis Miller stated the City was discussing this at the EDC meeting and the City Council will be making a policy on this. The annexation agreement states that the developer agrees not to object to the establishment of a dormant SSA. The question is: Does this obligation continue on to the individual property owners? And does the City have a right to tax property owner's and would they be obligated to sign off on the establishment of the dormant SSA. John Philipchuck is working on a document that may be signed at closing that offer no objection to establishment of dormant SSA's and he will speak with John Wyeth regarding the language. This will be at Plan Commission on November 8ch X-PAC Easement Vacation—Preliminary and Final Plat John Curtis's company bought two lots in this subdivision, and want to put a single building on the property. To accomplish this a vacation of the easement and lot line was necessary to accomplish this. The utility companies have been contacted, and Nicor documents have been signed off on. Joe Wywrot okayed a public utility of 10 feet on the west side. Standard easement language should be used. On page two of the certificate page, there is a county engineer's certificate which is not necessary per John Whitehouse. This will be at the October 11 Plan Commission. Milazzo—Annexation and Zoning Anna Kurtzman stated that the plat of annexation shows the City is not contiguous to this property on the north side. There is an annexation to the east and to the Forest Preserve to the south. There are incorrect PINS on the plat. The concept plat shows an outdoor eating area, but the actual dimensions are needed so parking calculations can be determined. The drive aisle should be expanded to 24' if it is two-way. The building setback line of 50 feet should be shown across the front. The parking lot is adjacent to residential property and a buffer needs to be provided. Travis Miller stated this property's annexation agreement approval may be subject to contiguity. What is shown on the plat is"future annexation of Harris Woods" , currently not being petitioned, which should be removed. The City will need a draft of the annexation agreement prior to the Plan Commission. Travis Miller will prepare a memo in regards to use and the comprehensive plan for the Nov. 8th meeting. This will be at the Nov. 8th Plan Commission. Staff found the following concerns must be addressed before the plan may be approved: Final Plat of Subdivision 1. Lots must be 80 feet wide at the building setback line. Please provide the width of each lot at the building setback line on each lot, or this can be shown on the plat in a separate table (10- 6C-3B). Final Landscape Plan 2. Dimensions of all landscape buffer yards must be shown on the landscape plan to ensure compliance with the landscape code (8-12-2). 3. There is a monument sign shown on lot 235. Lot 235 is designated as a storm water management easement and open space to be conveyed to the homeowners association. Because nothing can be built in an easement, the applicant may want to consider changing the section of lot 235 on which he or she plans to erect the sign into an exception to a blanket easement (EBE). 4. The proposed ground sign is eight feet tall. Please note that the maximum height for a permanent ground sign is six feet(8-11-7D). Please note that a sign permit is required before any sign may be erected. The City of Yorkville is in the process of revising its sign code. Please see the sign code information sheet attached. Please let me know if you have any questions or require additional information. rsh/abk G:\Documents\Rebecca\Yorkville\Residential Plan Review\Hudson Lakes 10.3.06.doc J f G ''O' D For Your Information . . . The City of Yorkville is currently in the process of changing the provisions of the sign ordinance. It is still very early in the process, so it is impossible to identify which provisions will become more lenient, which will stay the same, and which will become more restrictive. It seems likely that the provisions to the new sign code will include a requirement that non-conforming signs be brought into compliance within a set period of time. The City of Yorkville encourages citizen input to this process. The next public hearing has not been scheduled yet, but please check the local newspaper in the public notice section in the upcoming weeks for the date and time of this meeting. The City of Yorkville encourages applicants to set up pre-application meetings with staff to discuss sign plans. The "typical" building setbacks within the exceptions to blanket easements should be shown somewhere on the plat to ensure compliance with the annexation agreement and planned unit development agreement. 2. An architectural depiction of the townhomes must be provided to determine the front, rear, and sides of each building, the minimum building separations, and the parking requirement. 3. Also please note that the developer may want to consider any proposed future permanent signage for the neighborhood at this time. The developer may want to create an exception to the blanket easement over the proposed location of the sign. Please let me know if you have any questions or require additional information. rsh/abk G:\Documents\Rebecca\Yorkville\Residential Plan Review\Grande Reserve\Grande Reserve Unit 25(N'hood 3)Final Plat 10.3.06.doc 52 Wheeler Road •Sugar Grove, IL 60554 TEL:630/466-9350 FAX:630/466-9380 www eeiweb.com Engineering Enterprises, Inc. October 4, 2006 Mr. Joseph A. Wywrot, P.E. City Engineer United City of Yorkville 800 Game Farm Road Yorkville, IL 60560 Re: Final Plat of Subdivision— Unit 25 Grande Reserve-Neighborhood 3 United City of Yorkville, Kendall County, Illinois. Dear Mr. Wywrot: We have reviewed the Final Plat for Grande Reserve (North) Unit 25 in Neighborhood 3 prepared by Midwest Technical Consultants, Inc. containing 3 sheets with a revision date of September 5, 2006 and offer the following comments: FINAL PLAT 1. A Special Service Area Statement should be placed on the plat and numbers completed if any of the property of this subdivision falls within such a special taxation area. (sheet 3) 2. Please revise the heading of the Mortgagor's certificate to read Mortgagee's Certificate. Recent review of the United City of Yorkville's standard certificates revealed this grammatical error and needed change. (sheet 3) 3. The Owners Certificate should be revised by moving the typed (printed) names of the vice president and assistant secretary down to the actual printed name lines of said certificate. (sheet 3) 4. The legal description should be edited to include references to Lot 3055 in Unit 18 of Grande Reserve (including document number and recording date) for all boundary segments which are adjacent to said lot. (sheet 3) Consulting Engineers Specialising In Civil Engineering and Land Surveying 5. The blank lines found in the legal description should be completed prior to the recording of this plat. (sheet 3) 6. The legal description's reference to the south most comer of Grande Reserve Unit 15 phase 1 should be changed to read, the south most comer of Grande Reserve Unit 23. Please add the corrected label and any adjacent line work to the graphical portion of the plat (sheet 3) 7. Part of the subdivided property lies within areas depicted on F.I.R.M number 1703410040C. Please include this map number in the paragraph of the Surveyor's Certificate relating to flood zones. (sheet 3) 8. Please be advised that the mohumentation paragraph of the Surveyor's Certificate developed by the United City of Yorkville has been revised. The following text should be used for this plat and any future plat. (sheet 3) 1 FURTHER CERTIFY THAT ALL SUBDIVISION MONUMENTS WILL BE SET AND HAVE DESCRIBED THEM ON THIS FINAL PLAT AS REQUIRED BY THE PLAT ACT (765 ILCS 205/). THE EXTERIOR SUBDIVISION MONUMENTS HAVE BEEN SET AND INTERIOR MONUMENTS WILL BE SET WITHIN 12 MONTHS OF THE RECORDING OF THIS PLAT (SECTION 1270-56 OF THE ILLINOIS PROFESSIONAL LAND SURVEYOR ACT OF 1989) 9. The several notes which reference previously recorded units of Grande Reserve should have the blank lines completed prior to recording. These blanks relate to recorded document numbers and recording dates on the graphical portion of this plat. (sheets 1 and 2) 10.Small addition errors have been found when summing the overall line or curve segments with the corresponding subtending smaller line or curve segments (all on sheet 2) as follows: • The curve with radius of 125.00', an arc length of 149.91',adjacent to EBE 3 • The line which bears N27 0 16'42"E, a distance of 145.86', adjacent to EBE 44 • The line which bears N01°00'45", a distance of 143.78 , adjacent to EBE 46 and 47 • The curve with radius of 383.00', an arc length of 268.98', adjacent to EBE 48 and 49 • The curve with radius of 317.00', an arc length of 222.63, adjacent to EBE 26 and 27 • The line which bears S61054'33", a distance of 52.35' (1-13), adjacent to EBE 32 and 33 • The curve with radius of 217.00', an arc length of 107.15' (C12), adjacent to EBE 34 and 35 • The curve with radius of 383.00', an arc length of 163.07', adjacent to EBE 41 and 42 Please review and edit appropriately.
