Guests: Bill Kottman, Edwards Hospital Mike Schoppe, Schoppe Design Kelly Kramer,Attorney The meeting was called to order at 9:30 by Travis Miller. The Oct. 12th minutes were approved as corrected. Edwards Hospital—Rezoning and Concept PUD Bill Dunn stated there are two pressure zones. Ground elevations have been provided to the petitioner. Water and sewer needs will be provided as preliminary and final engineering is completed. The designation on the concept plan ASTC on the plan is ambulatory surgery treatment center. Travis Miller stated that the zoning classification should be PUD and should be tied to the concept PUD plan. He pointed out highlighted areas of the ordinance to the petitioner, including Chapter. 1013, Item 4 a—f, and Items 5 g and k. Minor changes in the new ordinance requirements include a written narrative of Item 4, identifying the conventional zoning classifications, which allow for uses for each land type. The underlying reference for B-3 zoning should be removed. R-2 zoning will be used for residential districts on property, and B-3 will be commercial. Any setback, signage and parking deviations should be detailed and noted. Mike Schoppe asked about square footage detail for buildings,which are uncertain now, in preparing the concept plan. Travis Miller stated the square footage will be dealt with as the preliminary plans are prepared,to accommodate the number of parking spaces needed. The current building height is 6 stories or 80 feet for B-3. Travis Miller gave the draft landscape and off street parking ordinances to the petitioner. He noted the non-residential access drive width is changing. The City is asking for a second access from the Wildwood Subdivision. Mr. Schoppe stated they would provide an emergency access to meet with the main north- south drive through the complex. Two possibilities are 1) off Rt. 71,west of the fitness center,then north to a cut to the south-eastern section of the curved road through Wildwood; or 2) from the treelike along the edge of the Wildwood cul-de-sac and east to the road between the A.S.T.0 building and the Medical Related Offices. Travis Miller suggested the McKenna out-parcel, zoned B-3,would have less intense commercial uses, and Ms. Kramer stated the petitioner would be amenable to this. Travis Miller stated a 10% change in residential land use design, would be considered a minor change, and noted in the preliminary plan. A larger percentage change would require going back to the concept PUD and through the City process. 1 Mr. Kottman will bring in the model Plainfield site plan to the public hearing. Mr. Schoppe will prepare the zoning plat as one plat,titled PUD Zoning. The existing zoning will be shown and the request for the entire area for rezoning to PUD. Dave Mogle projected that the land cash would be 1 +acre and would like to have additional acres in a cooperative agreement with the petitioner. Wildwood Subdivision has no land cash obligation. He proposed the park might be adjacent to the fitness center area. He would like to see the residential area and health care area connected with wood chipped trails (not asphalt). He is proposes a trail in lieu of sidewalk along the interior of Rts. 71 and 126. Mr. Kottman said he would be open to a running track on the property. The developer will be selling off the western portion and will consider the City's purchase of additional acres for a park site. Mr. Kottman stated the hospital staff may be open to managing the fitness center cooperatively with the City. IDOT has not seen this concept plan. Mr. Schoppe requested City staff attend an IDOT meeting in Ottawa with members of his firm to address regional traffic issues. Mike Schoppe pointed out that they need to detain water, north of the woods, and referenced the work he did with the City in Kendallwood Estates. He will meet with Bill Dunn for solutions for best management practices, to preserve the wooded areas. Mr. Kottman proposed these phases to the site: 1) sell off the western area; 2) construct a small outpatient building of 15—20,000 feet; 3) construct an urgent care building(in the MOB area). The current owner will retain the commercial property to the north. The petitioner expects the property to be sold. This will be at the Nov. 8 Plan Commission. The sanitary sewer layout terminates at a "future 8" SDR-26 Sewer Main Connection" in the southeast corner of the proposed development Provisions for a sanitary sewer outfall are not readily available at this time and will need to be addressed as engineering for this site continues. 7. The watermain system as shown falls within two pressure zones. The ultimate improvement in this area calls for a pressure boosting/pressure reducing valve station to be constructed in the immediate area. On a temporary basis, the City may be receptive to allowing a limited number of dwellings to have individual pressure reducing valves. The grading and layout of the water system should be reevaluated using elevation 715.00 as the break point between pressure zones. The proposed water system, after any necessary revisions are made, will be entered into the City's water model to provide recommendations for proper water main sizing. 8. Easements should be appropriately labeled (i.e. public utility&drainage, landscape, etc.) 9. The location of existing field tiles should be shown in the engineering plans. 10.The recorded length and bearing of the exterior boundaries should be provided. 11. All existing and proposed rights-of-way and roadway dimensions should be provided (interior streets and Highpoint Road). Floodplain Comments: 14.A Letter of Map Revision (LOMR) should be submitted for sites with a tributary area greater than 1 square mile (min), or sites that are larger than 5 ac or 50 lots, per FEMA requirements. A LOMR request for the existing Base Flood Elevation (BFE) should be submitted for review and approval by the City's Floodplain Manager prior to submittal to FEMA. 15. A Conditional Letter of Map Revision (CLOMR) should be submitted for the proposed floodplain fill and boundary modifications. 16. The 10-year floodplain should be delineated and shown on the Proposed Conditions Work Map. 17. The floodway should be delineated to ensure that no fill is proposed in the - floodway. Since the tributary area is greater than 1 mil, a floodway construction permit from IDNR would be required for any construction within the floodway. 18. The portion of the floodplain that already exists in the proposed detention facility cannot count toward the compensatory storage required for floodplain fill. The cut and fill areas for the detention facility should be demonstrated with cross-sections along the detention facility; we recommend 50 ft intervals between cross-sections. Only the volume above the High Water Line (HWL) of the proposed detention facility and below the existing ground surface will count as cut volume. 19. The Engineer should provide supporting calculations for the floodplain fill and compensatory storage cross-sections, from previous comment, to demonstrate that compensatory storage is provided at a ratio of 1.5:1.0. 20. The narrative indicates that the restrictor will be sized "correctly" during Final Engineering to include the off-site areas routed through the pond and tail water effects. The restrictor should be sized properly during Preliminary Engineering, and the restrictor should not be enlarged to bypass off-site flows through the pond. 21. For detention discharging into a floodplain, the various tail water effects should be included in the design. One model should be run, with the proposed pond, restrictor, and no tail water in order to demonstrate that the GAPublic\Yorkville\2006\YO0609 Brighton Oaks II\docs\lwywrot02prewliminary.doc allowable release rate is met. A second model should be run with the same structures, but with a 10 year tail water effect on the discharge pipe to determine the design HWL and the resultant required detention volume. This should be analyzed during Preliminary Engineering to ensure that an adequate area has been provided for detention, and that no major change to the site layout would be required during Final Engineering. 22. The HEC-RAS cross-sections should be titled with their corresponding channel station. Due to this, a detailed review of the HEC-RAS cross- sections has not been performed for this submittal, but will be performed once the proper revisions have been made. 23. We recommend that there should be at least 4 cross-sections upstream, as well as 4 cross-sections downstream, of the floodplain study area. 24. Four of the HEC-RAS cross-sections need to be extended to include the full floodplain width, for the floodplain model. The cross-sections are currently shown terminating before the proposed water elevations meet the ground surface. 25. According to the Proposed Conditions Work Map, cross-section 4240 should be extended north to the BFE, in order to account for the entire floodplain. 26. The floodplain boundary should be delineated on both the North and South sides of the creek. Stormwater Management Comments: 27. The data provided for the TR-20 model for Brighton Oaks Estates is for the 2 year, 24 hour storm, and should be revised to show values for the critical storm event(indicated in narrative as the 100 year, 48 hour storm). In addition, only the TR-20 inputs have been included in this submittal; both the inputs and outputs should be provided. 28. The Engineer should provide weir flow calculations and supplemental weir cross-sections for the discharge areas from the lake and wetland, as well as the southeast and southwest overflow weirs of the proposed detention basin. 29. The proposed overflow weir at the southwest of the detention basin is not evident on the Proposed Conditions Work Map; the plans should be revised accordingly. 30. A topographic map of the off-site existing lake and wetland, including the overflow areas, should be provided for floodplain analysis.
