The April 13 minutes were approved as corrected. Bristol Ridge—Preliminary Plan A park site was added in the northeast corner and located a school site in the southeast corner. Duplexes were added, instead of townhouses, along the southern most street. There is through street to Charity Lane. The entry is larger along the main entry. There was an increase in single family units and a decrease in multi-family units. All town homes and duplexes will have two car garages. The city asked for a concept of the Rider-Silagyi property to the north showing town homes and stubs to the north. The developer is working on a contract for this additional property. According to Dr. Engler and the developer,there will be no school on the Rider piece. The total acreage will be 93.5 with the homestead, 92 without the Silagyi homestead. Anna Kurtzman clarified this would be straight zoning. She stated this petition be recommended, adding R2-D allowing duplexes. She needs a legal description regarding division of the property. The developer should make certain all lots are clarified, showing the front (as narrower of two frontages) and rear lot lines (lot#111, 123, 173). Driveway locations should be located on these lots, and building setbacks shown should be shown for each lot at final plat. Because this is straight zoning, Travis Miller suggested that variances and changes in setbacks on specific lots would be part of the preliminary plan approval and tied to the annexation agreement rather than having a public hearing. Any signage, monuments drawings, and offsite signage and the locations should be turned in, so deviations can be noted in the annexation agreement. The city requests an 8 foot trail, in lieu of sidewalk, along the main east-west thorough fare, and along the east side of the park. The developer will create an out lot along lots 264-265. Uniform parkway width will be maintained, with a wider trail on one 1 4 side and a pedestrian easement. A pedestrian 8 ft. access is needed along the west side of Charity Lane,until it meets the street. In addition a 10 ft. path along the Cannonball Trail is requested. Twenty spots for off street straight parking, on the west curved edge of the park was requested by the city. A 6 foot carriage walk was suggested in front of the parking. Scott Sleezer said there would not be a park in the Rider property, and the city may acquire MPI property on the side of the creek from the regional site, with a bridge leading to the Grande Reserve site. Mr. Sleezer stated all trails be marked in Bold. The trail on the west side of Jackson Estates will be marked"to be determined". Travis Miller would like to speak with Dr. Engler regarding a possible portion for a school on the Rider property. In addition, Bristol Ridge name needs to be changed. Regarding comment#40 by EEI,the last sentence should read"sanitary collection and conveyance" systems. All intersections should have a 25' right of way radius. Islands in cul-de-sacs will be owned by the city and maintained by HOA's and this should be noted on the plat. The developer will check on a collector to the northwest area. The city will receive the traffic study, and will determine the loop through Comeils Crossing to Comeils Road. The detention in the NW corner will be modified, accommodating outfalls and release rates. Turn lanes will be in the areas of lots 301 and 166. ` The developer will contact the owner of the 4 acres to determine if they might annex or may consider being a part of this development. This item will be on the June 14 plan commission. Grande Reserve— Unit 18 Preliminary/Final Plat A road stub may be needed to the east, off one of the Preston Drive cul-de-sacs, because Oswego is putting residential, not manufacturing, in the area to the east. The land owner is asking for a stub for continuity. Mike Schoppe is meeting with the Village of Oswego and the Fire Protection District and will advise the developer. There would be improvements to Mill Road, and John Whitehouse suggested that Oswego should be asked to contribute road fees, if the connection goes through. A detailed landscape plan needs to be provided for the areas around the buildings. Bill Dunn would like a timing schedule for grading limits of Unit 18. The site development permit for the region 3, (which includes Unit 18) has been approved. This will be at Plan Commission on May 24. Grande Reserve Unit 19—Preliminary/Final Plat There is a bike path crossing Mill and comes down along the west side of the detention basin. Mike Schoppe will check on maintenance of the path. Lot#3048 will be noted as owned by the HOA. Language should be added stating that a storm water management is granted over all of Lot 3048. Bill Dunn needs the engineering's probable cost. Final grading for the trail will be checked by Bill Dunn. This will be presented at May 24 Plan Commission. 2 4 Grande Reserve— Unit 20 Preliminary/Final Plat The water sheet flow should go to the basin, and rear yard storm sewers should be eliminated. (Mike Schoppe's comment#2 under final landscaping plans actually is an engineering comment). The limits of plantings in detention basins should be on the plans. The bike trail is in lieu of sidewalk(in the Tuscany right of way) and runs along the east side of Tuscany north to age restricted villa, crosses at Mill and goes to Orchard Road. Street lighting should be on the same side as the water mains. Regarding EEI comment#8 it should read: the HWL for each of the overflow routes between lots 36-40 is at least 1.5 below the"lowest opening in the foundation"per John Whitehouse. Bill Dunn clarified that valve layouts should be per every 12-15 homes in the single family, or every other hydrant in multi-family areas. Joe Wywrot voiced concern with trench backfill settlement in the warranty and later time (comment 19) in public walks and aprons. Joe stated he would inspect granular materials, kept clean after excavating for re-use. The developer can screen out on-site materials rather than trucking materials in. Anna Kurtzman needs an exhibit with the lot widths at building setback lines. This will be presented at Plan Commission on May 24. Heartland Crossing—Preliminary PUD Plan Bill Dunn stated the northern most road east of Penman, and others,that exceed the 3000 ft. city standard block length. The developer has added stubs at 467 and 477. . Because of potential commercial development to the south, Travis Miller asked that lot 432 be shown as a public street. Connector streets should be added at between lots 778 and 684, and near lot 794,providing access to long stretches of roadway. The traffic study has been submitted to EEI. Pete Huinker has not received comments from IDOT regarding the three full access points proposed along Rt. 47. John Whitehouse reminded the developer that ComEd right of way issues, and overhead vs. underground, need to be addressed because of IDOT improvements. Lot 812 is designated as the lift station. Because the force mains are 18" and 36", John Whitehouse is requesting an additional right of way or property strip. Penman and Ament Roads will remain rural. There will be no water main along Wheeler Road. Pete Huinker stated their wetland consultant will re-evaluate the area after May 15, and submit to CDF. The jurisdiction determination has been sent in and will be forwarded to CDF when it is received by the city. Travis Miller stated the landscape ordinance requires all shrubs be 24". Buffer yards need to be considered when considering the size of the commercial property—a note can be provided on the plat stating that minimum landscape requirements are being met. Clear connectivity should be shown on the plans between lots 818 and 819. Anna Kurtzman expressed a driveway concern with Lot 58. Legal descriptions should be provided for the R2 and B3 components. Travis Miller stated that the school district is ok with a 19 acre school site, as long as there is detention off site. This would be a middle school on park site There will be an amenity center across the street from Park B and additional acreage is 3. Two lots were removed from park site, lot 812,to make it more visible. Trails are recommended 3 along the east side of Penman and the north side of Wheeler Rd. These should link the school sites, commercial areas and the park sites. If build according to park standards, 10' width,the developer will receive 50% credit for the trails. The HOA will maintain the trails. The developer will check on the easement needed outside the 100 yr. floodplain along Aux Sable Creek. This will be at Plan Council on May 25. Tuscany Plaza—Special Use Request Use variations will go to Plan Commission, the other variances will go to Zoning Board of Appeals. Travis Miller said this plan complies with the YAS downtown vision plan. The zoning ordinance is limited in down town development language and will hopefully be subject to changes in the future. The aisle width in parking area is 22.4' wide,typically these are 24 feet. The zoning ordinance requires a set number of parking spaces. Attorney Wyeth will be asked if parking garages dimensions in this design are variances to the code. Ten feet is the floor depth from the slab to the grade. Borings have been done up to 8 feet, but the structures will be at a depth of 20 feet. A system will need to be in place for ground water control. John Whitehouse questioned the radius into and accessibility of the elevator from the alley. The elevator must clear 14' from the floor grade. Mr. Fisher will look at an alcove recess for the elevator and movement of the storage areas. Support columns are 16 x 16, and the developer will minimize the width to accommodate additional parking areas. Each owner of a condo owns a parking space, and vehicle size may be limited in a covenant. The handicapped spaces will be moved closer to the elevator. The developer will attempt to get the parking spaces 9 feet long. The developer will find a site similar to this plan if the zoning appeal board wishes to make a visit. The elevator is key coded with a standard cycle time. It is signalized and operates at 80 feet per minute. Thermo plastic striping would be marked in the alley to determine lanes. Additional radii will be looked at in the rear for better traffic movement in the alley and Mr. Fisher will contact SBC to the rear for possible purchase of additional property. The developer will contact the property owners and ComEd for relocation of movement of power poles. The plan should show underground utilities. There are 104 parking spaces within 1000 feet of the building. The Rt. 47 spaces will not be in existence when the highway is widened. According to the building foot prints,the project has 10,000 square feet of foot print at 3 spaces per thousand, and is deficient 41 spaces. The developer will conduct a downtown parking assessment and add it to the plan commission packet. Exhibit B should include name and addresses of landowners within 500 feet. This will be provided to Anna Kurtzman. The basement has air exchange sprinklers. This will be at Plan Commission on May 10. Dear Mr.Wywrot: We have reviewed the Final Engineering Improvement Plans for the referenced Grande Reserve North Neighborhood 1 prepared by Cowhey Gudmundson Leder, Ltd. containing 44 sheets dated March 6,2006 and offer the following comments: Our review of these plans is to generally determine the plan's compliance with City of Yorkville ordinances and whether the improvements will conform to existing City systems and equipment. This review and our comments do not relieve the designer from his duties to conform to all required codes, regulations, and acceptable standards of engineering practice. Engineering Enterprises, Inc.'s review is not intended as an in-depth quality assurance review. We cannot and do not assume responsibility for design errors or omissions in the plans. GENERAL COMMENTS • The following items were also submitted for review and/or reference: o . Final Landscape Plans for Grande Reserve Neighborhood 1 prepared by Rolf C. Campbell &Associates, Inc. and dated March 14, 2006 consisting of ten sheets. o Final Plat for Grande Reserve Unit 23 prepared by Midwest Technical Consultants, Inc. with latest revision date of March 14, 2006 consisting of 5 sheets. Consulting Engineers Specializing in Civil Engineering and Land Surveying o A Storm Drain Analysis for Grande Reserve North Neighborhood 1, prepared by Cowhey Gudmundson Leder, Ltd., dated March 6, 2006. • An engineer's estimate of probable construction cost for Unit 23 should be submitted for review and for future use in establishing the required Letter of Credit. GENERAL 1. Intersections of right-of—way should be shown as 25-foot radii at all locations in accordance With City Standards. COVER SHEET 2. Plans should be signed, sealed and dated by an Illinois Registered Professional Engineer. 3. Contact information for FMWRD should be added to the list of contacts. SHEET 2 4. Please revise Note No. 2 in Underground Utilities to include FMWRD specifications. Please also check all sanitary sewer related specifications and correct any discrepancy with FMWRD specifications. SHEETS 3 &42 5. FMWRD has recently updated their notes and details. Please revise. SHEETS 5-6: MASTER UTILITY PLAN (Comments for Master Utility Plan also apply to Plan & Profile) 6. Additional Valve Boxes should be added. In general, there should not be more than 12 water services located between valves and no more than 600' spacing between two valves. In addition, valves should be provided on each water main at each intersection 7. In general, the plans have shown fire hydrants at no more than 300' apart. However, additional hydrants should be provided to make sure every point of every house is within 300' radius of two or more hydrants and there is a fire hydrant at every intersection. SHEETS 11-17: GRADING PLAN 8. Detention Basin summary (Elevation- Area - AVol - EVol) should be provided on the grading plan. 9. Please indicate detention basin emergency overflow location and elevation on the grading plan. 10. Major overland flow cross section calculations should be provided. 11. We recommend that proposed contours should be provided along the property lines in addition to the spot elevations. This comment also applies to all the open space areas, especially along overland flow route. 12. Please provide lookout elevations in addition to FG elevations. 13. The following lots are missing lot comer spot elevations: Sheet 12-Lot 235; Sheet 13-Lot 260; Sheet 14-Lots 96, 101, 102, 111, 112, and 118; Sheet 15—Lots 70, 95 & 113; Sheet 16—Lots 42, 126, 127 & 139 Sheet 17—Lot 33 14. Side yard slopes for the following lots are too steep: Sheet 11 —Lot 186; Sheet 15—Lots 89, 90 & 117; Sheet 16—Lot 61, 136, 148,164 15. (Sheet 11) Overland flow direction along East Millbrook Circle between Sta.14+00 and Sta.16+60 should be revised to flow from north to the south. 16. (Sheet 11) A high point elevation should be provided at the NW curb line at the intersection of East Millbrook Circle and Gains Street. 17. (Sheet 11)The proposed T/F and F/G for Lot 286 should be revised to 660.3 and 659.8. 18. (Sheet 11) Please revise the proposed grades along the common lot line between lots 287 & 288 to provide positive drainage. 19. (Sheet 12) One additional inlet should be provided along the east curb line of East Millbrook Circle between sta. 19+50 and sta. 23+00. 20. (Sheet 12) The proposed T/F and F/G for Lot 200 should be revised to 663.5 and 663.0. 21. (Sheet 12)The rear yard slope for lots 206 &207 exceeds 4:1. 22. (sheet 13) Please correct the typo for the centerline elevation at sta. 10+00 of Silver Spring court, which should read as 656.87 instead of 657.87. 23. (Sheet 13) The proposed contours east of Basin 13 should be provided and correctly tied into the existing/proposed contours. 24. (Sheet 13) The area between the existing Galena Road R.O.W. and the proposed berm is currently draining towards the site. The proposed berm blocks the drainage. 25. (Sheet 13) The proposed invert of the FES at Basin 13 is 647.94, which is 3' lower than the basin's NWL(651.0). Under this scenario, many pipes will be holding water at all times and the tailwater condition should be included in the storm sewer sizing calculations. This invert should be raised to 651.0. This will affect all the upstream pipe calculations, callouts etc. 26. (Sheet 14) Details for the proposed Blackhawk Boulevard and Galena Road intersection should be included in this set of plans. 27. (Sheet 15) The east nose of proposed island at the Eye-brow Court in front of lots 84-88 appears to show an incorrect T/C grade. The proposed curb of the island in front of lots 92-95 should be all regular curb &gutter except for the portion next to the parking stall. 28. (Sheet 15) The proposed south curb grade at Waterman Lane sta. 11+00 is a typo and should read as 659.80. 29. (Sheet 15) Lot 82 side yard grading should be reviewed for excessive grade. 30. (Sheet 16) The proposed grade (653.8) between lots 51 & 52 is a typo and should read as 658.3. 31. (Sheet 16) The proposed grade of 657.9 between lots 50 & 51 is incorrect and should be revised. 32. (Sheet 16) The proposed grade at the NW comer of lot 53 should be lowered from 653.6 to 652.5 to avoid ponding. 33. (Sheet 16) Please check the lookout label and elevation for lots 53 & 54, which should be shown along rear building line. 34. (Sheet 16)The proposed T/F for Lot 162 should be revised to 662.2. 35. (sheet 16) Please provide additional spot elevations along the bike path. 36. (Sheet 17) The proposed inlet in the rear yard of lots 150 & 151 should be further west to avoid a steep side yard for lot 153. Additional easement may be required. 37. (Sheet 17) Please show the proposed outlet pipe for basin 11 with callouts. Please also call out the restrictor manhole with detail. This information should be shown on the plan & profile. SHEETS 18-36: PLAN AND PROFILE 38. Water service lines and sanitary service lines should be shown for all the units. Sanitary service riser should be shown on both the plan view and profile. 39. Please show sump pump service line for all the buildings with basements. Additional storm sewers are needed for sump pump service connection. 40. The 900 bend at the NW comer of Lot 204 should be replaced with 2- 450 bends. 41. The type (SDR-26, SDR-21 or DR-18 etc.) of sanitary sewer pipe should be provided. 42. All the utility crossings should be called out, including crossing between sewers. 43. Please call out the bury depth of watermain as 5.5' minimum. In addition, watermain should be curved gradually in the vertical direction and no vertical fittings are allowed. Please revise profile. 44. The plans have shown trench backfill for all the pipes under the roadway. This requirement should also apply where the pipe is under or within 2' of the sidewalk, driveway and/or pathways. 45. Note 4 on the plan & profiles indicate that" Easement shown for reference only. Refer to Plat for exact type, size and location". There is no easement shown on the plan & profile. We recommend providing an easement on the P&P and the easement line should match the Final Plat. 46. The following storm sewer structures should be revised to 5' diameter: Sheet 23—CB 1-123 Sheet 25- MH 1-25 Sheet 27—MH 1-164 & 1-166 Sheet 28— 1-193, 1-194, 1-195 Sheet 32— 1-263, 1-264 47. (Sheet 19) The proposed inverts of FES 1-87 and FES 1-218 are below the proposed NWL of Basin 12. This should be corrected and reflected in the revised storm sewer sizing report. 48. (Sheet 19) Storm Manhole 1-219 should be revised to be a catch basin. 49. (Sheet 21) Please call out Storm Manhole No. 1-223 as a restrictor manhole and add note "See detail on sheet 39". 50. (Sheet 24) Please revise the callouts for Storm MH 1-80. The north invert should read as 653.70 and west invert should read as 654.45. 51. (Sheet 25) SW invert at San MH No. 1-34 should be 643.91. 52. (Sheet 26) Please provide vertical curve (30') at Owen Ct. Sta. 10+47.33. 53. (Sheet 28) The proposed invert of FES 1-225 is 647.94, which is 3' lower than the proposed NWL of Basin 13 (NWL=651.0). Please revise callouts and storm sewer sizing calculation. 54. (Sheet 32) Please provide vertical curve at Kellogg Court Sta. 10+45. 55. (Sheet 33) The proposed invert of FES No. 1-246 is 643.71, which is lower than the proposed NWL=646.00. Please revise the plans, including storm sewer sizing calculation. 56. (Sheet 33) Please provide vertical curve at Sutherland Court Sta. 10+45 and at Potter Court Sta. 10+45. 57. (Sheet 34) The proposed invert of FES No. 1-274 is 644.75, which is lower than the proposed NWL=646.00. Please revise the plans, including storm sewer sizing calculation. 58. (Sheet 34) Please revise storm sewer structures No. 1-281, 283, 284, 7 285 to have open lid grate and revise the storm sewer from 1-285 to 1-275 to 12" RCP. 59. (Sheet 35) The proposed sanitary sewer slope from MH 1-37 to 1-36 is calculated as 1.10% instead of 1.00%. 60. (Sheet 36) The proposed watermain along Blackhawk Blvd should be shown on the profile. The watermain size, fire hydrant and valve Box/vault callouts should also be provided. 61. (Sheet 36) Sanitary stub provided at the existing sanitary manhole 2-28 is B". The plans have shown the proposed 12"to be connected to the 8" stub. Please revise. SHEETS 37-38: STREET LIGHTING PLAN 62. Per city ordinance, streetlights should be provided at the "ends of cul-dec-sacs". Due to the size and configuration of several of the cul-de-sacs, the lights will need to be moved to the rear half of the cul-de-sac. In many cases this will result in the need to provide an additional light near the throat of the cul-de-sac. 63. In the redesign of the lighting keep in mind also that each intersection should receive a light. SHEET 39: POND DETAILS 64. The restrictor manhole details did not show any orifice for release control. The water resources department should review the detail to make sure it matches what is proposed in the storm water report. SHEET 40-44: CONSTRUCTION STANDARDS AND DETAILS 65. (Sheet 40) The typical pavement section should be revised to indicate: surface course as Superpave, Mix C, N50; binder course as Superpave, IL-19'.0, N50; aggregate base course as Type B, crushed. 66. (Sheet 40) Please revise Street Cross Section details to call for hot-poured joint sealer at the joint between the asphalt pavement and the curb. 67. (Sheet 41) Notes 1-3 at the top of the Watermain Depression detail should be taken off since these notes are for storm structures. In addition, watermain protection measures should be indicated. 68. (Sheet 41) The Valve Vault detail should be revised to indicate: a. 8"max. precast concrete adjusting rings b. 5.5 feet min. bury depth 69. (Sheet 41) The Fire Hydrant detail should specify the hydrants approved by the United City of Yorkville: Clow F-2545 (Medallion), Mueller A-423 Super Centurian, Waterous WB-67-250 or approved equal. STORM DRAINAGE ANALYSIS 70. There are many inconsistencies between the report and the exhibit (worksheet) provided with the report. The following "Added Area (ac)" figures appear significantly larger in the exhibit than in the calculations and are cause for concern. Storm sewer manholes may be four (41 feet internal diameter when the largest sewer entering/leaving the manhole is 18" diameter, and the orientation of sewers connecting to the manhole is such that there are at least 12" of Precast wall between the openings provided for sewers." As such, the following structures should be revised: 1-138 1-133 1-80 1-255 1-193 1-35 1-195 1-77 1-127 1-153 1-143 FINAL PLAT 75.A note is needed stating that there shall be no direct vehicular access to Galena Road (Cannonball Trail) except through dedicated roadways. 76.All calls and exceptions in the legal description should be labeled on the plat. 77.All intersecting rights-of-way should have 25-foot radii. 78.The bearing on the plat for the north line of Section 12 does not match the legal description. 79.The bearing on line 16 of the legal description has 3.minutes instead of 33 minutes as shown on the plat. 80.The bearing on line 42 of the legal description should be North 34°34'29" West, as shown on the plat. 81.A note should be added designating the purpose and maintenance responsibilities of all the non-buildable lots. 82.The Basin on Lot 3033 should be in a Stormwater Management Easement. 83.Landscape Buffer Easements should be shown. 84.Bike Trail Easements should be shown. 85.The correct SSA number should be shown if applicable. 86.A County Engineer's Certificate should be added on sheet 5. 87.That part of the subdivision in Section 12 is in Oswego School District 308. This affects 8 or 9 lots. All of the other house lots are in the Yorkville School District. 88.The several occurrences of text overlapping text and text overlapping line work should be corrected. (affects pages 1, 2, 3, and 4) 89.Monument Record numbers should be added for the northwest corner of Section 11 (per the boundary of this subdivision), East quarter comer of Section 2, West quarter comer of Section 11, East quarter comer of Section 12, North quarter corner of 12 and the North quarter corner of section 11. (affects page 1) 90.The leader configuration, in general, is confusing near the comer common to Sections 1, 2, 11 and 12. Repositioning of the leaders in this area should be done. (affects page 1) 91.There appears to be a gap or overlap at the corner common to Sections 1, 2, 11 and 12 as shown by the line work and dimensioning. The difference is created by the northeast comer of Section 11 per this subdivision and the same section comer per document number 880633. This difference should be reconciled prior to final approval of this plat. (affects page 1) 92.The several occurrences of labeling for adjacent units of Grande Reserve should have the recording date and recorded document number added prior to recording. (affects pages 1 and 4) 93.The Curve table lists C111 and C112 but these two curve labels do not appear on the graphical portion of the plat.
