Public Safety Minutes 2017 01-05-17Page 1 of 2 APPROVED 4/6/17 UNITED CITY OF YORKVILLE PUBLIC SAFETY MEETING Thursday, January 5, 2017 6:30pm City Hall Conference Room In Attendance: Chairman Joel Frieders Alderman Seaver Tarulis Alderman Carlo Colosimo Other City Officials in Attendance: City Administrator Bart Olson Deputy Chief Larry Hilt Police Chief Rich Hart Others in Attendance: Jim Jensen, Blackberry Creek Northwest The meeting was called to order at 6:30pm by Chairman Frieders and a quorum was established. Citizen Comments: None Minutes for Correction/Approval: October 6, 2016 The minutes were approved as read on a unanimous voice vote. New Business: 1. PS 2017-01 Police Reports for June-November 2016 Chief Hart said these were just normal reports with nothing outstanding. Alderman Tarulis commented that the reports are helpful to respond to citizens. 2. PS 2017-02 Adjudication Reports for October-December 2016 The adjudication process will continue to be weekly. No further action. 3. PS 2017-03 Intergovernmental Agreement with Newark for Administrative Adjudication Since Newark only has a couple cases per year to adjudicate, they approached the City about a partnership. Staff proposes to allow the process for six months and then evaluate and use a percentage-based cost system. It was questioned if there would be a conflict since the two attorneys involved are from the same firm. Mr. Olson said this is something that would have to resolved. The committee approved and this moves forward to the January 24th regular Council agenda. Page 2 of 2 4. PS 2017-04 Golf Cart Ordinance Administrator Olson said the current ordinance prevents golf carts on park property, however, not on general City property. The issue came to light in the Countryside subdivision where rear yard easements were being used by the golf cart drivers. The City seeks to close this loophole. Alderman Colosimo said there are five major roads in the community and it is not conducive for a golf cart community. Exceptions may be granted in certain instances such as parades and some are in the ordinance already. This moves to the January 24th Council consent agenda. Old Business None Additional Business After a brief comment about the Public Safety meeting time, Alderman Colosimo moved to change the start time to 6pm rather than 6:30pm.
