AN ORDINANCE OF THE UNITED CITY OF YORKVILLE, ]KENDALL COUNTY,
ILLINOIS,AMENDING THE YORKVILLE CITY CODE TO CREATE THE
ANTICRIME TASK FORCE COMMISSION
WHEREAS, the United City of Yorkville, Kendall County, Illinois (the "City") is a duly
organized and validly existing non home-rule municipality created in accordance with the
Constitution of the State of Illinois of 1970 and the laws of the State; and,
WHEREAS, the Mayor and City Council desire to amend the Yorkville City Code to
create the Anticrime Task Force Commission.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
United City of Yorkville, Kendall County, Illinois, as follows:
Section 1. That Title 2 of the Yorkville City Code is hereby amended by adding the
following Chapter 10:
Chapter 10
ANTICRIME TASK FORCE COMMISSION

2-10-1: ESTABLISHMENT; PURPOSE:
There is hereby established the Anticrime Task Force Commission pursuant to authority granted
under section 7 of the Anti-Crime Advisory Council Act and the commission shall constitute a
"local anti-crime program" as defined therein. 20 ILCS 3910/0.01 et seq. The purpose of the
commission shall be to provide funds to local law enforcement agencies for activities and
programs designed to prevent crimes.
2-10-2: MEMBERSHIP; APPOINTMENT; TERM OF OFFICE:
The Anticrime Task Force Commission shall be composed of five(5)members. The commission
members shall be appointed by the mayor with the advice and consent of the city council. The
mayor shall designate a chairperson, secretary, and treasurer. In the performance of its duties,the
commission may incur such expenditures as shall be authorized by the corporate authorities.
Each member of the commission shall serve a term of four(4) years and until his/her respective
successor is appointed and qualified. Vacancies on the commission shall be filled for the
unexpired term of the member whose place has become vacant in the same manner as providing
for the appointment of new members. The mayor shall have the power to remove any member of
the commission for cause after a public hearing.
2-10-3: RULES AND PROCEDURES; MEETINGS; DUTIES:

Meetings of the commission shall be held at the call of the chairperson and at such other times as
the commission may determine. The presence of at least three(3)members of the commission
shall be necessary to constitute a quorum. The affirmative vote of at least four(4)members shall
be required to approve or recommend any action to the mayor and city council. The chairperson
shall preside at all meetings of the commission. The secretary shall record the minutes and
proceedings of each meeting of the commission and provide the city clerk with a copy of the
same within thirty(30)days of each meeting. The treasurer shall collect and keep an accurate
record of all financial transactions and shall arrange with the city's finance director to disburse
and give receipts for all monies handled.No member of the commission shall hold more than
one office at the same time. The commission shall adopts such other rules and procedures as may
be desirable to carry out the provisions of this chapter.
2-10-4: FUNDING:
Funding for the commission shall come primarily from fines levied against persons who commit
violations of city ordinances.
2-10-5: REPORTS:
The commission shall submit an annual report to the mayor and city council. The report shall
review the activities of the commission and shall also contain recommendations for further
action to accomplish its purposes.
Section 2. This Ordinance shall be in full force and effect upon its passage, approval,
and publication as provided by law.
