PC 2001-06 Grande Reserve: MPI-2 Yorkville North LLC, MPI-2 Yorkville Central LLC, and MPI-2 Yorkville South LLC, petitioners, have filed an application with the United City of Yorkville requesting annexation to the United City of Yorkville and rezoning from Kendall County A-1 Agricultural to United City of Yorkville R-2 Planned Unit Development. The real property consists of approximately 1,127.30 acres and is located South of Galena Road and North of Route 34, Bristol Township, Kendall County, Illinois. 4. PC 2002-31 Deere Crossing: B & B Land Development, LLC, petitioners, has filed an application with the United City of Yorkville, Kendall County, Illinois requesting 1 % Mile Review for Kendall County RPD-2 Residential Planned Development - Two. Additional Business Page 1 of 3 UNITED CITY OF YORKVILLE ECONOMIC DEVELOPMENT COMMITTEE DRAFT THURSDAY, JANUARY 16, 2003 7 P.M. IN ATTENDANCE: Committee members Mike Anderson, Richard Sticka, Valerie Burd and Joe Besco; City Administrator Tony Graff; Chad Gunderson and Dirk Gunderson with the Kylyn's Ridge subdivision; and Alan Brauer with Land Vision. MINUTES Minutes from the December 19 Downtown Plan Presentation and the December 19 Economic Development Committee meetings were approved. Building Permit Report The committee members reviewed the December 2002 building permit reports. PC 2002-12 Kylyn's Ridge Chad Gunderson said they are looking for fmal plat approval for Phase 1 of the subdivision development which includes the first 55 lots on the east side of High Ridge Road. It also includes work on the detention area. Gunderson said of the 55 lots, 50 will be buildable. The other five lots won't be buildable until the lift station is ready. Gunderson also said that all of the changes that involve the plat have been made. However, there are some changes suggested by city engineer Joe Wywrot regarding engineering that have not been made. He said the developers plan to meet with Wywrot next week to discuss the suggestions by Wywrot. Committee Chairman Richard Sticka said that the Plan Commission gave unanimous approval to the fmal plat at its January meeting. Committee Member Mike Anderson said doesn't mind approving the final plat as long as Joe Wywrot's comments are met. Gunderson said that comments made by City Planner Mike Shoppe regarding the plat have been met. He added that if the developers cannot convince Wywrot that their way is better, they will agree to his comments on the engineering issues. The committee agreed to forward the fmal plat approval to the next Committee of the Whole meeting. Page2of3 PC 2002-29 Bowman Property Alan Brauer with Land Vision presented the plan for a subdivision called Ravine Woods. Brauer was before the committee on behalf of Inland Real Estate Development Corporation who requested a 1 1/2-mile review for Kendall County RPD-3. The property consists of approximately 32 acres near the corner of Route 71 and Hilltop Road. Brauer said18 lots are planned in the subdivision, with each lot the size of more than 35,000 square feet. The largest lot is 47,000 square feet, which exceeds the county's maximum allowable lot size of 45,000 square feet, so the developers will ask for a variance, he said. The planned subdivision will feature 12 acres, or 32 percent, of open space, he said. The main drainage will come through the middle of the property. Brauer added that homes will be serviced by wells and septic systems. The right-of-way will be 70 feet with 28 feet of back-to-back curb and gutter. Committee Member Joe Besco asked if a turn lane from Route 71 would be needed. Brauer said the developers have had discussions with the Illinois Department of Transportation. IDOT suggested the entrance to the subdivision be moved 20 feet to the south. Besco asked how that would affect the lots and Brauer said he was not sure. He said it depends on the soils and the septics. Sticka asked if there was a ravine on the property since the name of the proposed subdivision is Ravine Woods. Brauer said it was just the name that the developers came up with. Sticka informed the committee that the Plan Commission gave its recommendation for approval at the January meeting. Anderson asked if there was a possibility of the property eventually being annexed to the city. Brauer said he didn't know. City Administrator Tony Graff said the city's plan for water and sewer services don't extend that far. He added that the city attorney suggested the city only ask for an annexation agreement when there are city facilities serving the site, or future plans for the city to service the site. The committee recommended that the review go before the Committee of the Whole. PC 2002-30 Tucek Property No one representing the Tucek family attended the meeting. Ronald Tucek, the petitioner, requested a 1 1/2—review for Kendall County RPD-2. The property consists of approximately 51 acres and is located on the west side of High Point Road. Sticka commented that the review given a recommendation by the Plan Commission. Page 3 of 3 He said there are two entrances to the planned subdivision because Long Grove Road goes to the Maple Grove Subdivision and loops around. Graff said that there is an existing homestead on the property that is staying. He also said there is 21.83 acres of open space planned in the proposed development. He added that the subdivision right of ways will be 66 feet. Sticka asked if Kendall County was asking developers to put in trails. Graff said the developer seemed very favorable to putting in trails. Committee Member Valerie Burd asked if the city would like to see trails as part of every subdivision and Sticka answered yes. The committee agreed to send the review to the Committee of the Whole.
