APPROVAL/CORRECTION OF MINUTES February 27th minutes were approved. The March 276'minutes were approved, contingent upon the addition of Alderwoman Spears to the attendance roster, and the correct spelling of Cherese Spears on page 2. MONTHLY POLICE REPORTS FOR APRIL 2003 On average the number of warnings and tickets were about the same as previous month, but battery cases increased. Chief Martin stated that overtime was at a low,with 36 %2 hours for the month, attributing this to the additional staffing on Memorial Day weekend, but overall cutting overtime 50-60%. Training hours were double those of April,which will be ongoing in the department. Chief Martin stated they are understaffed two full time officers and a part-time officer, and stated the force would need two new hires when the Moser development is annexed. The long term goal is to have 4 staff on each shift. Bike patrol has begun,with the focus being in parks and residential areas. Regarding a question by Alderman O'Hare,the fine monies go to the general fund and are used to purchase needed police equipment, ex. scales. Chief Martin suggested the new officers are familiarizing themselves with the city, thus the higher mileage on vehicle#M-4. The Thor Guard lightning detector has been replaced at no charge to the city. REQUEST PURCHASE OF REPLACEMENT VEHICLES Chief Martin stated that Terry's Ford came in at$20,900,which is better than the state bid. Vehicles 3 and 5 will be replaced. Public Works is requesting one of the vehicles. It is 6-8 weeks is the time from purchase to time on the street. Most accessorizing is included in the price(ex. Trunk mounts and striping),with a flat rate charged for any additional servicing. Alderman Spears shared concerns for a backup vehicle, and Chief Martin suggested they keep one of the cars for times when department vehicles may be out of town, or if there are issues in the winter with starting vehicles. Chief Martin would also like to have an evidence van for the detectives, instead of moving the equipment from vehicle to vehicle. He suggested that there is a cargo van available for$16-17,000 that he believed would be beneficial, because the equipment is not visible from the street,and gives the detectives an"office on wheels" for crime scenes, and is especially beneficial during inclement weather. In looking at the proposed five vehicle purchases next year, Chief Martin suggested that the Dare vehicle may not be an immediate need, because of the higher cost. He will include the van or an additional in the next 6 budget review. This will go to COW,with the stipulation that Chief Martin speak to Finance Director Pleckham regarding available funding for a vehicle now. OPEN ENDED FINE SCHEDULE IN SOME ORDINANCES Attorney Kramer stated that the city code says a fine cannot be levied for not less than $1 and not more than $500, and in the motor vehicle/traffic section of the code it states fines can not be less than $10 and not more than $100. Page 2 Ms. Kramer suggested perhaps a fine of$25 for the first traffic violation,with incremental increases of$25,for each additional violation (up to 3). She believes that the fines currently being charged by the police department are too vague, but it is not the attorney's office job to determine the fine amounts. Chairman Kot concurs, and suggested that other cities be polled for statistics regarding parking fines, and was not opposed to Attorney Kramer beginning a draft of proposed changes for review by the committee. Consistency in the law is the goal, to ward off challenges by the public. The states attorney's office handles off shoulder parking and improper passing,which are both in the city code. The proposed draft and statistics will be on the agenda for the next month's meeting. WEATHER WARNING SIREN-57000 The KenCom siren has been taken down, and it will be relocated by the riverfront, at a site that has been determined appropriate by Public Works. The city has been collecting dollars from developers for a fund for emergency systems, but in the meantime there is money in a contingency fund that can be used for this purpose. Seven thousand is the relocation and setup bid. Chief Martin and Chairman Kot feel it imperative that this project be completed ASAP, for the safety of the Yorkville residents. This item will go to COW. REQUEST APPROVAL OF OFFICER AT HIGH SCHOOL NEW CONTRACT FOR 2003-2003 There is a grant for the middle school, but the high school has been paying about 40%of the salary for an officer. Chief Martin raised it 9%,to $21,664 requested,to be paid in two installments. The agreement is the same as last year,with the exception of the cost. After approval by the committee, it will go to the school district with the new cost. On page 2 (1 b)Alderwoman O'Hare, vice chairman, stated that the department is providing safety at school events, and does the school system understand that the department does this "free gratis". Chief Martin suggested that we respond via letter to the school board and Dr.Engler's staff,making mention of the fact that the district is not charged for all the additional protection given at sporting events. ADDITIONAL BUSINESS Chief Martin will be in Boston May 31-June 4 at a"Cops in School" grant conference. Committee congratulations were passed on to Alderman Spears for Cherese's acceptance into training for the Oswego police department. Meeting adjourned at 6:45 P.M. Olsen Street Police were dispatched to check the well-being of the residents at the above address. While speaking with the residents it was learned that a female was battered. The offender was arrested and transported to Kendall County Corrections. 04/23/03 ...2148 030465 Traffic Arrest Rt. 34 east of Tuma Road Police stopped a vehicle for a violation and found that the diver had a revoked license. The driver was then arrested and transported to Kendall County Corrections. 04/23/03 ...1714 030469 Violation of Bail Bond 300 Blk. Olsen Street The subject was arrested for violation of bail bond after returning to the residence where the subject was originally arrested for Domestic Battery. The subject was to stay away from the residence for 72 hours. 04/24/03 ...0715 030471 Criminal Damage to Property 2500 Blk. Boomer Lane Police were dispatched to a construction site at the above address. Police were shown two windows broken from a trailer. Also a portable bathroom stall was knocked over. The suspect then prevented a witness from calling 9-1-1. The suspect also had two warrants for his arrest and was arrested for both charges. Columbine Court The homeowners arrived home and discovered that the party tent had been moved from their back yard and placed on a wood pile in an empty lot next to the house. The metal poles were damaged. West Fox Street Police were called to a home on the 500 block of West Fox Street for a report of a theft. The victim reported that a male subject came to the home to inquire about some property for sale. After the male left the victim noticed that his wallet was missing. The wallet contained $1200.00 U.S.C. and a personal I.D. 05/31/03 ...1451 030626 Assault 300 Blk. Walter Street Police responded to investigate a domestic dispute. Prior to police arrival the suspect left the scene in a vehicle. Later, while Police were still on the scene, the suspect returned. The suspect was arrested for assaulting a subject who came to the scene to report the suspect's reckless driving. The suspect was transported to Kendall County Corrections. 05/31/03 ...1755 030629 Traffic Stop Fox and White Oak Way Police stopped a vehicle for speeding. Police checked the driver's license and found that it was suspended. The driver was arrested and transported to Kendall County Corrections. 06/01/03 ...0055 030626 Traffic Arrest Route 47 and Garden Police stopped a vehicle for having an expired driver's license. The subject did not have valid insurance. The subject was arrested for having a driver license expired over a year. The subject was then transported to Kendall County Corrections. 06/02/03 ...2339 030634 Traffic Arrest 1800 Blk. Marketview Police stopped a vehicle for a traffic violation. Police discovered that the driver had been drinking and was arrested for such. The driver was transported to Kendall County Corrections. 06/04/03 ...1530 030638 ' Criminal Damage to Property 200 Blk. Hillcrest Avenue Police were called to the 100 Block of Anderson Court regarding a Criminal Damage to vehicle. The vehicle was spray painted while parked in the parking lot of a building in the 200 block of Hillcrest. Two juveniles were found with cans of spray paint and were released to their parents and referred to Kendall County Probation. 06/06/03 ...0400 030642 Accident/Traffic Arrest/Cannabis Possession....700 Blk. East Main Street On the above date/time, the subject hit a parked vehicle. Witness saw subject hit the vehicle, drop something in the grass, exit the vehicle, pick up the object and run into the house. The subject came out of the house and spoke with the Officers. The subject admitted the object dropped and picked up I was a baggie of marijuana. Officer found the marijuana in the house and arrested the subject for such. Unit 2 stopped for a stoplight when Unit 1 struck Unit 2 from behind. Driver of Unit 2 was transported to Copley and the driver of Unit 1 was arrested and charged with Driving Under the Influence of Alcohol. 06/06/03 ...0126 030648 Criminal Trespass/Consumption By Minors 100 Blk. Appltree Court Subjects arrived to a party at a home on the 100 block of Appltree Court. The subjects were uninvited and would not leave the party. The property owner signed complaints and the three subjects had been drinking. All three subjects were charged with unlawful consumption of alcohol by a minor and criminal trespass. 06/06/03 ...0630 030649 Criminal Damage to Property 400 Blk. East Main Street Police responded to a home on the 400 block of East Main Street in reference to a. damaged mailbox. Police discovered that the subject had a warrant and was arrested. Schwartzkopf From: Barry Groesch Re: 2002-2003 DARE Summary Date: May 20, 2003 The DARE program for the school year 2002-2003 has been completed. Officer Calvert, Officer Ackland and myself have conducted the DARE curriculum in eight, first grade classes, seven, third grade classes, seven, fifth grade classes, and seven, seventh grade classes at the Yorkville School District and one class of fifth/sixth graders at Parkview Christian Academy. The total of 774 students went through the DARE program for this school year with the total of 295.10 hours logged between the three officers for teaching. Prep/Graduation Teaching Ackland 27.55 hours 65.55 hours Calvert 10.30 hours 43.25 hours Groesch 74.20 hours 186.30 hours Officer Calvert taught first and third grade classes where each student received a DARE folder with their work pages and graduation gifts that included a DARE sticker page or ruler along with a Dilly ice-cream bar donated by Meadowvale. I taught seventh grade where ten lessons were taught consecutively through two sessions. The morning groups of four classes were concluded first and the afternoon session of three classes followed. Each student who participated received a pizza party held at the school, the police department supplied the soda and the pizzas were donated by Rosati's Restaurant. The fifth grade students graduated after 17 lessons that were broke down to one lesson a week. There were 210 students from Circle Center Inteiinediate School that completed the DARE program. There were 14 that won the essay contest and seven that won the Golden Workbook award. Each participant was given a mini DARE flashlight, DARE graduate bumper sticker, an original Yorkville DARE T-shirt and a large DARE sugar cookie. The Parkview Christian Academy graduated 16 fifth and sixth grade students where two won the essay contest and one student won the Golden Workbook award. The MUTCD lists several factors that may warrant multi-way stop control. Those include vehicle and pedestrian volumes, accidents, speed of traffic, conflicting turn movements, and sight distances. For this intersection, the only apparent criteria that may apply is traffic volume. To warrant multi-way stop control, the total traffic entering the intersection from the major street (in this case Center Parkway) exceeds 300 vehicles per hour for any 8 hours of the day while the total traffic from the minor street (Countryside Parkway) exceeds 200 vehicles per hour for those same 8 hours. The highest hourly count on Center Parkway was about 60 vehicles, and that was for only four hours of the day. The highest hourly count on Countryside Parkway was about 70 vehicles, and that was only for two hours of the day. There is one last warrant for multi-way stop signs that does not involve any of the criteria listed above. That warrant states that for an intersection of two residential neighborhood collector streets of similar design and operating characteristics, multi-way stop control may be installed when doing so would improve traffic operational characteristics of the intersection. While this intersection is for two residential neighborhood collector streets of similar design, I feel that multi-stop control would worsen the traffic operational characteristics by causing unnecessary delays. As you stated, this is a stop sign controlled intersection with Countryside Parkway stopping at Center Parkway. Warrants for multi-way stop signs are as follows: • As an interim measure where traffic signals are urgently needed. Warrant not satisfied. - • Five or more reported accidents within a 12-month period. All of the accidents must be of a type that wouldn't have occurred if the multi-way stop sign control were in place. Warrant not satisfied. • Total vehicular volume entering the intersection from all approaches must be at least 500 vehicles per hour for any 8 hours of an average day, and; The combined vehicular and pedestrian volume from the minor street must average at least 200 per hour for the same 8 hours, with an average delay to minor street vehicular traffic of at least 30 seconds during the maximum hour. Warrant not satisfied. I did not perform a traffic count at this intersection, but we did counts for the Rt.47/Countryside Parkway intersection a few years ago and found total traffic on Countryside to be about 4300 vehicles. Assuming that a significant percentage of those cars turn onto Kendall Drive or into Countryside Center, the traffic volumes are well below the numbers required for a multi-stop intersection. Since additional stop signs aren't warranted, I agree with your recommendation to have supplemental signs stating that cross traffic does not stop mounted on the existing stop signs. Martin III #201 From: Office Supervisor Molly Batterson Reference: Petty Cash Amount Chief Martin: Due to the recent change in policies, i.e. background checks for employees, all solicitors and for liquor license applicants, the Yorkville Police Department Petty Cash funds have been drastically reduced. It is to the point that while waiting for the reimbursement check (usually received two weeks after submission, depending on the City Council meetings), we are down to our last $20 or $30 in Petty Cash. Chief Martin, I would like to request that the Petty Cash be upped by $200, making the total $500. This would allow us extra money to maintain Petty Cash for operational needs while ensuring there is enough funds for the background checks which are $12 each, and about $20 for liquor license applicants.
