Based on the results of the bids, I recommend that we award the contract to Midwest Tar Sealer Co. for the bid amount of$22,870.80. Since we have appropriated about $4000 more than the bid amount, I would like to add the Cannonball Hill subdivision to the project if we can. Crack filling that entire subdivision should cost less than $2500. We will evaluate costs once White Oak and Blackberry North are completed to see if this is possible. The easement is needed to install a fire hydrant in front of Bridgeberry Twigs when we build the Mill/Van Emmon watermain this coming summer. The main purpose of the watermain project is to re-distribute water throughout our system, but we also want to provide good fire protection for downtown. The easement is located far enough from Bridge Street that we shouldn't have to move it when IDOT rebuilds Route 47 in the near future. Bob Dearborn has signed the document, and it now needs to be approved by City Council before it is recorded. We have also requested a similar easement from Yorkville National Bank on the south side of Van Emmon just east of their parking lot. They don't have any objection to granting the easement, but just haven't returned the signed original to us yet. If we don't get that easement before the watermain is built, we will provide a stub for future connection to a hydrant at that location. Yorkville is now officially within the Chicago metropolitan area, therefore we can request FAU route designations for certain roads. The FAU(Federal Aid Urban) designation makes a road eligible for federal funds if we have a construction project. State and County roads have FAP (Federal Aid Primary) or FAS (Federal Aid Secondary) designations, and already are eligible for federal funding. I recommend that we request FAU designation as collector roads for the roads listed below: Mill Road (Galena to Orchard) Kennedy Road (Galena to Route 47) Bristol Ridge Road (Route 34 to Cannonball) Countryside Parkway (Center Parkway to Route 34) Center Parkway (Route 34 to Countryside Parkway) McHugh Road (Spring Street to Kennedy Road) Spring Street (McHugh Road to Route 47) River Road (Route 47 to Eldamain) Somonauk Street (Route 47 to Game Farm) Game Farm Road (Somonauk to Route 34) Cannonball Trail (Route 34 to Route 47) Van Emmon Road (Route 47 to Route 71) Mill Street (Van Emmon to Route 126) Fox Road (Route 47 to High Point) Refer to the attached map to see how these roads relate to each state and county roads as well as each other. Some of these roads already have FAS designation (Bristol Ridge, Fox, Van Emmon, etc.)for some or all of their lengths,but Lou recommended that we request FAU designation. Designation as a minor arterial would be a possibility for Cannonball Trail (Route 34 to Route 47). Doing so, however, could require construction of wider lanes and longer radii at curves, which encourage higher speeds. Designating it as a collector gives us more flexibility on the type of road we want to have there. Once we settle on which streets that we would like to designate, IDOT will review the request make sure it is reasonable. They will then send the request on to IDOT's District 1 office, which will process it through the Kane County Council of Mayors. 20, 2003 There is $35,000 budgeted for sidewalk improvements this year. We put a press release in the Kendall County Record a few weeks ago and are getting a good response from residents. We also typically have some city-funded repairs and a city-funded section of new sidewalk in the annual project. Last year the new sidewalk was on a section of Fox Street. We can continue the Fox Road sidewalk this year, but some catch basins would need to be relocated by Public Works beforehand. This could present a timing problem if we try to build that sidewalk this year. Another possible section of walk would be on Mill Street and/or Route 126 for the new middle school. The school district currently has no plans to construct this sidewalk. We couldn't afford to build this entire sidewalk in one year, but it could be done over a 2-year timeframe. I spoke with Brian DeBolt, who suggested that the School Board and City Council explore an agreement where the city constructs the Mill Street sidewalk this year, and the school district constructs the Route 126 sidewalk next year. The Mill Street sidewalk would cost about $15,000. Brian and I both feel that the sidewalk should be located in an easement on school district property to keep it away from the road and avoid the roadside swale, hydrants, utility boxes, and power poles. At their meeting last night, the Public Works Committee discussed the issue and a consensus was reached that building the sidewalk on Mill Street this year was the right thing to do. The committee also recommended that this item be placed on the June 3, 2003 Committee of the Whole agenda for concurrence and to discuss if we need to meet with the School Board to talk about this sidewalk issue and perhaps other issues. We always try to get the sidewalk project finished before school opens, therefore we need to proceed now with preparation of the bid documents. I will include the Mill Street sidewalk quantities in the bid documents. The bid opening is scheduled for June 20, 2003. The purpose of the easement is to allow the construction of a watermain from Apple Tree Court to an existing watermain in Beecher Park. Currently Apple Tree Court has two sources of water supply, one being from Route 47 and the other coming from the west through Beecher Park and the end of the cul- de-sac. The Route 47 watermain will have to be abandoned when IDOT widens Route 47 in a few years. Since we are planning to re-pave Apple Tree Court this year, we want to construct a watermain now to replace the Route 47 watermain. Doing so will eliminate the need to cut into the new road in the future. Dan Kramer has reviewed the easement'recommends approval (see attachment). The easement terms are to replace the concrete driveway(which we would have to do anyway) and grass restoration with sod. • recommend approval of this easement. Landscape/ Landscaping: Sod and seeded turf lawns, gardens, trees, shrubs, and other living plants. Permitted Hours of Water Use: A time period between 5:00 a.m, and 9:00 a.m., and between 9:00p.m. and 12:00 midnight, each day. Person: Any individual, firm, partnership, association, corporation, company, organization, or entity of any kind. City: The United City of Yorkville. There shall be no restrictions as to hours or days when Water may be used for any of the following: a) Landscape watering or sprinkling where such watering or sprinkling is done by a Person using a hand-held watering device; b) Filling swimming pools with a volume of fifty (50) gallons or less; c) The automatic watering of trees and shrubs by means of automatic root-feed or Drip-Irrigation Systems within the Drip Line of the tree or shrub; or d) Vehicle and equipment washing;or e) Any other lawful use of Water such as bathing, clothes washing, and other normal household uses not otherwise specifically restricted by the provisions of this Article. C. Restrictions for Sod Laying and Lawn Seeding for New Lawns, Notwithstanding the provisions of Section 8-3-3 above, the following special regulations shall apply: 1. Sod laying, lawn seeding, and the planting of other landscaping for the establishment of a new lawn or new landscaping is prohibited from July 1 through August 31 each year. 2. From May I through June 30, and from September 1 through September 30, Water may be used on new lawns(sod or seed), only as follows: 05/27/2003 12:33 630553437777CITYHOFOYORKVILLE PAGE 07 a. On the day new sod or seed has been placed on a property, a Person may use an automatic sprinkling device to apply Water to the sod or seed for a total period of time not to exceed eight(8) hours, b. For the next nine(9) days thereafter, a Person may apply water to said sod or seed each day during Permitted Hours of Water Use. c. Following the first ten (10) days after the sod or seed is placed, the provisions of Section 8-3-3 above shall apply. 3. Prior to the execution of any real estate contract for the sale of newly constructed property, the builder or owner of such new construction shall: a. Inform prospective purchasers of the restrictions upon the installation of new lawns set forth in this Article; b. Attach a copy of these regulations to the contract; and c. Obtain the signature of the purchasers) on a statement that he, she or they has (have) been informed of the new lawn installation restrictions set forth in this Article. 4. The applicant for a certificate of occupancy for any newly constructed property shall submit as a part of his application, and as a condition of issuance of such certificate, a copy of said signed statement. When an application for certificate of occupancy is submitted prior to sale of the property, and the future occupant is unknown, the applicant shall submit his signed statement that he shall comply with the requirements of this Section at the time the real estate contract is executed. D. Waste of Water Prohibited. No Person shall allow a continuous stream of Water to run off into any gutter, ditch, drain, or street inlet while using Water for restricted purposes during the Permitted Hours of Water Use. E. Exceptions. The provisions of this Article shall not apply any commercial or industrial entity for which use of Water is necessary to continue normal business operations, or to maintain stock or inventory. Provided, however,this exception shall not apply to any and all uses of Water not essential to normal business operations or maintenance of inventory or stock, and specifically shall not apply to landscape watering or pool filling. 05/27/2003 12:33 630553437777 CITYHOFOYORKVILLE PAGE 08 F. Bulk Water Rates. Bulk Water rates shall be increased to three(3)times the non-resident Water rate during the time described in Section 5-3-2(B) above. G. Hydrant Use Prohibited. Hydrants connected to the City water supply and distribution system for the purpose of providing Water for fire fighting purposes shall not be opened by any Person, other than authorized City or Fire District personnel, except for the purpose of fighting a fire. H. Emergency proclamation. 1. Whenever the Water supply of the City is diminished from any cause, including but not limited to prolonged dry period, increased Water demand, equipment failure, or Water quality concerns, to an amount which in the opinion of the City Engineer or Director of Public Works is or is likely to become dangerous to the health and safety of the public, the City Mayor is hereby authorized and empowered to issue an Emergency Proclamation specifying different or additional regulations on the use of Water. 2. Such regulations may provide for limitations on the usage of Water, limitations on days and hours of use of Water for some or all purposes, and the prohibition of specified uses of Water. 3, Upon issuing such Proclamation,the City Mayor shall make the contents thereof known to the public by posting a copy at the City Hall, and by news release to local newspapers and radio media, and may also endeavor to notify the City residents and other Persons in any other practical manner that he or she shall devise. Further, the City Mayor shall immediately deliver notice of such Proclamation, and the regulations that have been imposed by such Proclamation, to all members of the City Council. 4, The Emergency Proclamation of the City Mayor, and the regulations imposed thereby, shall remain in full force and effect until any one of the following shall first occur: a, The City Mayor determines that the emergency no longer exists and that the Emergency Proclamation, and the regulations imposed thereby, shall no longer continue in effect. b. The City Council modifies or repeals the Emergency Proclamation, and the regulations imposed thereby, by means of an ordinance enacted at any regular or special meeting of the City Council. c. Any City employee or officer may, at the direction of the City Mayor, notify and warn any Person of the effect of said Emergency Proclamation and direct said Person to comply with said watering or sprinkling restrictions. If any said Person, after having first been warned about said restrictions and said proclamation, shall continue to violate said restrictions of the Emergency Proclamation, they shall be deemed to be in violation of this Article. I. Penalty. 1. Any person who or which violates, disobeys, neglects, fails to comply with or resists enforcement of the provisions of this Article other than Section 8-3- 4(A) above, shall, within ten (10) days of receiving notice of such violation, pay at the Office of the City Clerk, a fine, as follows: a. 50.00 for a first offense; b. $125.00 for a second offense, and c. $500.00 for each subsequent offense. 2. Any person who violates Section 8-3-4 (A)of the Article shall, within thirty (30) days of receiving a notice of such violation, shall be subject to imposition of a fine up to $750.00 for each offense. 3 Each day a violation occurs or continues shall be considered a separate violation for purposes of this Article. 4. The amount of any fine due pursuant to Section 8-3-10(A) above, if not paid as provided therein, shall be added to the bill for water consumption for the property at which the offense occurred. Date: May 13, 2003 Re: Water Treatment Facility Exterior Materials of Construction EEI Job#: Y00316 As you may recall, on April 15, 2003 EEI staff presented four building material options to the United City of Yorkville Committee of the Whole (C.O.W.) for use on the fourCation Exchange Treatment Facilities currently under contract. The C.O.W. selected Option No. 3 which was presented as the bottom 1/3 of the building to be split face CMU block and the top 2/3 of the building to be fiber cement board planks with an architectural shingle roof. At that juncture, the material transition location was arbitrarily chosen at 1/3 and 2/3 of the building height. The estimated cost for the exterior wall construction was presented as $18,500.00 for that option. The C.O.W. also directed us to develop an alternative bid option for the front elevation to be face brick in lieu of the fiber cement board planks. Working through the design of the Wells No. 8 and 9 Well House and Treatment Facility, another option has been developed that is worth considering and is preferable from a design and maintenance viewpoint to the one selected. A transition between the CMU block and the fiber cement board planks at the bottom 1/3 building elevation will cause the transition to be part way through the exteriordoor frame. A material transition at this location would provide a poor overall connection and could ultimately result in a water penetration situation at the exterior door frame. Therefore, we recommend the material transition be above the exterior door frame, which is approximately 8-feet(approximately 45% of the 18-foot building height) above grade. We estimate the additional cost to construct the wall in this manner is approximately $2,225.00. We would also like to suggest the integration of utility face brick into the design to help accentuate the split face CMU block. The utility face brick is a durable, long lasting masonry material that will reduce the overall maintenance on the facility. Utility face brick is slightly larger than modular face brick, and when considering the cost of the materials and the installation of utility face brick, it is virtually the same as the split face and ground face CMU block. Please find enclosed a 22"x34" and 11"x17" print of the building elevation depicting the proposed building materials. In our professional opinion, the materials selected consisting of split and ground face CMU within a utility face brick field is superior in quality and appearance to solely split face CMU and yet is as economical to construct and maintain. Please inform us as to the direction that the City would like to proceed as soon as possible as we need to proceed with the design to satisfy schedules. WHEREAS, the Illinois Constitution provides that units of local government and school districts may contract to share services through intergovernmental agreements, Ill. Const., Art. VII sec. 10 (1970); and WHEREAS, Illinois statutes provide that public agencies may share powers through intergovernmental agreements, (5 ILCS 220/1 et. seq.); and WHEREAS, the City is a unit of local government, Ill. Const., Art. VII, sec. 1, and a public agency, (5 ILCS 220/1) and the District is a school district, Ill. Const., Art. VII, sec. 1, and a public agency, (5 ILCS 220/1); and WHEREAS, the District desires to have services of a police officer available throughout the Yorkville Community Unit District #115, Yorkville, Kendall County, Illinois (hereinafter the "Schools"); and WHEREAS, the City has determined it to be in the best interests of the City to provide the services of a police officer at the Schools. NOW, THEREFORE, in consideration of the mutual covenants contained herein the City and the District agree as follows: Page 1 of 5 I. SERVICES PROVIDED A. The City shall provide a police officer (hereinafter the "School Resource Officer") to the District to perform services as identified in Exhibit A, titled Yorkville Police Department Policy Number 2.008 and other services as may be agreed to in writing by the parties. B. The School Resource Officer will prepare a monthly calendar and provide a copy for the principals and Director of Instruction. C. The City shall provide assistance with overall security evaluation of school grounds and activities. The Police Department will provide traffic control at the beginning and end of each school day within our jurisdiction. The specific details to develop a traffic plan shall be agreed to jointly by the District and the Police Department. II. EMPLOYEE OF THE CITY The School Resource Officer is the employee of the City and is supervised through the Police Department chain of command. All activities of the School Resource Officer shall be taken as an employee of the City, pursuant to all applicable laws and Police Department rules and regulations. III. COORDINATION OF SERVICES The Chief of Police and the District's Superintendent shall coordinate the provision of services required by the District pursuant to this agreement. Page 2 of 5 IV. PAYMENT A. The School District shall pay the sum of $21,664.00 (twenty- one thousand six hundred and sixty four dollars) as payment to the City for services required pursuant to this agreement. The payment shall be made in two (2) equal installments, on January 15, 2004 and March 15, 2004. V. SERVICES TO BE SUPPLEMENTAL The parties agree that the services provided by this agreement are in addition to general police services provided by the City in the regular course of operating its Police Department. VI. AMENDMENT This Agreement may be amended only in writing with approval of both the City and the District. VII. GOVERNING LAW AND SEVERABILITY This agreement shall be construed in accordance with the law and Constitution of the State of Illinois and if any provision is invalid for any reason such invalidation shall not render invalid other provisions which can be given effect without the invalid provision. VIII. EFFECTIVE DATE, TERM OF AGREEMENT AND TERMINATION This Agreement shall take effect on June 1, 2003, and shall remain in effect until June 30, 2004 or until canceled by mutual agreement of the parties, or until canceled by either party by written notice of one party given to the other sixty (60) days in advance of the date of cancellation. NOTICE Notice of termination or request for amendment of any term of this Agreement or for any other reason must be in writing and delivered by one party to the other at its administrative office either personally or through the U.S. mail, postage prepaid. Any notice sent to the City shall be directed to the attention of the Mayor with a copy to the Chief of Police. Any notice sent to the District shall be directed to the attention of the Board of Education, President with a copy to the Superintendent. X. EXECUTION This Agreement shall be executed in a sufficient number of counterparts so that the City and the District shall each have a copy of this Agreement containing original signatures. Each of the counterparts shall be executed by the City and District and all the counterparts shall be regarded for all purposes as one original and shall constitute and be but one and the same. Due to the conflict of interest created by employees holding an elected office, the taking of an oath for any City office shall constitute an employee's resignation from City employment. Section 3.10 Workplace Inspections The City wishes to maintain a work environment that is free of illegal drugs, alcohol,unauthorized firearms, explosives, or other improper materials. To this end, the City prohibits the possession, sale, transfer or use of such materials on its premises or in City vehicles. The City requires the cooperation of all employees in administering this policy. Desks, lockers and other storage devices may be provided for your convenience, but remains the sole property of the City. Accordingly, the City Administrator or Chief of Police or their representative of the City can inspect them, as well as any articles found within them, at any time, with or without prior notice. All administrative/operational inspections shall be conducted through the authority of the City Administrator or Chief of Police. Where a supervisor or an employee has reasonable suspicion that a criminal act or threat of violence has or will occur he or she shall contact the local police department immediately and allow the local police to determine if the inspection is warranted such inspection will only be conducted by law enforcement. Furthermore, the City recognizes that the police department has unique situations that will require an additional more specific inspection procedure which shall be approved by the City Council. Section 3.11 On-the-Job Safety/Reporting of Accidents Employees are expected to exercise caution and observe all established safety rules and regulations applicable to their position and in the operation of tools, equipment and motor vehicles in connection with City business. Basic responsibility for safety rests with Department Heads and from them, to their designated safety representatives, supervisors, and employees, but it is the responsibility of every employee to become familiar with and adhere to all safety rules and regulations. b. Any employee acting in a supervisory capacity shall require all employees under their supervision to comply with all applicable safety rules and practices. c. Purpose A. To establish a Department Inspection program. B. To promote standards of excellence throughout the Department and to foster the highest level of performance. C. To ensure compliance with Department requirements in such areas as personal appearance, use and maintenance of equipment, and adherence to rules of conduct, policies and procedures. II. Policy The Chief of Police has a responsibility to ensure that the resources of the Department are being used effectively, and that all personnel are following established rules and regulations. To meet this responsibility the Department shall have a continual inspection program. III. Definitions A. Inspection: A procedure that involves observing, inquiring, evaluating, and reporting on organizational matters. B. Line Inspection: The inspection of personnel, vehicles, equipment and facilities by a supervisor who would normally have control or responsibility over the element inspected. Line inspections can be both announced or unannounced. C. Special Inspections: The inspection of any administrative or operational element of the Department specificallyidentified by the Chief of Police. pecial inspections can be announced or unannounced. D. Follow-up Inspection: The inspection of a previously inspected element, which required attention or corrective action, to ensure the matter has been resolved or corrected. III. Procedure A. Line Inspections It is the responsibility of every supervisor to conduct formal line inspections of the personnel and equipment under his control. 1. Formal line inspections will be conducted semi-annually, normally during May and October in conjunction with the uniform changeover. Ten (10) days notice shall be given before announced line inspecions. Formal line inspections will include: Personnel (uniforms, appearance, etc.) Equipment (procedure manual) Facilities Vehicles Department Property Activities Lockers 2. The supervisor shall complete an inspection report on every line inspection conducted and ensure that all on duty personnel under his command participate. 3. Supervisor's shall take immediate steps to correct problems or deficiencies discovered during the line inspection. 4. When needed corrective action falls outside the inspecting supervisor's scope of authority, he will indicate this on his inspection report to the Lieutenant. 5. The Lieutenant shall order a follow-up inspection for deficiencies to be corrected. 6. Supervisor's are responsible for conducting informal line inspections of personnel to ensure proper appearance and that all equipment is serviceable and ready for duty. If substandard appearance is observed, the supervisor will take necessary corrective action. 7. The supervisor's concern during an informal line inspection should include: Uniforms, Weapons and Ammunition, Equipment, Vehicles, Body Armor and Lockers 8. Informal inspections conducted by supervisory personnel during routine operations are to ensure that Department policies and procedures are observed, and that subordinates are performing their duties efficiently. These inspections are conducted in the following manner: a. Physical observations of personnel, equipment, facilities, etc. b. Immediate examination of the handling of specific actions at the scene. c. Through subsequent review of specific actions, reports, etc. d. By regular review of overall results being achieved, such as performance levels. 9. Unannounced line inspections will involve on duty personnel, vehicles, equipment and facilities. Unannounced line inspections shall be conducted by the supervisor who would normally have control over the element inspected, or as directed by the Lieutenant. B. Vehicle Inspection 1. Officers shall inspect their vehicle at the beginning and end of each shift. 2. Officers shall pay particular attention to the flares, personal protective equipment and fire extinguisher stored in the vehicle. 3. Officers shall, before use, examine their assigned vehicle and report unrecorded damage or operational defects to their supervisor, and complete any necessary reports. Failure to report damage or defect will create the assumption that no inspection was made. 4. Damage or defect discovered after the vehicle has been placed into service shall normally be construed to have occurred during the tour of duty of the officer. 5. Defects found by officers during daily inspections, or any time during their shift, will- be reported to their supervisor. 6. It is the responsibility of each supervisor to see that a Squad Maintenance Request form is completed in order to service our fleet in a timely manner. 7. If the vehicle to be repaired must be towed in for service the officer initiating the maintenance request will have the vehicle towed and indicate on the Squad Maintenance Request that the vehicle was towed for service. 8. If it is necessary to perform a minor repair to a vehicle, the officer may take the unit in for repair after notifying his immediate supervisor. C. Facility and Equipment 1. Supervisors are responsible for the ongoing inspection of the general condition and cleanliness of the department's facilities and equipment, and for reporting problems to the Lieutenant. 2. The Lieutenant shall, semi-annually, conduct an inspection of that part of the facility, equipment and supplies under his control. A report on the inspection will be forwarded to the Chief of Police, normally, during May and October. Hazardous conditions will be noted in the report. 3. The Lieutenant will be responsible for a continuous inspection of the police facility for cleanliness, proper working condition of equipment and sufficient quantities of reports, forms and supplies. Deficiencies and hazardous conditions will be corrected. 4. Supervisors are responsible for the ongoing inspection of the general conditions, sanitation, cleanliness and security of police facility. Serious problems will be immediately documented and brought to the attention of the Lieutenant. D. Uniforms and Equipment 1. Uniforms and equipment will be inspected in May and October. 2. All items to be inspected must be presented in a clean condition. 3. Uniforms or equipment damaged in the line of duty will be brought to the attention of the employee's supervisor. 4. Lost or stolen uniforms or equipment will be immediately reported, in writing to the employee's supervisor. E. Locker Inspection 1. Periodic inspections of Department provided employee lockers will be conducted to check for official reports, tickets, evidence, contraband or other property not intended for storage in an employee's locker. 2. Formal inspections will be conducted during the May and October uniform inspections. 3. Lockers are to be kept locked. F. Special Inspection The Chief of Police may, at any time, request a special inspection of any administrative or operational element of the Department. Ordinance 1990-24 is hereby amended to increase the Development Fee for the Bristol-Kendall Fire Protection District payable for residential dwelling units from Two Hundred Fifty&00/00 Dollars($250.00)to Three Hundred&00/00 Dollars ($300.00)per residential dwelling for each unit annexed and zoned for residential zoning after the effective date of this Ordinance. 2. That a Development Fee for Office,Business or Manufacturing is hereby imposed as to any structure constructed on real property annexed and zoned for any of the above three stated zoning classifications based upon an assessment at 3.5 cents per square foot of the proposed structures at a minimum charge of Three Hundred & 00/100 Dollars ($300.00)per building at the time the building permit is sought. 3. That a new capital fee in the amount One Hundred and 00/00 Dollars($100.00) per residential dwelling for each unit annexed and zoned for residential zoning after the effective date of this Ordinance for the UNITED CITY OF YORKVILLE ENGINEERING DEPARTMENT shall be enacted for the acquisition and maintenance of engineering equipment and other capital purchases. 7. The various parts, sections, and clauses of this Ordinance are hereby declared to be severable. If any part, sentence,paragraph, section,or clause is adjudged unconstitutional or invalid by a Court of competent jurisdiction,the remainder of the Ordinance shall not be affected thereby. The policy has been developed to address requirements of the Governmental Accounting Standards Board (GASB) Statement No. 34 to ensure compliance with generally accepted accounting principles (GAAP). Capital assets include infrastructure, land, land improvements, site improvements, buildings and improvements, vehicles, machinery, equipment and other tangible and intangible assets that have a useful life beyond a single reporting period. Capital assets should be reported at historical cost, which includes the amount paid for the asset as well as all costs associated with placing the asset in service. This may include engineering fees, architectural fees, site preparation, freight, etc. When the value paid for the asset cannot be determined, the asset's fair market value at the time of acquisition will determine the cost. INFRASTRUCTURE Infrastructure assets will include such assets as roads, sidewalks, streetlights, drainage systems, water systems and sewer systems. Included in this category will also be subsystems and networks of these systems. A network of assets is composed of all assets that provide a particular type of service for a government. A subsystem of a network is composed of all assets that make up a similar portion or segment of a network of assets. For example, all the roads of the City would be considered the street network, while the streetlights would be a subsystem of a street network. Capitalization of infrastructure shall include costs that are above the capitalization threshold and extend the useful life, increase the capacity and / or the efficiency of the infrastructure. General maintenance and repair projects shall not be capitalized. Capital infrastructure costs would include all labor, material, professional services, insurance and other indirect costs to construct the asset and put it into service. LAND AND IMPROVEMENTS The total asset value for land shall include the acquisition cost and all costs to prepare the land for its intended use, such as excavating, grading, drainage, landscaping, etc. The cost of the land shall include the purchase price as well as all associated costs, such as legal fees, title searches and any other closing costs. Land acquired through eminent domain proceedings should be reported at the settlement amount up to the fair value of the land. Amounts paid in excess of the fair value should be expensed. DRAFT All right-of-way assets of the City, including the land under roadways, should be recorded as land and not be depreciated. Any easements purchased by the City should be reported as intangible assets and amortized over a period not to exceed 40 years. Land improvements are the non-depreciable costs and betterments of preparing the land for its intended use. An example of a land improvement is leveling and grading. Site improvements are the depreciable costs and betterments affixed to land that generally add to its value and functionality. Examples of site improvements include, but are not limited to, temporary structures, access roads, parking lots, fencing, lighting (e.g., lights in parking lots, lights along walkways), tunnels that connect buildings, gas, electricity or steam transmission lines, and campsites. BUILDINGS AND IMPROVEMENTS The total asset value for buildings shall be the total cost of acquisition or construction. This will include all labor, material, professional services to construct the building as well as insurance and any other indirect costs incurred during construction. Capitalization of building improvements shall include costs that are above the capitalization threshold and extend the useful life, increase the capacity and / or the efficiency of the building. General maintenance and repair projects shall not be capitalized. EQUIPMENT The asset value of the equipment will be determined by the acquisition cost of the equipment plus any additional costs such as freight, insurance, prep charges and any other charges associated with placing the asset in service. Equipment assets are typically moveable, non-consumable property. Equipment could include vehicles, furniture and fixtures, office equipment, computers, etc. SOFTWARE The cost of software shall include the purchase price as well as the cost associated with the installation and implementation of the software. This may include travel, training, third party development and employee payroll costs directly involved with the installation. CONTRIBUTED CAPITAL Contributed capital are capital assets that have been donated or contributed to the City by either private developers, in the case of land or infrastructure for a new subdivision, or by other companies, individuals or governments. The value of contributed capital shall be DRAFT recorded at the fair market value at the time of the contribution. These assets should be reported in the appropriate assets categories (e.g., land, infrastructure, etc.). DISPOSAL OF CAPITAL ASSETS Any disposal of capital assets by any City Department must be reported in detail to the Accounting Department immediately or as soon as reasonably possible. Information needed to record a disposal includes the asset description, make, model, serial number, date of acquisition, original cost, salvage value (if any) as well as any proceeds received from the disposition. An asset disposal form provided by the Accounting Department will be used to request/report the disposal of any fixed asset. Generally, at the end of an asset's life, the sum of the amounts charged for depreciation in each accounting period (accumulated depreciation) will equal the original cost less the expected salvage value (if any). Capital assets will be depreciated over their estimated useful lives. The straight-line method of depreciation will be used using a full month convention. For example, one month's worth of depreciation expense would be recognized on an asset acquired on April 18 based on the City's fiscal year-end of April 30. Land and land improvements should not be depreciated. This new revised useful life should be treated as a change in accounting estimate and applied to all on-going calculations of depreciation. With a change in accounting estimate, there is no retroactive affect caused by the change. FIXED ASSETS vs.INVENTORY CONTROL Assets that are valued below the capitalization threshold but above $1,000 in value will warrant control and shall be inventoried at the department level. An appropriate list of these assets will be maintained by each department and copies will be provided ded to the Accounting Department. Information maintained should include asset description, location, make, model, serial number and/or any other information deemed necessary for control. Such inventory items could include computers, printers, copiers, power tools, chain saws, small construction equipment, mowers, fire equipment, etc. MANAGEMENT RESPONSIBILITY The Accounting Department shall be responsible for the accounting for capital asset inventories, both initially and periodically in subsequent years.
