Approval of Minutes- Minutes of the January 12,2004 regular meeting were unanimously approved, following a motion by Fiala,seconded by Koch. Developer Presentation- Brown began discussion of the mile and a half review for Tanglewood Trails,located on East High Point Rd. Schoppe said it will be reviewed by the Plan Commission in February.Bob Nelson, Tanglewood Homes, developer for Tanglewood Trails, arrived at 7:20 p.m.and joined the discussion. The Board recommended the park space be relocated to a parcel on the east boundary of the development,along the trail stub,as well as consideration for the addition of some park equipment. Bills Review- Brown reported that the bill from Suburban Chicago Newspapers,in the amount of$1,567.90,did not print out on the list.Also,corrections to Revenue/Expense journal entries from May 1, 2003, are included. Truman moved for approval of the bills.Fiala seconded the motion.A roll-call vote was taken, with Koch,Fiala,Truman,and Cathey voting Aye.Approval was unanimous. Old Business- Brown reported that over 48 applications were received for the Program Supervisor position. The top five candidates will be interviewed beginning Wednesday,January 28.An offer is expected to be made soon. New Business- Brown presented a summary of projected growth over the next five years,using the Park Maintenance Standards and the residency requirement as tools for measurement.With park board input this will be the basis for recommendations to City Council and for future budget development.Truman asked that action be tabled until the February 9th meeting to allow the Board more time to study the information. Board Meeting January 26,2004 Page 2 Brown reported that on February 7th City Council will meet to establish city-wide department goals. She strongly encouraged board members to attend the meeting.Brown reviewed the goals established by the department for 2003/2004,and asked for board input on recommendations for 2004/2005. Truman suggested the Board send a memo to the Mayor and City Administrator stating the goals agreed upon by the Board for 2004/2005.Board members agreed,and decided that each will sign the memo. Additional Business- Brown began discussion on Gilbert Park, and Shoppe presented two plans,one for an active park,and a second for a passive park.Following discussion and review of the plans,Brown recommended approval to proceed and to invite residents to a public hearing to show them the plans and seek their consensus. She will schedule the public hearing prior to a regular board meeting. Correspondence- Brown highlighted several pieces of miscellaneous correspondence,including: • The Intergovernmental Agreement between the City and the Kendall County Forest Preserve District. • The Hydraulic Street property acquisition. • Recent repair of a damaged department truck. • Addition of cabinets in the Perkins Room. • Report of the initial figures for the Yorkville Special Census. Brown, Executive Director Date: January 15, 2004 Cc: Tony Graff, City Administrator Art Prochaska, Mayor Re: PROJECT GROWTH 2004-2009 The following document was developed for board discussion and recommendations for the upcoming fiscal year staffing needs and to forecast the potential growth impacts for the Park and Recreation Department.. Inclusive in this document is a five-year projection. Upon a recommendation and board comment, staff will proceed to the February Administration Committee for acceptance and approval. UNITED CITY OF YORKVILLE PARK AND RECREATION DEPARTMENT PROJECT GROWTH 2004-2009 The community growth and upcoming new developments will have fiscal impacts and needs beyond the park land contributions that will affect the on going day to day operation for the Park and Recreation Department, with some of these occurring before and during the development of the housing areas and tax dollar contributions. These will include; the need for new program development; impacts on existing programs with the increase in residents; available indoor space for recreation programs with the growth of the community; the additional maintenance equipment and staff required to maintain the parks before the housing development is completed and tax dollars support is received; and the need for community wide specialty facilities. This rapid growth prohibits the Park and Recreation Department in quickly responding to the future needs, without additional fiscal support and for short term planning for facilities, staff, and equipment. The following outlines the next five years of staffing impacts that the Park and Recreation Department could be facing based on the known new developments. • Based on the additional Park acreage and amenities we will need additional staff to maintain and program the areas. The Parks Standards indicate a need for an additional full time staff for every 11-17 acres of parkland (as indicated in the revised time study 1/16/04). Current City Owned And Maintained Parks Is 50.53 Acres • In addition to the Parks Staff needs, we will need additional Recreation Staff to develop and implement the new recreation services that the growth will bring. With an average of 330-500 new homes per year, the net result will be approximately 825-1500 new residents per year. To program and offer services a new program supervisor/coordinator would be required every 5000 residents. For a projected growth of 22,000 residents would require 4.4 full time programming staff and one Superintendent of Recreation. This requirement would change if there were specialty facilities to manage and operate such as a pool, fitness center, aquatic center, etc. With the re-census figures of approximately 8,700 residents our staffing need would be two (2)full time program supervisors. Currently we have one Program Supervisor. For the Fiscal Year 2004-2005 the staff budget would reflect increasing to add an additional full time Recreation supervisor in November. Following years staffing needs would reflect the growth patterns. • New Park locations with development in progress for FY 2004-2009 (some open of these areas are be maintained as open areas) Canonball Estates - 1.5 acres, Rivers Edge - 1.25 acres, Sunflower - 2 acres, Fox Hills West - 19.35 acres, Raintree Village— 15.198. May 2009 Two full time Park Staff In addition, to the park development and program expansion, we must also continue to forecast the future needs the department will have for facilities, equipment and the demand by new residents for new specialized services. These may include indoor swimming pool, recreation buildings or gyms added to school buildings, dance studio's, gymnastic centers, high adventure playgrounds, outdoor aquatic center, maintenance equipment and the replacement of current equipment, Parks buildings for the storage and maintenance of the equipment, and future overhead support we may need if we need to pursue referendums for future facility development and funding. APPROXIMATE COSTS FOR NEW/ RENOVATED FACILITIES 1) Park Maintenance& Garage area $400-1 million 2). Indoor Pool $2 /Aquatic Center$5-7 million 3). Recreation Center$8— 12 million 4). Following is based on 2003-2004 fiscal budget for Parks. (revised budget amounts used 1/16/04) Salaries (Full time, Part time, Overtime and benefits) $264,867 Current For FY 03-04 /4 full time and 4 part time revised budget amounts used 1/16/04 Contractual $ 9,000 Sub total $273,867 Removed 75% of foreman's salary and benefits (foreman is more supervisor and administration responsibilities and only accounts for 25% hands on /field work) ($68,500) Total salaries $205,367 To determine cost per acre — utilizing current City Owned acres of 50.53 Salaries TOTAL ACREAGES 50.53 acres = $4,064.26 per acre Average MWI with benefits approximate cost would be $43,840— 11 acres would be the amount for a new MWI employee General Equipment $ 6,835 TOTAL ACREAGES 50.53 acres = $135.266 per acre Capital Expenses for repair, and replacements $ 87,850 TOTAL ACREAGES 50.53 = $1,738.57 per acre Infra-structure & Operational supplies $ 57,100 TOTAL ACREAGES 50.53 = $1,130.02 per acre FORECASTING NEEDS Using the break downs above, a conclusion could be drawn for every 11-17 acres of new park development would require a new full time staff/ maintenance worker I, and an additional $1487.92 in general equipment, $19,124.27in Capital Equipment, and $12,430.22 in operational supplies The variable for this summary will be the impact of specialty equipment and replacement equipment and utilization of seasonal and part time staff. To plan for a five-year (2004-2009) projection and budgeting purposes, a 40% full time and 60% seasonal and part time staff projections of need is used. Based on the project land development and acquisition of 443.288 acres (through 2009) the gross staffing need is 40.30 with 40% being full time = 16 and 60% being season and part time 24.30. To maintain this type of staffing pattern for the next five years of development and growth would require hiring 2.6 full time staff and 4.86 part time additional staff annually. He and my mother resided in Yorkville from 1950 - Time of their death. My family has resided in Yorkville for 53 of my 56 years,having just built a home in River's Edge Subdivision. These are the reasons I believe a city park should be named in my father's honor: 1. He owned and operated a business in downtown Yorkville from 1951 - 1981. It was the FS Gas station on Van Emmon Road above the current Grainco FS store and next to the Kendall County farm bureau. The name of the business was Rice's Service. 2. During that time my father, along with a few other businessmen downtown started the Yorkville Business Men's Association. They held regular meetings and discussed ways to bring more business to Yorkville. This was long before a Chamber of Commerce was ever thought of. If memory serves me right their were about 15 members. 3. He also coached Little League baseball for 5 years, and Pony League for 3 years. 4. He helped build a new baseball field where the present Middle School sits,and he and 5 other businessmen installed lights on the field. It was one of only a couple of lighted ball fields within miles. 5. He coached the men's city league softball team and started a fourth of July annual game with the Southsiders of town playing the Northsiders of town. This game went on every year for over 15 years. 6. My dad was very active in the community and was known for his generosity. Many kids would walk by his station and get free bottles of pop or candy bars just for stopping in. I witnessed my dad giving gas to many people who could not afford it. 7. We lived at the top of Methodist Hill and my dad would close off Van Emmon Street crossing Methodist Hill so the kids could sled without worrying about cross traffic. With the permission of the Police Chief, my dad would have his tow truck with it's lights flashing to stop any traffic. This made the sledding much safer and sometimes their were as many as a hundred kids using the hill. I am sorry but my memory has failed me on dates, etc. I would consider it an honor if you would approve naming the park in my subdivision,Rivers Edge after my father. I would also like to see former business men from the days when Yorkville was a town of less than 1200 honored in some way. Any citizen, group, city official, or staff may request or recommend a name for a park, building, structure or thoroughfare within designated park property. The proposed name is to be submitted in writing on an application form to the Executive Director of Park and Recreation or Park Board Chairperson. All applications will be consider at their next regularly schedule meeting of the Park Board. Upon Park Board approval and recommendation, subject proposal will than be presented to the City Council for acceptance. If accepted by the City Council, a dedication will take place within 90 days of approval. The following criteria will be used when considering the selection of park related names: 1) Any person living or deceased, who has made a significant contribution in support of the United City of Yorkville, the Park and Recreation Department operation, the state or national park system, conservation of natural resources or in the recreation profession. 2) Any organization that contributed significantly toward improving the quality of life for the residents of the United City of Yorkville, state or national park, conservation of natural resources or the recreation profession. 3) The proposed name for any park building, structure or thoroughfare within a park must be authorized by a sworn statement from the person whose name is being proposed, or if the person is deceased, the person's immediate surviving family members. Organizations wishing to present a proposed name for any park building, structure or thoroughfare must submit a sworn statement signed by the current President and Secretary of said organization. 4) No park or recreation facility or property can be named after any public official currently holding office or person currently employed by the United City of Yorkville. 5) Names that would duplicate the name of another park, building or structure, or thoroughfare within the United City of Yorkville will not be considered. Also, names that advocate or endorse religion, religious beliefs, posses obscene connotations, or demean or attempt to intimidate any individual or group based on race, ethnicity, age, gender, disability, or sexual orientation within the United City of Yorkville will not be considered. 6) The Park Board and staff will review and discuss the naming of park submittals during their regular monthly meeting. Upon their consideration, the Park Board will seek a majority vote in favor of naming a park, facility, structure, or thoroughfare. A recommendation, on behalf of the Park Board, will then be taken to the City Council for final approval. The Park Board may direct/suggest staff to conduct public contests for the naming of parks, buildings, structures, or thoroughfares within City park property. We are receiving good feedback from parents and coaches. A coaches/referee meeting will take place in March to hear their suggestions on possible improvements for next year. • Attended Polar Plunge meeting to finalize what is needed for the event at Silver Springs on March 66 . • Attended Human Resource Commission Meeting and began the discussion of how that group could partnership with the Recreation Department for a fundraiser or special event. • Interviewed candidates for the Program Supervisor position. Becky Scheberl has been hired and will start Feb. 23'1. Becky joins our department with approximately 5 years of recreation experience. I feel very confident that Becky will do a great job organizing and improving our program offerings. • We hosted our first Winter Fun Day on Saturday Jan. 31st. We had approximately 100 people attend It went very well, and those that attended are looking forward to next year. • We introduced Tai Chi during a demonstration on Jan. 156. We had 16 people attend and will be starting classes in March. • Steve Baker assisted me one weekend in organizing and cleaning the two storage areas at Beecher to improve use of space for our department, Boy Scouts, Lions Club and Salvation Army. Dan received a quote from Porter and gave it to Brian, Laura and myself. I called Porter to ask what the time frame would be for construction. I then called Brian to discuss this idea. Brian returned my call on 1-27-04. I told Brian that I needed to get Board approval for any purchase and that we would only be interested in upgrades to 4 basketball hoops, and that they be the manual height adjusters, approx. $2,400 in costs. Four hoops would allow for two games, six hoops would allow for more stations and one more game. Brian indicated to me on the phone that the School Dist. would not have a need for adjusters for the grade levels that will be attending the school and that he didn't think they would,pay for the upgrade. I told Brian I would get back to him ASAP after submitting the request at the next Park Board meeting On 1-26-04 I received a copy of a PO from the School Dist. for 6 electric adjusters for the New Intermediate School, in the amount of$6,180.00. I immediately called Brian and asked what the copy of thelPO was for? He informed me that due to the construction time frame if the electrical adjusters were going to be installed they had to be ordered immediately and the wiring had to begin. He stated over the phone they decided to pay for the upgrades and if the Recreation Department would donate to the cost it would be appreciated. I didn't promise anything and stated that I would take the request to the Park Board. 1 2 In summary, even though a review of the School Agreement needs to take place, and there is no guarantee as to the future use of the gymnasium, I anticipate using this gymnasium for our toddler and Bitty Basketball program during the next school year and in the future. They currently do not have mounted 8 foot baskets in any gyms. This height is used for 2"d grade and below. The upgrade to adjusted hoops will allow for more programs at many age levels. The YMCA in Piano currently has these adjusted hoops in their gym and they use them for the same purpose. I would like to see us assist in some way with the cost for the upgrade that the School District ordered. I believe it shows "good faith" on our part. We began the discussion and they supported our idea. I would draft a letter stating the financial contribution from us and list the possible hours and activities that we plan on scheduling at that facility.
