Approval of Minutes- Minutes of the February 23, 2004 regular meeting were unanimously approved,following a motion by Cathey. Truman seconded. Bills Review- There were no changes, additions, or corrections to the bills. Koch moved for approval of the bills as presented. Cathey seconded the motion.A roll-call vote was taken: Rollins,yes; Cathey,yes; Koch,yes; Truman,yes.Approval was unanimous. Old Business- Brown reported on the status of the School/City Ad Hoc Committee meeting. The revised 3-year agreement has been distributed. The next meeting of the committee is March 18. Brown presented the revised 2004/05 Park and Recreation budget, and reviewed the changes with the Board.The budget has been presented to the City Council Committee of the Whole, and will be reviewed at next week's meeting, and given final approval at the following meeting. Brown discussed the need for vehicles in several city departments, as well as in Parks and Rec, and the proposed short-term solution for the department. Brown reported the budget also includes 5%,with an average 4%merit/cost of living combined raises. The Board discussed the issue of rewarding employee exemplary performance. Cathey suggested that that a contingency be put into the budget for the reward, and that guidelines be established by a later date.Rollins asked Brown to make the recommendation to the Mayor expressing the Board's opinion that it is a good incentive and a necessary reward. Park development priorities for 2004/05 were outlined for the Board.Brown said she is to meet with Mike Schoppe to discuss further. Board Meeting March 8,2004 Page 2 New Business- Brown discussed the Athletic Field Reservation Policy and proposed fees for 2004/05 budget year, saying no changes are being suggested because of the recent adoption of the current policy and fees.The Board approved the policy and fees to go to City Council for approval. • Brown discussed the proposed policy for park, shelter,and gazebo reservations,which specifies use and fees for parks and park amenities(shelters, and gazebos, etc.). The Board gave Brown unanimous approval to present the policy to City Council. Brown reported that she, Swithin and Sleezer met with Chad and Robin Green and discussed in-house operation of the concession stand. She said that,while it has been included in the budget, support is needed to develop a plan for operation of the stand, and Greens have offered their assistance. Brown recommended the department operate concessions the first year,and asked for Board approval to proceed with development of a plan. The Board set a date of April 19, 6:30 p.m. for a town meeting to show residents two concept drawings for the proposed redevelopment of Gilbert Park. Reports No director's report Swithin presented the Rec report,highlighting her orientation with Scheberl,the Polar Plunge event,a $4,000 Youth Service Grant she has applied for,the annual golf outing,and plans for this summer's Movies in the Park. Swithin shared part-time and seasonal pay grades, and explained the revised program evaluation questionnaire. Rollins discussed the request from Montessori Academy to host a festival for a fundraiser. The Board concluded they will follow established policy, denying Montessori's request, but will suggest the Academy consider the option of participating in the Riverfront Festival. Brown reviewed miscellaneous correspondence. Koch discussed notification of Youth Baseball when rainouts occur, and asked Brown to discuss with Sleezer and identify a time when those decisions will be made. The meeting adjourned at 8:02 p.m. following a motion by Cathey and second by Truman.Approval was unanimous. This includes such tasks such as; hiring and scheduling employees, ordering, and inventorying the products, opening and closing the facility, revenue and expense responsibilities, and relocating the money for daily deposits. Essential Job Functions 1. Work cordially and communicate with staff;patrons and vendors. 2. Assist with interviewing and hiring possible candidates. 3. Organize and facilitate in-service trainings prior to opening. 4. Schedule, and manage the operations of the concession facility. 5. Must be able to demonstrate, operate and maintain all necessary equipment; including cash register. 6. Maintain sanitation and organization of facility per Health Dept. codes during operation. 7. Able to maintain financial reports, daily receipts and attendance and sales projections. 8. Bulk ordering of food and supplies, maintain necessary product inventory. 9. Report to the Superintendent of Recreation and attend weekly meetings as scheduled by the Superintendent of Recreation and/or supervisor. 10. Will demonstrate regular and timely attendance per work schedule. 11. Will maintain a business-like appearance,wearing staff department apparel and demonstrating proper hygiene while working in a food service environment, see attachment. Basic Requirements—Knowledge, Skills and Abilities 1. Will have organizational skills and detailed reporting skills. 2. Perform daily fiscal management procedures. 3. May be required to lift supplies up to 50 lbs. 4. Have the ability to follow directions and perform described work activities independently. 5. Perform other duties as assigned. Minimum and Preferred Education and Experience 1. Must be 18 years of age. 2. Must be able to accurately handle money; operate a cash register and complete necessary sales transactions. 3. Must be able to complete daily,weekly and seasonal reports. 4. Must be trustworthy and honest. 5. Minimum High School graduate, GED or equivalent. 6. Would prefer business experience or degree. 7. Must obtain and maintain a valid Food Sanitation Certification. 8. Prior experience with staff management, supervision,fiscal responsibilities in food service a plus. 9. Successfully complete a background investigation with findings of good character and no felony convictions. 10. Must maintain a valid driver's license and abide by the City of Yorkville's and Park and Recreation Department's Vehicle Policy. 11. Bids were submitted by 5 general contractors with a bid opening on March 12, 2004 at 2:00 p.m. Attached is the summary and breakdown of the bid results. The lowest bid is from George's Landscaping for a total playground cost of$158,297.59 including the alternatives and City installation costs for lights and signs. The design costs are $10,501.59 and $30,910 for the playground structure to Parkreation, Inc., for a total of$41,411.59 which will be paid in FY 2003-04. In the budgeted amount for Country Hills Park for fiscal year 2004-05 is $140,000. The balance for the construction and installation of the Park will be $116,886.00. Staff and Schoppe Design are recommending awarding the contract for park development and installation to George's Landscaping for$110,796 which includes the alternates, and authorize staff to secure the sand digger equipment in the amount of$1,090 for a total project cost of$111,886. Brown, Executive Director Date: March 18, 2004 Re: Riverfront Shelter Bid Summary A bid plan was developed by Scott Sleezer for the construction and installation of the Riverfront proposed Shelter. Bids were submitted by 7 general contractors with thirteen different shelters being submitted, A bid opening was conducted on March 12, 2004 at 12:00 p.m. Bids were qualified as indicated by the specification. Five shelters were qualified. Attached is the complete summary and breakdown of the bid results. In the budgeted Lad Cash amount for Riverfront Shelter for fiscal year 2004-05 is$40,000. In addition, the Riverfront Festival Committee has approved $12,000 donation in support of the shelter for a total project budget of$52,000. The low bidder meeting all the specification is Green-up Landscaping from Plainfield. Mark O'Malley has offered to install the Riverfront Shelter as a community project with volunteers and expertise provided by his business. There maybe some minimal expenses associated with this installation. Staff are recommending awarding the Riverfront Shelter bid to Green-up Landscaping for the amount of$44,150.00 which includes engineering drawings, and sawcut and installations of footings and a not to exceed expense for installation of$7,850 to Mark O'Malley. Authorize staff to execute contract agreements and proceed with the purchase and installation of the Riverfront Shelter for a total project expense is$52,000. In addition staff will be overseeing the installation and purchase of the Shelter. 1 Riverfront RFP Results 3-12-04 Bid opening was at 12:00 noon on Friday March 12, 2004 with Laura Brown and Scott Sleezer in attendance for the City of Yorkville. People in attendance were Todd Thorstenson from Howard White, George Petecki from George's Landscape, and Bill Steffens from Reil Construction. Brown, Executive Director Date: March 9, 2004 Cc: Park Board Tony Graff, City Administrator Re: Exemplary Employee Award Fund As directed by the Park Board at the meeting of March 8, 2004 I am recommending 5% of the total salaries for Park and Recreation staff be added to the budget for fiscal year 200405 in the line item identified as contingency. The Park Board will develop a criteria before dispersing any funds, for the exemplary employee award for the Park and Recreation Department. Employees who demonstrate extraordinary efforts, innovative ideas, or significant department or program contributions will be eligible. The Park Board would also like the Mayor and liaison involvement in establishing this awards criteria.
