Call to Order-

Approval of Minutes-
Minutes of the November 8, 2004 meeting were unanimously approved following a motion by
Truman. Fiala seconded the motion.
Bills Review-
Korinek made a motion to approve the payment of bills as submitted. Truman seconded.A roll-
call vote was taken: Truman,yes;Fiala,yes; Korinek,yes; Smock,yes;Pilmer,no;Koch,yes.
Developer Presentation-
Richard Young,Kimball Homes,presented a preliminary concept plan for the Anderson Farm
development.In its review of the plan,the Board discussed the relation of the topography of the
development and the land-cash requirement.Discussion concluded with the Board's
recommendation for an unobstructed 4-6 acre neighborhood park south of Rt.71, and a trail
system to run north/south through the development,winding through the trees, along a 20'
corridor. They also recommend a trail head north of Rt. 71,with a portion of the trail replacing
sidewalk. The developer would install the trail according to city standards for 100 percent credit.
Further discussion was tabled until the School District identifies the number of acres required
for the proposed school site.
Rich Guerard,Kimball Hill Homes,presented the plan for development of the Challey Farm.
The plan proposes a 2.8 acre public park and a trail.Discussion focused on location of the park
and trail. Board discussion concluded with the recommendation for one,2-acre park on the west
side of the development,that could adjoin to a future school site,and a north/south trail running
along the tree line in the western section of the development, connecting with the trail to the
south.

David Meek, attorney for Aspen Ridge Estates,made the initial presentation of this development,
which is located on the Morris Farm.He explained the plan allows over 16 acres of park land,
including a trail system and+1-7.5 acres of park land.Phil Stuepfert discussed the plan further,
inviting suggestions from the Board on park location, and trail placement. The Board concluded
that:
• They are not interested in the five acre park proposed for the center of the development
• They prefer trail,in lieu of sidewalks(with no credit to the developer) starting at the
northeast corner of the development and connecting to the trail to the south,running
along the west side of the tree line,and a 20' corridor,if not in lieu of sidewalk.The
balance of the land/cash obligation would be in cash.If trail runs through any
homeowner association}property,the Park Board requests clear ownership of the trail.

New Business:
Brown reported a revision to the current contract with YYBSA, changing the term of the contract
to run April I through September 30,and not limiting the term to 3 months.They will use city-
owned fields at no charge, as available, otherwise they will use school fields. Brown said that
staff is currently working with the league organizer to determine whether it is also feasible for
the depan linent to do the organization's master scheduling.
Brown said that if the Board agrees with the change it will be presented to City Council for
approval. John Paku,president of YYBSA,and Beth Prickett,treasurer, expressed the
organization's satisfaction with the working relationship the organization has with the city.
Fiala moved to approve the contract change and to proceed to City Council for approval. Smock
seconded. Approval was unanimous.
Additional Business:
Brown reported that the riverfront shelter is currently under construction.
Brown also announced receipt of a letter from IDNR stating that the city was selected to receive
a$128,000 grant,for the Cannonball Ridge project,from the OSLAD program.Awards will be
announced by February 1,2005. She said the project is a 50 percent match.The entire project
cost is $240,000: $128,000 from the state, and$128,000 from land/cash.
Brown reported finishing paperwork for the reimbursement for Rice Park in the amount of
$74,000.

Superintendent's Monthly Report—Regular Park Board Meeting
Dec. 13th,2004-Meeting
Month of November -2004
Highlights and Summary:
• We ended our Fall Soccer season in October. Becky and Lisa did a very nice job, we didn't have any serious problems
and we had quite a few good comments from surveys returned
• We were at about 65 to 70%of running programs this fall, most that were cancelled were from contractual instructors,
i.e. Empower Training, Dog Classes,Kung Fu, Tumbling, With the extra staff member our goal is to target the right
classes and advertise more and differently than in the past.
• Professional Development School—I attended the first year of two years of school at Rend Lake Resort. This school
lasted three days and was very good I left with some new ideas regarding staff management and development. I plan on
implementing some new motivational ideas that will help with staff communication.
• In-service training-our department held an in-service day in which we reviewed RecTrac Software registration
procedures, and Facility Registration procedures. We also discussed filing procedures in regards to rental forms and
registration forms. It was a very beneficial day and plan on holding more in the future as the need arises.
• I spent a good deal of time working with our computer consultant, ordering the necessary equipment for our new staff
member, upgrading some systems and networking the administration office. The Beecher Office is networked to a server
and has a T1 line for Internet use. The Riverfront building now has Comcast Internet service.
• I have begun to work with the committee on the Polar Plunge that will take place March 5", 2005.
• I have been working on programming responsibilities for Becky, Tim and myself We have separated athletics,fitness and
some clubs,from the day-to-day classes and programs.
• We currently have a cleaning service at Beecher for 10 hours a week and a custodian for 14 hours a week. We have had
some minor problems with equipment and communication.In the near future I will be proposing a full time employee for
the cleaning, and maintenance of the building. This would be done during hours when not many people are using the
building. There would need to be some flexible hours depending on the rentals for the weekends.

November 2004
Program Highlights
As I started my first month working for the Yorkville Parks and Recreation
Department, I began to get myself integrated with as many of the programs,
that I will be overseeing, plus the ones Becky is in charge of, to get a feel of
what has been happening and what direction the department is heading in. I
am looking forward to getting more involved with the programs that are
being offered and working with the rest of the department in expanding and
developing new programs.
As for the one program that I have begun to get very involved with is the
Parker's Playtime Preschool. I have taken the time to meet all of the staff
and set-up weekly meetings with Michelle. We also have had a meeting with
Pastor Steve to air out any concerns and what can be improved in the
future. From that meeting Pastor Steve agreed to check on the crib section
of the preschool room for the month of December, to see if that equipment
can be moved out and give the preschool a little more room. As for AR's
(Accounts Receivables) we seem to have a good handle on this area as we
have about 2 -3 families that are repeatedly late in their payments, but do
pay by the middle of the month. Michelle and her staff do a great job, really
seem to enjoy working with the kids and parents and come up with some
great ideas to encourage participation and learning form the kids.
As for other programs that I was involved with was Young Einstein's, in
which Rebecca came up with some pretty neat things, that Becky will write
about in her report, Kindermusik that is a great concept and class but needs
more participation and many one day classes such as Toddler Days, Gobbles
of Fun and holiday craft classes.
Survey Summary
We sent out surveys to all of the parents with children enrolled in our Young
Einstein Program. We had some great suggestion and responses on the
season. Some of the comments included: they enjoyed the class and
themes, in which even one parent comments " classes made fun enough that
the kids didn't realize they're learning!" The instructor had high remarks, but
there was one parent that had concerns with the way she spoke to the kids.
That situation was addressed with the instructor and parent and resolved.
The only real concern was the time of the class. Many parents would like the
class to be held a half-hour to an hour latter,
Instructor Evaluations
I observed three instructors in the past month, Rebecca, Sharon and
Michelle. Overall all three are good instructors with hearts of gold. Each
brings a different ability to the department, but have some small issues that
need to be addressed and worked on. Overall, all three make great
contributions to the department and I hope to help enhance their abilities as
well as have them challenge me in the future.
