MINUTES
Call to Order-
President Rollins called the meeting to order at 6:58 p.m.

Approval of Minutes -
Minutes of the November 22, 2004 meeting were unanimously approved following a motion by Koch,
seconded by Smock.
Bills Review-
During the review of current bills,Brown reported that staff is in the process of making mid-year
adjustments to the budget--applying fund balance carryovers from last fiscal year, identifying excess
revenue, etc. This will also allow staff to hire a Park Planner, once approved by City Council. The
position has been approved by the Park Board and Administration,and has City Council's approval to
consider, if funds are available. It will be put in the revised budget,and if approved,the process to hire
will begin.
Following miscellaneous questions, Truman moved to approve payment of bills as submitted.Koch
seconded the motion. A roll-call vote was taken: Rollins,yes; Koch, yes; Truman,yes; Smock,yes;
Pilmer,no.
Reports-
Brown reported that:
• City Council approved the request to fill three Park Maintenance Worker 1 positions.They are
expected to be filled in January.
• The Parks Master Plan has been updated. She provided copies to the Board.
• After considering Youth Baseball's request for the depa'lment to do their master scheduling,the
Mayor and staff decided it would be best to keep the group's administrative tasks separate from the
Department's.
• Staff met with the architect of the parks maintenance facility.They are ready to begin stage 1 of the
space needs analysis, and would like to work with a liaison from the Park Board. Truman and Koch
volunteered.
• She Was in Springfield to present to IDNR for Cannonball Ridge Park,the next phase of the OSLAD
grant.Funding awards are expected in February.It is a$125,000 matching grant.
• The grant forms for Rice Park have also been completed and will be submitted for reimbursement of
half of the $75,000 awarded for that project.
• Staff is finalizing the bike path grant application for$200,000 to construct the 3.2 miles of trail
through Grande Reserve.This is half of the project cost,the other half to be funded by the developer.
Swithin reported that:
• Fall soccer had 350 participants.
• Evans will work on day-to-day programs, as well as the preschool program; Scheberl will work on
athletic programs and clubs; Swithin, large special events, catalog,etc.
• The department will distribute"Rec Happenings"through the schools several times a year.They are
now planning to produce it in a newspaper format to be distributed through the schools,the library
and City Hall.
• Staff are discussing staffing for cleaning and general maintenance needs in department facilities.
Truman questioned the fairness of the restriction for participation in the Youth Baseball agreement,while
not in the agreement with the Salvation Army.
Old Business-None
Koch asked for an update on Park E in Grande Reserve.Brown responded that it has been under
construction.It has been graded,but little else has been done. She said that more will be known in
January.
Rollins asked the status of the Countryside green space.Brown reported the City has taken possession,
but some legal issues remain to be settled.
Koch asked the possibility of public camping at the Boy Scout camp now owned by the Forest Preserve
District.Brown explained that the Boy Scouts have proprietary use of the camp until 2007.Beyond that,
questions should be directed to the Forest Preserve District.

Preliminary Plan Review— 11/18/2004
Staff requesting public park—would like 1-1 1/4 acres for public park.
Currently surround by Fox Highland (which has no park) and Raintree (which park is
located in the far south/east end of the subdivision).
Need to have some type of Park in this development.
Developer will look at creating a I acre public park that may incorporate the dry
detention basin as open green area. There will be about.4 acres of the I acre that will
be high &dry that can incorporate a playground or shelter/ picnic area.
Based on staff comments from Plan Council the developer has modified the
plan to incorporate a.53 park land donation and 1.23 dry detention basin.
Staff are recommending park land credit of.53 acres for the park land, trail credit at
100% cost of the trail installation, and no credit for the detention basin. However City
will own and maintain detention basin.

#1 What is the land/cash requirement?
#2 What areas are proposed city park space and what are HOA?
#3 What percentage of proposed city park space is above the 100 year flood?
#4 The park space should be fronted by road ways on two sides.
#5 We usually do not accept land under three acres,but for mini parks we have in the
past. The land size requirement for a mini park to meet the NRPA standards are .5 acres
per 1000. This park site would fill a service area void we have in this development and
the adjacent Fox Highlands development. My preliminary overall population estimates
for both of these developments are 673.5.
#6 Trail connections leading to park site and adjacent properties.
Park site seems to be hidden from other developments, locating it to the north would
allow for better access and visibility.

Meeting with developer on 12/14/04 discussion regarding trail access to the property to
the west where there will be a school and possible regional park.
Staff are recommending cash only.
Staff need to pursue corn ed easement to property to the west for the regional trail
connection.

Re: Corneils Crossing— Corneils Crossing LLC
We have reviewed the Concept Site Plan for the Comeils Crossing prepared by Jacob &Heffner
dated November 4, 2004. The following information is provided to assist you, the Plan
Commission and the City Council in providing conceptual input to the developer on their
Concept Site Plan.
General
Corneils Crossing is investigating the feasibility of developing the 15.3 acre site as a single-
family lot development. The property is not yet contiguous to the City. However, the property is
adjacent, along the north property line, to the Bristol Bay development proposed by Centex,
which is currently being reviewed for annexation by the City. They are currently looking for
conceptual input from the Plan Commission,Park Board and City Council on their Concept Site
Plan. Formal action by the Plan Commission and City Council is not needed at this time.
However, the Commission and City Council members should be prepared to discuss and provide
comments to the developer on the following:
1. The appropriateness of the residential land use, the density, and the lot sizes being
proposed.
2. The open space system.
3. The overall style and general character of the development.
4. Other plans or design information that the Plan Commission or City Council might want
to see when the Preliminary Plans are submitted.

Comprehensive Plan
The Comprehensive Plan identifies the portion of the site fronting Corneils Road as Estate
Neighborhood,which allows a gross density of 1.5 dwelling units per acre or less. The balance
of the property is identified as Suburban Neighborhood,which allows a gross density between
1.5 du/ac and 2.25 du/ac.
Existing Land Uses
The property is currently zoned A-1 in Kendall County. The surrounding land uses and zoning
are as follows:
North: Proposed Bristol Bay development, a P.U.D. within the City of Yorkville
East: Agricultural use zoned A-1 in Kendall County
South: Bristol Woods Subdivision zoned R-3 in Kendall County
West: Agricultural use zoned A-i Special Use in Kendall County
Stor.rnwater Management
Immediately north and adjacent to this property is the large regional stormwater basin being
proposed as part of the Bristol Bay development.
Transportation
The City's Transportation Plan does not identify any collector or arterial roadways through this
parcel.
Schools
The City's School Site Study does not identify any school locations on this property.
Open Space
Based on the City's Land Cash Ordinance, the park requirement for this site is approximately 1.2
acres.
