Bills Review- The Board reviewed the cash analysis and current bills. Two matters were brought to the Board's attention: • Stop payment on a check written to Nextel • A change in printer for the spring 2005 program catalog Koch made a motion to approve the bills list and cash analysis as submitted.Korinek seconded the motion. Approval was unanimous following a roll-call vote: Rollins,yes; Koch,yes; Truman,yes; Fiala,yes; Korinek,yes; Smock,yes. Reports- Brown discussed the proposed organizational chart for Parks and Rec showing recommendations, anticipated changes, and the reporting mechanism,through fiscal year 2007. The Board also reviewed organization charts, from other city depatttnents, sent to them by the Administration Committee, at the Mayor's request. Swithin discussed the report of school facility use hours for 2004/05.The report included programs running September through June. She said the majority of use is November through March because of the basketball program.Brown pointed out that program registration has been integrated with the facility software,no longer having to be done by hand.Brown said the new software will also help determine facility use needs as new schools are built. Swithin reminded the Board that the polar plunge is scheduled on Saturday,March 5. Board Meeting February 14,2005 Page 2 Smock asked the status of the preschool agreement. Swithin said that a few changes have been made to the agreement, and meetings with the preschool director and the church pastor have gone well. She will ask the church to continue the agreement for the next school year, after which she will bring it to the Park Board for approval. Old Business- Brown discussed the budget timeline for fiscal year 2005/06. She will meet February 16 with the City Administrator and Finance Director,to discuss recommended changes. The Mayor will review proposed departmental budgets on February 24.Final approval is expected in early April. New Business- None Additional Business- None Correspondence- Regarding Truman's article.Mayor said he is going to be addressing the Council Tuesday night.He expects it will be a point of discussion sometime during the evening. Rollins called attention to a letter addressing biodiversity from Lieutenant Governor Pat Quinn, encouraging communities to adopt a biodiversity plan. Mayor Prochaska added that the City is planning to develop a new comprehensive plan and revise the city landscape control ordinance,to address this issue.Brown pointed out that such planning will be critical for the City as new developments continue to come into the area. Miscellaneous newspaper articles were also pointed out to the Board. Adjournment- The meeting adjourned at 7:51 p.m. following a motion by Fiala.Koch seconded the motion. Brown CC: Scott Sleezer Subject: Park Naming Application We received an park naming application from Patti Bridge requesting a park to be named in honor of Steve Bridge. Steve was a former Park Board member who passed away this past November. The application is requesting a renaming of the Riverfront Park to Steve Bridge Memorial Park. I am recommending the Park Board consider the following parks for naming rather than renaming of such a visible park. 1. Beecher Park—Name the sports fields "Steve Bridge Memorial Fields at Beecher Park". 2. Name one of the two new parks at MPI which will be completed this summer. The proposed name is to be submitted in writing on an application form to the Executive Director of Park and Recreation or Park Board Chairperson. All applications will be consider at their next regularly schedule meeting of the Park Board. Upon Park Board approval and recommendation, subject proposal will than be presented to the City Council for acceptance. If accepted by the City Council, a dedication will take place within 90 days of approval. The following criteria will be used when considering the selection of park related names: 1) Any person living or deceased, who has made a significant contribution in support of the United City of Yorkville, the Park and Recreation Department operation, the state or national park system,conservation of natural resources or in the recreation profession. 2) Any organization that contributed significantly toward improving the quality of life for the residents of the United City of Yorkville, state or national park, conservation of natural resources or the recreation profession. 3) The proposed name for any park building, structure or thoroughfare within a park must be authorized by a sworn statement from the person whose name is being proposed, or if the person is deceased, the person's immediate surviving family members. Organizations wishing to present a proposed name for any park building, structure or thoroughfare must submit a sworn statement signed by the current President and Secretary of said organization. 4) No park or recreation facility or property can be named after any public official currently holding office or person currently employed by the United City of Yorkville_ 5) Names that would duplicate the name of another park, building or structure, or thoroughfare within the United City of Yorkville will not be considered. Also, names that advocate or endorse religion, religious beliefs, posses obscene connotations, or demean or attempt to intimidate any individual or group based on race, ethnicity, age, gender, disability, or sexual orientation within the United City of Yorkville will not be considered. 6) The Park Board and staff will review and discuss the naming of park submittals during their regular monthly meeting. Upon their consideration, the Park Board will seek a majority vote in favor of naming a park, facility, structure, or thoroughfare. A recommendation, on behalf of the Park Board, will then be taken to the City Council for final approval. The Park Board may direct/suggest staff to conduct public contests for the naming of parks, buildings, structures, or thoroughfares within City park property. Exceptions to this policy may be considered upon recommendations by the Park Board with approval of the City Council. How much of the regional storm water detention is high and dry? 2. What land cash credit is the developer asking for of the open area? 3. If the developer is getting other credit for open area(i.e. storm water detention, density credit or other), can they also get credit for land cash? If not, what acres/or credit should be subtracted? 4. Is there any cash contribution from the developer for building the parks?If so, what is the contribution? 5. The Park contribution(Parks outside of the regional storm water area) have been reduced from the original concept plan from three separate parks to now two neighborhood parks(on the preliminary Plan) why? 6. To what standard/grade will regional storm water area be developed to before transferring ownership to the City? 7. What areas will be maintained/ owned by HOA? 8. There should be at least two trail/corridor connections from the housing area to the regional storm water/recreation area. 9. On the front of the preliminary plat plans the land use summary indicates 5.3 acres in neighborhood parks. The plans show two parks(3.29 acres and 1.91 acres)for a total of 5.2 acres 10. When will the parks be conveyed to the parks department? 11. Is the developer constructing or contributing financially to the neighborhood parks?If so how much? 12. Is the developer constructing any part of the trail system throughout their sub division? 13. What is the buffer between the homes and the regional storm water area? 14. Are there any trees throughout the development worth preserving? 15. The existing wetland should be identified. 16. Does this property have any wetland banking system planned. This program is based on what we understood to be the long term requirements for Park and Rec,with a small piece for Public Works. We think of this as the Master Wish list. Once we confirm the Space Needs we will then together look at it in relation to the budget to make the decisions about what can be afforded based on prioritized needs. It is quite likely and typical that this program gets broken into phases of construction. We then actually plan the building around the phasing to allow the building to be added onto with the least difficulty. You will find some language that refers to "Budget". That is there because we end up using this document as the basis for developing the budget after we review and make adjustments to the Space Needs Program information. You will also find some drawings that are generic examples of some selected spaces from the program. These are included so that everyone gets a good picture of what we are talking about when we say an office is 175 square feet. Please remember that these are just generic examples and are not actual spaces that we are proposing for you design. After you and the staff review the program and we revise it as needed we will then do whatever other space drawing are appropriate for the rest of the spaces. We have also included some photos and info on the salt storage building that shows how the material storage is situated on the sides of the structure. Please note the following: Just as an example,we have called for two Conference areas, one for Administration one for Maintenance. Depending on your expectations of how these might be used,they might be combined into one. There are probably some other spaces that might also be candidates for being combined that we can discuss.
