Smock seconded the motion. Bills Review— The Board reviewed the cash analysis and current bills list. Korinek questioned if there will be a credit for the Nextel phones that Sleezer had turned in, Sleezer stated that he was not sure, but it would probably be minimal. Smock asked if the department was paying for storage for Christmas decorations, Sleezer stated no,that the check was for a purchase of storage totes for decorations. Korinek motioned for approval of bills list, Smock seconded the motion. The bills list was approved following a roll-call vote: Koch,yes; Truman,yes; Fiala,yes; Korinek, yes; Smock,yes; Pilmer, no. Old Business— Brown reminded the Park Board to try to attend the Administrative meeting March 3, at 6:30 p.m. for the upcoming budget. Once it is approved it will go forward to City Council for approval. Brown stated that the upcoming year the budget would be very lean, such as no new hires, including the proposed City Planner position. Parks improvement will probably be pushed off until the next fiscal year. The operations budget looks fine for the upcoming year. Korinek asked what the total dollar amount represented in those capital projects that might be cut. Brown stated $80,000 total under Parks capital. Koch asked the Board to attend March 3, 2005 at City Hall. New Business- Brown stated that she had received a park naming application from Steve Bridge's wife Patti Bridge. This past year Steve had passed away. Brown said that Steve was very active on the Park Board until he moved out of Yorkville. He was also was very much involved in coaching and maintaining the ball fields at Beecher Park. Page 2 Brown stated she talked to Patti and she would be open to suggestions because Beecher Park was already named. After discussion of park naming and available parks,the Board agreed that new parks without a history or existing park name should be used. Koch stated that the MPI Park with the sports fields would probably be ideal for Steve Bridge Memorial Park. Korinek motioned that the MPI regional park be named"Steve Bridge Memorial Park". Fiala seconded the motion. Approval was unanimous; Brown stated she would move the motion forward to City Council for approval. Brown then introduced Kevin Stough from Centex and Mark Harrison from Schoppe Design. Brown wanted to have the Board envision from the two concept plans in the park board packet the benefits and amenities for the Parks and Recreation venue. Figure out costs, show what can be done because it is a large area. Look into the amenities such as schools, regional attractions, soccer fields, youth football fields, and tennis courts. Brown stated active fishing area with pier fishing, sled hill, natural wetlands, garden plots would be included. Harrison discussed the bio- swale move to the east end of the development, storm water management, rain water capture and reuse. Stough stated the bio-swale needs to go to the east, and would like to see unlit soccer fields that close to homes and consolidated parking for areas such as tennis courts away from homes. Brown cautioned Stough that the Park Board would want flowing park areas. The Parks building drawing design was looked at. Brown asked the Board if they had any additions or corrections to the plan. If it looks good the plans will be drawn up with the specifics and full costs to be approved. Discussion took place, regarding additions or extras they should be looking or asking for, before the Board agreed with the drawing concept. Brown reminded the Park Board if they are interested in having the Park Board packets e-mailed to them in the future to please e-mail Barb Reisinger at breisinger(&yorkville.il.us Brown stated IDNR had sent a letter stating that the $100,000 grant money is going to be released for the West Hydraulic purchase. She stated we are one of sixteen that received the grant. Brown said that this has been a successful year for grants for the City. Additional Business - Koch also mentioned the Parks report was skipped over. Sleezer said he just wanted to keep the Board informed. Korinek stated he liked the bullet report. Truman asked if Brown could get the Board a short list of Parks that are already named and not available and upcoming parks that would be available in the future. Brown said she would have a list available for the board. Adjournment— The meeting adjourned at 8:11 p.m. following a motion by Koch. Korinek seconded the motion. Brown CC: Tony Graff, Administrator Subject: Fox Hill East Park-Ball Field installation With the dramatic increase this year of over 200 new registrations in Youth Baseball with a total of over 950 youths from the Yorkville area, we are struggling to find enough fields for this season. We examined the ability to put in permanent verses temporary fields, related costs, and available park locations. The following are the options we have determined 1. Installation of a temporary field would be comparable to a permanent field and the City would be better served in exploring a permanent location if one can be identified. Fox Hill—East Park currently has soccer fields in the grass area that could be shifted to allow for a transition size ball field. To assist with past concerns by residents of parking along John Street and potential safety concerns, staff have discussed with Public Works Department the possibility of adding parallel parking striping along John Street and the addition of cross walk striping for the park access. 2. The Youth Baseball Association would be willing to share in the cost of installation for the backstop, fencing and player benches for approximately $6,000. The remaining costs of Ag line, and infield clay could be absorbed within the current parks budget. 3. In 2006 there will be an addition of 4 new fields—(3 lit fields at MPI regional and 1 field at Park E). With Council's approval staff would be prepared to install a permanent field at Fox Hill—East Park immediately in preparation for the YYB SA season which begins on April 11t. Memorandum To: Laura CC: From: Scott Sleezer Date: 3/8/2005 Re: Fox Hill East Ball Field Laura, The Youth Baseball Association requested an additional ball field site either temporary or permanent. I feel a temporary field would be a mistake because of costs,and maintenance.The cost of a temporary backstop is nearly that of a permanent one,and with a grass infield it would be hard to maintain decent turf along baselines and pitchers area.I purposed to the Youth Baseball Association to construct a transition sized field at the Fox Hill East park site.This field would cost around $12,000.00 to construct, $6,000.00 for capital expense and another$6,000.00 operational expenses. The Youth Baseball Association would cover$6,000.00 for the capital expense and we would cover the$6,000.00 for the operation cost out of this fiscal year and next fiscal year. We would also do the construction and the contracting for the project.Youth Baseball has agreed to fund the$6,000.00 for the capital expense. I have talked to Becky at the recreation depai intent about the soccer program and the needs of program. We were able to shift fields around and make room for the infield at Fox Hill East without affecting our soccer program.I would like approval to start the project ASAP due to the fact that the start of the season is April, 11. Such is the case with Gilbert Park,named for former owner Elsie Louise Gilbert. Send in suggestions Although much of the new park land comes from developers,Brown said there will be no parks named after the subdivisions. "We name'em all ourselves and we like it that way," she said. The park board is drafting a list of parks whose names cannot be changed.It will likely include Van Emmon,Riverfront and Town Square parks because the name reflects location or local history.Until new parks receive names,Brown and her staff refer to them alphabetically. Applicants can specify which park they would like to christen. The park board will consider names only when the park is in the fmal planning stages.Brown said two recent applicants wanted parks that will not be ready for a year or two,so the board is putting their requests on hold. But two parks scheduled for completion this summer do not yet have a name,one in the Sunflower subdivision,one in Grande Reserve. Brown said she hopes people will take advantage of the program and submit applications, "the more the better." Residency shall be determined based on the home address of the individuals as opposed to the business address or the address of other family members. The Recreation Department may waive the residency requirement if it is considered in the best interest of the City. C. Commercial Users Any group reserving park or park amenity for profit making purposes shall be charged the commercial fee. D. Waiver of Fees The City of Yorkville may waive fees to schools, private groups or organization in exchange of services or agreed upon arrangements. Waiver of fees must be approved by the Human Resource Committee per the sponsorship policy and procedures and the City Council. E. SECTION THREE REPORTS BY PARK BOARD AND PARKS AND RECREATION DIRECTOR The time within which the City Park Board shall report on any matter or class of, matters referred to it in accordance with the provisions of the Illinois Municipal Code. The Park Board and/or its Director shall furnish the City Council with a current report,no less than once per month, so that said report may be considered at a regularly scheduled City Council meeting each month. -2- 1 SECTION FOUR CITY COUNCIL PARTICIPATION In addition to the appointed and advisory members of the City Park Board, one (I) City Council member shall he designated by the Mayor each fiscal year to serve as a liaison to said Park Board without voting powers. Said liaison shall report back to the City Council of the various undertakings of the City Park Board,including any requests concerning budget and any explanation of the monthly report to be submitted by the Park Board or its Director to the City Council. SECTION FIVE BUDGET The Park Board shall establish a budget for necessary operations during any given calendar year. All park facilities and recreation facilities shall be owned in the name of the United City of Yorkville and the Park Board shall exercise jurisdiction for the daily maintenance, planning and improvement of said facilities. The Park Board shall submit to the City Council, an annual budget request which shall be passed on and voted on in like budgetary matters by the City Council,no later than March 1,of each calendar year. Said budget submittals shall be for a fiscal year starting May 1 of each year and ending on April 30 of each year. No funds can be spent without budget process approval. SECTION SIX RECOMMENDATIONS BY THE PARK BOARD The City Council and the Mayor of the United City of Yorkville shall give serious -3- consideration to any recommendations made by the Park Board for acquisition of land for the successful operation of the park department and the recreation programs of the City. The .City Council and Mayor shall not be bound to acquire additional land unless they so pass an Ordinance appropriating funds therefor. SECTION SEVEN ACCEPTANCE OF GIFTS, GRANTS OR LEGACIES The Park Board shall have authority pursuant to 65 ILCS 5/11-95-5 (1998) of the Illinois Municipal Code to accept gifts, real estate,any legacy or devise from any estate, or grant, for the operation of park facilities or recreation programs. Any said acceptance shall be subject to the approval of the City Council of the United City of Yorkville. For Alderman Besco to even suggest something like that is preposterous. I wonder if Mr. Besco would like to eliminate the Plan Commission once Yorkville hires an in-house City Planner. In my opinion, not only is the Parks Dept. one of the best run departments in this city, but the citizen input of the Park Board is invaluable to the quality of life of every resident of Yorkville. I will do my best to be at the Park Board meeting Monday night and COW on Tuesday. I personally don't think something this absurd would even come up for a vote. But, if it did, I would be happy to go door to door and ask any voting citizen of Yorkville to contact their elected officials and put an end to this nonsense.
