Minutes were approved on motion by Van Truman and seconded by Tammy Smock. The
motion was unanimously approved.
BILLS REVIEW:
Cash Analysis
Under the program revenue fees Laura noted that concessions are at 104%profit after
Sue Swithin's reallocation of management.
Bill List
The office software fee was for the licensing of the two new computers. We did receive
$80 discount per license.
The Elan Financial Services charge was for the movie screen, fan and blower that will be
used for the Movie in the Park.
Richard Korinek motioned to approve the bills list and was seconded by Ken Koch. The
motion was unanimously approved.

Signature Card for Bank &Resolution
The signature card from Castle Bank needed to be updated so all Board members have a
signature on file. Currently, only Board members have signing authority for the account
which means that no one at City Hall can stop payment on a check if none of the Board
members are available. This situation did just arise. Laura suggested that the Board give
Finance Director, Traci Pleckham signature authority for purposes like that. A second
signature is still required for signing checks, but it does enable her to make a stop
payment on a check if the need arises. A motion to include Traci Pleckham on the
signature resolution of the Castle Bank Account was made by Tammy Smock and was
seconded by Heather Fiala.
The motion was unanimously approved. The Board and Traci Pleckham filled out
signature cards for Castle Bank.
OLD BUSINESS:
Senior Service Ad-hoc Meeting— Update from Meeting of July 11
There was no new information at this time.
Park Maintenance Building—Finance Options with Alternative Bonds
Kevin McCanna from Speer Financial and Traci Pleckham our Finance Director came to
give information on Alternative Bonds and to answer any questions. Kevin McCanna
indicated that the City as a whole has a debt limit of 8 5/8 % of assessed value. This
includes all referendum bonds and all debt certificates of the City. The City is at its debt
limit for the year. Alternate bonds are not included in the City's debt limit,but a known
revenue source is required.
What the Board needs to decide is how they are going to pay off their debt—existing
revenue, referendums, etc. Referendum success rate has been going down by 38%.
Referendums are usually more successful for a finite building project(such as a pool).
Another type of referendum goes toward just getting revenue by using sales tax,but this
is not capped and is usually more difficult to pass because the public likes to see that the
debt will be paid off. The City has other facilities they are looking at that are going to be
a conflict. Because of the growth cycle of the city, this is a time for a lot of debt to be
issued to get ready for the growth. So the Board is going to have to decide how they are
going to sell the referendum. The referendum must be tailored to what you think will
work.
In considering a public/public partnership, the county debt percent is 5% compared to the
city's of 8 5/8 %. Kevin McCanna is pretty sure that the county has not met its limit yet,
but is unsure by how much. In certain circumstances, a county can do 10-12 year debt.
If a sales tax referendum which has no expiration were passed, a referendum could be
passed to lower the tax rate. If you were to keep the sales tax the same, the sales tax
would not be limited to a pool. City Council would have to designate the funds to pay off
the pool and the extra funds could go to any city recreation or non-recreation facility.
When using a municipality tax levy we use a general fund levy. Under this general fund
is the amount used. A breakout can be made to have a separate line just for recreation.
Yorkville currently does not have this. If Yorkville is at its tax cap rate and we can

generate any new funds, we can break out a line on our tax bill to say that this portion is
being appropriated for Parks and Recreation. To increase your tax rate,however, you do
need a referendum. This probably gives you the most flexibility in terms of building and
personnel. It would enable us to borrow and build now instead of having that levy come
in over time to service the debt. It is then suggested to pay off a lot of debt early on so
that the debt structure goes to smaller payments and would preserve the City's bonding
ability in event they would like to borrow more money for something else.
The construction and transfer of ownership in a public/private partnership is different in
each situation. In a public/private partnership there needs to be an economic reason to be
a partner. For a pool, for example, a health club,hospital, or rehabilitation center may be
some considerations. The important thing is to find the right kind of partner.
On the issue of the parks maintenance building,the projected land cash payments using
alternate bonds is doable because it does not count against the city's limit. By not using
alternate bonds there are a fair number of other demands on land cash, such as a police
station, to keep under consideration. City Council would decide how the funds get
distributed. There is probably not enough land cash to do the pool, but there may be
enough for the maintenance building. Using alternate bonds is probably the quickest way
to get the building started only because there are no restrictions as far as the debt limit.
There is a risk factor when land cash is tied to a building permit because when the
housing market slows down, so does the land cash revenue. We do ask for up front
funding although we do not always get it. It is important to watch how you are
forecasting the housing market so that you don't get to year five or six and not be able to
fund it.
There are two options, the first being alternative of revenues. The "what ifs"must be
considered because ultimately it is not Park Board debt, it is City Council debt. The
second option is long term how do we get to where we want to go? Are there options
for us to explore? We would need City Council to get approval on any option. We
would need to present to Council the problems and specify the cost of a park maintenance
building and the cost of a pool. We would need to educate City Council on how to go
forward with the options that we have. Laura requested direction from the Board on
where they want to go. Van Truman suggested going to City Council with a RFQ
(Request for Qualification) to explore the option of a public/private partnership for the
pool. The need for a pool is there and it's not going away.
On the recreation center issue, Chris Rollins suggested possibly building a structure that
would accommodate both recreation use and maintenance use, like a field house kind of
building. He felt that it may be easier for the people to understand the need. The funds
are probably not there at this time for such a building,however.
If City Council approves for the Park Board to proceed at exploring the option of a
public/private partnership, it would then get publicized to project managers or
construction managers organizations, tourism, hospitals, hotels, or developers. It will be
solicited broadly. Laura Brown recommended that while presenting this to City Council
indicate the expenses of the multiple parks being currently built. By using an alternate
bond, you can get the alternate bond process started. There is a 30 day waiting period

before the bond can actually be issued and you have three years to issue the bond. We
would need to first announce our intentions to the public to issue these alternate bonds
with a not-to-exceed amount followed by a waiting period for public comment. The bond
can then sit until we are ready to proceed. There are no administrative fees charges up to
this point.
Laura Brown will type up a RFQ and Kevin McCanna and Traci Pleckham will prepare a
brief for City Council. The Board would like to see this memo before it goes to City
Council. In August, instead of meeting on the fourth Monday as a Board, we will request
to meet with Public Works to explore funding options for this building. Public notice
will be posted that we will not meet as scheduled. The space needs analysis was for a
park maintenance building only and was presented to City Council in that way. The park
maintenance building will, however, house a few of Public Works' trucks. The building
and property were designed to expand. So if Public Works did their own space needs
analysis and wanted to add into the park maintenance building that could be considered.
Currently, Centel Rubel designed the building for a ten year build nut. There is the
possibility of lending Public Works space until the park maintenance staff is at its build
out.
Discussion about future Pool Development or Recreation Community Center Funding
Options–Referendum when, how
According to Kevin McCanna, statistics show that it really does not make a difference
when you do a referendum. You must focus on what you really think you need and know
what your shared vision is. This will show the public that we are taking positive steps to
move forward so that it is a process that builds momentum. There are three dates every
two years to have a referendum—one in November and two in the spring.

Bid Opening Results for Sunflower Equipment
After a review of all the playground equipment and shelters the following was chosen:
• The swings of the Zenon Playcraft --they were strongest with the theme
• Two sand diggers from Gametime
• Two barnyard animal spring riders from Zenon
• The Litchfield Shelter-- has a more barn-like look
• Option 1 using Zenon
REPORTS
Recreation Report
The fine arts festival was a great event. There were a few sponsors to cover the cost and
Tim will be sending out a survey to get feedback on how the artists liked everything.
The golf outing was very profitable. They plan to use outings like this to keep the reserve
and to earmark the funds to start purchasing the buses for the preschool and other
recreation programs. Currently, the profit is used to offset the general budget for the
department. Director Brown indicated that in order to reserve these profits the board
would have to make up the difference to cover the expense through other means. This

would mean offsetting with general fund money or additional program revenue. City
Council approval will also be needed.
Summer is going really well. All the programs are filling up nicely. Kerstin Valencia,
the summer intern from Western Illinois University, will be with us for twelve weeks.
She will be running the Pet Parade and will be teaching some of the classes. She will be
in charge of coming up with an idea for recreation standards and/or budget issues which
will allow us to justify our need for more instructors. Kerstin will put together a report
and will share this with the Board.
Music Under the Stars is having an unbelievable turnout and the Movie in the Park
should pick up.
The front desk poll which is surveying how the public is hearing about our programs will
help us decide if we want to keep doing flyers to the schools, doing newspaper ads,
informing on the internee, etc.
The catalog will be printed this week and will be out by the middle of August.
Soccer is having a great turn out. This season we are only taking as many children that
there are coaches for. There has not been any problem in getting enough coaches.
ADDITIONAL BUSINESS
Single Source Bid Award Memo
We will be going to City Council on Tuesday regarding the issue of the sinking problem
with the playground equipment at Rice Park. The options are very limited. If we were to
go out to bid our warranty would be null and void. We feel we need to stay with the
same installer. It was not the installer's fault for the situation—it was the nature of the
earth and the effects of the previous fanner. In order to fix the situation,we will need to
knock all the old footings,readjust everything so it is aligned, and then re-pour the spread
footing that will distribute the weight. Land cash out of the reserve will fund this, and we
will work with the developer to see if there is way that they will share in the cost. This
needs to be fixed right away because of safety issues. Residents have already been
informed about the issue.
There was a question from the public about where we get the water for the parks. Some
people don't feel it is fair that they cannot water but the park trucks are going around
watering. There is a water tower in Grande Reserve in which 300,000 gallons of water
needs to be flushed a day in order to keep the lines clear of sediment. The water for the
trucks is being taken from this water tower. Fields also need to be watered a certain
amount due to safety.

Laura Brown followed up with Schoppe Design and Associates' cost estimates regarding
the Cannonball Ridge Park. Mike has explored it more and assured Laura that the bids
will come in much closer in the future.

Subject: Parks Maintenance Facility
In November 2004, the City Council approved an agreement with the Architect firm Sentle
Rubel Bosman Lee for a space needs analysis and cost summary for the construction of a parks
maintenance facility. This was an effort to alleviate the current overcrowded and congested
space at the joint Public Works and Parks Maintenance building, by separating the two
departments into two buildings, and temporarily alleviate space problem. In addition, Public
Works could pursue other building options at a later date when funding would be available.
The proposed 7 acre park in the Prairie Meadows subdivision was selected as a possible location
for the parks maintenance facility. It is estimated between 3-4 acres would be necessary to
construct a facility with outside storage. The space needs for the building were developed using a
5-7 year projected growth and staffing needs for the parks department. (Compiled using the
adopted parks maintenance standards). In addition, the core part of the building was sized for
total build out with the garage area size for a 7 year build out and position so an addition can be
added.
Park Board comments were solicited subsequent to the completed space needs summary. In
addition, a follow up meeting was conducted with Kevin McCanna from Speer Financial and
Traci Pleckham, Finance Director to discuss funding options if the Park Board was to move
forward to City Council with a recommendation for the building construction. Through this
meeting the City's current debit and revenue projections were discussed. In light of the City's
current debit commitment for the library addition and anticipated new growth revenue, the park
maintenance facility has two potential options for financing. The following are the two options
available:
1. Utilize a combination of land cash reserve of approximately$1.2 million and
alternate bonds for a financing option of 13 years (which could be extended to as
much as 20 years)with an annual payment of$200,000. At the conclusion of the
bond, the balance of the balloon bond would be due of$2.5 million. The pay off
funding options could be future land cash or general fund or sales tax revenues. If
land cash is tolled to construct this space, the City would still be obligated to
secure additional funding options to build the future parks in the upcoming
subdivisions as committed by the annexation and development agreements.
2. Construct a joint facility with Public Works utilizing the sizing and space needs
findings with the goal in 8-15 years building a larger Public Works/Parks
building. The current Public Works site could be utilized as storage and water
treatment site/offices. This new site would become a joint (Parks and Public
works) satellite facility. Funding options would include a 50/50 share. Parks
land cash would fund the initial payment of$1.2 million and share in the annual
fees of$200,000 through land cash or parks capital, and public works capital.
Public Works would pay the debit balance at the conclusion of the bond $2.0
million and share 50% of the annual fees. Refinancing options of the bond could
also be developed at a later date as other revenue sources or streams are
identified.
Both options allow for the immediate construction of a building and much needed space
for the operation of both departments. In addition,both options have positive and
negative points.
The following are discussion items for the August 22, 2005 Public Works/Parks
Meeting.
1. Does the City have other plans for the construction and funding of the Public
Works facility?
2. Would a combined City facility(Parks and Public Works)be a desire? Or is it
better to separate?
3. Are the funding options viable? (based on future growth).
4. Can the space proposed in the Sente Rubel proposal accommodate the combined
departments? (Eric and I met, and feel the proposed building size would
accommodate both departments for our current needs).
5. What options could the current space provide during the projected growth for
space, and storage?
6. How is the Yas space needs for Public Works or other City buildings affected?
7. If the City's available debit limit is maxed by the library addition for the next 3
years, it can only be assumed the next immediate need for the city would be a
Public Safety Building before a Public Works/Parks facility. This would mean
that available new growth dollars and debit limit would not be available for more
than +7 years.
8. Another option to constructing a Park Maintenance facility, could be constructing
a combined site with Recreation for a recreation center/maintenance facility.
Funding would still be an concern, but a referendum could be explored for this
option. The residents would be more likely to support a referendum for a
recreation center . Is this an option that needs to be explored?

Guidelines for requesting a Grant for financial aid support
The Grant request process is intended to include participants / families who
need financial assistance in order to take part in the United City of Yorkville
Park and Recreation Department recreation and leisure programs only.
All the funds for Grants are obtained through donations received from local
community groups, individuals or businesses. Each year the amount
available may fluctuate based on the amounts received. Grants are only
available for residents of the City of Yorkville. (There may be some
arrangements with other community partners or special programs funded
through grants, which includes participants outside the United City of
Yorkville, call in advance to inquire about the arrangement of the programs
you are interested in).
The UNITED CITY OF YORKVILLE PARK AND RECREATION DEPARTMENT
awards Grants to participants/families who have completed the GRANT
APPLICATION PRIOR to the start date of the program. All Grants are
awarded based on the date received. Grants will not be awarded after the
program start date without the approval of the Executive Director.
GENERAL GRANTS
A Grant request is made per season for a maximum of 2 programs, and for
50% of the program fee (excluding preschool program, travel trips,
contractual camps, and contractual programs). Preschool School is limited
to 1 0% of the monthly fee. Other arrangements for payment schedules or
partial payment programs can be arranged if needed. All payments must
be made at the conclusion of the program season, in order to be eligible for
the next registration session. General program Grants are not available for
vacation or overnight weekend trips.
For all Grant requests, staff may require additional information to support
the Grant application before an award is made.
All program conduct guidelines must be adhered to while participating with
the programs.

Re: Non-resident reimbursement request
Recently, we were contacted by the Fox Valley Special Recreation Association about paying for the portion of non-residents
fees for the residents of Yorkville with a disability who would like to participate in their Special Recreation Programs.
The Fox Valley Special Recreation Association, as an extension of the Fox Valley, Geneva, St. Charles,
Batavia, Oswegoland, and Sugar Grove Park Districts,provides a diverse range of year-round recreational
activities to enable residents with disabilities to experience active, healthy, and playful lifestyles. Programs
include opportunities which enhance skill development and socialization, encourage self-awareness and
community exploration, promote independence through personal choice of least restrictive leisure
environments, and provide a sense of enjoyment, satisfaction, and fulfillment. Funding for FVSRA comes
from the member districts tax contribution through the property tax levy.
FVSRA programs stress the development of the individual in every situation through group, included and
individualized program formats. Program activities include cultural events, individual and team sports, social
clubs, craft classes, travel opportunities, special events,private lessons and day camps.
Eligibility for FVSRA Services
Any resident of the Fox Valley, Batavia, Geneva, St. Charles, Oswegoland, or Sugar Grove Park Districts of
all ability levels is eligible to participate in FVSRA programs. Non-residents are welcome but pay a higher
program registration fee.
In 1990 the Americans With Disabilities Act was passed, that addressed individuals with disabilities Civil Rights. Not only were
building and physical structures required to be free from barriers, but also all services and programs needed to be accessible. In
addition one could no longer tell an individual with a disability what services or programs they had to choose, rather ADA gave the
individual the freedom and right to choose. Therefore,service providers needed to make the accommodations necessary so individuals
could successfully participate in the services or programs. This law had large impacts to the community as a whole, because the
concept that was developed in 1975,as separate services were acceptable for individuals with disabilities was changing.

In the 1990's there are a documented 43 million Americans with a disability,who desire a choice and a voice in their lives. Government
figures show that about 11 children and youth out of every 100 attending public schools have been identified as handicapped for special
education purposes, currently over 4 million students. Exceptionalities may range in severity from mild to moderate to severe and
generally fall into the following broad categories:
• Mental Retardation—sub average intellectual functioning.
• Learning Disabilities - significant difficulties in acquisition and use of listening, speaking, reading, writing, reasoning or
mathematical abilities.
• Behavioral Disorders — Extreme, chronic behavior that is unacceptable because of social or cultural expectations which
interferes with the child's ability to learn,maintain interpersonal relationships or function.
• Speech and Language Disorder—problems using speech and language for purpose of sending or receiving messages.
• Sensory(hearing and visual)impairments—hearing&visual impairments.
• Physical Disabilities—orthopedic and neurological impairments
Currently the Yorkville Recreation Department proactively supports and provides Inclusion services for residents who would like to take
park in Yorkville Park and Recreation Department Programs. This type of service may include;
• Peer companions through the use of volunteers from the community to assist the person with a disability successfully complete
the activities and to stay involved in the program.
• Training for programs staff,including sensitivity training to ensure a successful transition.
• Disability awareness training for the other participants in the class/program so they understand about disabilities.
• Provision of physical,programmatic or behavioral modifications or support,
• Professional staff support or consultation when needed.
• Daily technical staff support such as sign language interpreters.
• Accessible transportation for the group when needed.
Comments
Providing the reimbursement for the non-resident portion for FVSRA programs and services appears to be a reasonable
request, especially for services currently not offered by the Department. I have asked FVSRA to notify of requests and
verify residency before allowing residents to register so we can monitor the financial obligations and the services being
provided. In addition, I have asked that residents must also pay their amounts in full before the City would reimburse for the
non-resident portion.
Discussion items
1. Authorize staff to reimburse for the non-resident portion for the services not currently offered by the
Yorkville Park and Recreation Department, (i.e.adult special Olympic programs,travel or variety programs,
youth day camps,etc...)and continue to monitor the requests to avoid duplication of services.
2. Continue to provide inclusion resources for individuals wishing to take part on the Yorkville Park and
Recreation Department and provide reasonable accommodations.
3. If and when should the City consider a membership to a SRA or hiring a dedicated TR staff.

My only reservation is to nail down the Park Board authority to set"rules"for parks. Can you help me with that?
Has anything ever been established, or has it been done on a case by case basis. My opinion is that unless 1)
its in the state statute, or 2)the City Council has passed an ordinance delegating "rule making"then any such
rules will need to be passed upon by the City Council.
The other approach will be to consider it a staff level concept (there is no "rule"for cutting the grass).

AUTHORIZING THE CHANGE FOR GRILLING IN RIVERFRONT PARK AND
MODIFYING THE POLICIES FOR PARK USE WITHIN THE
UNITED CITY OF YORKVILLE
PARK AND RECREATION DEPARTMENT PARKS
WHEREAS,the Yorkville Park and Recreation Department provide stewardship for the
United City of Yorkville City operation and maintenance of the City owned parks and facilities,
and
WHEREAS, the Yorkville Park Board establishes policies and procedures regarding the
operation of the Park and Recreation Department, in accordance and with consistency with the
City's Policies and Procedures, and
WHEREAS, the Yorkville Park Board desire is to plan facilities and parks which can be
flexible and efficient in accommodating a variety of uses and needs for the residents of
Yorkville, and
WHEREAS, the Yorkville Park Board desire to modify the grilling in City owed parks to
allow this use in the Riverfront Park and other future parks when appropriate as determined
during the design phase for development, and
WHEREAS, the Yorkville Park Board shall direct staff to provide the appropriate waste
bins for the safe disposal of hot coals, and routine maintenance, and
NOW THEREFORE, upon Motion duly made, seconded and approved by the majority of
those members of the Yorkville Park Board voting, the Park Board hereby expresses its
authorization to allow grilling in the United City of Yorkville Parks when it is deemed safe and
appropriate and to make these adjustments to the United City of Yorkville Park and Recreation
Department Park, Gazebo, Shelter reservation policy as approved on April of 2005.

UNITED CITY OF YORKVILLE
PARK AND RECREATION DEPARTMENT
PARK, GAZEBO, SHELTER RESERVATION POLICY
The Park, Gazebo, Shelter, (non-athletic fields) Reservation policy of the United City of Yorkville has been
established to provide a systematic method by which Parks and park amenities (Shelters, Gazebos and other
amenities) may be reserved by the residents of the community. A reservation is not required for park use for
occasional play. Multiple activities or special use (which includes use by a resident or groups, multiple days,
or week play for a designated area) a permit is required and will guarantee use for the dates and times
specified on the permit. All United City of Yorkville Playground Areas shall remain open for public access and
public pathways located within any United City of Yorkville Park shall remain open to the public at all times.
Occasionally parks may be excluded from the reservation availability.
Objective
• To provide maximum utilization of parks through centralized scheduling
• To provide an impartial distribution of park amenities, shelters or gazebo to the various community
groups who wish to reserve.
• To plan cooperatively with other community agencies to enhance individual and group recreational
needs.
• To provide recreational activities which take into consideration the needs of the community.
• To provide the best possible maintenance of the parks using available manpower and monetary
resources.
RENTAL CATEGORIES
Category A Government and non-profit organization which are located within the United City of Yorkville.
Category B Private groups and individuals which are comprised of predominately(at least 80%) United
City of Yorkville residents.
Category C Business or corporations which are located within the United City of Yorkville boundaries.
Category D Governmental and non-profit organizations which are located outside the United City of
Yorkville boundaries.
Category E Private groups and individuals who do not fall into the predominately resident classification
(Category B).
Category F Business or corporations which are located outside of the United City of Yorkville boundaries

Use Priorities
When scheduling use or reservation of a park, or park amenities, the following priorities shall be established:
1. United City of Yorkville Park and Recreation sponsored programs
2. Yorkville School District
3. Groups, organization or other community bodies that have approved cooperative agreements with the
United City of Yorkville.
4. Privately sponsored programs within the city limits.
5. Private groups or individuals outside the city limits, requesting use of a park on a single or multiple
dates.
6. Other
Residents groups (groups with 80% or more United City of Yorkville residents)shall be given priority over non-
resident groups. The 80% residency requirement shall be calculated based on the total number of people who
will be in attendance.
Parks and Park amenities may be used on a drop-in basis by any group or individual without a reservation on
a first come first serve basis. Drop-in use is limited to 2 hours and does not include any organized or reserved
use. Groups or individuals with an approved reservation or permit and City programs will have priority use.
In case of inclement weather, the United City of Yorkville Park and Recreation Department shall make the final
decision regarding use of the park or park amenities.
Request for Parks and Park Amenities Reservation
Organizations, Groups and individuals desiring to reserve Parks, Park amenities including shelters, gazebos,
etc, shall complete the standard application for reservation. Some parks and activities may be excluded
from park reservations as determined by recommendations from the Park Board or staff. In addition,
organizations, groups, and individuals shall be required to submit the following with the application form:
• (For Groups and Organizations)A certificate of insurance—co-naming the United City of Yorkville as
an additional insured, Assumption of liability, and Waiver of subrogation
• A signed permit request form with the name and address of the person making the request. In
addition, complete information regarding the use of the park or park amenities and acknowledgement/
agreement to adhere to the park use policy.
• The Recreation Department may request additional information from the desired individual or groups if
it is considered to be in the best interest of the City or necessary to make a decision regarding the
use.
Reservation requests shall be approved beginning on the following dates:
Spring Season (March—May) February 15th
Summer Season (June—August) April 15th
Fall Season (September—November) July 15th

WHO MUST COMPLETE A PARK RESERVATION ?
Any organization or individual who:
• Want to reserve a certain area for a specific date and time
• Require special arrangements
• Are planning a special-use activity, such as pitching tents or erecting non-routine apparatuses
PERMISSIBLE USES FOR RESERVATIONS
Any resident, organization or group wishing to reserve a park, or park amenity for use shall have an approved
reservation permit prior to publicly advertising the use of the park or location. This includes single use or
multiple use requests. Each multiple use request may not exceed more than 3 days. Some activities may be
determined to be not appropriate for specific parks due to location, use, or overall function of the park.
Requesting party must include all activities or uses of the park when making the request.

At the time of application, all special requests must be indicated in detail on the reservation form. These
include, but are not limited to, bringing in tables and chairs, inflatable amusement equipment, selling
concessions(including items to be sold and their prices), selling of miscellaneous items for fund raising or
profit, extended park hours use, use of a public address system, admission charges, additional maintenance,
use of snow fence, and water or electrical access.
No equipment or permanent signage will be added or installed to the park without the permission of the Park
Board, City Council, or designated staff.
No intoxicating liquor or persons under the influence of alcohol or drugs shall be allowed in any City Parks or
premises.
Groups using the United City of Yorkville parks, fields, buildings or facilities are responsible for litter control
and pick up. Damage or excessive litter may result in a loss of privileges and clean up fees.
Selling of any items in the parks must be approved through the vendor permitting process.
Adhere to the GENERAL POLICIES AND PROCEDURES FOR USE OF THE UNITED CITY OF YORKVILLE
PARKS, FIELDS AND FACILITIES. Any violation of these policies can impact the current and future uses of
all City Parks, fields and / or facilities. Furthermore, the resident, group or organization assumes all
responsibility for the repair or replacement of damage as a result of misuse of the park, equipment or park
amenities.

LARGE-GROUP POLICY
Groups with more than 100 members make a serious impact as a part of confirming the reservation for use the
Police will be consulted regarding potential impacts to the Parks and City public safety. The only community
park/area available for large private groups is Beecher Park. Parking must remain within designated areas.
Fees will be set based on direct costs incurred and projected number of participants by the Park and
Recreation Department for preparation and post event repairs and clean-up. Fees will be estimated in
advance by the appropriate staff. Large groups events maybe subject to additional fees for public safety/
police and/or traffic control.
PARK, GAZEBO, SHELTER RESERVATION FEES
A. Establishment
The Board shall annually(based on fiscal year) recommend fees for the reserved use of Park, Gazebo, Shelter
based on the premise that fees charged shall be used to partially offset the cost of maintaining and upgrading
the City's Parks and amenities. Fees shall be established in the following categories:
1. Gazebo single use
2. Large and small shelter single use
3. Park single use (non athletic fields)
4. Gazebo multiple use
5. Shelter multiple use
6. Park multiple use (non athletic fields)
7. Resident, non-resident and commercial use fees
8. Special use (including fundraising, educational and religious)
B. Resident verses Non-Resident Users
To qualify for resident fees a group shall consist of 80% or more residents of the United City of Yorkville, City
boundaries. The 80% residency requirement shall be calculated based on the total number of individuals
using the park. Residency shall be determined based on the home address of the individuals as opposed to
the business address or the address of other family members. The Recreation Department may waive the
residency requirement if it is considered in the best interest of the City.
C. Commercial Users
Any group reserving park or park amenity for profit making purposes shall be charged the commercial fee.
D. Waiver of Fees
The United City of Yorkville may waive fees to schools, private groups or organization in exchange of services
or agreed upon arrangements. Waiver of fees must be approved by the Human Resource Commission per the
sponsorship policy and procedures set by the City Council.
E. Payment of Fees
Groups reserving a park or park amenity shall provide a$100.00 security deposit to guarantee the reservation.
Groups or individuals reserving parks or park amenities on a single or multiple use bases shall be required to
pay the established fee at least one week prior to the date reserved. A permit shall be issued upon payment of
the fee.
Payment of fees shall be made at the Yorkville Park and Recreation Department- Beecher Community Center.

If a park or park amenity is damaged due to improper use by the group or individual and requires more than
normal maintenance and/or repair to be restored to its original condition, the group or individual shall be
charged the amount necessary to cover the cost of the required maintenance and/or repair.
F. Refund of Fees
A refund of a park or park amenity reservation fee may be granted for the following reasons:
• If the United City of Yorkville Park and Recreation Department staff feels that the park is in an
unusable condition.
• If the group or individual provides written notification of cancellation to the Department at least one
week prior to the date reserved.

charged shall be used to partially offset the cost of maintaining and upgrading the City's Parks. All fees are
subjected to changing without notice.
PARK SITES AND AMENITIES AVAILABLE FOR RESERVATIONS
Some parks are restricted from exclusive reservations due to the size, availability to the surrounding residents and
restricted appropriate use. The park use availability will be reviewed and adjusted annually based on available
parks or designs. Individual Parks or amenities available for reservation are subjected to changing without
notice based on Park Board and City Council direction.

GENERAL POLICIES AND PROCEDURES FOR USE OF THE UNITED CITY OF YORKVILLE PARKS,
FIELDS, OPEN SPACE AND FACILITIES:
• No equipment or permanent signage will be added or installed to the park without the permission of the United
City of Yorkville Park and Recreation Department.
• No ball hitting or pitching into fences or dugouts is allowed.
• Each party will report any damage, accidents and or maintenance concerns to the park and recreation
department immediately.
• Coordination of work involving the park department staff or use of the equipment will generally require a two-
week notice,for scheduling purposes. All requests for park staff must be approved by the Department Head.
• Only approved maintenance vehicles are allowed on grass. Vehicles are not allowed in other areas of the
parks,trails, or walkways or grass areas.
• All requests for use of fields, or park(s)for organized play or private events must be in writings.
• Each group must complete a checklist ensuring that the fields are in acceptable condition after their scheduled
use. This form must be turned into the Park and Recreation Department at the end of the schedule use
identifying the groups maintenance obligation.
• Due to the scheduling or early setups for the other functions, all groups and organizations are requested to use
only the area,field, or park that has been assigned to them.
• No group may meet in the United City of Yorkville parks that practices discrimination in any manner, or partisan
political activities of any kind. Non-partisan public meetings and information forums are permitted.
• No intoxicating liquor or persons under the influence of alcohol or drugs shall be allowed on the
premises. Failure to follow this rule will result in forfeit of deposit, assessed damage fees and privileges
immediately. Recreation and Park Department staff as well as the Yorkville Police Department may be
patrolling and monitoring the event at the discretion of the United City of Yorkville staff.
• Groups using the United City of Yorkville parks, fields, buildings or facilities are responsible for litter control and
pick up. The park should be left in equal or better condition that it was found. Damage or excessive litter may
result in a loss of privileges and fees for clean up .
• Groups may not use the fields or parks when the weather conditions are dangerous or when the field conditions
are not acceptable. All groups must adhere to the inclement weather practice for field conditions; (no standing
water,saturated turf conditions, or times when safety is a concern).
• Groups must adhere to all city ordinances, policies and procedures when using the facilities, parks and fields.
(Sign ordinance, Building rental policies, Lightening Prediction Policy, and weather warning alarm system, and
any other city guidelines that pertain to the use of City Owned property).
• No parking on sidewalks or grass areas in or surrounding the parks.
• No grilling or open flames in the parks.

• All United City of Yorkville Playground Areas shall remain open for public access and public pathways
located within any United City of Yorkville Park shall remain open to the public at all times.
• All animals must adhere to the leash control ordinance. Petting zoos for one day special events are
permitted in specific parks as determined by the Park and Recreation staff, Park Board or City Council.
Health codes, permits and licenses are required.
• Ice skating, ice fishing, sledding, or other winter activities are limited to parks or locations where
permissible and indicated by signage.
• Portable tents with or without stakes or semi-permanent shelters or structures are permitted in
approved park locations only. Some parks are restricted from tents uses due to the size, availability to the
surrounding residents and restricted appropriate use.
• Groups desiring additional tables and chairs beyond what is already available must arrange for their
own tables and chairs.
• All groups reserving a park, shelter, gazebo or amenity must have an authorized representative 21
years or older, sign a waiver and release form, which includes a hold-harmless clause and an
agreement to be responsible for cleanup and possible damages. The representative also must remain
on-site during the rental use.
• No vendors are allowed on City owned land or locations except when they are sponsored by an event
that has been issued a permit by the United City of Yorkville Park and Recreation Department.
• Activities including sound amplification should not unreasonably interfere in any way with other park
users or adjacent property owners. Amplification and special lighting are allowed only if a permit is
issued at the time of the reservation request.
• When portable bathrooms are needed, the user must make arrangements to obtain and remove them
from the park no later that 3:00 pm the day after the event.
• Unauthorized use of pyrotechnics/fireworks are not allowed on park property.

Laura,
Since the inception of a ban on grilling in the parks we have had people ignoring the
signs and grilling anyway. The problem is exclusively at the River Front Park and poses a couple
of concerns. The first concern is hot coals being dumped were ever and someone stepping on
them or causing damage to park property. My second concern is one of image, I frequently see
people getting ready to use there grill and stop to remind them of our policy, most people are
unaware of our policy even though we have signage. Upon enlightenment of our policy people
become disappointed and want to argue there case.
I think our River Front Park offers some great amenities and families come to spend
several hours if not the whole day. The shelters,playground, river and open space is a nice
package for families, it has something for everyone. A lot of the people using River Front Park
live outside of Yorkville and have there day planned ahead of time. I think we should consider
changing our stand on grilling at River Front Park. If we provided ash cans for hot coals and
additional signage I think the issue would be no worse than it is right now and could help our
image.

Yorkville mayor breaks tie votes on aldermanic power

YORKVILLE—The topic might not keep residents on the edge of their seats,but a motion over City Council committee
selection produced a bit of political drama Tuesday night.
For two months,alderman have discussed,sometimes heatedly,two proposals designed to concentrate more power in the eight-
person City Council,rather than the mayor.After a series of talks,revisions and delays among council members,Mayor Art
Prochaska cast two tie-breaking votes against ordinances that would have revoked his power to appoint committees and given
the council its own separate legal representation.
"Things are going well,"he said."It's not about power or authority;it's about doing a job."
The proposals were rooted in some aldermen's concerns that Prochaska made an inappropriate move when he removed two
longstanding aldermen from the administration committee last year.
Alderman Valerie Burd,who was replaced along with Alderman Rose Spears,called it"an overstepping of mayoral bounds."
She attributed the changes to herself and Spears frequently questioning city policies and spending.
"Asking questions is not a reason to be removed from a committee," she said.
Alderman Joe Besco,who proposed the committee ordinance, said the measure was"not initiated by any ill feelings,"but only
because the city has nothing on its books that specifies how committees are chosen.It would be"a time-tested ordinance,"he
said,subject to future revision if it doesn't prove helpful.
"I think a lot of people made bigger deal out of it than it actually is,"he said.
Besco,Burd,Spears and Alderman Marty Munns voted for the measure.Aldermen Paul James,Jason Leslie,Wanda Ohare and
Dean Wolfer voted against.
"There's an absence of the mayor and I think that's wrong,"James said. "The mayor is voted in by all four wards."
Burd proposed the second measure,which would have retained a prominent Chicago municipal law firm as independent counsel
for aldermen.In previous meetings,she said she would like an adviser for issues where the City Council's opinion differs from
that of the mayor or the city attorney.
Spears called the additional lawyers"a necessity,"because"there's always the possibility of having a lawsuit against"the City
Council. She said she often consults the state's attorney's office for a second opinion.
Burd said there would be a$5,000 cap on fees for the second law firm.
"We spend more than that on what I consider to be frivolous items," said Spears,who is known for keeping a close eye on city
spending.
Ohare said the expenditure would be"unnecessary taxpayer dollars"when the city already has a designated attorney.Officials
also consult labor and environmental attorneys when necessary.

Authorize applying for trail grant
City staff members were authorized to apply for an
Illinois Transportation Enhancement Program (ITEP)
grant to fund city bike trail expansion within the city and
linking to other areawide trails,including the Illinois and
Michigan Canal Trail at Morris. The city will seek the
grant to fund a trail along the Commonwealth Edison
right of way south of town and just east of Route 47,on

resolution supporting the grant application noted that it
would preserve a former railroad corridor and historic
railroad buildings,such as former trolley stops.
Park repairs, building bids
The low bidder,Georges Landscaping of Joliet, was
awarded the bid for construction of the Cannonball Ridge
Park serving Kylyn's Ridge and Cannonball Estates.The •
fort theme park will cost$3.05,105 and will be funded by
developer contributions of $199,724 and a $128,000
- grant.
The Council also awarded a bid to George's,
Landscaping for $17,947 to repair footings--under

Executive session
Aldermen started the meeting in closed session for an
hour and 10 minutes discussing,according to the agenda
"the appointment, employment, compensation,
discipline, performance or dismissal of specific
employees of the public body or legal counsel for the
public body, including hearing testimony on a complaint
lodged against an employee of the public body or against
legal counsel for the public body to determine its
validity," and also the purchase or lease of real property.
When they came out of executive session,Prochaska said
no formal action would be taken Tuesday on the matters
discussed.
Okay sale, purchase of trucks
The Council approved the sale of a 1987 Chevrolet
one ton pickup truck, 1989 GMC three quarter ton
pickup truck and a 1998 International tandem axle dump
truck,as well as a four inch trash pump.
Also approved was the purchase of a utility truck for
$37,073.35,partially funded by the Parks Department
budget and partially from the Public Works budget.They
also purchased a one ton dump truck for $32,741.10,
also split between the two departments' budgets. Both
purchases will be through the state bid program.

The Yorkville Recreation Department is offering a Pre-School Program for the 2005-06 school year. For those
interested and not currently on the wait list please come in to the recreation office to fill out the proper
paperwork. This does not guarantee enrollment (see below for details). The Pre-school program will start the
first week of September and end the last week in May. Minimum number of students per class is 10 and the
maximum is 15. The class schedule is as follows:

Activity Club Friday Night Fun
This program is at YIS for 4th- 6th graders in the Hey kids in 5th-8th grades! Are you tired of
community. The students meet after school the first spending your Friday nights at home watching TV
and third Thursdays of the month, and field trips on or talking on the phone? Then,join your friends and
early release days. Regular days are $5, and field trip come out for a night of fun and excitement! Friday
costs vary. Last year we enjoyed bowling, roller Night Fun is held on Friday evenings from 7:00 - 9:30
skating, swimming and more. Come out and have p.m. at Circle Center Grade School. Each night you
fun! Registration available only at the Recreation will be able to play a variety of games in the
Office in the Beecher Building. Pre-registration gymnasium area or listen to your favorite music
