Dear Chief Martin,
I would like to take this opportunity to extend my family's heartfelt thanks to your
Department, specifically, to Officer Shirley A. Kubicz.
Yesterday, while in Yorkville, I experienced several obscene and harassing transmissions
via my Nextel unit. Despite my best efforts to advise the caller that she had reached my
unit in error, she proceeded to continue her transmissions in a vulgar and aggressive
nature. As I was near a Nextel retailer, I entered the store, where the manager also
witnessed and became a target of these transmissions, which escalated into threats of
bodily harm and death to myself, my family, and the manager of the establishment.
When Officer Kubicz happened by our location, we quickly advised her of the recent
events, at which time she advised the caller of her identity, and to cease the
transmissions. Unfortunately, the caller persisted,and a report had to be filed.
My wife and I were very impressed with the kindness and professionalism shown by
Officer Kubicz. As a 911 dispatcher in training for the City of Naperville, I fully realize
that a minor complaint such as ours is a nuisance, and takes the time and attention of your
officers away from more important concerns and duties. Officer Kubicz made our
family feel that our problem deserved her undivided attention, and promised to follow
through with the proper agencies when she gathered the offenders' phone information.

for 10-days prior to an expulsion hearing for having Traffic Arrest: After receiving a complaint of underage
the weapon at school. The knife was taken into juveniles driving a vehicle and squealing its tires,
custody by SRO to be held at the Police Department. Officers responded to the home of said juveniles.
Upon questioning the subjects, Officers learned a 12-

establishment for a disturbance. Upon arrival, they Disorderly Conduct
spoke with a highly intoxicated subject in the parking
lot whose nose was bleeding. Subject stated they had
gotten into a fight while inside the establishment over
military issues. Officers asked if they wished to
pursue charges, to which the victim stated no, that
they had to return back to Iraq in a few weeks.
Another subject then left the bar and gave subject a
ride home. Officers cleared the scene.

Chief, here is a run down on our April 2005 training
Sgt. Hilt has completed his 7th and 8th week of Northwestern University Center for
Public Safety School of Police Staff and Command that is being held at the Tinley Park
Police Department.
Lt. Schwartzkopf and Sgt. Hart have attended 16 hours of Illinois Law Enforcement
Alarm System ( ILEAS) Region Three Special Response Team Training. 8 hours of the
training was held in Joliet, Illinois on April 6, Th 2005. The other 8 Hours of Training was
a mock terrorist attack in Forest Park, Illinois on April the 31,st 2005. This training was
a combination of ILEAS Region Three, Cook County S.R.T., Forest Park S.R.T., Oak Park
S.R.T., U.S.Army Special Forces along with numerous other Police and Fire
Departments.
Lt. Schwartzkopf, Sgt. Hart, Sgt. Delany and Officer Johnon also attended 16 hours of
training for the Kendall County Special Response Team. On April 9th' 2005, the Team
held two demonstrations for the Oswego Police Department at the Oswego High School.
The second training was at The S.I.T.E. in Mt Carroll, Illinois.

Sgt. Hart attended a five day United States Department of Justice Federal Prison Mock
Riot Training in Wheeling, West Virginia. This was paid for by the Kendall County
Chief's of Police Association.
The Yorkville Police Department Range dates were held on April; 19th & 20th 2005 at
the Clyde Howell's Range. The format was shooting while moving as well as engaging
numerous targets.
The Yorkville Police Department also finished its yearly Rapid Response Training that
was held every Sunday of April for two hours at the old Health and Human Services
building as well as the Yorkville High School.
Sgt. Klingel attended the Police Mountain Bike Repair Class at the Flossmoor Police
Department on April, 8th 2005.
Detective Mott and Officer Cernekee attended the Physical Skills and Tactics for Female
Officers at the Lisle Police Department on April, 8th 2005.
Detective Mott attended the Officer Wellness and Fitness Class at the Burbank police
Department.
Officer Hart completed the 40 hour Juvenile Specialist Program CD Version on April,
19th 2005 at the NEMRT Building.

Today I received a fax from Dave Duman at Pasquinelli Developemnet
Group regarding the new weather sirens at the Grande Reserve. The first siren is ready
to go and has been faxed to Joe Wyrot for his approval. The second siren will be
installed after the location can be adjusted. The second siren will be installed sometime
next year. This land is currently undeveloped farm land with no utilities and the
proposed location for this second siren is still being addressed.. Dave and Tim Winter
have both said this location is in the back yard of a proposed home. There will be more
discussion on this second siren.
I also called Frank Kehoe at Fulton Contracting. Frank advised me that
the siren proposed is the same as the others they have in town, an American Signal T-
128 AC/DC siren with decoder. I asked Frank about the location of the second siren
and if it could be moved without interfering with the coverage. Frank told me that 400
to 500 feet would not have any influence on the siren.
I have attached the fax to this memo and if you have any questions
please let me know.

Dear Mr. Duman:
Below is the quotation for the installation of the warning siren you and I discussed that
Pasquinelli will be supplying for Yorkville. This will be an American Signal T-128
AC/DC siren. It will be installed complete with all equipment,controls, radio receiver and
decoder including a Fulton Technologies System 4000 scada telemetry decoder on the set-
aside radio frequency we supply for the City of Yorkville. It will be installed on a Class III
wooden pole at a location to be determined in the City of Yorkville. I gather that would be
by a water tower owned by the City.
The complete cost for all material and complete installation will be$15,900.00. This does
not include any restoration or landscaping of the general area nor does it include bringing
power from the local source to the siren pole, but the entire installation is complete except
for the power to be supplied to the pole. When it is possible to examine the specific site,
we can determine a cost for supplying the electrical power.
We require a Purchase Order and a deposit of 50% of the total cost from your company
before we will commenc with this work Payment in full is due upon completion of the
installation.

I have been in several meetings with Tim Winter from Pasquinelli Development
Group reference the weather sirens in the Grand Reserve. We have indicated where the
sirens should be constructed in the development and gave him the map indicating these
two areas. Tim agreed with the site locations and has turned over the project to Dave
Duman.
On April 27 I had a meeting with Dave and gave him the name of the company we
have dealt with in the past - Fulton Contracting Company. I also gave him the name of
our contact person there, Frank Kehoe at 893-1395. Dave said that he will be
contacting Frank and get the project going. Dave and Tim both have stated that the
water tower site should be up and running as soon as this summer.
I spoke with Dave today and he told me that he has contacted Frank Kehoe and
that Frank will send him the plan by the end of this week. When Dave gets the plan he
will forward it to Engineer Wywrot and myself (to keep us in the loop).

We have several projects that are now coming to a close:
1. MPH Speed Matrix trailer and the Speed sign have been ordered and should be
shipped out on April 29, 2005. They will call with a 24 hour notice on the shipment. I
have asked Todd, manager of Menard's if we could use his loading dock. He told me he
would be happy to help.
2. Two Digital Patrollers have been ordered for M12 and M-15. That delivery date is
June 15, 2005
3. Three new Motorola EX500 radios have been ordered/arrived/assigned to the
detective division.
4. A new Motorola UHF radio, rifle rack and less lethal rack has been ordered for M-12.
This is the last vehicle to be outfitted to our standards. Equipment should be delivered
by April 28, 2005. Once the equipment arrives I will make arrangements for the install.
5. M-10 has more damage than originally thought. The aluminum subframe was
collapsed and will be replaced. Doug at Carstar told me we will still get the car back on
April 29, 2005.
