to the Hurricane Katrina disaster. We also appreciate your efforts in the
successful completion of this mission. However, it is always nice to hear from

Press Release
Illinois once again has a police helicopter,for anti-terrorism,
counter drug, and other public safety uses. The City of Countryside
and Timothy Swanson, Chief of Police have brought airborne
helicopter law enforcement back to service in Illinois.
Countryside, Illinois - November 19, 2005: For the last five years, law
enforcement has been limited in air support to assist in their duties. Today a new mutual aid
organization will be airborne, servicing communities of Illinois. The focus of the unit will be anti-
terrorism, counter drug, and other public safety areas. Professional volunteer pilots and police
officers staff the helicopter called AIR 2. Initial operations will start in (LEAS (Illinois Law
Enforcement Alarm System) Regions 3 and 4. www.ileas.org The unit will also respond
statewide in a declared emergency/disaster at the request of ILEAS or IEMA.

The City of Countryside and the Illinois Regional Air Support Service, is partnering with
the public and private sectors to help secure and defend our homelands. Recent events in
America have shown that this much-needed service is required for the residence of Illinois.
Air 2 is equipped with interoperable radios, searchlight, and a mapping system. As
additional funding becomes available, added future equipment will be a forward-looking
infrared unit (FLIR) and rescue hoist /line. The primary communications frequency will be
ISPERN 155.475 and IREACH 155.055 this unit is capable of transmitting on other VHF and
UHF frequencies.
Air 2 is a Department of Defense Bell OH-58 helicopter. The Illinois Law Enforcement Alarm
System, Illinois Terrorism Task Force, and the Office of Domestic Preparedness funded the
specialty equipment. The initial operational costs for Air 2 have come from donations from the
various police departments. These departments listed on the web site www.irass.us.
The unit plans to begin operations on the weekends, flight times will vary. While airborne,
the unit will respond to most requests for assistance. Planned flight times will eventually be
post on the web site www.irass.us behind a password. To request assistance at other days or
times, page 708-521-1818 and a member will contact you to ascertain the need of the unit.
Initially non-airborne requests will be limited to life safety and high profile cases.

Subject: Countryside Parkway addresses-Public Safety Agenda Item request
I've enclosed a copy of a diagram Joe Wywrot&I started several years ago,regarding the addresses on Countryside
Parkway. The"future building"with number 104 in it currently has building plans in for review. I need to assign an
address to the building but am reluctant to give it an East Countryside address due to the fact that the city's zero grid
line is Route 47,no longer Center Pkwy. What I would like to do is assign the medical offices a temporary address
on Center Pkwy, pending a review by the Public Safety Committee regarding officially changing the addresses to
those structures west of Route 47 to conform to our city grid system.
This change would affect 5 locations: Edward Health Care (currently 106 E) is the only one on the south side of
Countryside Pkwy that would change; the remaining four are residences on the north side of the street: 103 E (Jeff
Sibenaller), 105 E(Brian and Laura Hess),203 E(Brent Peterson),and 205 E(Angela Pennington).
Jim Ratos owns the Edward Health Care building,and is agreeable to an address change to one on West Countryside
Pkwy, and has also offered assistance in notifying & assisting the doctors onsite facilitate the change. The address
I'm recommending for this building is 76 West Countryside Pkwy.
Across the street, the logical addresses would be 83 West in place of 103 East; 75 West in place of 105 East; 53
West in place of 203 East;and 45 West in place of 205 East.
This change will accomplish several key factors:
1. The zero grid line can be clearly observed and referred to with ease;
2. EMS services will no longer have to clarify which side of Route 47 service is needed;
3. All east and west addresses will now be on the same side of Route 47;
4. This issue will not be brought up again when the future building is constructed at what is shown on the enclosed
as"Future 204";
5. As businesses relocate or change hands the Countryside Center addresses that are no longer being issued can be
effectively changed to either Countryside Pkwy or North Bridge Street (see Bridge St. Interiors/Law Title/Nelson
Funeral Home).
6. Jim Ratos' new medical building can be issued a permanent address in conformance with our grid system: 88
West Countryside Pkwy.

Reference: Speed Study Results, Spring Street near Terry Lane
Chief
A speed study was conducted on Spring Street near Terry Lane. The
study began at 1000hrs. Tuesday, November 15 and ended at 0000hrs. on Thursday,
November 17.
IDOT standards state a study should be conducted on Tuesdays,
Wednesdays and Thursdays and that an 85 percentile is the proper gauge to use in
judging weather or not a speeding situation is present.
Eastbound Traffic:
November 15 457 vehicles 85% of vehicles' speed was 37.0 mph
November 16 556 vehicles 85% of vehicles' speed was 37.5 mph
November 17 546 vehicles 85% of vehicles' speed was 37.9 mph
Westbound Traffic:
November 15 332 vehicles 85% of vehicles' speed was 36.4 mph
November 16 549 vehicles 85% of vehicles' speed was 36.8 mph
November 17 536 vehicles 85% of vehicles speed was 37.6 mph
There is an opportunity to slow traffic down. The best times for a
directed traffic enforcement effort would be day shift, anytime between the hours of
7:00am and 5:00pm.

NEW CLASS "GBS": Gift Basket Sales
Class GBS-Wine/Beer/Champaign Gift Basket Sales
a. Authorizes the licensee to sell alcohol, limited to wine/beer/champaign to be sold
exclusively as part of an arrangement in a gift basket by an establishment in which the
retail sale of wine/beer/champaign is not the primary and principal business thereof. Sale
of alcohol, alone, not as part of a gift basket arrangement is strictly prohibited under this
license.
b. In addition to other application requirements under this Chapter 3, a Class GBS
license shall only be issued to applicants who can demonstrate that they are operating a
bona fide gift basket business.
c. Wine/beer/champaign shall be sold sealed, and as part of the arrangement to be taken
out of the business establishment. Consumption of wine/beer/champaign upon the
premises is strictly prohibited.
d. The annual fee for the GBS license shall be $1000.
e. For the purposes of this license classification, "gift basket" shall be defined as a
decorative gift container which may be constructed of wood, metal, plastic, woven rope
decorative paper or decorative plastic bag or such similar material, said container to hold
not only the wine/beer/champaign, but also to hold other decorative or gift items to make
up the "gift".
