He also welcomed the guests. Citizen Comments: Guest Steve Moulton said he and his son were present since his son is working on a Boy Scout merit badge. Minutes for Correction/Approval: January 8, 2015 The minutes were approved as read. New Business: 1. PS 2015-07 Police Reports for December 2014 – February 2015 Chief Hart noted the domestic batteries remain high. Also, many accidents have occurred due to the construction and more are anticipated with the start of additional roadwork. Chairman Colosimo mentioned thank you letters from citizens and Chief Hart said three officers will be recognized at a City Council meeting for saving a life using CPR and an AED. 2. PS 2015-02 Adjudication Reports for January and February 2015 A new Hearing Officer, Gregg Ingemunson, has been appointed and is awaiting City Council confirmation. No further comments. Page 2 of 3 3. PS 2015-09 Request to Dispose of Handguns and Rifles Chief Hart said many of their handguns are over 10 years old. He has received a quote of $450 each for new guns and a trade-in value of $250 each. If Council approves the purchase, the guns will be bought within 2-4 weeks. The committee recommended approval and it moves to the March 24th consent agenda. 4. PS 2015-10 Ordinance Amending Liquor Code Regarding Micro-Distillery Class Mr. Colosimo said an email was sent to all Aldermen from the person who is starting a micro-distillery business, with an explanation of the intent of the business. Alderman Kot expressed concern regarding the number of liquor licenses that can be approved. Chairman Colosimo agreed with Mr. Kot and also noted that there are licenses available in different classes so the number of licenses could be kept constant. Chief Hart said the licenses are becoming more complicated and are changing, i.e. distilleries, distribution, type of business. Alderman Funkhouser agreed with switching licenses vs. creating new ones. He also discussed the ordinance language regarding sampling beers in a sampling room and at special events and wants the rules to be consistent. It was determined the samples could only be in a specified area at special events. Chairman Colosimo reviewed the amounts allowed in sampling rooms and Mr. Funkhouser pointed out that the language concerning special events now allows for unlimited amounts. After an informal unanimous vote, it was decided to move this to the full Council on the 24th for further discussion and clarification. The matter will also be discussed in advance with City Administrator Olson and the attorney. 5. PS 2015-11 Update on Drug Education Chairman Colosimo placed this item on the agenda to discuss drugs in the schools. Alderman Kot said this is an ongoing problem and that speakers have been brought to the schools in the past. Chief Hart said speakers are not reaching the audience that needs to hear the message. He said research shows the D.A.R.E. Program did not work and schools are encouraging the programs be dropped. He said the focus should be on at-risk students and parents. He said some parents participate in the drug use with their children. Heroin is the biggest problem said Chief Hart and Alderman Funkhouser noted that marijuana is the stepping stone to other drugs. This item will be kept on the agenda to begin discussion on statistics and outreach programs for parents. Old Business None Additional Business A potential speeding problem on Spring St. and Fremont was brought forward by Alderman Kot. Chief Hart will monitor the area. A traffic calming device was suggested by Mr. Kot and Alderman Funkhouser noted that Oswego has speed signs with strobe lights that are moveable. Oswego will be contacted for cost info. Chief Rich Hart Police Department Name Department As requested, we investigated the possible installation of stop signs at the intersection of Church Street and W Main Street. Our findings were as follows:  Currently there are yield signs along W Main Street.  There appears to be sight distance constraints for the westbound and southbound approaches of the intersection due to the parking along the east side of Church Street.  Due to the installation of a median along the center line of IL Route 47 limiting access to River Road, traffic has increased at this intersection.  The governing entity on traffic control signage is the Manual on Uniform Traffic Control Devices (MUTCD). The manual states as follows in regards to stop sign installation: Guidance: Engineering judgment should be used to establish intersection control. The following factors should be considered: A. Vehicular, bicycle, and pedestrian traffic volumes on all approaches; B. Number and angle of approaches; C. Approach speeds; D. Sight distance available on each approach; and E. Reported crash experience. YIELD or STOP signs should be used at an intersection if one or more of the following conditions exist: A. An intersection of a less important road with a main road where application of the normal right-of-way rule would not be expected to provide reasonable compliance with the law; B. A street entering a designated through highway or street; and/or C. An unsignalized intersection in a signalized area. In addition, the use of YIELD or STOP signs should be considered at the intersection of two minor streets or local roads where the intersection has more than three approaches and where one or more of the following conditions exist: A. The combined vehicular, bicycle, and pedestrian volume entering the intersection from all approaches averages more than 2,000 units per day; B. The ability to see conflicting traffic on an approach is not sufficient to allow a road user to stop or yield in compliance with the normal right-of-way rule if such stopping or yielding is necessary; and/or C. Crash records indicate that five or more crashes that involve the failure to yield the right-of- way at the intersection under the normal right-of-way rule have been reported within a 3-year period, or that three or more such crashes have been reported within a 2-year period. Lisa Pickering, Deputy City Clerk Date: May 22, 2015 Subject: Church Street and W Main Street Stop Sign Yield or Stop signs should not be used for speed control. Since there aren’t current traffic counts for W Main Street and River Road after the new configuration on Route 47, further study would be needed to determine if the combined traffic volume would be above or below 2,000 units per day. However, due to the sight distance constraints, this intersection would be a good candidate for stop sign installation. The MUTCD states as follows in regards to multi-way stop sign installation: Guidance: The decision to install multi-way stop control should be based on an engineering study. The following criteria should be considered in the engineering study for a multi-way STOP sign installation: A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. Such crashes include right-turn and left-turn collisions as well as right-angle collisions. C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but 3. If the 85th-percentile approach speed of the major-street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition. Option: Other criteria that may be considered in an engineering study include: A. The need to control left-turn conflicts; B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection Due to the parking along Church Street, vehicles heading westbound and southbound are unable to see each other until both vehicles are at the intersection. Accordingly, this makes the intersection a good candidate for a multi-way stop sign installation.
