RESOLUTION
APPROVING A REVISED PURCHASE ORDER POLICY
WHEREAS, the City Council of the United City of Yorkville has considered
revising its Purchase Order Policy in light of the recent statutory increasing the amount
requiring a competitive bid, among other considerations; and
WHEREAS,the City Council of the United City of Yorkville has reviewed said
revisions in the form set forth in the attached Exhibit"A", and finds that the purchasing
policy as set forth in Exhibit"A" is appropriate for the City.
NOW THEREFORE, upon Motion duly made, seconded and approved by the
majority of those members of the City Council voting,the Purchase Order Policy, as forth
in Exhibit"A" is hereby approved as the"UNITED CITY OF YORVILLE PURCHASE
ORDER POLICY".

petitioner, who has agreed to be responsible to put in a sidewalk along Rt 47 when the
City requests. That language will be in the original which will be delivered (signed)to
City Hall in advance of Tuesday's meeting.
Noting the needs of an insertion for sidewalk(#3 above), the documentation is suitable
for your consideration.

DEVELOPMENT AGREEMENT
This Development Agreement,hereinafter referred to as"Agreement",is made an entered into this
27th day of December,2005,by and between JANICE L.VAN RIPER and JANICE L.VAN RIPER
INSURANCE AGENCY, INCORPORATED an Illinois Corporation, hereinafter referred to as
"OWNER/DEVELOPER", and the United City of Yorkville, Illinois, a Municipal Corporation,
hereinafter referred to as "CITY'. The OWNER/DEVELOPER and the CITY may hereinafter be
referred to as the Parties.
WITNESSETH
WHEREAS,the OWNER/DEVELOPER is the Owner of certain real property,hereinafter
referred to as "Property", located in the CITY and legally described as set forth in Exhibit "A"
attached hereto and incorporated by references as if more fully set forth; and
WHEREAS, the Property is located within the United City of Yorkville and is currently
zoned R-2 One Family Residential District and is commonly known as 708-710 North Bridge Street,
Yorkville, Illinois; and
WHEREAS,the OWNER/DEVELOPER has petitioned the CITY to rezone the property to
B-1 General Business District; and
WHEREAS, the CITY has determined that the terms and conditions set forth herein will
serve a public use and will promote the health,safety,prosperity, security,and general welfare of the
inhabitants and taxpayers of the CITY; and
WHEREAS,the OWNER/DEVELOPER has informed the CITY that she intends to utilize
the property as an insurance agency; and
WHEREAS, the OWNER/DEVELOPER, their vendors, grantees, assigns, successors,
trustees, and all others holding any interest now or in the future, agree and enter into this contract,
which shall operate as a covenant running with the land and be binding upon any future owner or
developer and their representatives.
NOW, THEREFORE, the CITY and the OWNER/DEVELOPER, in consideration of the
mutual covenants and agreements contained herein, do mutually agree as follows.
ARTICLE I
LANDSCAPE AND BUFFERING
The OWNER/DEVELOPER agrees that she shall comply with and conform the landscape
improvements for the subject property in conformance with the United City of Yorkville Landscape

Ordinance and according to the Site Plan attached hereto and incorporated herein as Exhibit "B",
within one year of execution of this Agreement.
The OWNER/DEVELOPER further agrees that no parking shall be permitted within the
common driveway shared with the premises located a 712-714 N. Bridge Street, Yorkville and
identified as the common drive easement in Exhibit"B."
ARTICLE H
PROPERTY DEVELOPMENT
The Development of the Property shall be pursuant to the preliminary site plan approved by
the United City of Yorkville which is attached hereto and incorporated herein as Exhibit"B"which
shall further contain all preliminary landscape requirements to be developed on site. In the event that
OWNER/DEVELOPER or their heirs, successors or assigns desire to deviate from the site plan
attached as Exhibit"B" approval from the United City of Yorkville City Council must be obtained.
That OWNER/DEVELOPER will be bound by any Architectural Overlay Ordinance or
similar ordinance enacted by the CITY after the date of execution of this Agreement,so long as the
same are applied to the surrounding properties with similar zoning classification in a
nondiscriminatory manner.
That OWNER/DEVELOPER will comply with the sign ordinance of the United city of
Yorkville. However, notwithstanding anything contrary in the sign ordinance, any sign erected on
the subject property shall be limited to 12 feet in height.
ARTICLE III
PROPERTY USE
The OWNER/DEVELOPER and CITY acknowledge that the Property is rezoned to B-1
General Business District,and any permitted uses as defined by the United City of Yorkville Zoning
Code B-1 General Business District shall be allowable uses on the Property. Further, the current
owners shall be allowed to maintain their portion of the property as a residence for a period of one
year after execution of the development agreement.
ARTICLE IV
EFFECTIVE DATE
The effective date of this Agreement shall be the date of execution by the Parties.
ARTICLE V

MISCELLANEOUS PROVISIONS
A. This Agreement shall be binding upon and inure to the benefit of the Parties hereto, their
successors in interest,assignees,lessees,and upon any successor municipal authorities of the
CITY and successor municipalities and shall be enforceable according to its terms and
conditions under the laws of the State of Illinois.
B. The various parts, sections, and clauses of this Agreement are hereby declared to be
severable. If any part,sentence,paragraph,section,or clause is adjudged unconstitutional or
invalid by a Court of competent jurisdiction, the remainder of the Agreement shall not be
affected thereby.
C. All notices provided for herein shall be in writing and shall be deemed effective when
personally delivered or three days after such notices have been mailed by certified or
registered mail,postage prepaid,return receipt requested,to the Parties at the addresses given
below or at such other address as may be specified by written notice.

WHEREAS, the City Council, and the City Plan Commission of the United City of
Yorkville have held all necessary Public Hearings and considered the application of
Janice Van Riper, as Petitioners, and Donald and Charlotte Morris and James and Lynn
Hall as Owners of the real property legally described in the attached Exhibit "A" for the
purpose of modifying and amending the zoning of said real property to provide a change
in Zoning from R-3 General Residence District to B-1 Limited Business District; and
WHEREAS, publication was duly made in the Kendall County Record giving notice
to all those interested parties as required under Illinois Compiled Statutes and Ordinances
of the United City of Yorkville of the proposed amendment to the Zoning Map of the
United City of Yorkville, modifying and amending the zoning of the real property legally
described in the attached Exhibit "A" from R-3 General Residence District to B-1
Limited Business District; and
WHEREAS, the recommendation made from the Plan Commission to the City
Council has recommended denial of the request for approval of said amendment to the
Zoning Map of the United City of Yorkville permitting said property to be zoned to B-1
Limited Business District, and
WHEREAS, the corporate authorities of the City have reviewed and considered a
development agreement in the form set forth in Exhibit "A" (which includes the legal
description of the property to be rezoned to R-3 Residence District), including conditions
upon which the Owner and its successors, heirs, and assigns shall be permitted all uses on
the subject parcel contained in the United City of Yorkville Zoning Ordinances for B — 1
Limited Business District (a copy of which is attached hereto and incorporated herein as
Exhibit "B") including any amendment which may be added as to the list of permitted
uses by City Ordinance at any time in the future as to permitted uses.
NOW THEREFORE, UPON MOTION DULY MADE, SECONDED AND APPROVED
by a majority of those members voting on the City Council of the United City of
Yorkville do hereby ORDAIN and APPROVE an amendment to the Zoning Map of the
United City of Yorkville changing the zoning of the subject parcel described in the
attached Exhibit "A" from R-3 General Residence District to B-1 Limited Business
District and to approve the development agreement attached as Exhibit"A".

Position Description Overview
Under the direction of the Office Supervisor, the Receptionist/General Secretary assist with the
operations and activities of the Recreation and Administration Offices. Duties consist of general
office operations,but not limited to; office reception, program registration, rental of parks,
telephone reception, word processing, maintaining file system,payroll, and mail distribution.
The Receptionist/General Secretary must communicate well on the telephone and in person in
an appropriate manner.
Essential Job Functions
1. Act as primary contact for answering phones and greeting customers with support as
needed. Disburse calls, prepare messages and provide general clerical support.
2. Sort and disburse mail.
3. Provide general information and program updates to public and residents.
4. Act as receptionist for visitors and direct them to appropriate personnel for appointments
and inquires.
5. Perform the office preparation through daily opening and closing.
6. Maintain a balanced cash drawer and assist with daily deposits.
7. Perform data entry and general office work.
8. Assist with maintaining a schedule of office activities and staff.
9. Assist with providing data related reports as assigned.
10. Keep a systematic file of records, reports,updates/changes and correspondence.
11. Perform other related duties as assigned.
Basic Requirements—Job Knowledge
1. Ability to communicate with and assist both the public and staff in a friendly and helpful
manner.

2. Must have knowledge of office procedures, typing skills, familiarity with office
machines, and office software.
3. Must have the ability to operate computer system and telephone system.
4. Will have excellent communication and writing skills, correct punctuation, spelling and
grammar.
5. Will have the ability to calculate utilizing basic math skills and handle cash accurately.
6. Must have the ability to lift supplies up to 50 lbs.
7. Will have working knowledge of the park and recreation system.
8. Will have strong personnel skills and the ability to have a good working relationship
with staff and public, a friendly personality, with the ability to communicate in a
positive manner.
9. Must maintain a valid driver's license and abide by the Park and Recreation Board
vehicle policy and/or the City of Yorkville's vehicle policy.
10. Must comply with all rules,policies,regulations and procedures related to the city of
Yorkville's Employee Manual.
Minimum and Preferred Experience and Education
1. High school diploma and 2 years of advanced education in business or related
curriculum and/or 1 year of experience. Recreation office organizational duties
preferred.
2. Typing ability of 40 wpm.
3. Must have outstanding communication skills, must be highly organized,motivated, and
possess strong computer skills; using database related software.
4. Experience with computer programs such as; Outlook, Word, Access, Excel, and
publishing software. Rectrac preferred.
5. Must have successfully completed a background investigation with findings of good
character and no felony convictions.

RESOLUTION
ESTABLISHING A TEMPORARY POLICY FOR
VEHICLES IN PUBLIC WORKS DEPARTMENT
WHEREAS, the City Council of the United City of Yorkville has considered the
request of the Director of Public Works that certain employees be authorized to drive
City owned pickup trucks home to temporarily alleviate parking space needs; and
WHEREAS, the City Council seeks to relieve the parking space shortage by
implementing a temporary policy as suggested by the Director of Public Works, and as
discussed at committee meeting.
NOW THEREFORE, upon Motion duly made, seconded and approved by the
majority of those members of the City Council voting,the following temporary policy
regarding vehicles of the Public Works Department is hereby adopted:
1. The trucks to be driven home, and kept there overnight, and the employees
authorized to do so shall be designated by the Directory of Public Works (limited to 8
trucks, total).
2. The trucks shall be driven directly to and from home and work only, with no
excursions for any purpose.
3. The trucks will remain parked at home, and no passengers or personal use shall be
allowed.No weekend use shall be allowed, either, except for call outs.
4. The authorized employees shall live no more than 10 miles from 610 Tower Lane.
5. All portions of the City Vehicle Use Policy shall remain in effect for the vehicles
driven home.
6. This policy shall automatically expire on June 30, 2006,unless extended by
Resolution approved by the City Council.
The Policy is effective immediately upon passage.

THE FISCAL YEAR BEGINNING May 1, 2005 AND

THE UNITED CITY OF YORKVILLE
BE IT ORDAINED by the City Council of the UNITED CITY OF
YORKVILLE, Kendall County, Illinois:
SECTION 1:
That the total amount of the budget for all corporate purposes and public
library purposes legally made to be collected from the tax levy of the current fiscal
year is hereby ascertained to be the sum of$2,035,873.00.
SECTION 2:
That the sum of$2,035,873.00 being the total of the budget expenditures
heretofore legally made and which is to be collected in part from the levy of the
current fiscal year of the UNITED CITY OF YORKVILLE and further for
purposes of providing for the Illinois Municipal Retirement Fund, Police Fund,
Police Pension Fund, Health & Sanitation Fund (Garbage Removal Fund), Audit
Fund, Social Security Fund, Unemployment Fund, School Crossing Guard Fund,
General Corporate Purpose Fund, Insurance for liability purpose, and Library
Fund, as budgeted for the current fiscal year by the annual Budget Ordinance of the
UNITED CITY OF YORKVILLE for the fiscal year beginning May 1, 2005, and
ending April 30, 2006, as passed by the City Council of the UNITED CITY OF
YORKVILLE as a legally convened meeting prior to said fiscal year, the sum of

$2,035,873.00 is hereby levied upon all of the taxable property in the UNITED
CITY OF YORKVILLE subject to taxation for the current year, the specific
amounts as levied for the various funds heretofore named being included herein by
being placed in separate columns under the heading "To Be Raised by Tax Levy",
which appears over the same, the tax so levied being for the current fiscal year of
the UNITED CITY OF YORKVILLE and for the said budget to be collected from
said tax levy, the total of which has been ascertained as aforesaid and being as
follows:
SECTION 3:
That the total amount of$2,035,873.00 tax levy, ascertained as aforesaid, be
and the same is hereby levied and assessed on all property subject to taxation with
the UNITED CITY OF YORKVILLE, according to the value of said property as
the same is assessed and equalized for State and County purposes for the current
year.
SECTION 4:
(a) That the foregoing item of$188,375.00 levied for Illinois Municipal
Retirement Fund for City purposes and for Library Municipal Retirement Fund
purposes are levied without regard to any statutory rate, pursuant to Statutes of the
State of Illinois.
(b) That the foregoing item of$118,974.00 levied for Liability Insurance is
levied without regard to any statutory rate, pursuant to Statutes of the State of
Illinois.
(c) That the foregoing item of$23,237.00 levied for Audit Fee is levied
without regard to any statutory rate, pursuant to Statutes of the State of Illinois.
(d) That the foregoing item of$9,914.00 levied for Unemployment
Insurance is levied without regard to any statutory rate, pursuant to Statutes of the
State of Illinois.

(e) That the foregoing item of$232,370.00 levied for Police Protection Tax
is levied in an amount not exceeding the maximum tax rate of 0.0750%.
(f) That the foregoing item of$250,030.00 levied for Police Pension is
levied without regard to any statutory rate, pursuant to Statutes of the State of
Illinois.
(g) That the foregoing item of$372,722.00 levied for Garbage is levied not
exceeding the maximum tax rate of 0.20%.
(h) That the foregoing item of$320,051.00 levied for Social Security is
levied without regard to any statutory rate, pursuant to Statutes of the State of
Illinois.
(i) That the foregoing item of$18,899.00 levied for School Crossing Guard
is not exceeding the maximum tax rate of 0.02%.
(j) That the foregoing item of$36,560.00 levied for General Corporate is
not to exceed the maximum tax rate of 0.33%.
(k) That the foregoing item of$464,741.00 levied for Library is levied not
to exceed the maximum tax rate of 0.15%.
SECTION 5:
That there is hereby certified to the County Clerk of Kendall County the
several sums aforesaid constituting said total amount of$2,035,873.00 which said
total amount of said UNITED CITY OF YORKVILLE requires to be raised by
taxation for the current fiscal year of said City of said County, on or before the
time required by law, a certified copy of this Ordinance.
SECTION 6:
This Ordinance shall be in full force and effect immediately from and after
its passage and approval according to law.

portion thereof shall be binding and given full effect.
