The meeting was called to order at 6:00pm by Mayor Gary Golinski who led the attendees in the
Pledge of Alegiance.
Attorney Orr moderated the meeting to provide information regarding establishment of a TIF in the
downtown area. She said the area needs a boost and that being in a TIF district does not increase
taxes. A TIF is a tool used by municipalities since 1977 to drive economic development. Notices will
be sent to property owners in the specified area and it will be published in the newspaper. Ms. Orr
explained how a TIF works and said that when property is improved, a portion of the taxes resulting
from the improved property is given to the muncipality for reinvestment in the TIF area. There are
very strict rules as to how the money is spent.
Senior Planner Jason Engberg is working with Ms. Orr on the TIF and presented a slideshow regarding
TIF's. He said a TIF usually lasts 23 years. He reviewed the history of the downtown and said that a
new Comp Plan was approved in 2016. He said a new TIF district would be formed and the present
TIF would be extended. The two will work together and can share funds. Some properties that have
lost value will be added to the new TIF, while others will remain in the first TIF. He said the following
reports are required: Eligibility Report, Housing Study, Redevelopment Plan and he further explained
each. Mr. Engberg said it is hoped to generate $14 million to reinvest in this area.

The floor was opened to the public to ask questions. Following the question and answer portion, Ms.
Orr said there will be another meeting and a Public Hearing with notices being sent to all within 750' of
the proposed TIF area. She encouraged additional questions be emailed to Mr. Olson and Mr. Engberg.
The TIF proposal will be presented to the City Council and they will decide by vote in January.
There was no further business and the meeting was adjourned at 6:41pm.
