The meeting was called to order at 6pm by Attorney Orr. She said by law, any property
owner in the TIF area and 750 feet outside it must be notified. She provided an
explanation of a TIF district, how it would affect those who live there and how revenue
is generated to be used in redevelopment. The law also defines how the money
generated can and cannot be spent. Ms. Orr turned the meeting over to Mr. Engberg for a
Power Point presentation.
Mr. Engberg showed how the TIF tax grows and gave a history of the first TIF in 2006 in
the city. The life span of a TIF is 23 years. The proposal is to create a new TIF and add
some property from the present TIF. An extension will be requested for the first one so
the two coincide. He displayed a map to show the old and new TIF boundaries. Mr.
Engberg said there are 3 main components to form a new TIF : Eligibility Report,
Housing Study and Redevelopment Plan and he explained each. He said the city hopes
for $14 million at the end of the TIF to re-invest.
Attorney Orr said the city would not take anyone's home in this endeavor. Homes are
included in TIF areas to provide contiguity when they are in mixed-use areas. She
opened the floor for questions. The only question involved reimbursement for a new
driveway at a townhome. Ms. Orr said property owners should always consult the city
prior to improvements to ascertain if the project is reimbursible. The reimbursement rate
is 75-80%. She said reimbursement for improvements is the only municipal tool to
incentivize businessess.
Ms. Orr said future meetings will be held. The meeting adjourned at 6:31pm
