Supplemental Minutes of an Open Meeting of the
Personnel Committee Meeting
April 24, 2018
6:00 p.m.
902 Game Farm Road
The Personnel Committee meeting was called to order at 6:05pm.
Roll Call:
Carol LaChance-present, Theron Garcia-present, Darren Crawford-present, Wamecca
Rodriguez-present
Others Present:
Library Board President Russ Walter
Marianne Eberhardt
Executive Session:
At approximately 6:07pm, a motion was made by Russ Walter to enter into Executive Session
for the purpose of discussing an employee issue. Motion seconded by Carol LaChance.
Roll call: Garcia-yes, Crawford-yes, Rodriguez-yes, LaChance-yes, Walter-yes.
The Personnel Committee exited Executive Session at 6:45pm.
Adjournment:
At which time Mr. Crawford made a motion to adjourn. Motion seconded by Mr. Walter. Voice
vote approval.
Subsequent Action:
After the meeting ended, it was discovered that an agenda had not been created and had not been
posted for this meeting and after review, the State’s Attorney’s Office determined that some of
the discussion that took place in executive session should have been conducted in open session
instead. The State’s Attorney’s Office has determined that the Personnel Committee must
disclose and make publicly available the sections of the audio of the meeting from 27:53 to 28:17
and from 29:54 to 37:54 as part of the minutes of the open meeting.

Discussion took place as to the staffing of the Library and whether the Library needs one person
who can get grants and bring in money, and then an additional person who is in charge of staff
and making sure the library is running smoothly.

Minutes to be added to the open meeting minutes from 29:54 to 37:54:
Discussion took place that if the decision is made to have a business manager to handle the
financials and a director to make sure that the library is running smoothly, the committee is not
sure where the money would come from to pay for both positions. The committee also discussed
the need to staff the children’s department. The committee thought that another one to two full
time positions might need to be hired for the library. It was discussed that the children’s
department is the busiest department the library has, especially in the summer when children are
out of school. The committee further discussed how important the children’s department is to
the library operations. The library is offering many children’s programs this summer. The
committee felt that an existing staff member would need to be moved into the children’s
department to help with the duties. The committee also discussed that the Library Director
would need to be more involved in the children’s department as well. The discussion concluded
with the consensus of the committee that a current staff member would need to be selected to
help in the children’s department immediately.
