Meeting Minutes
April 28,2004

Previous Meeting Minutes:
Minutes from March 8, 2004 were approved as corrected, Motion by Commissioner
Anderson, seconded by Commissioner Putzler. Motion carried,
Communications:
Brochure received from Promotional Examination Services
Bills for Payment:
None.
Unfinished Business:
The state conference was April 24 and 25 in Champaign, Members toured PTI and
attended classes.
Next state conference is in October at Drury Lane.
Bob Johnson is waiting for follow up material from Al Trotsky Polygraph Services..
New Business:
The budget vote was postponed to April 29,2004 or April 30, 2004, To reiterate from
our last meeting,a request to the Committee as Whole has been made for an additional officer to
be created in August of 2004 and another position in either December 2004 or January 2005,
Chief stated he does not see approval for any promotions in the new budget_
The lieutenant list expires April 10, 2005 and the sergeant list expires April 21, 2005.
Discuss ensued re: new promotional lists.
A consensus was arrived at to recommend the 2004-2005 budget to the City Council.
Changes to the Rules and Regulations of the Board of Fire and Police Commissioners
were discussed. Jim Powers attended via phone for the following items. He expressed some
concern over the use of a secondary eligibility register if the oral interviews were weighted at
60%. He specifically references Statute 10-2,1-12 re: military preference points and explains the
commission cannot force candidates to take paints because a weighted part ofthe test occurs after
the initial eligibility register is completed. He cited the example of 10 individuals make the cut
and 5 of those individuals score 0 on the oral exam. There may be candidates that did not make
the register that now have scored higher„ After much discussion it was decided that Jim Powers
will call John Brohier and discuss the ramifications of two tiered examination process.
Also brought up was specifically requiring an Associates Degree in Criminal Justice
versus the current requirement of equivalent to an Associates Degree.
The next meeting is scheduled for June 2,2004 at 7:00 p.m.
Commissioner Putzler moved to adjourn and Commissioner Anderson seconded. Motion carried.
