Human Resource 2004 02-05-04 APPROVED BY THE COMM"EE19OARD United City of Yorkville ON: Human Resource Commission Meeting Minutes of February-5,2004 Location: Police Department Conference Room Called to order. Chairman Doug Trumble called the meeting to order at 6 Q7 p.m. Members present were: Ex-officio Members Doug Trumble Chief Harold-Martin Sylvia Kurtz Superintendent Sue Swithin Lorene-Frieders City CeuncilpersonRose Spears Diana Lento-Riedy Mayor Art Prochaska (joined late in the meeting) s nt;_ - Elden Madden-and-Kay Engler Citizens - Guests: Jackie Miischewski Amendments tothe Agenda: None Minutes for Approval: Sylvia made the first motion, Lorene seconded the motion. Committee Reports City Liaison Report: - Chief Martin said the that Yorkville will be hiring Andrew Jelenewski, Dan Pleckman is back working, he will be having surgery in March. Officer Patricia Cernika had a baby boy. City Council Report- - Rose Spears said the City Council joint meeting with School Board on 3/8/04 @ 7:00 p.m. at the school's facility. Development on all the new sub-divisions are moving right along. Street naming in the City's hands. They've asked the developers how many names they'll need when doing a PUD (Planned Unit Development). Kane County doing transportation study on the elderly-how can the city help these people? Mayor- - none Parks and Recreation• - Sue stated that the new Spring catalog is out and it's bigger and better. Parks has a Winter Fun Day planned for 1/31/04. Two on two basketball will happen on 2/13/04. Nine years and up are eligible to participate at the YMCA. Last year 60 people participated. Yorkville High School started a Teen Council, along with a Dance Resolution and a Mid Evil Combat Club. There are approximately 15 -20 people participating in the Mid Evil Combat Club. For the upcoming Summer months Parks is planning a Music Under the Stars, and a City Golf Outing. There is to be a new Program Supervisor coming on board. Sue also wants to begin conducting Exit Surveys for those employees that leave. The surveys should ideally help the City to evaluate those positions, and to see satisfaction levels. Library Board• - There still is no money. However, the plans are quite large, and will most likely need a referendum to get the funds. School District - Doug said that the new intermediate school should be done in August. Bristol Grade School's addition will be ready to begin when the weather breaks. Old Business - Jackie Milschewski is present to discuss Yorkville's Street Naming and the Visitor's Center. Jackie asked a lot of questions with regards to our format on street naming. She wanted to know the criteria for a street name. The Commission discussed this with Jackie and tried to be as clear as possible. Rose Spears suggested that we publish information on the Public Access Channel to make people aware of the importance of nominations. Chief Martin is going to get a list of current names of streets for Yorkville, so there will be no duplications. We then discussed what is a significant contribution to the city in order to be nominated and have the nomination follow through. We questioned ourselves to see if our criteria is too specific? We spent a great deal of time discussing our criteria and the process it follows. Mayor Prochaska then discussed what he thought the criteria should be for nominees, He thought a person should be accepted if he/she helped to expand the city or helped to keep it going in some way. He/She also needed to be upstanding citizens. It was also questioned if it would be possible for Kathy Farren to do a search on names. We need to find out as much as possible about the nominees, and this has been a bone of contention from the beginning. We then discussed a nominees and some additional information given and decided it would be okay to approve Charles Baird the nominee. Diana motioned to approve Charles Baird and Lorene seconded the motion. No additional names were nominated. Part of the standstill has been communication, so we thought it would be helpful to put a divider in the need more information folder. Doug then handed out a letter that was written about the Visitor's Center and a list of businesses he thought would benefit from the center. Classy is still continuing to benefit those that are able to utilize the program. New Business; Mayor Art Prochaska then began asking if the HRC would be interested in working with the Library Board on its future growth? ]Doug then suggested that someone attend our next meeting to discuss our future involvement. Additional Business- -We will discuss joint activities with Parks and Recreation at our next meeting on 3/4/04.
