Fire and Police 2005 03-28-05 U� Board of Fire and Police Commission � 'q Minutes March 28, 2005 Meeting called to order at 7:00 p m. Roll Call: Bob Johnson Mike Anderson Margie Putzler Also present: Chief Martin Attorney,Jim Powers arrived at 7:05 p.m. Previous Meeting Minutes: Commissioner Putzler moved to approve the minutes from January 24, 2005, Commissioner Anderson seconded. Minutes approved, Communications: ILFPA Spring Seminar is in Decauter April 28, 2005 through May 1, 2005. The City appreciation dinner is Saturday, April 30, 2005 at 6:010 p.m. U of 1 progress reports were received on Patrick McMahon and Raymond Mikolesek Bills for payment: National Vision consultants renewal contract for$9,000.00. Discussed the renewal of this contract to coincide with our fiscal year. Commissioner Anderson moved to renew this contract. Commissioner Putzler seconded. Motion carried Unfinished Business: At the last ILFPA Chairman Johnson attended there was discussion about new pieces of legislation being introduced taking authority away from the commission for discipline. This authority would be given to collective bargaining As of this date, nothing has passed. New Business: Reviewed Rules and Regulations. Jim Powers addressed the Secondary Eligibility Register., John Brohier and Jim Powers discussed the two lists. The preference points are a main concern. If a list is set, and orals are done as the candidates are listed, then preference points are applied, it is being don out of order. If preference points are applied prior to the oral exams to help determine the order of the Initial Eligibility List, the we may be in violation of the state statute. Per the statute, medical exams can be done after the Eligibility List is established. No where does it give specific permission for any other exams such as the oral. This becomes an issue if preference points are to be given after the written and to establish an initial list, it appears most likely the code does not give the commission the authority to do oral interviews after the Initial Eligibility List is established. It was brought up that background checks are an exam after the list is established and there is no specific authority to do those. However, it is arguable that these backgrounds are technically not an exam,just a review to see if there is anything in the candidates past that may disqualify them. Section 10 2.1-12 clearly states and applicant may not elect to use preference points before an exam is given, They may be used after a list is established. Sections 12 and 14 also clearly indicate points have to be allocated after an exam is given. This is not to say an secondary list can not be established. Generally, the unions (who represent the bulk of the challenges) are not as interested in entry level positions and these are usually young kids who do not research the code. These are potentially reasons why the establishment of secondary lists have not been challenged yet Mr. Powers went on to state he is not an advocate of the group interview. His suggestion is to shrink the pool of applicants. This can be done by shortening the time period in which applications are accepted, requiring a Bachelor's Degree as opposed to an Associates Degree and raise the passing grade on the written exam It was again pointed out that the power test can not be used to disqualify candidates. Page 4, Chapter 2, Section 3(k) shall be amended to read ..Associates Degree in law Enforcement or Criminal Justice or a related field. Page 9, Chapter 4, Section 1 shall be amended to read Candidates for promotion from an entry level position must have completed their probationary period as a full-time member of the United City of Yorkville Police Department prior to the date scheduled for written examination. Jim Powers also made note that there is legislation that may eliminate the 35 year age limit to apply for the position.
