Members present: Marianne Wilkinson, Russ Walter, Kelly Murray, Gail Gaebler, Carol
LaChanc.e, Sandy Lindblom, and Marilyn Vorderer. Members not present: Jo Ann
Gryder and Joseph Gruber, Director Michelle Pfister and City Council Liaison Richard
Sticka were also in attendance.
Recognition of Visitors: Rick McCarthy from BCA. Mayor Art Prochaska stopped by
to wish all a Happy New Year.
Amendments to the Agenda: none
Minutes: Gail Gaebler moved to approve the minute9 ao corrected. Carol LaChance
seconded the motion, The motion carried unanimously.
Correspondence: none
Public Comment; none
Report of Treasurer: Russ Walter moved to approve the bill list, including payroll from
November and December, which amounted to $31,630.55. Marilyn Vorderer seconded
the motion. A roll call vote was taken. The tuutiuu carried unanimously.
Carol LaChanee moved to approve the proposed revised city budget. Gail Gaebler
seconded the motion. A role call vote was taken. All present voted no. The motion did
not carry. Russ Walter will speak to financial Director Tracy Pleckham about several
changes that were made to the budget, including a reduction in salaries. Tracy was asked
to change the development fees and this was carried out as requested.
Report of Librarian: Total circulation was up by 112 at 3966. 34 new cards were
issued. 129 items were added to the collection.
Santa visited the library (40 attended). Dcth Grambro volunteered to read fur open �tury
time.
Small World Pre School donated $50. The Class of 1940 donated $129 (to be used for
U.
pdating the World Book Encyclopedias).
Carol Leitheit gave a $10 memorial for Charlotte Smythe. Many donated in memory of
Joan Koehler: Lorene Frieders, $15; Plano High School Class of 1952, $70; Beth
Granibro, $25; 50 t Club, $25; Carole and Ken Dachsteiner, $10; Frances Thurow, $10.

The financial advisor from Ehlers & Associates has received the information that he
requested from Michelle Pfister.

Untinished Business: !o Ann Gryder told Michelle Pfister that she inquired about and
di.ecovered that Plano Library received money from Dennis Hastcrt's office £or their
library addition because they are far enough along in their planning process.
New Business: After completing the schematic design for the library addition and
submitting it to the professional cost estimator, Rick McCarthy from BCA presented the
project estimate to the library board. The New Construction Allowance was estimated at
$5,465,086 before a 10% contingency and 4.42% inflation estimate were added. The
Estimated Project Cost was $8,307,455. 1t will cost $147 per square foot for new
construction and $5.1 per square foot to remodel the existing library. Approximately
$300,000 can be caved if die existing library is not remodeled until a Pater date. Rick
McCarthy assured the board that the professional cost estimator is conservative and
trustworthy.
It was noted that the plan provides the minimum service level required by the Stn.te. for
the estimated population twenty years from now.
Richard Sticka remarked that the bond amount would be the project cost ($8.3 million).
BCA is pursuing the traffic study,
Rick McCarthy will present the project estimate to the City Council oil January 27, 2004,
BCA will require a new contract in order proceed to the design development stage.
