Page I of 4 APPROVED BY TETE UNITED CITY OF YORI VH LE COMMITTEE/BOARD FACADE COMMITTEE MINUTES ON: W'2,1"04__- WElEDNESIDAY,JANUARY 29, 2043 7 P.M. In Attendance: Richard Schefffahn, Johanna Byram, Tom Smith, Bill Dettmer, Mayor Art Prochaska and Pat Beardsley MINUTES Tom Smith made a motion to approve the minutes from Oct. 2& Johanna Byram seconded the motion. The motion was unanimously approved by a voice vote. Fox Flooring—Review of Project Committee Chairman Richard Scheffrahn said this project was started without specific approval from the Facade Committee. But the committee decided it could be eligible to go through the program once it is established what work has been done. Bill Dettmer said the committee needs to establish what the payouts were for the project. He said he contacted the building's owner Pat Beardsley and asked him to attend the meeting. The problem the committee is having is trying to calculate what was spent for what projects. He said he hasn't been able to put together yet where he can pick up what the payments are. For instance, he said one check to Fox Flooring lists several different deductions. He said the checks that have been submitted show a fragmented picture. He suggested that Beardsley get together with Fox Flooring to break down the costs of each item purchased such as paint and all of the work that was done, Beardsley said there are basically three checks that are under consideration and they are all included, The first one was for$2,500 for three doors and the main window. The second check was to Davis Builders for $6,000 for the siding and the outside front work. Beardsley said they took out the existing front and put up a new one. He said he's not sure how much Davis Builders can break that down. He said it was a realistic price. The last check was written to Fox Flooring. Beardsley said it covered the removal of the front wall, dumpsters. He said they also had to rent the lift to paint it and power wash it. Then there was the actual painting of the building. He said he thinks it is a legitimate cost. Scheffrahn said there are a number of things the city program doesn't cover such as internal work. Beardsley said all of the receipts submitted are for external work. Page 2 of 4 Dettmer said the Beardsleys took out a permit for a new fagade, windows, door's, siding and an 80-foot wall. However, he said he couldn't say what the Beardsleys paid for the outside work. He said he received page 2 but not page 1 of the contract with Davis Builders. The second page of the bill centers on the cost of the labor and materials at $12,500. He said the costs don't jive with other projects the committee is working with. "That's a lot of money,"he said. Beardsley said that is what he paid. Dettmer said he needs to put together what actual costs went into the facade itself. He suggested he and Beardsley work on it together to try to figure it out. Beardsley said the $2,500 definitely went toward the fagade. Dettmer said the checks that he has and what work was done does not all add up together. He said the city wouldn't pay for the wall inside the building. Beardsley said there was a $4,000 check for inside the building that he did not turn in. Dettmer said he needs to look at all of the checks Mayor Art Prochaska said this is the problem that happens when business owners come in arrears. He said it makes this more difficult. Prochaska suggested that the city go over the entire project looking at everything Beardsley did to the building. Beardsley said he dict that when he turned the bills in. Prochaska said that is what some of the other business owners have done when asking for approvaL Dettmer commented that he would gladly work with Beardsley on the issue. Prochaska suggested that Beardsley get all of the receipts together for the entire project and meet with Dettmer. Dettmer can then report back to the board. While Beardsley has submitted copies of checks he has written,there are no receipts. Prochaska said no one has a problem working with Beardsley, but the committee has to make sure its expenditures are justified. Schreffrahn asked'Tom Smith who has seen the building once it was completed, if it is a fair representation of what the committee considers in its fagade program. Smith said it is a fair representation. Robert Dearborn 211 S. Bridge S#. Scheffrahn said the request for reimbursement is for tuck-pointing, painting and a new canopy. i Page 3 of 4 Dettmer said Robert Dearborn submitted all of his waters and copies of checks written. Also,the city inspected the work that was done to the building. Prochaska said that when the Parade Committee fa`rst started, they had before and after pictures of the businesses. Dettmer said the city has a camera and he that beginning with the next application, they will begin taking before and after pictures. Dettmer said on this building the dentil block across the top of the building had to be redone at a cost of$4,000. He added that it costs more for older buildings to be replicated to their original looks. Prochaska said the owners did a good job of bringing the building back to look like a building of its age. Byram made a motion to pay for half of the $16,012.39 cost for improving the front and back of the building. Smith seconded the motion. The motion was unanimously approved by roll call vote. Smith, Byram and Scheffrahn voted yes. Sharon R©sher, 202 S.Bridge St. Dettmer said the canopy is up on the building for Yorkville Kitchen and Bath. He said the canopy looks good. Smith agreed saying they did a very nice job. Prochaska asked if'the improvement met the criteria for the committee and fits in with the 1$90s look of the building. He said it would be interesting to see how the improvement fits in with the other planned improvements for the building. Scheffrahn said the committee previously agreed to help cover the cost for a canopy. He said it is a fantastic improvement to the area. Byram made a motion to pay for half'of the $3,700 cost of the awning. Smith seconded the motion. The motion was unanimously approved by roll call vote. Byram, Smith and Scheffirahn voted yes. Byram said he also encourages the owners to continue with improvements at the rear of the building. Additional Business *Prochaska said the city is working on finding another member for the committee. He said lie wants to put a form in the Record Newspaper for people to fill out if they are interested in serving on a city committee. *The next meeting will be Feb. 26. *Scheffrahn said an example of an overlay ordinance is included in the meeting packets. Dettmer said he went to the town where the sample ordinance is in effect. He said he Page 4 of 4 would resubmit an ordinance for the committee to review after getting comments from the city's staff. He added that the town that provided the sample ordinance is trying to discourage commercial growth, which is why the ordinance is written the way it is. Yorkville does not want to discourage commercial growth. However, the city would lake to encourage commercial growth with architectural enhancements,he said. Prochaska said the sample ordinance is just a point to start with. He said the city obviously wants to preserve the area along Route 47, Also, Dettmer said the city is looking at drafting a monotony ordinance, which would prevent homes in new developments from looking alike.
