CITIZEN COMMENTS Helen Drew Mitchler of 7542 Route 34 West addressed the City Council with concerns about the Grande Reserve development. The following answers were provided for Mrs. Mitchler's questions (see attached): • Mayor Prochaska explained that he was not sure who the current owner of the property was because there are contracts for the property which may not have closed yet. He explained that this process is not uncommon. • The property is currently unincorporated. • Moser Enterprise petitioned the United City of Yorkville for annexation. i The Minutes of the ReLyular Meeting of the Citv Council - Mav 27.2003 - Daze 2 • If the United City of Yorkville denies the annexation the developer could petition Kendall County or another community. If the development stays in the County it would be unincorporated. • Construction is estimated to begin in spring of 2004. • Wells are contingent on permits from the Illinois Environmental Protection Agency (IEPA) and as long as they are approved, they can be dug. They will be dug at the developers risk if the annexation is not signed at the time they begin digging. The wells - shouldn't affect the water table or springs but Administrator Graff suggested that Mrs. Mitchler discuss this with the developer's engineers. • Mayor Prochaska explained that the Illinois Department of Transportation (IDOT) is beginning their Phase I engineering of Route 34 from Route 47 to Orchard Road. When this is finished they will immediately go into Phase H engineering. Currently there isn't a date for construction. Administrator Graff explained that annexation agreement requires that Bristol -Ridge Road, Kennedy Road, etc. are widened however this will be determined by the phasing of the development. Also, there will be traffic signals placed at five intersections. • It was clarified that eight City Council members would be voting on the annexation. • The development does not have to be approved by the County but the County has been in discussion regarding the roads. Robert Mitchler of 7542 Route 34 West addressed the Council. He explained that he has been a precinct committee member since 1954 and he has been receiving calls regarding the development. He stated that the main concern people have is for the density of the development. He asked the Council to consider the lot sizes being requested by the developer and cited Blackberry Oaks and White Oaks subdivisions as positive examples of areas with large lots. He stated that another concern was the roads and traffic. Property owners are concerned that easements will be taken from them instead of the developer to widen the roads. Mayor Prochaska suggested that concerned residents contact the state and IDOT with their concerns since they are currently engineering the widening of Route 34. The widening will take place whether or not the development goes through. Mr. Mitchler also expressed concerns with open burning allowed in the County and its affects on the new homes. He stated that he was not addressing the Council to complain but to bring resident's concerns to the attention of the Council. Glenna Patterson of 2625 Kennedy Road addressed the Council. She stated that her concerns are similar to the Mitchler's but her main concern was if she would lose property if Kennedy Road is widened. Mayor Prochaska explained that if the City annexes the Moser property, the City annexes to the far side of the right -of -way so that the whole street becomes the City's responsibility. Administrator Graff noted that according to the engineering plans, no right -of -way will be taken from any of the existing homes on Kennedy road. The right -of -way will be taken from The Grande Reserve. George Patterson of 2625 Kennedy Road asked if the developer would follow the whole project through to the end. Mayor Prochaska explained that the developer places funds into Letters of Credit with the City which are held until certain things on a punch list are completed properly. This ensures that the developer doesn't walk away until the development is finished. PUBLIC HEARINGS PC 2002 -16 Menard's Residential Mayor Prochaska entertained a motion to go into public hearing for PC 2002 -16 Menard's Residential: Menard, Inc., petitioner, requests to annex to the United City of Yorkville and rezone from Kendall County A -1 Agricultural to United City of Yorkville R -2 Planned Unit Development and for hearing as to the Annexation and Planned Unit Development Agreement of petitioner. Minutes submitted by: JJ Jacquelyn Milschewski, City Clerk City of Yorkville, Illinois I CITY COUNCIL MEETING May 27, 2003 PLEASE PRINT NAME: ADDRESS: Al k n + r u 1 1110 Ju46,I) Lavle l--i v o &o" "; Go - ESL iG l l 'h /, !✓I l _ I , SIGNIN I YORKVILLE CITY COUNCIL MEETING MAY 27, 2003 REMARKS CONCERNING THE GRANDE RESERVE DEVELOPMENT Mayor Prochaska and Council Members My name is Helen Drew Mitchler My address is 7542 Rt34 West Oswego, IL 60543 -9174 Our home is located half way between Oswego and Yorkville, on Rt34, across from the fields designated for the Grande Reserve Development. I have attended meetings concerning this development, listened to many people that have questions pertaining to some of the problems involved, and wish to bring these to your attention, even though you are aware of them. Let me get some things straight: The property in question, 1,129 acres belongs to who? Was it sold to the Moser Enterprise? Is it unincorporated land now? Did the Moser Enterprise petition to have it annexed into the City of Yorkville? What if you deny the annexation? To whom will Moser petition next? Bristol Township, or the County? If it went to the County, would it be unincorporated? When will construction start on homes? Why are water wells being dug in July? What about the water table and our spring? When will R04, Bristol Ridge Road, Kennedy Road, Mill Road and Galena Road be Widened? How is the gulley on the former Hastert property going to be used? For drainage? Page 2 Yorkville City Council Meeting May 27, 2003 The potential buyers into this development, are being hoodwinked into thinking there Are "major roadways near by, namely Bristol Ridge, Rt34, Kennedy, Mill and Rt 30. How many people are going to vote on approval of this Grande Reserve as proposed? Are the eleven members of the City Council going to decide the fate of hundreds of others living nearby -- changing their live forever. i The meeting at the Beecher Center on April 29` brought all negative feelings to this project. Perhaps these people should proceed with petitions from all the surrounding homes, to oppose it. The council should consider what is at stake! The developers are not trying to improve Kendall County, Bristol Township, or any other area. They found an area on which to make money. Consider the move of an ordinary house down Rt34, from River Heights to Timber Ridge (the Tanner subdivision. Instead of moving a telephone pole on the north side of R04, they cut off half of a 400 year old Oak tree and all the other tree branches along Rt34 to accommodate the house. Do you recall several years ago when the sheriff called a meeting of concerned citizens in regard to complaints of newly arrived people into Kendall County? They complained that they had come here to enjoy "the pristine country air" and were disappointed because of the farmers - -their equipment on the highways and roads, their plowing and work in the fields, some times at night with their lights on, and the smell of manure!! Were they going to try and change that? Do you recall the time that manufactured housing was being proposed along Orchard Road, but was voted down by the Oswego Village. Do you recall the Drag Strip? New people moving into the area, objected to the noise of the drag strip engines on Sunday mornings and wanted the drag strip closed. Consider what the explosion of 8,000 people will do to this area. We all know the impact on the fire district. We all know the impact on the school system. Have you talked to the Yorkville City Library? News items are appearing now about the library district in Round Lake with a 63% increase in visitors, over the same month last year. The Oswego Library is concerned about its ability to serve the increase of visitors - -in 2002 they saw a 16% increase over the previous year, in items circulated. They are very concerned about the ability to serve the community. Page 3 Yorkville City Council May 27, 2003 Do we understand the development is a done -deal? Will it proceed regardless of objections ?. Should not the roads be improved before construction starts? The understanding should be, that land for the widening of the roads should be taken from the developers land. Should not the lot sizes be considered, with the intention of increasing the lot sizes and improving the development into a more desirable addition to Kendall County ?. Other subdivisions have achieved a beautiful look with larger lots and lovely homes. If this development is to be - -then please consider that you represent the people and should listen to the people. Does the city of Yorkville really have to more than double in size? For what reasons? What happened to the Comprehensive Plan for Kendall County? Has the County Board been involved? What is their opinion? Please realize what you are doing to the county and this area, when you vote on this issue. We are depending on you to preserve the soul of this county and what it has meant to the hundreds of people who have lived here and protected it up to this time. Thank you. i ORIGINAL STATE OF ILLINOIS ) SS: COUNTY OF KENDALL ) BEFORE THE YORKVILLE CITY COUNCIL PUBLIC HEARING PC2002 -16 Menards Residential REPORT OF PROCEEDINGS had and testimony taken at the hearing of the above - entitled matter, taken before Nicola Gengler, C.S.R., No. 84 -3780, on May 27, 2003, at the hour of 7:00 p.m., at 800 Game Farm Road, Yorkville, Illinois. i D- 653003 REPO • COURT reporting service 800 West Fifth Avenue • Suite 203C • Naperville, IL 60563 • 630 - 983 -0030 • Fax 630 - 983 -6013 www.depocoui,t.com 2 3 1 PRESENT: 1 (Proceedings were had which 2 MAYOR ARTHUR F. We are here before you to present a draft 12 density from the townhomes from initially five units to 13 document for the zoning PUD for Menards Residential 13 the acre to 4.25. We have added additional access 14 located behind the Menards store at Kennedy Road and 14 points to McHugh Road. We have added an access stub to 15 Route 47. 15 the east, an access stub to the south of Hartman Lake; 16 I'd like to start first by talking 16 and we have modified an access point along Kennedy 17 about a little background about where we have been in 17 Road. 18 the past year. We started working on this project 18 So with that said, we feel pretty 19 around January of '02, and we have gone through the 19 comfortable with the fact that we have net with the 20 concept plan stage and met with various boards and 20 Park Board and we have addressed comments. one of the 21 commissions and have revised our concept plan based on 21 other changes we made to the Park Board convents is 22 comments that we have received. 22 initially we had our park land more dispersed centrally 23 I'd like to admit into evidence what 23 in the residential neighborhood, and one of the 24 is labeled as Exhibit E, concept plan, and go over 24 requests was to consolidate that park land into a DepoCourt Reporting Service (630) 983 -0030 DepoCourt Reporting Service (630) 983 -0030 6 7 1 larger uniformed park. Part of the property is within the City and 6 for from the current zoning code is private streets 7 part of it is not, and we are requesting the area that 7 within the townhome area. We are requesting 26 -foot 8 is shown in blue to be rezoned, and the area that is 8 pavement widths with a 48 -foot access easement to allow 9 shown in yellow to be annexed and rezoned as part of a 9 for utilities adjacent to the roads, but to have that 10 PUD. The rezoned area in blue is approximately 10 flexibility to have a private street within the 11 73.7 acres, and the area to be annexed and rezoned is 11 townhomes and narrow right of ways than would be 12 approximately 68.5 acres. 12 allowed for a typical zoning. 13 I'd like to admit Exhibit C labeled 13 I'd like to admit Exhibit H which 14 Exhibit C preliminary plan; and in the process of 14 outlines the requested variations from the current 15 refining the concept plan and in conjunction with 15 zoning code, and I'd like to pass on to Kevin to 16 preparing this PUD, we are also preparing a preliminary 16 explain a little bit about the depth of the detention. 17 plat of the subdivision line; and in the process of 17 We are asking for a variation on the detention depth to 18 doing that, we have identified variances that we would 18 stay consistent with the detention ponds that are 19 like to call out in the PUD; and those variances 19 currently being used for the Menards retail site. 20 include four lots which are smaller than the typical 20 Kevin, if you could please say a 21 width allowed in the R -2 straight zoning category; and 21 couple of words about that. 22 those lots on Exhibit C are called out with a circle; 22 MR. We are 7 The reality of the situation is 8 looking forward to continuing this relationship, and we 8 right now we don't have a developer for that product, 9 want to build these houses and get going with that 9 and so there is not a set site plan for it. So we ' I 10 project. 10 don't want to mislead anybody as to what it is. i 11 We are looking at this point for 11 Currently the way the plan is set 12 your support and your input so we can move forward 12 up, the way the PUD is drafted, is that that parcel 13 cohesively with the community. Thank you. 13 stands alone with an entitled number of units; but for 14 MAYOR PROCHASKA: could you bring that back 14 that to be developed, it has to come back before you 15 up here. 15 with a site plan to be reviewed and approved because 16 At this time then, I would open up 16 quite frankly right now we are not sure of what the 17 the floor to anyone that would have any comments or 17 product is actually going to be and what the ultimate 18 questions from the audience, from the development. 18 density is on that property. 19 (No response.) 19 MR. KOT: Even though you are looking to 20 MAYOR PROCHASKA: Is there any cmmients or 20 bring in the whole piece, you are focusing on the 21 questions from the council? 21 single family; right? 22 Larry? 22 MR. BAKER: Right. 23 MR. KOT: Is there some kind of a plan for 23 MS. KRAMER: And that area there that is 24 the townhomes that we could look at? 24 the R -3 residential district is already annexed into DepoCourt Reporting Service (630) 983 -0030 DepoCourt Reporting Service (630) 983 -0030 14 15 1 Yorkville. So they are just seeking rezoning whereas 1 cash ordinance for the seven -acre park on the 2 the single family is an annexation and rezoning. 2 residential, that that could be credited forward to the 3 MAYOR PROCHASKA: Paul? 3 townhome development, but we will definitely work with 4 MR. JAMES: The linear park that goes 4 the park director. 5 around by the townhomes, it is my understanding the 5 MR. JAMES: One of their concerns with the 6 recamiendation from the Park Board is that they did not 6 linear park is the maintenance. 7 want the linear park. They want to keep that as a 7 MR. STICKA: The Park Board would like to 8 landscape buffer still keeping the bike trail going 8 maintain it as private? 9 through there but not being City park around the 9 MR. JAMES: It would be a landscape buffer 10 property that would be part of the landscape buffer. 10 area and would be part of the townhomes and the 11 MR. BAKER: Mark Baker. That is something 11 commmity -- and would be maintained by that community. 12 that we will definitely talk with Laura about. 12 MR. STICKA: Would we still have access for 13 The way we have approached it is 13 the general public? 14 that we would like to keep that linear park flexible 14 MR. JAMES: Yes, through that trail. 15 because of not knowing the actual layout. One thing 15 MAYOR PROCHASKA: Like we have done on 16 that we would be willing to do is commit a set acreage 16 several other developments. 17 like a minimum of three acres. 17 MR. STICKA: I am wondering about schools. 18 We will work something out as to 18 The schools lately have been saying they want land 19 what that linear park would be, but we would like to 19 instead of cash. Is this strictly a cash contribution 20 keep it flexible now so that when a developer came to 20 to the schools? 21 do a layout for the townhome parcel, they can slide it 21 MS. KRAMER: Most likely. 22 north or south based on how their design worked; and we 22 MAYOR PROCHASKA: Have you had any 23 would also like to keep it flexible. 23 discussion yet with the school district? 24 If there is any excess in the land 24 MR. KOLRY: No. DepoCourt Reporting Service (630) 983 -0030 DepoCourt Reporting Service (630) 983 -0030 16 17 I 1 MAYOR PROCHASKA: You know, that will need 1 MR. BAKER: That is one of the exhibits 2 to be part of the -- before this will come for a vote 2 that we have outlined. Like I said earlier, it is a 3 before the City Council, we will need to have advice as 3 work in progress right now. 4 to the school district as to what they are looking for 4 MR. STICKA: Just a coment about those 5 in that area. 5 narrower lots. I don't think we are comfortable with a 6 MR. GRAFF: I do know that we had some 6 request for smaller setbacks. 7 general discussion with the school district when we 7 MAYOR PROCHASKA: In other words, 8 talked about the Moser project and bringing this 8 maintain -- 9 project in and with the Theidel -- the Hinsdale Nursery 9 MR. STICKA: I am just mentioning that. 10 project that when the school district met with Doc 10 MAYOR PROCHASKA: I think I was thinking 11 Engler in this roan here with Rich Theidel, they were 11 the same thing as I was looking at that. 12 looking at -- since this was more of a residential near 12 MR. STICKA: One of the lots is wide in the 13 the commercial, that locating an elementary school on 13 back and narrower in the front. Some of the lots are 14 the Theidel piece was more favorable. 14 not that way. 15 That is what the superintendent was 15 MR. BAKER: We are not requesting a 16 looking for. We never went any further. He was aware 16 variation in the setbacks. 17 of this project in regards to the whole concept of the 17 MR. STICKA: I don't think setback 18 area, and we were looking for direction from the school 18 reduction is -- well, the other question I had was 19 superintendent. 19 about that detention depth. I kind of forget what 20 MAYOR PROCHASKA: As is normally the case, 20 happened there. 21 the school district will be asked to supply a letter to 21 Did we approve a deeper pond? 22 us letting us know that that is their feelings. I 22 MAYOR PROCHASKA: Well, I think the other 23 would suggest you sit down and talk to them and make 23 one was based on being a commercial area. Now, you 24 sure. 24 are -- DepoCourt Reporting Service (630) 983 -0030 DepoCourt Reporting Service (630) 983 -0030 18 19 1 MR. JAMES: So the requirements for 1 it, that you want to make sure that there is some kind 2 commercial are a little different. 2 of a safety slope. 3 MAYOR PROCHASKA: I think -- well, the 3 MR. STICKA: Safety slope, step down. 4 engineer does have some discretion on when these things 4 MAYOR PROCHASKA: Right because it would be 5 are laid out; and, again, when they are in the 5 right adjacent to the townhomes. If that was the case, 6 commercial area as opposed to residential, they may 6 you would be right against residential. That would be 7 have children there or something. I know that will be 7 something I'd like to look at. 8 looked at as a whole and other things in the past, too, 8 MR. GRAFF: This was looked at in the 9 when we start looking around as far as variances. 9 commercial site. They have done some re- engineering 10 Now, we are marrying a commercial 10 from the initial site plan working with CDF, our r 11 area with a residential area, and I think that is where 11 environmental engineers, to have -- since it is a 12 the -- 12 granular area -- to have it recharged to ground water 13 MR. STICKA: So your goal would be to try 13 so we are not releasing water into the Blackberry Creek 14 to -- obviously it has to be six -foot deep where it 14 at a higher rate. 15 meets the existing ponds. There is no choice in the 15 I know our city engineer as well as 16 matter, but they would gradually reduce that depth. 16 our conservation design form come up with -- and Mike 17 MR. BISCAN: We would like to keep the 17 Schoppe -- to come up with prairie grass type method 18 basic design and expand on that. 18 along with the wet bottom that will sustain those types 19 MR. STIC'KA: The whole thing? 19 of plant materials and also help filter the water. 20 MR. BISCAN: Yes, where the storage is. 20 MR. BISCAN: The storm water management 21 MAYOR PROCHASKA: I'd like to get some 21 won't be a wet bottom per se as a deep 10 -foot pond, 22 input on our engineering on that. I would be concerned 22 but it will have a tendency to have a high moisture 23 that at least as it backs up along -- especially if you 23 content in the bottom for the wetlands and prairie 24 are looking at a linear park and a trail very close to 24 grasses. DepoCourt Reporting Service (630) 983 -0030 DepoCourt Reporting Service (630) 983 -0030 l 20 21 1 MR. STICKA: I support that idea as far as 1 cross - section pavement. 2 the landscape buffer is concerned. I don't remember if 2 Mike Schoppe has to look at this. 3 our landscape ordinance addresses like the buffer along 3 What sounds like -- with the realignment for the 4 Kennedy Road or not. 4 recommendation for traffic issues of Kennedy Road, it 5 MAYOR PROCHASKA: Again, I believe it does, 5 sounds like now we are going to be a 40 -foot buffer 6 along arterial streets, yes. 6 minimum along Kennedy Road. 7 MR. STICKA: So long as you are doing at 7 MR. STICKN: In conformance with the 8 least what our ordinance calls for, I am fine with 8 ordinance when Kennedy Road is widened, the land comes 9 that. 9 from the developer's property and not from the other 10 MS. KRAMER: The way the PUD is they have 10 side of the street; is that correct? 11 to do what is required to the landscape ordinance, and 11 MR. GRAFF: Correct. We are mainly doing 12 I think actually the preliminary plans they showed us 12 the engineering for helping soften the curve to slow 13 go beyond that. 13 the traffic down to 35 miles an hour speed limit there, 14 MR. STIC'KA: Yes. That is what I thought, 14 and we are requiring a barrier curb because that would 15 too. 15 also be a safety issue that was recommended by our 16 MS. KRAMER: That is one of those things 16 safety transportation engineers. 17 that will get ironed out completely when they came in 17 MS. OHARE: I have a question. Because 18 with their preliminary plat. 18 your development property won't start I am assuming 19 MAYOR PROCHASKA: The only question I had 19 until the construction is done on Kennedy, will there 20 was it 25 or does the ordinance say 30? 20 be like turn lanes there? Will there be a stop light 21 MR. GRAFF: I believe it is 25 on the 21 there? 22 collector roads, but we will have to get this verified 22 I know eventually you said Kennedy 23 in regards to Kennedy Road how we are going to be 23 is going to be widened to four lanes; is that right? 24 looking at this when it is going through a three -lane 24 MR. BISCAN: Kennedy will be widened to I DepoCourt Reporting Service (630) 983 -0030 DepoCourt Reporting Service (630) 983 -0030 i 22 23 1 three lanes. 1 of the development agreement is that they would be 2 MS. OHARE: With a turn lane? 2 allowed to have private streets in there which means 3 MR. BISCAN: It will have three lanes and 3 the City would not maintain them. It would be the 4 basically the center lane will be a striped median 4 homeowner's association or whatever, and I am sorry. I 5 except for the left -turn lanes to go into the side 5 know you said the 48 -foot right of way. How wide is 6 streets. Otherwise, that center lane will not be used. 6 the back to back? 7 I believe there is already a traffic signal going in at 7 MS. BISCAN: 26 feet back to back. 8 Kennedy Road and Route 47. That is currently part of 8 MAYOR PROCHASKA: 26 feet back to back. 9 the plat I believe. 9 Now, current City standard is 31 foot? 10 MAYOR PROCHASKA: It is already there. We 10 MR. GRAFF: 30 foot back. 11 are waiting for it to get connected. 11 MAYOR PROCHASKA: 30 foot back to back with 12 MR. GRAFF: We are waiting for ComEd 12 a 66 -foot right of way. So they are asking for a 13 connection. 13 little bit narrower than what we allow. They want 14 MS. OHARE: My second question is -- you 14 private streets. 15 and the council may already know this, but that area 15 That would be something we would 16 where the townhones are, when that starts to be -- you 16 also have to take into account when we look at parking 17 find an actual developer for it, will we have control 17 and what is being allowed when they go to plat. That 18 over the size of that area and the streets? 18 would all have to be -- 19 MAYOR PROCHASKA: Well, that is exactly 19 MS. OHARE: That would be my concern. 20 what they are saying. They would have to come back to 20 With single -car garages there 21 us with a plat. 21 assuming people park in the streets, you can't get 22 MS. OHARE: The developer. 22 around it. 23 MAYOR PROCHASKA: When the developer 23 MR. GRAFF: Our townhome requirement, you 24 starts. However, what they are asking is for as part 24 have to have two car garages and you have to have DepoCourt Reporting Service (630) 983 -0030 DepoCourt Reporting Service (630) 983 -0030 i 24 25 1 stacking in the driveway so you fit four cars in the 1 I probably will have that answer for 2 driveways. The driveways would have to be long enough 2 you though by the time we come back to you for 3 to have cars park on them. 3 preliminary plat approval. 4 MS. OHARE: I have recently driven through 4 MR. STICKA: You will have some fancy -- I 5 the area of Fox Hill, and it is like a raceway trying 5 am saying some fancy, romantic name? 6 to get through there. 6 MR. KOLBY: It will be attractive. 7 MR. STICKA: I was wondering about the 7 MR. STICKA: Okay. I was just wondering. 8 signage. I am assuming it will conform to the 8 MAYOR PROCHASKA: Just a point of issue 9 ordinance requirements. I don't know. 9 here, as I was reading on Page 10 as you are looking in 10 MAYOR PROCHASKA: Actually 124 feet is a 10 there about the sewer lines, it states that the 11 little larger -- 11 Sanitary District with any lines 18 inches or larger 12 MR. STIC'KA: So is this actually a variance 12 would be conveyed to the Sanitary District; and as you 13 request? 13 read down a little bit further it says it is 14 Also, is it going to be known as 14 responsible for ongoing care, maintenance, replacement, 15 Menards Residential? Is that the sign? When people 15 renewal of said large lines and sanitary lines which 16 enter the subdivision, they are living in Menards 16 are 18 inches in diameter, shall be conveyed to the 17 Residential? 17 City. 18 MR. KOLBY: No. Hopefully not. We will be 18 I think you want to say which are 19 a little more creative than that. 19 less than 18 inches because we don't want to have that 20 We have thrown a bunch of names at 20 issue where that 18 inches does go to the City -- so 18 21 this point but haven't specifically narrowed down one 21 and larger goes to the sanitary. Anything less than 22 because we are still negotiating with a specific home 22 that goes to the City. 23 builder to get started there. I don't have that 23 Point of note, but it is a point 24 specific answer. 24 that can become an issue some day. To the Editors: When schools are built on donated land from MPI, the burden will still be on all taxpayers including senior citizens on fixed incomes and other residents who do not have school children. MPI is planning 10 parks for Grande Reserve (in Bristol Twp.) And also lots that are too small: parks attract many people from other areas and create over - crowding. Larger lots would allow children to play in their own yards and provide a safer atmosphere. Who pays the taxes for all these parks? I Why is MPI allowed to inconvenience the people living in 9 homes on Sunset Ave. and Bristol Ridge Rd., in River Ridge Subdivision, by joining the road entrance to Grande Reserve with that of Sunset Ave.? This needs to be addressed. Kendall Co. and Bristol Twp. Need to very carefully control housing development! Please do not allow developers to control Kendall Co. MPI already is developing 885 acres in Kendall Co. - Plainfield called Grande Park. Counties to the east - south -west- and north have open space for developments. I K Voice your opinions to endall Co. officials and councils. They need your input! i ,II i Jessica Lee 189 Rickard Dr. West Oswego, IL 60543 I I I i May 13, 2003 Mayor Arthur Prochaska City of Yorkville 800 Game Farm Road Yorkville, IL 60560 Re: Grande Reserve Dear Mayor Prochaska, Enclosed please find a copy of a letter of concern signed by the residents of Lynwood subdivision. This letter addresses some of our concerns about the Grande Reserve development. The original was presented to the Bristol Township Planning and Zoning Board on May 7, 2003. At this time we ask that you share this letter with the City Council, and please keep our concerns in mind as you make your development plans with Moser Enterprises. Thank you, Jessica Lee We the residents of Lynwood subdivision wish to bring the following concerns to your attention regarding the Moser Enterprises development Grande Reserve. Our first concern is the proposed town homes and apartment complex as we feel it will create the following problems: • Decrease our property values • Close in our open area i • Increase population density } Cause on street parking and abandoned cars • The apartments will bring in transients (persons who will not take pride in property appearance because they do not own the property) The residents of Lynwood that we spoke to would like to see only single family homes in Grande Reserve. We would like to point out that of the 4 developments on the Moser web site Grande Reserve is the only one that is not exclusively single family homes. Our second concern is the buffer zone between Grande Reserve and our existing homes, Moser Enterprises has had plenty of time to respond to this issue and still has not provided information as to: • Will the barrier be high enough and wide enough to separate us from Grande Reserve • What will the barrier be (trees, fencing, land berm, etc.)(Most residents feel a land berm with evergreens on top would be nice) • Does their 25' include the .utilities easement or is it in addition to the utilities easement • Why is there no buffer zone between 18 Anna Maria and Grande Reserve? Our third concern is the most recent map shows plans to extend our road Anna Maria into Grande Reserve we do not want this or any of our roads put through because: • This will turn Lynwood subdivision into a short cut to Route 34 • This will endanger the lives of our residents (we have no sidewalks or street lights) • This added traffic will deteriorate our roads and cause added expenses for the township • Lynwood should remain unconnected to Grande Reserve because we are unincorporated Bristol Township and are not a part of City of Yorkville as they will be SIGNED Name Address / 9 C , ,,J o a ' LB '_ L 'v Au e ( r lelik o D . CAS _/ i _mac --✓'° . _ "932z - lf ` 1 " 6 J C , R I rc ;ucla rev 5 P4') K_ SIGNED Name Address 03 -2 c Kfi r cJ ko 1" 1-lr-F 7, 4 14 A 4 /Vo 1)v C44 2--s e Uc *CtCv. ,o.s\; 1e0fdn <<t►vy lvl► - 7J Wa T-_ r- 61 r\ t7 In 14 lee V-a A( 171 Rjc,4- 0,C aj"j L SIGNED Name Address ANA.... /3 Z . 0-A. wo L r,C A LA-yrc01, YL, tL Ile' y L r r lnl _ 9 'A "/
