City Clerk Milschewski called the meeting to order at 7:00 P.M and led the Council in the Pledge
of Allegiance.
Clerk Milschewski explained that Mayor Prochaska was out of town. She requested a motion to
appoint Alderman Sticka as Mayor Pro Tem. So moved by Alderman Besco; seconded by
Alderman Kot.

Administrator Graff noted that Item #2 under the Economic Development Committee Report
should be continued until the next City Council meeting and Item #1 under the Consent Agenda
should authorize the Mayor and City Clerk to execute the agreement upon legal review.

PUBLIC HEARINGS
Mayor Pro Tern Sticka entertained a motion to go into public hearings for:
1. Special Service Area Number 2003 -100 Raintree Village (f/n/a The Highlands).
2. Special Service Area Number 2003 -101 Windett Ridge.
3. PC 2002 -27 Fisher Property: Kimball Hill Homes request to annex to the United City of
Yorkville and rezone from Kendall County A -1 Agricultural to United City of Yorkville
R -2 One - Family Residence District. The real property consists of approximately 300
acres at the northwest corner of Cannonball Trail and Faxon Road, Bristol Township,
Kendall County, Illinois.
4. PC 2002 -10 Hopkins Corner: Walter Morrissey, petitioner, requests to annex and rezone
from Kendall County A -1 Agricultural to United City of Yorkville R -4 General
Residence District and United City of Yorkville B -3 Service Business District with a
Planned Unit Development. The real property consists of approximately 37.4 acres and
is located at the northwest corner of Greenbriar Road and Illinois Route 47, Yorkville,
Illinois.

Special Service Area Number 2003 -101 Windett Ridge
City Attorney Dan Kramer stated that these two projects were going to have bonds issued for the
creation of the Special Service Areas (SSA). The public hearing is notice of intent to establish
the SSAs and the ordinances will be passed as soon as the actual costs have been determined.
These will be active SSAs.
There were no public comments. There were no comments from the Council.

REPORTS
MAYOR'S REPORT
Water Conservation
Mayor Pro Tern Sticka reported that Director of Public Works Dhuse has asked that until the City
passes the Water Conservation Ordinance citizens would voluntarily observe restrictions on lawn
watering. He asked that residents follow the same format that is being proposed in the ordinance;
odd number addresses water on odd number days and even number addresses water on even
number days. The hours for watering are 5:00 to 9:00 A.M. and 7:00 to 11:00 P.M. Mayor Pro
Tern Sticka noted that this would also be a good test for the future ordinance and citizen's
comments and/or questions on the program are welcomed.
Special Brush Pick -up
Mayor Pro Tem Sticka announced that there will be a special brush pick -up for storm debris on
July 9 and 11, 2003. The regular brush pick -up is scheduled for the last full week of August.

CITY CLERK'S REPORT
City Clerk Milschewski, on behalf of Mayor Prochaska, thanked the Public Works Department
for putting together the Fourth of July float for the City Council.

Meeting Locations
Administrator Graff reported that the July 9, 2003 Plan Commission and the July 15, 2003
Committee of the Whole meetings were going to be held at the Beecher Community Center.

Administrator Graff reported that Smith Engineering has completed the preliminary draft of the
street rehabilitation report including the additional streets. The report will be before the Public
Works Committee in July and the City Council in August.
FINANCE DIRECTOR'S REPORT

DIRECTOR OF PUBLIC WORKS REPORT
Public Works Director Eric Dhuse thanked the Public Works Department for their work preparing
for the Fourth of July which along with the float included restriping Game Farm Road and
hanging flags. He also thanked the Parks Department for their preparation of Town Square Park.
CHIEF OF POLICE REPORT
Chief Martin reported that the Citizens Police Academy classes were starting tonight at
Yorkville High School. Fourteen people were enrolled for a thirteen week course. Anyone
interested was invited to attend. The next class is scheduled for the fall.
