The meeting was called to order at 6:03pm by Chairman Joel Frieders.

Previous Meeting Minutes: September 18, 2018
The minutes were approved as presented.
New Business:
1. PW 2018-86 Meeting Schedule for 2019
The committee was OK with the proposed schedule.
2. PW 2018-87 Capital Improvement Projects Update
Mr. Sanderson said this is a standard update. He commented that there are additional parking spots
behind the former Mongolian restaurant. No further discussion or action.
3. PW 2018-88 Bond/LOC Reduction Quarterly Update
The remaining balance for Casey's is the one-year maintenance value and is 10% of the original public
improvement estimate, said Mr. Sanderson.

4. PW 2018-89 2018 Sanitary Sewer Lining – Change Order No. 2
This is the balancing and final change order resulting in a reduction or more than $9,700 since the
project came in under estimate. This moves to the consent agenda.
5. PW 2018-90 Yorkville Christian School – Grant of Easement
The school needs an easement for public utility and drainage purposes and ingress/egress for the
development. Acceptance is recommended. The Ashley Road entrance is for emergencies only at this
time and there is a time limit in which to build a new entrance.
6. PW2018-91 Cedarhurst – Grant of Easement
A small section of an easement was overlooked that includes a fire hydrant and water main. Mr.
Sanderson recommended acceptance. Alderman Frieders asked if the easements would eventually all
be in one document, however, they will not. This item moves to the consent agenda.
7. PW 2018-92 Grande Reserve – Grant of Easement
Mr. Sanderson said this easement is needed for the connection of two existing bike trails. The
developer has approved the language and the document is waiting for city approval. This moves to
consent agenda.
8. PW 2018-93 Prestwick Unit 1 Backup SSA
This is the first step to create the SSA in the event the subdivision fails to build out and if maintenance
of improvements is not done. Mr. Olson said the existing property owner consents to the SSA before
lots are sold and it was a component of the Annexation Agreement. This moves to the consent agenda.
9. PW 2018-94 Pavement Management – 5 Year Plan
Mr. Sanderson said the city entered into a contract with IMS in April to re-drive the streets to determine
their condition and re-score them by looking at the surface and the base. He and Mr. Dhuse will
formulate a plan based on the results. He said much work was done since 2012/2013 and 46 miles
were repaved with 24 miles of that total in subdivisions. Bar graph summaries were compiled for
specific areas. A 5-year plan was also compiled based on a yearly $700,000 budget. He said Mill Rd.
is one of the worst streets and will be repaired by the developer. Baseline Rd. was backed out of the
plan and a decision will need to be made on closure or repair. Corneils Rd. had some repair last year
and it is hoped ComEd can help fund part of the western portion.
Mr. Olson said this is the time of year the city starts to look at the next year's plan and recommended
finalization of the plan by next month. Alderman Koch asked if staff would review the roads instead of
relying just on the machine tests. Mr. Sanderson also said adjustments can be made and they try to
group the projects together for the benefit of the paver and to save money.
Mr. Dhuse replied that if entire areas are in need of repair, they would bump those to the foreground.
Currently, 26 miles are considered to be in poor or fair condition. The committee discussed various
areas of the city and their respective road conditions. This matter will be brought back to committee
for further discussion.

10. PW 2018-95 Capital Improvement Plan – 5 Year Plan
Mr. Sanderson said the agenda packet contains a draft capital improvement plan including a list of
annual projects to be done. The format was modified and more details added. This will be part of the
budget process.
Mr. Olson discussed the water wells, Road to Better Roads program and Rt. 47 improvements.
Alderman Koch asked about retrofitting of the utility meters. Mr. Olson replied that old meters spin
slower and if they are replaced, he said it would be revenue-neutral in a short time. Also discussed was
painting the water tower, water studies with Oswego which are budgeted, water mains and sanitary
sewer lining. Mr. Olson said he will ask for a vote or to adopt the plan under the consent agenda.
11. PW 2018-96 Budget Amendment for Radio Purchases
Mr. Olson said the city wishes to purchase 22 radios for Public Works for improved efficiency and
planning during snowplowing and other operations. Various models were examined and the costs
would be split among several departments. The radios can reach throughout the city and in the
planning area with repeaters. The radios also have GPS capability. Also discussed was tracking ability
to improve efficiencies. Mr. Olson said a budget amendment is preferred if the costs come in under
$25,000 and it can be approved at staff level or go to the Council for a vote. The committee was OK
with a budget amendment and it moves to the consent agenda.

Additional Business:
Alderman Frieders questioned how far south Sycamore Rd. would be repaired. Mr. Dhuse said he ask
for it to be repaired as far as possible and the island will be removed.
Mr. Dhuse commented that the island at McHugh and Rt. 34 will remain and there has been no semi
complaints in that area.
There was no further business and the meeting was adjourned at 7:00pm

Overview of winter operations in the months of November and December

Summary
Winter operations started early this year compared to the last few years. This could not
have come at a more difficult time for PW, we were in the middle of leaf pickup when the first
snow hit on November 15th. Since that time, we have performed winter snow and ice control
operations 3 additional times. I have outlined the operations below.
1. November 15 – salted only, no plowing. Snow came fast and furious for a short time
then tapered to flurries. Accumulation on grass areas only, none on pavement.
2. November 26 – The early blizzard hits us with much less force than others in the area.
Our crew of 13 hit the streets late on Nov. 25 and worked a full 16 hour day to complete
operations. At times, roads were slick but for the most part we were able to keep the
streets in very passable shape.
3. November 29 – Salting operation only in advance of possible freezing precipitation. 4
trucks were used during normal business hours.
4. December 5 – 3 trucks spot salted right at 7:00am to melt spotty freezing areas from
freezing drizzle overnight.
Truck Status
Our crews have been incredible so far this season. At this time, we are 4 employees down
due to retirements and medical issues. In addition to a personnel shortage, we have been plagued
with mechanical issues on our plowing fleet. Please find below a brief report of each of our
large trucks that perform winter operations.
1. Y9 – 2008 tandem axle dump truck. This truck was able to complete all winter
operations so far. At this time, we have to repair a slow air leak that is allowing the
tailgate to open unexpectedly, and a hole that has rusted through on the box.
2. Y10 – 2004 single axle dump truck. This truck was able to complete all winter
operations so far. No mechanical issues at this time.
3. Y11 – 2016 tandem axle dump truck. This truck was able to complete all but 1 winter
operation so far this year. Small mechanical issue with the oil filter that has now
been repaired.

4. Y13 – 2008 single axle dump truck. This truck was down until the last salting
application. We had to have a new hydraulic tank built for this truck and replace
most hydraulic lines. We were able to perform some of the work in house, but we did
have a local business make the tank for us. At this time, there is a small hydraulic
leak on the site gauge of the hydraulic tank. We are in the process of getting this
repaired.
5. Y22- 2006 tandem axle dump truck. This truck has not been used yet this year. We
have been waiting for a new dump box to get installed. We received it back from the
shop on 12/7. The goal this week is to work on getting our new slide in unit in and
operational. We have a vendor rep coming out to assist us with this install.
6. Y23 – 2006 single axle dump truck. This truck has been able to perform all winter
operations this year. Unfortunately, we had to override the monitoring system to get
it to spread salt, so we do not have accurate data for this truck.
7. Y27 – 2007 single axle dump truck. This truck was in the shop to have the head
replaced on the engine. This is a very long and involved process that took weeks to
complete. We were able to get it back in time for the last winter operation on 12/5,
but the auger sensor was bad on this unit as well, so we have no accurate data.
8. Y28 – 2007 single axle dump truck. This truck was able to perform all winter
operations this year except the first one. This is our leaf truck, it was hooked to the
leaf vac during the first salting operation. This too has a bad control box that we had
to override, therefore the data is not 100% accurate.
We currently have 3 control boxes/auger sensors on order, as soon as they arrive we will
install them to more accurately track our usage.
Salt and Brine Usage
Our salt usage table is below. With all of the malfunctions and breakdowns, the data is
not accurate. I have recorded what our information our trucks were able to give us, but I also
had to perform an estimate to get close to the amount of salt that we have actually used. In
addition, our brine operation has not been put to use yet this year. Between trying to build
trucks, brine pump break down and all of the mechanical issues we have had with our trucks, we
have not been able to use the brine system yet. It is my hope that we can get our operation up
and running by the end of next week to be able to use brine and calcium chloride as part of our
winter operations.

Discussion of the Request for Proposal (RFP) for the purchase of (22) portable GPS-enabled radios and
software maintenance based on the preliminary results from the RFP on Tuesday, December 18, 2018.
Background
In past years, the Public Works Department had a vehicle-based radio system. When the system went
obsolete and radio frequencies were reallocated, the Public Works employees began using a variety of
phone and internet based hand-held technologies. Currently, Public Works employees are utilizing their
cell phones to relay information to and from plow routes during snowplow operations and regular day-
to-day responsibilities. This is highly ineffective and the need for this equipment is needed more than
ever due to the vast array of events occurring throughout the City.
The purchase of this equipment did require a budget amendment, which was approved by the Committee
on October 11, 2018 and by the City Council on October 24, 2018.
The RFP was released on November 8, 2018 with a closing date of December 18, 2018 at 9:00 am. The
RFP is to solicit bids from different companies for a GPS-based radio system for use during Public
Works and Parks operations. Due to the RFP opening being on the same day of this meeting, the results
of the RFP opening will be presented verbally and an updated memo, bid tab and agreement will all be
provided at the Committee meeting.
Recommendation
Staff requests the Committee approve the RFP received by the recommended vendor and will move to
seek approval from the City Council on January 8, 2019.

The purpose of this memo to update the committee on the status of the basin inspections that
were conducted in 2018 as well as the planned inspections for 2019.
The basins that were inspected in 2018 are noted in the attached exhibit. Detailed letters and
inspection reports were issued on August 10, 2018 and an example is attached for your
information. Following the issuance of the letters, several of the basin owners contacted our
office regarding obtaining a better understanding of what was being required. Generally, the
basin owners are understanding and being cooperative.
Several basin owners did not acknowledge the receipt of our initial letter therefore we issued a
second letter on November 20, 2018. We requested follow-up by no later than December 31,
2018. See attached example of the follow-up letter.
As we move into 2019, we will continue to monitor actions from the inspections that were
conducted in 2018. We will work with Public Works and the Community Development
departments if there are basin owners that are non-responsive and will address accordingly. In
addition, we plan to inspect the areas noted in the attached exhibit in the spring.

EEI has analyzed the safety of the curve along Cannonball Trail, located about ¼ mile west of IL 47. The curve
itself has a radius of 350 feet and is along a two-lane rural section of Cannonball Trail. This curve is shown on
the attached exhibit.
Over the past five years, there have been seven
reported crashes to the City along the curve and at
the intersection of Cannonball Trail and Alice
Avenue. Of these, one involved an injury and six
involved property-damage only. The injury crash
occurred on Alice Avenue. Of the six property
damage crashes, four of these were due to
roadway departure. One of these four roadway
departures were due to wet pavement and one
was due to icy pavement. Anecdotally, there
probably have been more undocumented roadway
departure issues.
There are several improvements that can be made
to improve the safety of the roadway at the curve
and mitigate crashes. I have listed them in order of
least cost to greatest cost options.
1. Addition of Shoulder Rumble Strips
Shoulder rumble strips are a relatively low-cost option for prevention of single vehicle, run-off-road fatal
and injury crashes. Per NCHRP Report 641, Guidance for the Design and Application of Shoulder and
Centerline Rumble Strips, shoulder rumble strips result in a 13% - 51% reduction in these types of
crashes.
Westbound along Cannonball Trail at 350’-radius curve
approximately ¼ mile west of IL 47.
Shoulder rumble strips can be milled into or be raised elements on the existing paved shoulder. Rumble
strips alert drivers through vibration and sound that they have left the travel lane. While this would not
help drivers in icy roadway conditions, shoulder rumble strips are effective on dry and on wet
pavement.
2. Roadside Safety Improvements
Many crashes at curves result from departure from roadway. Therefore, it makes sense to look at
roadside safety also. According to the Fatality Analysis Reporting System (FARS), 27% of all fatal
crashes occur at curves and 80% of all fatal crashes at curves are roadway departure crashes.
Increasing the clear zone (the
unobstructed, traversable area beyond
the edge of the travel lane for the
recovery of errant vehicles) is one
option. However, along the inside of the
curve, this would involve relocation of
Com Ed power poles and lines, among
other roadside obstructions. Along the
outside of the curve, there is a roadside
ditch as well as power poles and trees
and other obstructions.
Widening the paved shoulder to help
give the driver more area to regain
control of their vehicle and flattening the
side slope also are roadside safety
improvements to increase the clear zone
that could be considered. Widening the shoulders or flattening the ditch foreslopes would increase the
clear zone area.
Another roadside safety option is the addition of guardrail on the outside of the curve. The guardrail
would stop the errant vehicle from leaving the roadway. However, there are two entrances on the
center of the outside of the curve that would make the addition of effective guardrail difficult. The areas
where the guardrail would have to gap to accommodate the entrances would be unprotected.
Power poles, signs, trees, and other roadside obstructions.
3. Addition of High Friction Surface Treatment (HFST) and Enhanced Delineation
High friction surface treatment (HFST) and enhanced delineation are proven methods for improving
safety at horizontal curves. According to the Crash Mitigation Factor (CMF) Clearinghouse, chevron
signs provide a 25% reduction in nighttime crashes and a 16% reduction in non-intersection fatal and
injury cases and HFST provide a 52% reduction in wet road crashes and a 24% reduction in curve
crashes.
High friction surface treatment is an engineered high-friction aggregate placed over a thermosetting
polymer resin binder. This treatment increases the ability of a road surface to provide pavement friction
to vehicles in critical braking or cornering maneuvers. This is especially useful at horizontal curves that
are sharp, have deficient superelevation, and/or where driving speeds exceed the curve advisory
speed.
There are four chevron signs on the outside of the curve. Additional chevrons can be added in advance
of the curve to further delineate the curve. This would be especially beneficial for night-time drivers.
4. Resurface and Adjust Cross-Slope (Superelevation) for a Higher Design Speed
The posted speed limit on Cannonball Trail is 45 mph. Ahead of the curve, however, there is an
advisory speed limit posting of 25 mph. If the pavement were milled and resurfaced and the cross
slope adjusted so the superelevation rate is for a higher design speed, this would increase the
pavement friction and result in a reduction in vehicle departure crashes. The resurfacing can be a
higher friction hot-mix asphalt or a HFST as discussed in option 3. But, this pavement was last
resurfaced in 2014 and the superelevation was, at the time, designed for a 45-mph design speed
(Radius 350’, Superelevation 3.6%).
5. Realign Road to Correct Curve
The most-costly (and least practical and feasible) option is to realign the roadway between IL 47 and
Alice Avenue to increase the radius of the curve. As there are several residences on the inside of the
curve that would require complete relocations, this option was not explored further.
Based on this limited analysis, EEI recommends widening the paved shoulders to 3’ hot-mix asphalt through
the curve as well as adding shoulder rumble strips. We also recommend adding additional chevrons to further
delineate the curve. If the City like to follow this recommendation or choose another option(s) to pursue, then
we can further evaluate and provide a detailed cost estimate.
