Printed copies of the Human Resources Report are available. Questions and suggestions were raised regarding space availability for a future site for the Food Pantry to house donations of large items and furniture. Probably in addition to the current site at the Farm Bureau Building. Several sites were discussed, with Cross Lutheran offering long term space. Mayor Prochaska mentioned that the City needed to find a suitable location for the Millennium Clock, perhaps at Hydraulic and Route #47 near, or near the Courthouse. Mayor Prochaska thanked them on behalf of the City Council for the presentation. Alderman Sticka motioned and Alderwoman Burd seconded a motion to accept the Human Resource Commission Report. Laurie Bahr & Lisa Schillinger announced that the City of Yorkville's D.A.R.E. car had been judged "Best of Class" at the Dare Car Show and was awarded $200.00 for their D.A.R.E. Program. There were none. i Alderman Sticka stated that several of the City Council members had visited Enron's Manhattan facility and wanted it noted that there had been no objections by residents as the noise level is quite low. Mayor Prochaska stated that they would continue to work on the agreement, and look to YBSD for annexation into the Sanitary District. Alderman Callmer motioned and Alderman Sticka seconded a motion to Continue the Public Hearing for PC 2000 -09 Enron - Great Plains Energy to July 27, 2000. BILLS FOR APPROVAL A motion was made by Alderman Anderson to approve the bill list dated June 16, 2000 in the amount of $231,636.33 (vendor), $81,550.70 (payroll), for a total disbursement of $313,187.03; seconded by Alderman Sticka. Sticka -Aye Sowinski -Aye Callmer -Aye Anderson -Aye Kot -Aye Burd -Aye Ayes: 6 Nays: 0 Motion carried REPORT ATTORNEY'S REPORT Attorney Kramer stated there are several agreements in the process, with one of those coming through being the Peak Power Plant being built and operated by Enron. 3 Minutes of Citv Council of June 22. 2000 MAYOR'S REPORT THANK VILLAGE OF MONTGOMERY Mayor Prochaska wanted to publicly thank the Village of Montgomery, and asked Alderwoman - Burd for her comments. Alderwoman Burd stated the Village of Montgomery had been very kind and supportive. Mayor Prochaska thanked the Village Trustees for their support of Yorkville in our efforts on the Dam. MUD VOLLEYBALL IN OSWEGO Mayor Prochaska announced that the City had been invited to play Mud Volleyball by the Village of Oswego and that the City of Yorkville had won 2 out of ) games. This was not only fun, but builds communication between communities. FLAG RAISING CEREMONY With the 4th of July nearing, Mayor Prochaska announced that there will be a ceremony on the 4th at 8:15 AM at City Hall to raise one of the two flags the City has received that have flown over the Nations Capital. SHELL GROUND BREAKING A Ground Breaking will be held for the new Shell Station. Mayor Prochaska stated this is important as it is new, but also an expansion of Shell in Yorkville, as we have one Shell Station at route #71 already. WALGREEN COMING SOON Walgreen is ready to go in as Bella Tressa has moved to the Brenart Building and Yorkville a _ Flowers has move in downtown where the hardware store used to be. I AURORA AREA CONVENTION & VISITORS BUREAU. Mayor Prochaska announced a name change to Aurora Area Convention and Visitors Bureau, by the Aurora Area Tourism Council. CITY CLERK'S REPORT: No report CITY TREASURER'S REPORT INTRA FUND BORROWING Robert Allen explained the Intra Fund borrowing. Alderman Sticka made a motion to approve a Resolution forgiving the past intra fund borrowing of $77,086.00 from the Trust and Agency Fund by the Debt Service Fund and to Authorize the Mayor and City Clerk to execute said Resolution on behalf of the United City of Yorkville. Alderman Anderson seconded. One for oversizing on sanitary sewers which is a 90% payment, and the second being a Nextel payment in the amount of $2140.27. On a roll call vote all Council members present voting aye. Sticka -Aye Sowinski -Aye Callmer -Aye Anderson -Aye Kot -Aye Burd -Aye Ayes: 6 Nays: 0 Motion carried CITY ADMINISTRATOR'S REPORT GASOLINE PRICE INCREASES Administrator Nanninga stated he, Chief Graff and J.T. Johnson had met in regard to the increase in gasoline prices, and the effect this would have on the City this year. Nanninga stated that the prices are up about 37% and this would put the City about $10,000 over budget. However, there is a surplus of $52,000. and this will be put on hold to cover these unexpected costs. Nanninga stated the work on Elizabeth Street will be completed tomorrow. The Fox Highland sewer line is in place with only lift station work left. Nicor is finished with work at Van Emmon. The paving by Aurora Blacktop on Countryside Parkway was completed in 7 days and they did a great j ob. CHIEF OF POLICE REPORT NATIONAL CONFERENCE Chief Graff stated that several of the Police Alumni had attended the National Conference and explained that the airfare costs had been put on a personal credit card. He asked for a motion to approve payment for $436.00 for reimbursement of the airfare costs. Alderman Kot motioned and Alderman Anderson seconded a motion to approve payment for airfare costs in the amount of $436.00. On a roll call vote all Council members present voting aye. Lieutenant Martin gave an outline of what had transpired during 1999. Chief Graff asked Pat Auberry to report on the Police Academy for 1999. Ms. Auberry outlined the schooling by volunteers and their commitment to being there when needed. She stated they had only begun the Academy in the Fall of 1999 and have 47 members now. She appreciated the Council listening, and thanked the Mayor. Chief Graff asked if there were any questions. Alderman Sticka asked about the Mobile Data Terminals. 5 Minutes of Citv Council of June 22. 2000 Chief Graff stated they are working very well, and there have been more arrest warrants. I I I Alderman Kot congratulated the Police Department for a very nice looking report and good statistics and attributed this to the P.D. all being involved. Mayor Prochaska thanked Chief Graff, Pat Auberry and the Citizens Police Academy along with the Police Department stating we are becoming a model for other communities to look at and learn from. This say a lot about our community. Alderman Callmer stated he felt that this was due to our starting Community Policing in 1995. I i i �1 � i I I � it fl Ij - f ! �1 i i This afternoon I received a call from a resident of Ward 3 who demanded that I apologize for my statement noted in this week's Kendall County Record. I was quoted as saying that I was disappointed at the reaction from many residents at recent public meetings in response to the student proposal to put in a skate park next to the swimming pool. "I hate to see so much negativity from the community," I am quoted as saying. "I wish there were more parents encouraging these kids." The person who called me told me these community members who opposed the skate park in their neighborhood are leaders of Scout troops and Sunday school teachers. They are very supportive of kids and they are deeply offended by my remarks. I told her that I based these remarks on reports I had from the proponents of the skate park, who mentioned to me that at least one of the kids has quit his involvement in the skate park project because of the unpleasantness of the remarks made by some of our Yorkville residents to these students. My first response to this lady was to tell her that I would check my sources, and if they stand by what they told me, than I would standby what I said. But, being a journalist, I found that I had written down remarks made by this resident as we were having our conversation. I would like to share some of her comments with you. I told her that I was concerned that the Parfection site will not allow children to walk to the site. Only children whose parents will drive them will be able to use the site. She told me that she understood that would be the primary user. I said there are many children whose parents don't give them that kind of support, who won't drive them, or sit and watch them, Her response: We don't want those kinds of kids in our neighborhood. My response to this lady is: Those kids aren't being trucked here from Aurora. They are OUR kids, and they have a right to be on the sidewalks of this community, and in our parks. When I related to this lady what I was told about some of the kids being upset by comments made at the meetings, she said, "These kids should have been more protected. The adults should have known they were taking these kids into an adult situation." She also said, "We worked hard for our homes. We did support the skate park, just not in our neighborhood." She asked me why I didn't have this skate park put in across from my home. My response, my husband suggested it, but there wasn't enough room on the pavillion at the Riverfront Park, we were told. We've been very impressed with the skating prowess of some of the kids who have been using this park for the past few years, and we wouldn't have minded them continuing to skate across the street from us. I suspect that what this all boils down to is that I see things differently than some of the people who were so vehemently against having this skate park in their neighborhood. I worked hard for my home, but it isn't very fancy, and we live across the street from a saw mill, so it's easy to guess that we don't care so much about that kind of thing. I also have this belief that my children should have some freedom to bike the streets in our neighborhood, and walk to the pool on their own, so I guess my children are among the ones not wanted in Ward 3. This lady told me she and others in her community have a right to their opinion. Interestingly enough, she apparently doesn't seem to believe that I have a right to an opinion, too. Maybe that's because I don't agree with her viewpoint. I am not going to apologise for having that viewpoint. I am sorry she doesn't like it, but like she said, this is an adult issue. Like these kids, she will have to take the criticism that comes with taking a stand. I
