City Council Minutes 2020 01-28-20 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF YORKVILLE,KENDALL COUNTY,ILLINOIS, HELD IN THE CITY COUNCIL CHAMBERS, 800 GAME FARM ROAD ON TUESDAY,JANUARY 28,2020 Mayor Purcell called the meeting to order at 7:00 p.m. and led the Council in the Pledge of Allegiance. PRESENTATIONS Flags of Valor Presentation to American Legion Post#489 Mayor Purcell and Director Evans presented a check in the amount of$1813.50 to American Legion Commander Tim Conrady for the Flags of Valor initiative that took place over Veterans Day 2019. Director Evans said that over 70 flags were sponsored at Town Square Park. The flag display was to honor our nation and the veterans who have served. Director Evans also mentioned that he and Commander Conrady had worked together last year with Representative Wheeler to get House Resolution—HR 0450 passed,which recognized the war memorial in Town Square Park. At this year's Memorial Day service,the city will have a plaque dedication for the war memorial. PUBLIC HEARINGS None. CITIZEN COMMENTS ON AGENDA ITEMS None. CONSENT AGENDA None. MINUTES FOR APPROVAL Mayor Purcell entertained a motion to approve the minutes of the regular City Council meeting of January 14,2020 as presented. So moved by Alderman Peterson; seconded by Alderman Milschewski. Motion unanimously approved by a viva voce vote. BILLS FOR PAYMENT Mayor Purcell entertained a motion to approve the bill list in the amount of$1,511,037.66(vendors); $309,946.90(payroll period ending 1/10/20); for a total of$1,820,984.56. So moved by Alderman Peterson; seconded by Alderman Frieders. Motion approved by a roll call vote. He said that he really enjoyed speaking with the second graders. PUBLIC WORKS COMMITTEE REPORT ^ Water Department Reports for October, November,and December 2019 (PW 2020-02) Alderman Plocher made a motion to approve the Water Department Reports for October,November, and December 2019; seconded by Alderman Frieders. Motion unanimously approved by a viva voce vote. 2019 Road to Better Roads Program—Request for Change in Plans and Engineer's Final Payment Estimate (PW 2020-05) Alderman Plocher made a motion to approve the 2019 Road to Better Roads Program—Request for Change in Plans and Engineer's Final Payment Estimate and authorize the Mayor to execute; seconded by Alderman Peterson. Barstow,Fresno, CA 93722 in the amount of$52,243.00 for the repair and ^ rehabilitation of truck Y9, a 2008 International tandem axle dump truck; seconded by Alderman Frieders. Ayes-7 Nays-0 Funkhouser-aye, Transier-aye,Plocher-aye,Frieders-aye, Peterson-aye,Koch-aye,Milschewski-aye CITY COUNCIL REPORT National Suicide Prevention+Action Month Proclamation Project Alderman Frieders reported that he has the 2020 proclamation for the National Suicide Prevention+ Action Month ready to start sending out to communities. This year he is working with Hope for the Day as well as the local National Alliance on Mental Illness affiliate. He said the goal of the proclamation project is to point out that suicide is an issue,to be able to provide information on the resources that are available,and to remind people that they are enough. Top Golf Event Alderman Funkhouser reported that the city would be partnering with the Kiwinis Club to hold an event at Top Golf on Thursday,March 5`'from 2:00 p.m.—5:00 p.m. He said the event should be a lot of fun. Anyone that is interested in registering should contact the city's Parks and Recreation Department. CITY CLERK'S REPORT ^ No report. COMMUNITY& LIAISON REPORT No report. STAFF REPORT Building Permits Building Code Official Ratos reported on the number of building permits that were submitted for calendar year 2019. In 2019, single family home permits totaled 143, and in 2018 they totaled 210. In 2019, single family attached permits totaled 35,and in 2018 they totaled 36. In 2019,commercial permits totaled 117, and in 2018 they totaled 130. In 2019,miscellaneous permits totaled 1848, and in 2018 they The Minutes of the Regular Meeting of the City Council—January 28,2020—Page 4 of 4 totaled 615. With the increase in miscellaneous permits in 2019, 700 of those are attributed to the large storm that the city experienced. Mr.Ratos mentioned that even though the city had received more home permits in 2018,the construction value added to the community was higher in 2019. For 2019, construction value was estimated at$59,154,430.00 and in 2018 it was estimated at$55,529,975.00 for an estimated increase in construction value of 3.624 million in 2019 versus 2018. ADDITIONAL BUSINESS Budget Discussions Mayor Purcell mentioned that budget discussions have started with staff and will take place for the next couple of weeks prior to the budget being presented to the City Council.
