The meeting was called to order at 6:00pm by Chairman Seaver Tarulis and a quorum
was established.

Minutes for Correction/Approval: November 7, 2019
The minutes were approved as presented.
New Business:
1. PS 2020-01 Monthly Report Review
The Chief presented the October and November monthly reports. He said there are now
41 employees including five additional patrol officers and overtime hours have decreased
due to adequate staffing. The crashes at Rt. 126 and 47 were discussed and information
has been given to Public Works Director Eric Dhuse for possible solutions to the sight
line issues.
Chief Jensen reported that the Part I and Part II crimes were down compared to last year
and the non-criminal calls are increasing as the population grows. He also said crisis
intervention calls stats are now available. Alderman Frieders commented that residents
sometimes do not call the police, but instead report incidents on social media. Chairman
Tarulis thanked the Police for the high adoption rate of stray animals and Chief Jensen
praised the Records staff for the adoption efforts.

2. PS 2020-02 Adjudication Reports for November and December 2019
Chief Jensen said many of the cases were building and zoning issues along with some
cannabis violations. Cannabis charges will continue for minors after January 1st.
Alderman Transier questioned how cannabis violators cases would be handled if they
were charged in December, but not heard until January when the new laws become
effective. Chief Jensen will research this question.
3. PS 2020-03 Request to Dispose of Surplus Items
Ms. Parker said this is a continuation of the cleanup of the sallyport and storage unit. She
listed the various items for disposal which have no value and said they wish to dispose of
through a recycling company. The committee approved this recommendation.
4. PS 2020-04 Liquor Code Amendment – Waiver of Fees for Temporary Permits
Ms. Pickering said for special events, there are two routes that applicants can take. If the
applicant currently holds a liquor license, they can apply for a special event license and
the Mayor has the option to waive those fees. The second option is for temporary permits
to be issued to non-profit groups, wineries and other similar organizations and they are
charged $35. The Mayor would also like the option to waive those fees. For 2019, there
were only six temporary permits issued. Alderman Frieders commented that he would
like the non-taxpaying groups to pay the $35. No further discussion.
5. PS 2020-05 2020 Department Goals
Chief Jensen said he has established four department goals for 2020:
1. Reduce number of accidents: Chief Jensen would like to see a 3% accident
reduction. He said the department will educate and gather data prior to assigning
staff to a specific area.
2. Reduction in Part I and II crimes: Supervisors will be given latitude to direct their
team to achieve results. Focus will be on problem areas.
3. Increase interaction with social media footprint: a Facebook page has been
developed and the department will use Snapchat and Twitter. Increased postings
will be made, especially with positive items.
4. Develop crisis intervention team: Mental health training has been given to all
staff members. Many officers are CIT-certified to deal with various mental
disabilities and the department is developing relationships with families with
autistic members.
Alderman Frieders also commented about marketing the services of the department and
how to disseminate the outreach services available. The Chief said his department will
attend events and work with the schools to inform the community. Mr. Frieders also
noted an event on February 11th at The Den in Oswego which will include conversations
on mental health. YPD will also attend, said the Chief. He also said Officer
Goldsmith/SRO at the high school will begin posting on Facebook.

Additional Business
Chief Jensen gave a brief summary about the proposed vehicle lease program and the
department is working with other agencies to determine their satisfaction with their
programs. He said most departments are happy and there are many variables to consider.
He said it's very difficult to obtain vehicles at this time and there is a 20 week lead-time.
More information will be forthcoming.
The school inter-governmental agreement is still pending and waiting on review by the
attorneys, said Chief Jensen.
Another officer will be hired on January 6th. The Chief is looking at a targeted patrol
team and more information will come. A department policy manual will be coming.
There was no further business and the meeting was adjourned at 6:39pm.

Background
The new monthly report has been designed to provide necessary feedback to the board and
community regarding crime, traffic and community policing efforts of the police department. This
document is easy to understand, provides a multitude of data and is comparative in nature to the
previous month and year. This report will be disseminated to the entire board and city staff on a
monthly basis and will be made available to the public on-line.

COMMUNITY POLICING INITIATIVES
CPAA Christmas Dinner December 4th. The CPAA held their annual Christmas Party at the
Beecher Center. YPD Staff and CPAA were able to enjoy a meal together and take part in the
famous white elephant gift exchange. A great time was had by all.
Shop with a Cop December 10th. YPD held its first Shop with a Cop event at the Yorkville
Target. We would like to thank Old Second Bank and CPAA for their generous donations. 19
Children were paired with YPD staff and were able to buy Christmas gifts for their families
and themselves. What a great time had by all. We can’t wait till next year.
Lighthouse Academy December 13th. A local business donated several stuffed animals to our
Agency to be handed out to children. Sergeant Carlyle’s shift stopped by Lighthouse
Academy and provided several stuff animals to the children there. We wanted to Share a
social media post a parent left on our Facebook Page.
Kendall TRIAD Senior’s Lunch December 23rd. YPD staff along with other agencies served a
Christmas lunch to over 100 seniors. What a great time had by all.

DETECTIVE SQUAD
INVESTIGATIONS HIGHLIGHT
During the month of December, the Detective Squad devoted a significant amount of time and
effort in attempting to locate a runaway juvenile that was suspected to be in Chicago. A wide
variety of investigative methods have been, and continue to be, employed in our effort to
locate the juvenile and return her to her family. While diligently investigating the runaway
juvenile, we received five Criminal Sexual Assault reports, some dating back to 2007, in which
the suspect had sexually abused/assaulted several juveniles. Charges were secured against the
suspect for Predatory Criminal Sexual Assault, a class X felony, and more charges are pending.

COMMUNITY POLICING INITIATIVES
January 21st the city-wide Chili Cook-Off event was a huge success! Kirsten Balog’s chicken chili
won first place! They were all delicious!
In January, YPD hosted two Animal Control Adoption Visits – black lab mix Buddy and a 1-year-
old female Shepherd Heeler mix Serafrina.
In January, Alex Jordon was sworn in as a Patrol Officer for the Yorkville Police Department
assigned to the Field Operations Division. Welcome Aboard Officer Jordon.
YPD Officers (Officer Mott & Sgt. Jeleniewski) attended the Yorkville Library Mini-Golf Event.
SRO Goldsmith is seen having lunch with a student from Autumn Creek Elementary School .
D.C Mikolasek was sworn in as the Sergeant of Arms for the Kendall County Association of
Chiefs of Police. Congrats Ray.
Yorkville Home Depot made a visit to YPD for Law Enforcement Appreciate Day. Thank you for
thinking of us.

Special Olympics Polar Plunge is Sunday March 1st, Loon Lake at Silver Springs. YPD will have a
“jump” team, come out and join us.
Kendall County Respect for Law Banquet is Friday May 1, 2020 at Whitetail Ridge. Mark your

INVESTIGATIONS HIGHLIGHT
During the month of January, the Detective Squad secured 34 charges against 55-year-old
Eliseo Alfaro-Ortiz for Predatory Criminal Sexual Abuse and other sex offenses. The charges are
the result of a month-long investigation involving several victims and agencies in Illinois and
Wisconsin. The Detective Squad also hosted department training with the patrol shifts where
officers received basic training in a variety of tasks regarding investigative procedures and
techniques.

COPS Hiring Grant: The U.S Department of Justice recently released the FY20 COPS Hiring
Program Grant. Approximately $400 million in funding is available to hire entry level career law
enforcement officers. The focus of this hiring grant for the Yorkville Police Department will be School
Based Policing
Background
As part of the 2018 goal setting process for the United City of Yorkville the council identified
police department staffing as the number one goal. This commitment has led to the hiring of eight (8)
police officers in FY20 with an additional position yet to be filled.
To assist in meeting this goal we have looked into alternate funding opportunities. This year
(FY20) the U.S Department of Justice released the COPS Hiring Program Grant. This grant opportunity
provides 75% of the approved entry-level salaries and fringe benefits of each newly hired officer, up to
$125,000 per officer position over the three-year (36 month) grant period. This grant also requires a 12-
month retention period beyond the 36-month grant period Below is a breakdown of the Officer costs
and the Federal v. Local share amounts for this grant:

This program grant requires us to identify a specific crime and disorder problem/focus area and
explain how the Cops Hiring Program funding will be used to implement community policing
approaches to that problem/focus area. Additional consideration is given to applicants who select
School Based Policing. The Yorkville Police Department would be requesting to hire one (1) sworn
police officer through this grant opportunity and assign this Officer to the Yorkville Middle School as a
School Resource Officer. In past years our Department provided a full-time officer in this role,
however, due to budgetary and staffing issues this position was eliminated. The SRO assigned would be
required to immerse him/herself into the school setting to enhance relationships and build on the
community policing philosophy of the Department.

Discussion regarding the United City of Yorkville Strategic National Stockpile Plan
Background
The Strategic National Stockpile (SNS) is a federally run program. It was established in 1999 by
Congress and is managed by the Centers for Disease Control and Prevention (CDC). The SNS contains
large quantities of medicine and medical material. Reserves are stored in undisclosed locations
throughout the United States. These locations are chosen so that, if deployed, supplies can get to an
affected area within 12 hours.
The SNS is made up of material that will help protect the American people from any large-scale
public health emergency either man-made or natural. During an emergency, local, state and private
medical supplies will be depleted quickly. These reserves are designed to supplement and re-supply
these resources to ensure the safety and health of the public.
In the event of a biological release or infectious disease outbreak, the Kendall County Health
Department (KCHD) in conjunction with the Kendall County Emergency Management Agency
(KCEMA) will activate the Pharmaceutical Distribution Plan for the Kendall County area. We will be
notified of this activation and begin our response protocol. This activation will put three (3) different
response components into effect:
1. Acquisition of emergency responder pharmaceutical supply
2. Securing of emergency responder pharmaceutical distribution site
3. Securing of general public pharmaceutical distribution site
To assist in preparing for such an event the United City of Yorkville must establish its plan for
response in coordination with the Kendall County Health Department so that we maintain continuity of
services. The success of our response will be determined by our plan organization, development and
preparedness. We anticipate plan completion midyear with no budget implications.

Discussion regarding the United City of Yorkville Emergency Pipeline Plan
Background
Pipelines are the safest and most reliable way to transport natural gas, crude oil, liquid petroleum
and chemical products. Pipelines are primarily underground which keeps them away from public
contact and accidental damage. Pipelines can move large volumes of products at a significantly lower
operating cost when compared to other modes of transportation.
Pipeline incidents present some of the most dangerous situations an emergency responder may
encounter. Pipelines contain flammable, hazardous and even deadly petroleum gases, liquids and other
chemical products that present emergency responders with a myriad of hazards and risks that vary
depending on the topography, weather and properties of the material involved. For the majority of
pipeline incidents, there are a limited number of options to actually stop the leak. In almost all cases, the
pipeline operator must be involved to manage the incident safely.
Advance knowledge of where pipelines are located in our community, the products transported
in them, and how to contact and work together with the pipeline operator in the event of an incident are
key factors to an effective and safe response. To assist in preparing for such an event the United City of
Yorkville must establish its plan for response so as to help bring any situation to a successful conclusion.
Deputy Chief Mikolasek will be staffed with organizing, developing and implementing such a
plan in conjunction with our Public Works Department. We anticipate plan completion midyear with no
budget implications.
